China rights record in spotlight at UN review

Geneva

China’s mass detainment of ethnic Uighurs and its crackdown on civil liberties will likely figure high on the agenda Tuesday when countries meet at the UN in Geneva to review Beijing’s rights record.

As many as one million Uighurs and other Muslim minorities are being kept in extra-judicial detention in China’s fractious far western Xinjiang region, according to estimates cited recently by an independent UN panel.

The centres where they are thought to be detained have come under increasing scrutiny this year, with rights activists describing them as political re-education camps.

They say members of China’s Muslim minorities are held involuntarily for transgressions such as wearing long beards and face veils.

Countries at the UN Tuesday “must send an unequivocal message to the Chinese government that their campaign of systematic repression in the Xinjiang Autonomous Region, including the arbitrary detention of up to one million people, must end,” Patrick Poon, China researcher at Amnesty International, said in a statement.

The so-called Universal Periodic Review — which all 193 UN countries must undergo approximately every four years — will start with China presenting a report on its rights situation and changes made since it was last in the spotlight in 2013.

During the half-day session, diplomats from around the world will have the chance to raise concerns, ask questions and make recommendations for changes.

‘Egregious human rights’

“All UN member states have an equal opportunity to press China on its egregious human rights record, and they shouldn’t waste it,” Human Rights Watch’s Geneva director John Fisher said in a statement Monday.

Some countries have already submitted questions in advance, including the United States, which is leading demands for Beijing to come clean on the Uighur crackdown.

“Can China clarify the basis for its apparent criminalisation of peaceful religious practices as justification to detain people in these political ‘re-education’ camps in Xinjiang, as well as which officials are responsible for this policy?”

Washington also wants Beijing to provide “the number of people involuntarily held in all detention facilities in Xinjiang during the past five years”.

Beyond Xinjiang, China will also come under scrutiny for other aspects of its human rights record, including a dramatic crackdown on civil liberties and religious freedoms since President Xi Jinping took power in 2012.

In July 2017, dissident activist and Nobel Peace Prize winner Liu Xiaobo died of liver cancer while under police custody.

In 2015, more than 200 Chinese human rights lawyers and activists were detained or questioned in a sweep known as the “709” crackdown.

That year also saw five Hong Kong-based booksellers known for publishing gossipy titles about Chinese political leaders disappear, before they resurfaced in mainland China.

China’s crackdown on civil society is sometimes felt as far away as Geneva.

In a report published last year, Human Rights Watch accused Beijing of sabotaging UN efforts to promote rights, maintaining that Chinese officials routinely photograph and film activists on UN premises, in violation of UN rules, and bar Chinese activists from travelling to the UN in Geneva.

In the most shocking case, Chinese authorities detained activist Cao Shunli in 2013 as she attempted to travel to Geneva ahead of the last UPR review of China’s rights record.

After being held for several months without charge, she fell gravely ill and died in March 2014.

“Chinese activists have been imprisoned, tortured, and fatally mistreated for the chance to challenge Beijing over its human rights record,” HRW’s Fisher said.

“Governments that don’t seize this opportunity to speak out embolden China, weaken the UN, and demoralise activists struggling across the world to hold Beijing accountable.”

Easing tensions, US, China to hold top-level security talks

Washington

The United States and China will hold top-level security talks on Friday, the State Department announced, in a sign of easing tensions after months of escalation over trade and regional disputes.

US Secretary of State Mike Pompeo and Defense Secretary Jim Mattis will host their Chinese counterparts in Washington for the second US-China Diplomatic and Security Dialogue, following a meeting in June 2017.

The announcement of talks with senior Communist Party foreign affairs official Yang Jiechi and General Wei Fenghe came on the eve of US congressional elections, in which President Donald Trump has cast China as a villain set on bringing him down.

In early October, a US defense official said that a planned visit by Mattis to China had been canceled because Beijing declined to make Wei available.

But addressing a Middle East security conference last week, Mattis said his Chinese counterpart would shortly travel to Washington, adding that “strategic competition does not imply hostility.”

Washington and Beijing have been locked in a high-stakes standoff over Trump’s move to end what he says have been years of unfair trade practices by China.

Trump imposed new tariffs on roughly half of Chinese imports this summer while Beijing fired back with tariffs on most US products.

– US offensive on China –

Trump turned the feud into a full-press offensive — boosting military support for rival Taiwan, stepping up denunciations of Beijing’s human rights record and curtailing its access to US nuclear technology.

In a speech that some observers said recalled the Cold War, Vice President Mike Pence vowed to challenge China on multiple fronts and accused Beijing of interfering in US elections by buying advertisements extolling the trade relationship.

