The Thailand Meteorological Department said on Sunday (November 28) that the monsoon trough lies across the lower South and Malaysia into the low-pressure cell over the lower South China Sea. The rather strong northeast monsoon prevails across the Gulf of Thailand. 

Isolated heavy rains are possible in the lower South. People in the area should beware of the severe condition and its accumulation that may cause flash floods and overflows.

The moderates wind and waves about 2 metres high in the Gulf of Thailand and above 2 metres high in thundershowers. All ships should proceed with caution and keep off thundershower areas.

The rather strong high-pressure system still covers upper Thailand. Morning cool and strong winds are forecast in the areas. People should keep healthy due to the variable weather.

The 24-hour weather forecast for different regions:

North: Morning cool with isolated light rain; temperature lows of 17-21 degrees Celsius, highs of 26-33 °C; temperature on hilltops is likely to drop to 7-15 degrees Celsius.

Northeast: Cool to cold with strong winds. Isolated light rain mostly in the lower part; temperature lows of 20-23 degrees Celsius, highs of 29-32 °C; temperature on hilltops is likely to drop to 11-14 degrees Celsius.

Central: Morning cool with strong winds; temperature lows of 19-21 degrees Celsius, highs of 29-32 °C.

East: Morning cool with strong winds. Isolated light rain; temperature lows of 19-23 degrees Celsius, highs of 31-32 °C; waves 1-2 metres high and about 2 metres offshore.

South (east coast): Scattered thundershowers with isolated heavy rains; temperature lows of 22-25 degrees Celsius, highs of 28-30 °C; waves about 2 metres high and above 2 metres during thundershowers.

South (west coast): Scattered thundershowers; temperature lows of 22-25 degrees Celsius, highs of 28-31 °C; waves 1-2 metres high and about 2 metres offshore.

Bangkok and surrounding areas: Morning cool with strong wind; temperature lows of 21-22 degrees Celsius, highs of 30-32 °C.

Tourists have been flocking to the Khao Phaeng Ma Reforestation Project in Nakhon Ratchasima’s Wang Nam Kheow district now that temperatures have dropped as low as 15 degrees Celsius.

The cool weather is not the only attraction, tourists are also greeted with the view of majestic wild bulls and cows grazing in the fields every morning.

Visitors are required to adhere to Covid-19 preventive measures, which include wearing face masks and checking in with the ThaiChana tracing platform.

Since overnight camping is not allowed, tourists generally drive in the early morning and leave in the afternoon.

Phongthep Malachasingha, president of Wang Nam Kheow’s tourism association, said on Saturday that tourists usually start arriving once temperatures start dropping.

“Wang Nam Kheow district will soon hold a marathon along the banks of the Ban San Kam Phaeng Reservoir, which should attract both runners and tourists and boost hotel occupancy in the province,” he said.

Thailand is shutting its doors from December 1 to visitors from Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa and Zimbabwe, the Public Health Ministry announced on Saturday.

The ministry has also disabled every method of registration to enter Thailand available in these countries.

Those who have already been authorised to enter Thailand will be quarantined for 14 days.

This decision was made in response to reports of a new, more easily transmissible Covid-19 variant being reported on November 24 in South Africa. The variant, named Omicron, has since been spotted in Botswana, Belgium, Hong Kong and Israel.

Continuous heavy rain on Friday sparked flash floods in Nakhon Si Thammarat, especially in the vicinity of waterfalls and the Sichon district.

Soldiers from the Sichon Special Forces Training Camp, who had been deployed to investigate the situation, managed to rescue a monk and three villagers stranded in a flooded monastery. The four were later transferred to another temple on higher ground.

The soldiers also took some 200 Covid-19 patients to their training camp at the request of Sichon Hospital director Dr Arak Wongvorachat.

At the second plenary session of the 13th Asia-Europe Meeting (ASEM) held via video conferencing on Friday, Prime Minister Prayut Chan-o-cha said it was time for leaders to discuss and find solutions for the Covid-19 and climate change crises.

According to Prayut, the battle for climate change can be fought by using the bio-circular-green (BCG) economic model. He also said that Thailand aims to achieve carbon neutrality by 2050 and cut greenhouse gas emissions to zero by 2065. Thailand will cooperate in green financing and technology, which includes promoting green start-ups.

The PM called on Asia and Europe to take advantage of digital technology to speed up recovery. The Asean Business Advisory Council had proposed digital trading, which is expected to make trading and investing in the region faster and more convenient.

He also said that both Asia and Europe should support connectivity. He said Thailand has reopened its doors to travellers and countries in Asia and Europe should also consider accepting digital vaccination certificates to make travelling more convenient.

The meeting was opened by Cambodian PM Hun Sen, who said the agenda was to control the spread of Covid, and at the same time support social and economic recovery and build a stronger future together. He added that Cambodia will ensure that the Covid-19 vaccine is delivered to every corner of the country, which will help revive the confidence of travellers.

The European Council’s president Charles Michel pointed out the four key points of the meeting, namely equal vaccine distribution and stronger cooperation in medical supply; climate change and reducing greenhouse gases; fair competition and fair trading practices; and developing digital infrastructure.

