Stairs from Eiffel Tower sell for 169,000 euros

Paris

A section of stairs from the Eiffel Tower in Paris sold for almost 170,000 euros on Tuesday, auctioneers announced, around three times the pre-sale estimate.

More than two dozen wrought-iron steps from the original spiral structure, from between the second and third floors of the Paris landmark, were sold to a Middle East collector for 169,000 euros ($190,000) after a bidding-war in the French capital.

Auction house Artcurial originally estimated the sale price to be between 40,000 and 60,000 euros.

The stairs, which stand 4.3 metres high (13 foot) and were part of a private Canadian collection, date from 1889 when the legendary French engineer Gustave Eiffel built the 324-metre edifice as the centrepiece of the Paris Universal Exhibition.

It soon became the most iconic feature on the Paris skyline and is France’s most visited monument despite suffering calls for its demolition in the years after the exhibition.

It is still the country’s third tallest structure, and was the highest building in the world for 41 years until the construction of the Chrysler Building in New York in 1930.

The stairs were removed from the tower in 1983 to make way for a lift and cut into 24 sections, ranging from two to nine metres high.

Several were bought by museums or ended up as historic installations in prestigious sites around the world.

Artcurial sold a separate section of the tower — just 14 steps — for 523,800 euros to an Asian buyer in 2016.

Indonesia’s new ‘heresy app’ draws fire

ASEAN+ November 27, 2018 15:40

Jakarta

A new Indonesian government app that lets the public report suspected cases of religious heresy is drawing fire as rights groups warn it could aggravate persecution of minorities in the world’s biggest Muslim-majority nation.

Users of the app can report groups practicing unrecognised faiths or unorthodox interpretations of Indonesia’s six officially recognised religions, including Islam, Hinduism, Christianity and Buddhism.

“Smart Pakem”, which was launched Sunday and is available for free in the Google Play store, was created by the Jakarta Prosecutor’s Office, which said it would help educate the public and modernise the current reporting process.

The app will also list religious edicts and blacklisted organisations and will allow users to file complaints instantaneously, instead going through the often cumbersome process of submitting a written accusation to a government office.

“The objective…is to provide easier access to information about the spread of beliefs in Indonesia, to educate the public and to prevent them from following doctrines from an individual or a group that are not in line with the regulations,” Nirwan Nawawi, a spokesman for the prosecutor’s office, told AFP in a statement.

However, rights groups fear the application could be misused by increasingly powerful hardline Islamic groups and widen divisions in a country where harassment of religious and other minorities is not uncommon.

“This is going from bad to worse — another dangerous step to discriminate religious minorities in Indonesia,” said Human Rights Watch researcher Andreas Harsono.

Bonar Tigor Naipospos, vice chairman of rights group Setara Institute, added: “This is dangerous because if mainstream society doesn’t like (a group) they’ll report them through the application — this will create problems.”

Hundreds of thousands of people across the sprawling Southeast Asian archipelago who adhere to non-recognised animist and mystical faiths have long suffered discrimination and limited access to public services.

This year an angry mob rampaged through a small community of the Ahmadiyya Islamic minority on the island of Lombok, destroying homes and forcing dozens of members to flee.

The religious sect has been declared heretical by the Indonesian Ulema Counci(MUI).

Indonesia, a 17,000 island archipelago nation, is often touted for its diversity and religious tolerance, but it has a wide-ranging blasphemy law that has sparked a backlash.

Criticising religion — particularly Islam, which is followed by nearly 90 percent of Indonesia’s 260 million citizens — can land offenders in jail.

This summer, an ethnic Chinese Buddhist was jailed for insulting Islam after asking her neighbourhood mosque to lower its sound system during the daily call to prayer because she found it too loud. Her jailing was widely criticised.

Snapchat selfie sparks terror scare on Indian flight

A passenger was taken off an Indian plane and detained for questioning after he posted a photo of himself on Snapchat alongside the word “terrorist”, officials said Tuesday.

Yogvedant Poddar, 21, was removed from the Jet Airways flight after a passenger spotted him typing “Terrorist on flight, I destroy women’s hearts” into his phone.

