ASEAN deplores Myanmar progress, urges respect for sovereignty in Ukraine conflict

ASEAN foreign ministers have expressed disappointment with the limited progress in and lack of commitment to implement the Five-Point Consensus (5PC) by Myanmar’s ruling State Administration Council (SAC). The bloc’s top diplomats also called for respect of sovereignty, political independence and territorial integrity with regard to the ongoing Russia-Ukraine conflict.

The statements came in a joint communique of the 55th ASEAN Foreign Ministers’ Meeting (AMM) and related meeting in Phnom Penh under the theme “ASEAN ACT: Addressing Challenges Together”, which kicked off on August 3.

In their joint communique released on August 5, the ministers reaffirmed ASEAN’s commitment to addressing common challenges and to maintaining the momentum of ASEAN Community-building efforts with a strong sense of togetherness.

During the AMM, they also discussed the need to further strengthen engagement and cooperation with dialogue partners and external partners, including through existing ASEAN-led mechanisms, as well as the importance of ASEAN centrality, credibility and relevance in maintaining peace, stability and prosperity in regional and global endeavours amid uncertainty and rapid changes in Southeast Asia and beyond, the stat joint communique said.

On Myanmar, the statement said: “We were deeply disappointed by the limited progress in and lack of commitment of the Nay Pyi Taw authorities to the timely and complete implementation of the Five-Point Consensus.

“We recommended that the ASEAN Summit assesses the progress towards the implementation of the Five-Point Consensus by the State Administration Council to guide the decision on the next steps,” it said.

They also reiterated their commitment to peace and stability in the region, saying ASEAN is ready to help Myanmar return to normalcy in a positive, peaceful, and constructive manner, including in the delivery of humanitarian assistance.

“We agreed that the Special Envoy of the ASEAN Chair on Myanmar shall engage all Myanmar relevant stakeholders at the earliest,” the statement said, referring to Minister of Foreign Affairs and International Cooperation Prak Sokhonn.

With regard to the Russia-Ukraine conflict, they reiterated their call for the respect of sovereignty, political independence, and territorial integrity, and for compliance with international laws and the UN Charter.

“The Meeting underlined the importance of an immediate cessation of hostilities and the creation of an enabling environment for the peaceful resolution of conflict. We supported the efforts of the United Nations Secretary-General in the search for a peaceful solution.

“We also called for the facilitation of rapid, safe and unhindered access to humanitarian assistance for those in need in Ukraine, and for the protection of civilians, humanitarian personnel, and persons in vulnerable situations,” the statement said.

[Japan] Meat alternatives continue push into mainstream

An increasing number of restaurant chains are serving meat substitutes that use plant-based ingredients as the alternatives are attracting attention as low-calorie, high-protein food amid increasing health awareness among consumers.

While some people enjoy faux meat options, many others have yet to try them, for myriad reasons. Can enough improvements be made that the public will overcome its reluctance?

Taste closer than expected

In mid-June, teishoku set meal restaurant chain Yayoi added three set meals using a soybean-based meat alternative, including shoga-yaki, or ginger-flavored stir-fry, to its menus at about 370 restaurants nationwide. They are priced the same as conventional pork-based meals, and include sauces chosen by Yayoi to lessen the soybean flavor.

The meat substitute is produced by food manufacturer Asahico in Saitama City. The slices are about 10 millimeters thick, have good structure, and meals using the product contain 20% fewer calories than pork-based set meals, according to the company.

Nobuaki Otani, head of the restaurant product development section at Fukuoka City-based Plenus Co., which operates Yayoi, emphasized that the new meals meet the needs of customers who want to find satisfaction in a healthy diet.

In January, Yakiniku Like, a yakiniku grilled meat chain with about 80 restaurants nationwide, launched new products, including Next Karubi, a meat alternative. The product is said to have more protein, and the texture is closer to that of real meat, compared with conventional meat alternatives.