But Trump sounded a more conciliatory note last week, heralding “very good” talks with Chinese leader Xi Jinping, and later declaring that he expected their trade conflict to end with “a very good deal.”

Xi earlier Monday also offered a more forward-looking note as he wooed investors in Shanghai. He pledged to welcome imports, streamline customs clearance and crack down on intellectual property infringement — longtime goals of foreign business leaders, although many of them have grown jaded after similar promises in the past.

Friday’s talks, however, will focus foremost on security. The United States has accused China of increasingly bold moves in the dispute-rife South China Sea and of harassing US warships in international waters.

Also likely high on the agenda will be North Korea, with Pompeo due to meet Thursday in New York with the second highest-ranking official of the totalitarian state, which counts on China as its most important ally.

Trump held an unprecedented summit in Singapore in June with North Korean leader Kim Jong Un and is eager for a second meeting. Trump and Xi are separately expected to hold talks in one month’s time in Buenos Aires on the sidelines of a gathering of the Group of 20 major economies.

Chinese Premier Li Keqiang told a visiting delegation of US lawmakers last week that he hoped their countries can meet “halfway” amid friction over trade, security and other issues.

US Secretary of State Mike Pompeo will meet North Korea’s number two Kim Yong Chol in New York on Thursday, the State Department said.

They “will discuss making progress on all four pillars of the Singapore Summit joint statement, including achieving the final, fully verified denuclearization,” a statement said, referring to the agreement signed at a June summit between President Donald Trump and North Korean leader Kim Jong Un.

The meeting comes with the two sides at loggerheads nearly five months after the summit, in which Trump and Kim pledged to work toward the denuclearization of the Korean peninsula.

North Korea’s foreign ministry has warned that Pyongyang will “seriously” consider reviving its nuclear weapons program unless US sanctions are lifted.

In announcing the meeting with Kim Jong Chol on Sunday, Pompeo said he expected to “make some real progress” including on laying the groundwork for a second summit between Trump and Kim Jong Un.

Kim Yong Chol is a general, a former top intelligence chief and right-hand man to the North Korean leader.

He visited the White House in the diplomatic run-up to the Singapore summit, and has been Pompeo’s chief interlocutor in the months since.

In mid-October, Pompeo evoked the possibility of a second summit, preceded by talks with Kim Yong Chol.

“We’re working on finding dates and times and places that will work for each of the two leaders,” Pompeo said at the time.

A long-time admirer of the Japanese work culture and value system since his first visit in 1961, Dr Mahathir said he understands that there are certain rules and laws that prohibited these universities from setting up branch campuses overseas.

He also received an honorary doctorate from Tsukuba University on Monday (Nov 5). In his speech at the conferment ceremony conducted by Tsukuba University president Prof Kyosuke Nagata, Dr Mahathir said:

“When I (first) became prime minister (in 1981), I was able to introduce the Look East Policy, which is not just about acquiring knowledge, but also the character, lifestyle and values of the East.

“One of the best ways to learn the Japanese work ethic was to send students to workplaces. They have come back and contributed to the economy,” he said.

However, Dr Mahathir said over the years, the value of the Japanese yen had become higher. So one way to get Malaysians to learn more of the Japanese way of doing things was to get its universities to set up branch campuses.

“Tsukuba University could consider coming to Malaysia and setting up a branch campus. We are working hard on this.

“I hope they can overcome the obstruction and have a Japanese university in Malaysia to teach the language and culture.

“The cost will be much lower and Malaysia can become a centre for those from Asean to learn at a Japanese university without going to Japan.

“I have great admiration for the Japanese culture and in Malaysia I always talk about the sense of shame that the Japanese have,” he said in his speech.

“In the good old days when they failed to deliver what they have undertaken, they committed harakiri (ritual suicide).

“In Malaysia, sometimes we don’t feel ashamed even when we fail. In fact you see people going to jail not feeling ashamed at all, they are smiling.

“So we need to change that culture. If you have a sense of shame, it should drive us to achieve the objective every time we are tasked with some jobs,” he added.

Dr Mahathir arrived here earlier Monday (Nov 5) for a three-day working visit.

Also present were his wife Tun Dr Siti Hasmah Ali, Economic Affairs Minister Datuk Seri Azmin Ali, Foreign Minister Datuk Saifuddin Abdullah and Education Minister Datuk Maszlee Malik.

MICROSOFT CEO Satya Nadella has called on technology companies to defend users’ privacy as human right, urging firms and governments to collectively work together to protect the most vulnerable section in society.