The caption accompanied a photo he had taken of himself which showed half of his face covered with a handkerchief, Kolkata deputy police commissioner Avvaru Ravindranath told AFP.

Irish national Benjamin Plackett was sitting behind Poddar on the Monday Kolkata to Mumbai service flight and alerted the cabin crew as the plane was being prepared for take-off.

Poddar was taken off the flight and detained for almost ten hours before being let go without charge, Ravindranath said.

“We questioned him extensively. We found no terror link. It was a message that was meant exclusively for his friends and was not intended to threaten or hurt anyone,” said the police official.

Jet Airways said in a statement that a passenger had been “deplaned for security reasons”.

“The aircraft departed for its destination with a revised flight timing” after the necessary checks had been carried out, the airline added.

In September an Indian passenger on a GoAir flight sparked panic in mid-air when he tried to open a plane door, apparently mistaking it for the toilet.

The same week, a passenger was kicked off an IndiGo service after he tried to access the cockpit to charge his phone while the plane was preparing for take-off.

India’s aviation market is witnessing a massive increase in passenger numbers as its growing middle class take advantage of cheap fares and better connectivity, with many taking to the skies for the first time.

New Zealand rescuers save six stranded whales

Wellington

Six beached whales were successfully refloated off New Zealand Tuesday, rescuers said, after a spate of mass strandings in recent days that resulted in the deaths of dozens of marine mammals.

Wildlife rangers and volunteers used pontoons to float the killer pygmy whales — part of a group of 12 found beached in the country’s far north on Sunday — and take them about 400 metres (437 yards) offshore.

“We are hopeful that the six whales that have been refloated will remain at sea,” the Department of Conservation (DOC) department said in a statement, adding that another two whales were euthanised after continually restranding.

Two of the pod were already dead, and two more died after being found by rescuers on the North Island’s west coast, with the remaining eight transported by truck to the east coast on Monday, where sea conditions were calmer.

The survival of even part of the pod was a rare success for DOC as it struggled to deal with four separate strandings in quick succession, including a sperm whale and a pygmy sperm whale in separate incidents on the North Island coast.

By far the largest was when up to 145 pilot whales were found late Saturday washed up on Stewart Island, 30 kilometres (19 miles) off the southern coast of the South Island.

Half the animals were already dead and the rest were put down because there was no chance of rescuing them from the remote location

US travel blogger Liz Carlson was among a group of hikers on Stewart Island that found the whales and she described her frustration at being unable to help the huge sea creatures.

“When we realised the horror of what we were seeing, we dropped everything and ran straight into the water,” she posted on social media.

“Desperately we grabbed their tails and pushed and yelled, before we got hammered by them thrashing around.

“It was useless — they were so big and heavy and the realisation we could do nothing to save them was the worst feeling I’ve ever experienced.”

The reason whales and dolphins strand is not fully understood but factors can include sickness, navigational error, geographical features, the presence of predators, and extreme weather.

Jack Ma, China’s richest man, is a Communist Party member

Beijing

Jack Ma, founder of Chinese tech giant Alibaba, is among the world’s richest people but he has now emerged as a member of another club: China’s 89-million-strong Communist Party.

The billionaire’s Communist bona fides were revealed by the People’s Daily, the party’s official mouthpiece, in an article praising contributors to China’s development.

He is not the first nor likely the last Chinese super-rich capitalist to join the party, which counts property titan Xu Jiayin and Wanda Group founder Wang Jianlin among its billionaire members.

But Ma’s membership had not been known until now as China’s richest man had previously suggested that he preferred to stay out of politics.

In Monday’s article, the People’s Daily said Ma was a party member who has played an important role in pushing China’s Belt and Road global trade infrastructure initiative — a pet project of President Xi Jinping.

He has also been honoured as one of the “outstanding builders of socialism with Chinese characteristics in Zhejiang Province,” where Alibaba is based, the daily said.

Joining the party can be helpful to private businessmen and women in the country as they navigate a complicated business environment where the state-led economy dominates many industries and private business can be unwelcome.

Xi has renewed a push to expand the Communist Party’s influence in private business, requiring any company with more than three party members to set up a party cell, or lacking numbers, join with nearby firms.