A 31-year-old female office employee who ate it in a branch in Osaka, said: “It was a little hard, but was closer to real meat than I expected. It can be an option when I want to cut back on calories.”

Virtuous circle

The burger business, including the Mos Burger hamburger chain, was the first to incorporate meat substitutes into their menus. Such moves were easier for those that handle ground meat in their kitchens.

The number of retail outlets dealing with meat substitutes is also increasing.

In 2020, Aeon Co. began selling about 10 kinds of meat alternative products under the Topvalu Vegetive private brand.

Among them are 156-gram ground meat patties and 152-gram packages of chicken-like nuggets, both made from soybeans and priced at ¥278. In fiscal 2021, sales of the Vegetive series increased by 60% over the previous year.

A virtuous cycle is emerging for meat alternative manufacturers as increased production leads to lower costs.

In April, Tokyo-based Next Meats Co., which supplies meat substitutes to Yakiniku Like and others, lowered their wholesale price for the substitutes for supermarkets and other by 30%. The retail price of the alternatives is said to be now about the same as that of beef. The number of stores handling the products has doubled compared to before the price cut.

Ukraine, which was invaded by Russia in February, is a major production area of grain used as livestock feed. There are fears that feed prices may soar if exports continue to stagnate, raising meat prices. It is hoped that meat alternative may help household finances in such cases.

Public reluctance

Meat substitutes began to become popular in Europe and the United States around 2010, as producing them has much less of an impact on the environment, compared to obtaining meat from cattle, pigs and other livestock, which require large amounts of water and feed.

Interest in meat alternative has been growing in recent years in Japan, too, especially among health-conscious consumers.

According to research firm Seed Planning, Inc., the domestic meat alternative market is expected to grow to ¥78 billion in 2030, a 2.3-fold increase over decade.

The United Nations estimates that the world’s population will approach 10 billion around 2050, and there is a possibility of a shortage of meat. Plant-based meats are seen as a promising new option for sources of protein.

However, there are issues that need to be addressed in order for meat alternatives to become more widely used.

According to a survey of about 10,000 people conducted in December 2020 by research firm MyVoice Communications, Inc., the percentage of respondents who said they do not want to eat meat alternatives was 33.7%, higher than 29% who said they would like to eat them. Some cited as a point of concern that they don’t know what is in the food, and others said their prices seem high.

It is likely that sellers of the products will also need to make efforts to provide consumers with accurate information on the alternatives.

PHNOM PENH — Members of the ASEAN Regional Forum (ARF) convened on Friday in Phnom Penh, Cambodia, agreeing to give priority to cooperation in the areas of disaster relief, counter-terrorism, transnational crime, maritime security, defence cooperation, as well as nuclear disarmament and non-proliferation.

During the 29th ARF held within the framework of the 55th ASEAN Foreign Ministers’ Meeting, the delegates discussed many regional and international issues, especially those with complicated developments such as in the South China Sea, Myanmar, Ukraine, Korean Peninsula and Taiwan Strait in the spirit of frank and substantive dialogue.

Vietnamese Minister Bùi Thanh Sơn emphasised the importance of goodwill dialogue and cooperation, and responsible contributions for the common goal of peace, security, stability and development.

Affirming ASEAN’s principled stance on the South China Sea issue, the minister stressed the importance of ensuring peace, security, stability, safety, freedom of navigation and overflight in the East Sea, calling for building the South China Sea into a sea of ​​peace, stability and cooperation.

ASEAN and China continue to make efforts to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea (DOC) and soon implement the Code of Conduct for the South China Sea in accordance with international law including the United Nations Convention on the Law of the Sea (UNCLOS) 1982.

Following recent developments in the region, the minister reiterated the stances of ASEAN and Việt Nam, calling on all parties to exercise restraint, avoid complicating the situation, and resolve disagreements and disputes by peaceful means and compliance with international law, the Charter of the United Nations and the Treaty of Amity and Cooperation in Southeast Asia (TAC).