Speaking at an event “Future Decoded” here last week , Nadella applauded the European Union’s General Data Protection Regulation (GDPR) as first step towards securing data privacy, The Registrar reported.

“All of us will have to think about the digital experiences we create to treat privacy as a human right,” Nadella was quoted as saying.

“GDPR as a piece of legislation, a piece of regulation is a great start and we’ve done a lot of hard work to become compliant with GDPR,” Nadella added, adding that the companies need to develop ethical standards around Artificial Intelligence (AI). Nadella said that 54 Azure Cloud regions worldwide is “more than any other provider”.

According to him, underwater data centres will play a key role in expanding Microsoft’s Cloud computing platform.

Under its “Project Natick”, Microsoft has already deployed a 40-foot data centre pod on the seafloor off the coast of Scotland.

“Since 50 per cent of the world’s population lives close to water bodies, we think this is the way we want to think about future data centre expansion,” Nadella said.

Microsoft also unveiled an AI report titled “Maximizing the AI Opportunity” for businesses.

The company announced at the event that the health agency NHS Scotland will deploy Office 365 to all of its 161,000 employees, moving away from a complicated organisation that included more than 100 separate computer systems.

Microsoft also formed a strategic partnership with Centrica, the British energy and services company behind brands like British Gas, Dyno and Direct Energy.

Centrica plans to transform field operations by leveraging Microsoft Dynamics 365 and Artificial Intelligence, providing employees with real time and actionable insight so they can improve customer service.

Korean startups in tough position

DESPITE the strong overall growth of South Korea’s startup sector, local tech startups developing proprietary technology-based products for the market are in the toughest position to succeed, said Naver Chief Technology Officer Song Chang-hyun on Friday.

“Among the 99 local startups which procured more than 3 billion won (Bt0.08 billion, $2.65 million) in investment in 2017, only eight, or less than 10 per cent, were tech-based startups.

“This signals that Korea’s startup ecosystem is particularly tough for tech startups,” Song said in his keynote speech at a conference hosted by Naver’s startup accelerator, D2 Startup Factory.

For startups in all fields that procured at least 3 billion won worth of investment individually, the sum total was 790 billion won. But only 5 per cent of this amount was invested in tech startups, according to Song.

A tech startup refers to a company looking to create a profitable business model from original information technology capabilities. Tech startups differ fundamentally from companies that focus on building platform services or service-oriented mobile applications.

Despite possessing globally competitive technologies, Korean tech startups tend to be bogged down by hurdles that impede fundraising, the CTO said. These stem from investors’ incomplete understanding of complex technologies and lack of entrepreneurship experience, as well as difficulties in expanding markets.

Meanwhile, many foreign tech companies are evolving into companies with billion-dollar valuations, such as China-based SenseTime, a leading artificial intelligence and facial-recognition technology startup, as well as US-based Dataminr, a real-time information discovery company, he noted. “(Superior) technology is the core of a tech startup. And tech startups must harbor the ability to quickly develop and introduce technology that is needed in the market,” Song said.

The Naver CTO’s remarks came on the sidelines of the inaugural “Tech Meets Startup” conference hosted by D2 Startup Factory. The event brought together officials from local tech startups, venture capitals and regulatory agencies to discuss ways to resolve challenges faced by Korean tech startups. Discussions focused on how to overcome market difficulties and successfully commercialize products in Korea and abroad.

Presenters included Korean tech startups LetinAR, FuriosaAI, Linkflow, Vuno, Lablup and Sualab, as well as venture capital investors Blue Point Partners, Futureplay and Lotte Accelerator.

This year, Korea’s venture investment volume is expected to hit a record 3.3 trillion won ($2.9 billion), more than double the 1.5 trillion won logged in 2014, according to projections by the Ministry of SMEs and Startups and the Korea Venture Capital Association.

PAKISTAN’S BANKISLAMI came under cyber attack, costing Rs2.6 million (Bt600,000) from the international operations on Saturday but the bank said the amount was reverted back into the affected accounts.

“We were intimated through an advisory of international payment scheme and detected some abnormal activities on transactions through debit cards,” a top official of BankIslami, who didn’t want to be quoted, told The Dawn.

Initially, reports in local media suggested that the bank had lost about US$6 million but officials said the amount stolen was in rupees.

“We have checked almost all transactions after shutdown of international payments and we are sure that Rs2.6 million was the final figure that we lost,” said the official.

Since the link was disconnected between the international payment switch, the amount reported by International Payment Scheme via international transactions ($6.1m), was neither processed by bank’s system nor deducted from any customer account, said the bank.