Three in four private companies already host party organisations.

“We must do a good job in the education and management of party members and guide them to play an active role,” Xi told officials in Shanghai earlier this month, noting the increase in private employment and new types of employment.

Xi is pushing to further intertwine the party and business, with the latest rewrite to the rules for party organisations published Sunday by official news agency Xinhua.

In private companies party cells should “guide and supervise the enterprise to strictly abide by national laws and regulations,” the draft order says, according to Xinhua.

Ma did not reveal his Communist Party membership in paperwork filed for Alibaba’s 2014 initial public offering on the New York Stock Exchange. It is not known if Ma was a member at the time.

A spokeswoman for Alibaba declined to comment.

Ma — who announced in September that he would step down as head of Alibaba next year — has previously indicated he preferred to keep the Chinese state at arm’s length.

“My philosophy is to be in love with the government, but never marry them,” he said at the World Economic Forum in Davos in 2007.

But party members must hold up their right fist and recite an oath upon joining.

“Be loyal to the party, work actively, fight for communism all one’s life, always be prepared to sacrifice everything for the party and people, and never betray the party,” they recite.

Tourists from China are ‘illegal workers,’ Philippine Senate panel learns

Tourists from China are ‘illegal workers,’ Philippine Senate panel learns

Manila

Tens of thousands of Chinese from mainland China have been entering the Philippines as tourists before obtaining short-term special permits to work in online gambling operations, a Senate panel learned on Monday.

At a hearing of the Senate labor committee, Sen. Joel Villanueva expressed alarm and indignation after immigration and labor authorities admitted that more than 119,000 “tourists,” most of them from mainland China, were able to skirt labor regulations to gain temporary employment in the country.

These tourist visa holders technically remain tourists even during the three-to-six-month duration of their work assignment in the country.

Thus, their employers need not prove that the jobs cannot otherwise be performed by locals, which is the usual policy for alien workers.

‘Stealing’ jobs

“It’s very clear. Chinese nationals have been stealing our jobs, taking away our homes and pilfering opportunities from Filipinos,” Villanueva said.

He called for stringent regulation of foreign workers in the country.

The Senate panel is looking into the proliferation of presumed illegal workers from China, whose numbers have risen around Metro Manila to a degree that do not match official employment numbers from the Department of Labor and Employment (Dole).

Dole figures show that since 2015, close to 116,000 foreigners have been issued an alien employment permit (AEP), which allows them to work legally in the Philippines.

An AEP will be issued by Dole only if there is no Filipino willing or competent enough to do the job being offered to a foreigner.

Requirement for visa

The permit is one of the major requirements for the issuance of a work visa for aliens, but officials acknowledge that virtually all AEP holders have been able to get work visas.

Chinese nationals account for the bulk of foreign workers holding AEPs, numbering almost 52,000, or about 45 percent of the total, mostly working in manufacturing, information and communications, and administrative and support services.

But Labor Undersecretary Ciriaco Lagunzad III told the Senate committee that there was another way the Chinese had been able to gain employment even without an AEP by obtaining special work permits from the Bureau of Immigration.

“This is beyond AEP … because it is intended for short-term assignments for six months … or three months extendible by another three months,” he said.

Lagunzad explained that the status of these permit holders remained tourists. “Is this covered by an AEP? The answer is no,” he said.

He said there were more than 119,000 of such permits issued by the immigration bureau from 2017 to 2018. But the actual number could be bigger, considering some 1.6 million tourist visas were issued to Chinese citizens in 2018 alone by the Department of Foreign Affairs, and only 18 preemployment visas.

Massive presence in Metro

Villanueva also described anecdotal evidence of massive Chinese presence in major real estate developments in Metro Manila, especially in the south.

Demand for offices and housing by the Chinese workers has buoyed the real estate market in Metro Manila, pushing rents up in many condominium buildings.

Reports of unruly behavior of these workers in residential buildings also have been increasing.

“There’s definitely more than the official numbers,” Villanueva said.

Homer Arellano, head of the immigration bureau’s Prosecution and Legal Assistance Section, said the special work permits were typically granted to foreign basketball players to play in the local league and to international entertainers holding a concert.