The minister also said that ASEAN will maintain its engagement with Myanmar, promote the implementation of the ASEAN leaders’ Five-Point Consensus for the benefit of the people of Myanmar and for peace, stability and development in the region.

During the event, participating countries adopted the ARF declarations on promoting peace and stability through confidence-building measures and preventive diplomacy, maintaining a nuclear-weapon-free Southeast Asia region, and the ARF framework document on inclusive processes for conflict prevention and resolution diplomacy.

Established in 1994, the ARF is an important platform for security dialogue in the Indo-Pacific.

Characterised by consensus-based decision-making and frank dialogue, the forum comprises 27 members: the 10 ASEAN member states (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Việt Nam); 10 ASEAN Dialogue Partners, including Australia, Canada, China, the European Union (EU), India, Japan, New Zealand, the Republic of Korea (ROK), Russia and the United States; Bangladesh, the Democratic People’s Republic of Korea, Mongolia, Pakistan, Sri Lanka, Papua New Guinea and Timor-Leste. — VNS

N. Korea slams Pelosi’s Panmunjom visit

North Korea on Saturday condemned US House Speaker Nancy Pelosi’s visit to the inter-Korean truce village of Panmunjom.

In a statement, Jo Yong-sam, director general of the foreign ministry’s press and information department, also criticized Pelosi for talking about “strong and expanded deterrent” against threats from North Korea during her trip to South Korea earlier this week.

She made a two-day visit here from Wednesday following a trip to Taiwan. She had talks with National Assembly Speaker Kim Jin-pyo and a phone call with President Yoon Suk-yeol.

She then visited the Joint Security Area of Panmunjom inside the Demilitarized Zone (DMZ).

It demonstrates the “hostile policy of the current US administration towards the DPRK,” the North’s official said in the English-language statement carried by the Korean Central News Agency.

Pelosi, who is “the worst destroyer of international peace and stability had incited the atmosphere of confrontation with Russia during her visit to Ukraine in April, and incurred the wrath of the Chinese people for her recent junket to Taiwan,” Jo said.

He warned that it “would be a fatal mistake for her to think that she can go scot-free in the Korean Peninsula. The US will have to pay dearly for all the sources of trouble spawned by her wherever she went.” (Yonhap)

Southeast Asia’s tallest building to open mid-2023

Southeast Asia’s tallest building – and No 2 in the world – is due for completion by mid-2023, according to the developer.

Construction of Merdeka 118 Tower in Kuala Lumpur is on track and 92 per cent complete, says PNB Merdeka Ventures CEO Ab Aziz Tengku Mahmud.

“The offices can be moved into first while the hotel will be [ready] by the third quarter of next year,” he told reporters after a tour of the building, which dwarfs all other skyscrapers in the region.

Merdeka 118 tops out at 678.9 metres, grabbing the title of Southeast Asia’s tallest building from Landmark 81 in Ho Chi Minh City – a mere 461.2 metres high.

By comparison, Bangkok’s highest skyscraper, Magnolia’s Waterfront Residences, squats ninth on the list of Southeast Asia’s tallest buildings at just 318 metres.

Merdeka means independence while 118 represents the number of floors in the building.

Boasting over 3.1 million square feet of floor area, the Merdeka 118 tower includes 1.7 million sq ft of rentable office space. The top 17 floors will house the first Park Hyatt Hotel in Malaysia.

Ab Aziz said PNB Merdeka Ventures, a subsidiary of Malaysia’s state-owned Permodalan Nasional investment company, was targeting a tenancy mix of 70 per cent local companies and 30 per cent multinational companies.

“PNB and its subsidiaries will go in first. For the rest, we are working on it. The tenancy list will be announced later,” he added.

He said a must-visit attraction at the Merdeka 118 tower was the Level 116 mezzanine, where Southeast Asia’s highest observation deck is located.

Tickets will be sold online for anyone interested in getting a super view of Kuala Lumpur’s skyline.