It is believed that the International Payment Scheme has lost $6.1 million globally.

“We are still not aware from which country or place the hackers launched the attack to steal the money,” said the official. Initially, it was reported in media that it was carried out from Brazil.

The banker said they are in consultations with the IT experts and are trying to identify weaknesses in the system.

Meanwhile, the State Bank directed banks to foster arrangements to ensure security of all payment cards across the country and monitor their activity – especially those involving overseas transactions.

“Immediately coordinate with all payment schemes, switch operators and media service providers the banks are integrated with to identify any malicious activity of suspicious transactions,” said the SBP.

BankIslami said that all domestic ATM cash withdrawal transactions using bank biometric services have been restored. “However, as a precautionary measure, all transactions routing through the international payment scheme have been stopped and will be restored once the bank is confident that all risks of unauthorised international transactions have been mitigated,” said a press release of Bank Islami issued yesterday.

LG ELECTRONICS Inc said yesterday it inked an agreement with E-mart Inc, a retail giant in South Korea, to develop a new type of service robot that can assist shoppers at supermarkets.

Under the agreement, the two companies will develop what they call a smart-cart robot that can automatically identify obstacles and follow shoppers as they walk through aisles. LG said the new robot will free visitors from the hassle of pushing heavy carts by themselves.

The South Korean tech giant said the robot will be developed by its research lab, which has been releasing various robots under the CLOi brand.

So far, LG has released eight different products under the brand, which are suited for different tasks, including guiding, cleaning and even mowing the lawn. The company unveiled the CLOi SuitBot, which can help workers lift and move heavy objects easier as well.

LG said it has been making efforts to bolster its robot business by joining forces with different clients, including airports, bakeries and retail shops.

CLOi stands for clever, clear, close operating intelligence, LG said.

The company has been making investments in robotic firms, including Robotis, AI startup Acryl and U.S.-based robot maker Bossa Nova Robotics.

Telcos reluctant to compensate for call drops

MOBILE PHONE operators gave back only a third of the minutes payable to users because of massive call drops in the year to September, highlighting their reluctance to compensate customers, according to the telecom regulator.

A call drop is a situation in which calls are cut off before the speaking parties have finished conversation or one of them has hung up.

Bangladesh Telecommunication Regulatory Commission (BTRC) yesterday published a report, which showed that there were 222.15 crore call drops in total in the last 13 months and operators were supposed to give back 69.38 crore free minutes as compensation. However, the top three operators only returned 22.06 crore minutes to their customers.

According to the regulation, if customers face more than two drops a day, they will receive compensation from the third drop and will get one minute back for every drop.

The telecom regulator introduced the compensation system in 2016 amid huge call drops in different parts of the country across all operators.

Mobile phone users are facing severe call drops and the overall service quality has deteriorated.

Commerce Minister Tofail Ahmed raised the issue in Parliament on Sunday and expressed dissatisfaction about the call drop related to market leader Grameenphone.

The telecom regulator’s report, however, said the call drop situation has improved in September compared to the same month a year ago.

In September last year, call drop totaled 21.21 crore times and it came down to 18.02 crore times in September this year.

Robi’s call drops increased to some extent compared to what was last year, while Grameenphone, Banglalink and Teletalk have all improved the situation.

Better tech needed for rice production in Mekong Delta

RICE PRODUCTION in the Mekong Delta needs more modern technologies and better cooperation among farmers, experts said during a conference in Can Tho City last Friday.

The rate of machinery use in agriculture in the delta is higher compared to other regions in Viet Nam. However, the area’s rice processing capability is only average when compared to other Asian regions, which makes it harder for Vietnamese rice to compete with other rice exporting countries, according to the Ministry of Agriculture and Rural Development’s Agro Processing and Market Development Authority.

Rice from the Mekong Delta accounts for over 90 per cent of Viet Nam’s rice exports. The area has produced more than 31 million tonnes of rice this year, about 1 tonnes more than in 2017, according to the ministry’s Department of Crop Production.

Rice production, however, remains inefficient because of the lack of co-operation between farmers, the inconsistent quality of production materials, and the inefficient usage of medicine, fertilisers and seeds, all of which hinders profits.

In addition, the country’s supporting industry and logistics sector remain lacklustre at a time when the global supply of rice is on the rise.

Revenue from rice exports could fall if a solution was not found, said Tran Thanh Hai, deputy head of the Ministry of Industry and Trade’s Import-Export Department.

Nguyen Van Sanh, former director of the Mekong Delta Development Research Institute, said that more support policies for rice farmers would encourage more production.Farmers who earn low profits could one day decide to quit growing rice, he noted.