Offshore gaming operators

But when Villanueva noted that there couldn’t be 119,000 of such type of workers, Arellano said: “Most of them are Chinese and they work in firms run by Pogos (Philippine offshore gaming operators).”

To which Sen. Grace Poe reacted: “Shouldn’t that be a red flag to us? They shouldn’t enter here under false pretenses.”

Poe also wondered if immigration authorities had kept track of these permit holders’ background and whether they had any criminal record in their home countries.

Mandarin

Arellano said one factor that put Filipinos at a disadvantage with the Chinese for this type of job was lack of fluency in speaking Mandarin.

This prompted Poe to retort that Filipinos could be hired as understudies to learn from the Chinese in Pogo jobs.

Villanueva followed up by suggesting that language skills training of Tesda (Technical Education and Skills Development Authority) focus on teaching Mandarin to Filipinos.

Speaking to reporters after the hearing, Villanueva said it was not his intention to spread anti-Chinese sentiment but only to make sure that Filipino jobs were protected.

“It is unfortunate but we’re not trying to single out any nationality, but we’re talking of illegal workers stealing jobs from Filipinos,” he said.

US bombers no longer flying over Korean peninsula: US general

ASEAN+ November 27, 2018 06:51

Washington

US bombers are no longer conducting flights over South Korea after Seoul asked for such missions to be paused, a US general said Monday.

General Charles Brown, who heads US Pacific Air Forces, told Pentagon reporters that the break was to help create space for ongoing diplomatic efforts to address North Korea’s nuclear activities.

“As we’re going through the diplomatic aspect, we don’t want to actually do something that’s going to derail the diplomatic negotiations,” Brown said.

“So that’s part of the reason why we’re not doing (flights) over Korea.”

As part of its so-called “Continuous Bomber Presence Mission,” the US Air Force has kept B-1Bs, B-52s and B-2s on the US territory of Guam since 2004.

It routinely conducts flights over the region, often with partners including Japan, South Korea and Australia, as a way of training and exerting a strong military presence against North Korea and other potential adversaries.

Brown said despite not flying over the Korean peninsula, the overall number of bomber flights has not changed.

The US and South Korea have scaled back or scrapped several joint military drills since a historic summit between North Korean leader Kim Jong Un and President Donald Trump in Singapore in June.

At the meeting, Trump announced the US would stop holding joint exercises with the South, calling them expensive and “very provocative.”

US Defense Secretary Jim Mattis last week said the US and South Korea are reducing the scope of “Foal Eagle,” a joint drill scheduled for spring 2019.

Foal Eagle is the biggest of the regular joint exercises held by the allies, and has always infuriated Pyongyang, which condemned it as preparations for invasion.

SOME 4.5 million people attended the three-day water festival in Phnom Penh, of which around 12,000 were foreigners, while some 925,000 tourists travelled to the provinces, of which 842,000 were local.

The 2018 Water Festival in Phnom Penh saw a 50 per cent increase in visitors compared to last year, while those who headed to the provinces during the holiday rose by 15.6 per cent, the Ministry of Tourism’s official Facebook page said.

Some 4.5 million people attended the three-day festival in Phnom Penh, of which around 12,000 were foreigners, said the ministry’s data.

It said some 925,000 tourists travelled to the provinces, of which 842,000 were locals. The figure was up 15.3 per cent from last year. About 83,000 foreigners also travelled to the provinces – up 18.5 per cent.

Siem Reap Provincial Department of Tourism director Ngov Seng Kak said the number of tourists visiting temples and other resorts in Siem Reap during the three-day holiday was over 330,000 – up 18.53 per cent from last year.

More than 300,000 were local tourists (up 19.6 per cent), and 32,896 were foreigners – up three per cent.

“Tourists visiting Siem Reap have grown steadily, as the authorities have designed many entertainment activities along the river and Pub Street,” he said.

Seng Kak said there are currently more than 22,000 rooms at hotels and guesthouses in Siem Reap.

In the first 10 months of this year, Siem Reap received 2.09 million tourists or a more than eight per cent increase. They were led by visitors from China, South Korea, Japan and the US. As expected by the ministry, Siem Reap will receive a total of about 5.5 million guests this year, of which 2.5 million will be foreigners.