The Excise Department has been instructed to find a way to impose a “salt tax” on the food industry so sodium levels in ready-to-eat food can be controlled and subsequent health problems avoided.

This “salt tax” will follow the same model as the sugar tax and will only be implemented once the economy has been revived.

Finance Minister Arkhom Termpittayapaisith said food manufacturers had cut down the amount of sugar used in food and beverages after the ministry imposed the sugar tax. Now they use alternative sweeteners like stevia instead.

Arkhom said that though the purpose of the salt tax was to cut down on the consumption of sodium, consumers should also be educated so they reduce the amount of salt they consume themselves.

The recommended amount of salt people can consume daily is 2,000mg (milligrams), but Thais on average consume 3,600mg. The government hopes to reduce the daily consumption of sodium by 20 per cent or 2,800mg within 10 years and the salt tax will encourage operators to find sodium substitutes.

Nattakorn Utensut, the Excise Department’s deputy spokesman, said the new tax will be imposed once the economy improves and the GDP grows by more than 1.6 trillion baht.

The World Health Organisation (WHO) recently held an urgent meeting to discuss the new Covid-19 variant that has surfaced in South Africa and to find ways of stopping it from spreading to other countries.

Deputy Prime Minister Supattanapong Punmeechaow said the government was monitoring the situation but is not too worried because so far only 22 people have been found infected by this variant.

However, he said, all public health measures, ranging from vaccination and medicines to medical equipment, are being prepared to deal with new infections.

Supattanapong also said Thailand could ask for the remaining batches of Covid-19 vaccines to be adjusted to fight the new variant.

He also called on the public to observe all Covid-19 prevention measures, as that is the only way Thailand can avoid another outbreak.

Deputy Public Health Minister Sathit Pitutecha said the Centre for Covid-19 Situation Administration has called on the authorities to especially monitor visitors from South Africa.

Recently conducted scientific studies show that four breeds of Thai cannabis can be efficient in stopping the cells of several kinds of cancer from multiplying. The tests were conducted on lab-grown breast, kidney, lung, colorectal, brain and pancreatic cancer cells among others.

The study was conducted by the Department of Medical Sciences’ Herbal Research Institute with a focus on using cannabis for medical purposes.

“These cannabis breeds are Hang Sua Sakon Nakhon TT1, Tanao Sri Kan Khao WA1, Tanao Sri Kan Daeng RD1, and Hang Karok Phu Phan ST1,” Dr Supphakit Siriluck, the department’s director-general, said. “They are high in tetrahydrocannabinol [THC] and cannabidiol [CBD], which can be extracted using the supercritical fluid extraction method.

“Experiments showed that THC and CBD collected from these cannabis breeds can efficiently stop lab-grown cancer cells of various types from developing and can also help mend lesions on lab-grown lung cells,” he added. “The toxicological experiment also revealed that cannabis extracts do not cause mutagenicity in bacteria. However, they have a possibility of becoming toxic to lab-grown kidney cells, liver cells and lung cells, in descending order.”

Supphakit added that these findings have been published in the department’s medical journal to exhibit the medical quality of Thai cannabis while showing the possibility for toxicity in the cells of specific organs.

“The department will go ahead with experiments on animals and then enter the clinical trial stage to ensure cannabis extracts can be safely used among cancer patients,” he added.

The government is planning to allow up to 400,000 migrant workers from three neighboring countries to work in Thailand legally in a bid to reduce the smuggling of illegal migrants via border provinces and prevent the spreading of Covid-19, said Dr Taweesilp Visanuyothin, spokesman of the Center for Covid-19 Situation Administration (CCSA) on Friday.

“Labour Minister Suchart Chomklin said that he had discussed with his counterparts from Laos, Cambodia and Myanmar about Thailand’s increasing need of manual labours at around 400,000 people,” said Taweesilp. “Initially, Thailand will establish screening and quarantine centres in five border provinces of Tak, Ranong, Nong Khai, Mukdahan and Sa Kaeo, where migrant workers who pass Covid-19 testing can pass through and register to work in Thailand legally.”

Taweesilp added that with the government’s effort in importing migrant workers, entrepreneurs no longer need to rely on smuggling gangs to supply them with manual workers. “The 400,000 workers to be allowed in legally will be free of Covid-19 and are vital to the recovery of Thai economy,” he said.

Ministry of Public Health reported on Saturday (November 27) morning that in the past 24 hours there are 6,073 new patients who tested positive for Covid-19, 169 of whom have been found in prisons.

Death toll increased by 32, while 6,538 patients were cured and allowed to leave hospitals.

The country’s total caseload from Covid-19 stands at 2,100,959 – 2,000,502 of whom have recovered, 79,780 are still in hospitals and 20,677 have died.

Separately, another 319,123 people were given their first Covid-19 shot in the last 24 hours, 534,728 their second shot and 69,136 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 91,658,056.

According to Worldometer, confirmed cases globally had risen to 260.91 million on Saturday, 235.7 million of whom have recovered, 20 million are active cases (83,152 in severe condition) and 5.21 million have died (up by 6,337).

Thailand ranks 23rd in the global list of most cases, which is topped by the US with 49.05 million, followed by India with 34.56 million, Brazil with 22.07 million, the UK with 10.07 million and Russia with 9.5 million.