Kampot Provincial Department of Tourism director Soy Sinol said during the holidays, Kampot province saw nearly 100,000 visitors – up nearly 19 per cent from last year. Of the figure, nearly 90 per cent were local tourists.

Cambodia Association of Travel Agents president Chhay Sivlin said promoting the quality and value of services and political stability has played an important role in encouraging tourism to Cambodia.

“The number of tourists travelling to the northeast region increased during the Water Festival this year because there are a lot of services and natural settings,” she said.

Philippine mining sector seeks uplifting measures

ASEAN+ November 27, 2018 01:00

By PHILIPPINE DAILY INQUIRER
ASIA NEWS NETWORK

THE PHILIPPINE mining industry needs a boost from the government through renewed exploration activities and additional open-pit projects, especially after tax reforms implemented earlier this year doubled the excise tax on minerals to 4 per cent of gross output.

According to the Chamber of Mines of the Philippines (COMP), the higher tax would ensure that the country continues languishing among the bottom 10 countries in the world in terms of mining regulations. “The tax regime of the [local] industry is very high,” COMP chair Gerard Brimo told the Inquirer. “At the same time, the industry is burdened by a serious lack of policy stability.”

Brimo said that any further attempts to increase taxes on the back of “policy flip flops” would seriously discourage investment.

“And this is actually happening already,” he said. “Fraser Institute ranks the Philippines in the bottom five [worldwide] for uncertainty in mining regulations.”

Brimo was referring to results of the Fraser Institute Survey of Mining Companies 2016 that was released in 2017 where the Philippines ranked 100th out of 104 jurisdictions in the Policy Perception Index – one of two components of the survey.

In the other component – Best Practice Mineral Potential Index, which ranks the country in terms of whether the geology encourages investments in exploration – the Philippines was 10th out of 104.

The two indices combine as the overall Investment Attractiveness Index, which ranks the Philippines 66th out of 104. In the 2017 survey released earlier this year, the Philippines remained at the bottom 10 based in terms of policy perception – 85th out of 91.

In terms of mineral potential, the Philippines dropped 39 places to 49th out of 91.

Thus, the Philippines’ overall investment attractiveness ranking also dropped by nine ranks to 75th.

Brimo said the moratorium on minerals exploration – implemented through Executive Order No 79 of 2012 – and the ban on open-pit mining (ordered almost two years ago when Gina Lopez was environment secretary) now both need to be lifted. The COMP chair said that the mining industry, if allowed to grow, could contribute significantly to the economic development of the country. “Three pending mining projects can bring the industry’s exports to over 9 per cent of total [Philippine] exports and increase the industry’s contribution to about 1.4 per cent of the country’s gross domestic product [GDP]. As of 2017, mining accounted for 6.4 per cent of exports and 0.8 per cent of GDP.”

Brimo was referring to the Tampakan copper project, King-king copper-gold project and Silangan copper and gold project – all in Mindanao and on hold because of the ban on open-pit mining.

Together, these three projects are expected to engage US$4.7 billion in capital investments and ring up revenues of 303 billion pesos (Bt191 billion) for the national government and 40 billion pesos for local governments.

Indonesia steps back from new negative investment list

Following protests by business representatives, the government has stepped back from its policy of removing 54 business sectors from the current negative investment list (DNI).

Coordinating Economic Minister Darmin Nasution said the new policy, which was part of the 16th economic stimulus package was still in the discussion stage.

“We will assess together, not [the government] alone. After this discussion stage, we will sit together and the results will be conveyed to the President,” said Darmin as reported by kontan.co.id.

He said he would attend the national leadership meeting of the Indonesia Chamber of Commerce and Industry today to discuss the new DNI with members of the lobby group.

Darmin’s statement followed criticism by Kadin and the Indonesian Employers Association of the policy.

Kadin had called on the government to delay the implementation of the policy, which was initially to be announced next Monday. – The Jakarta Post

Singapore factory output in October beats forecasts

Singapore’s manufacturing output grew 4.3 per cent year on year in October, more than rebounding from September’s 0.1 per cent dip and exceeding economists’ expectations of 2.6 per cent growth.

Excluding the volatile biomedical manufacturing sector, output grew 3 per cent, preliminary estimates from the Economic Development Board yesterday showed.

On a seasonally adjusted month-on-month basis, October’s manufacturing output also ended a three-month streak of decline, instead growing 2 per cent, or 3.9 per cent without biomedical manufacturing.

On the downside, electronics output fell for the second straight month, down 2.7 per cent year on year, with semiconductors, computer peripherals and data storage seeing contraction. Other electronic modules and components grew 5.1 per cent, and infocomms and consumer electronics segments grew 1.7 per cent.

Despite this, the electronics cluster’s output has still seen a cumulative increase of 8.9 per cent from January to October, compared to the same period the year before. – The Straits Times

Laos shuts almost 1,000 wood-processing plants

Nearly 1,000 wood-processing plants across Laos have been shut down since Prime Minister’s Order No 15 was issued in May 2016.

Prior to the order, there were 2,102 wood processing plants but the number has now fallen to 1,150, Prime Minister Thongloun Sisoulith informed the National Assembly last week.

“The government will step up inspections and work to improve more plants to ensure they meet quality standards,” he said.

Following the move, the government’s taskforce and other authorities have seized illegally harvested timber which has been sold by tender, fetching US$1.94 million (Bt64 million), Thongloun revealed.

The government has resolved to sell the remaining seized illegal wood by tender and to speed up payments by winning bidders who have not yet handed over the money they owe.

The drastic measures under the order were intended to reform regulation of the timber industry and ensure that only finished wood products are exported. Since the Order was issued, Laos is starting to see the fruitful results of stronger forest governance and address the chronic problem of illegal logging, according to the Ministry of Agriculture and Forestry.

No more govt-guaranteed loans for state enterprises

The Lao government will no longer act as a guarantor for state enterprises that plan to borrow funds for their investment and expansion, according to a senior government leader.

Deputy Prime Minister and Minister of Finance Somdy Duangdy, told the National Assembly earlier this week that the government would not allow state enterprises to use its status to back their loan plans. However, he said the government would be happy to support state enterprises in borrowing money to invest in projects that had the capacity to yield a profit. State-owned companies must provide evidence that they will be able to generate income and repay bank loans otherwise they will not get government support. Analysis shows the key message from the government is that it will support state enterprises that want to borrow money to invest but will not help them to repay loans.

In the past, the government borrowed money from international financial institutions and friendly countries to invest in state-owned enterprises. But in recent years the government has found that many of these enterprises were performing poorly.

As the loan guarantor, the government must be responsible for paying back the loan, not the company, in cases where state firms are unable to generate income and repay the loan and the interest accrued.

According to the deputy premier, the government must stop borrowing money for state enterprises because it has to rein in public debt otherwise the country will face financial instability.

At present, public debt is about 60 per cent of GDP. Many economists view this amount of debt as being very high and say Laos would be at risk if the country faced an external shock.

According to a report from the government, there are nearly 200 state-owned enterprises, many of which are underperforming.

Garuda eyes foreign travellers in online travel fair

National flag carrier Garuda Indonesia aims to expand its reach during the Garuda Online Travel Fair (GOTF) by also eyeing foreign travellers to Indonesia, Garuda Indonesia commercial director Pikri Ilham Kurniansyah said in Jakarta.

Garuda Indonesia is offering 1.6 million seats with discounts of up to 75 per cent to both domestic and international destinations during the fair, which ends on Thursday. It is the third online travel fair held by the airline this year. As an example, a Jakarta-Denpasar return ticket was sold for 1.14 million rupiah (Bt2,600), while a Jakarta-Tokyo return ticket was offered at 4.41 million rupiah.

“We are also targeting buyers from other countries to come to Indonesia too. The GOTF can be accessed by people from all around the world,” Pikri said, mentioning countries like Singapore, Malaysia, Thailand, India, Australia, Japan and South Korea, among others. During the three-day fair, Garuda Indonesia is targeting sales of 200 billion rupiah, 30 per cent of which is expected from buyers from other countries.