Laos-China Railway plans online ticket sales to bust bottleneck

The Laos-China Railway Co, Ltd says it will start selling train tickets online at the end of this year, following numerous complaints about the existing system.

Currently, people wanting to travel from Vientiane face long queues to buy tickets at the station. The station is outside the city centre and there are no toilets in the waiting area.

The difficulty involved in buying tickets has seen numerous people take advantage by setting themselves up as agents, enabling people to buy tickets easily but at an inflated price.

The situation has sparked criticism social media and fears the publicity surrounding the ticketing system could damage Laos tourism.

In response, the Laos-China Railway Co Ltd has admitted the problems and said it will make ticket sales more efficient.

An online ticket sales system using a mobile app will be ready soon, the company’s deputy director Daochinda Sihalath told reporters on Wednesday.

“At present, we have developed the necessary software and the next step will be to complete the improvement and purchase of equipment for installation. We hope the system will be ready for use by the end of this year,” Daochinda said.

Meanwhile, the company promised to provide public toilets at Vientiane station on the second floor.

“At the same time, we will provide more ticket sales outlets so that tickets can be bought more easily and quickly,” he added.

The rail operator is also considering opening stations for longer. At present people are not allowed to enter stations until the train departure time, meaning passengers are forced to queue up outside the station for long periods.

High travel demand and an increase in tourist numbers had triggered scenes of public disorder at Vientiane station, said Railway Police Department director-general Colonel Kaisone Keomany.

Meanwhile, unauthorised ticket agents are selling tickets at inflated prices, mainly to tourist groups. Tour company are using up their allocated quotas but then buying more tickets to sell at a profit, according to officials.

The railway police said they will regulate queues for tickets at the station and weed out ticket touts.

China unveils bullet trains for Jakarta-Bandung high-speed railway

Bullet trains tailored for the high-speed railway network linking Jakarta and the city of Bandung were unveiled on Friday in eastern China in preparation for the line’s scheduled opening, China Railway International said.

Atotal of 11 sets of bullet trains and an inspection train, all built in China, were showcased in Qingdao, Shandong province. They will be shipped to Indonesia soon.

According to China Railway International, the trains – designed and developed by CRRC Qingdao Sifang Co, Ltd – are based on the technology used in the China-made Fuxing bullet trains, which can accelerate to up to 350km per hour. For the Indonesian trains, CRRC has made changes in line with the local environment and routes and has also incorporated cultural elements to give passengers a comfortable travelling experience.

The 243km-line, a part of China’s Belt and Road Initiative, began construction in 2018 and is expected to start operating from June next year.

With trains capable of reaching speeds of up to 350km per hour, the line will cut the journey between Jakarta and the capital of the West Java province from over three hours to just 40 minutes.

Poipet town warned of floods from Thailand

Authorities in Banteay Meanchey province’s Poipet town have warned residents to be vigilant about flooding due to waters flowing over from Thailand as local and provincial officials are ready for disaster response efforts, according to Poipet governor Keat Hol.

Hol told The Post on August 3 that after receiving information from Thai authorities about the flooding in Sa Kaeo province, Poipet authorities immediately issued a flood warning to alert everyone living along waterways to maintain vigilance.

He added that authorities were ready to deal with any problems that could occur if the floods reach the province.

“We have gotten information from the Sa Kaeo provincial governor that floodwaters would be flowing over from Thailand. Poipet town is on the border with Sa Kaeo province, so he asked us to inform our people to be ready. We have already alerted the people living along the stream in Poipet. Our authorities have already prepared in case of anything happening and we can evacuate everyone quickly,” he said.

Hol said that as in the past, when some provinces or districts in Thailand flooded, it was almost certain that Poipet would bear the brunt.

He said these floods often occurred in Malai, O’Chrou, Svay Chek and Thma Puok districts and the waters inundated people’s houses and damaged their property and crops while forcing some residents to evacuate to higher ground.

O’Chrou district governor Yim Samnang said on August 3 that authorities were also ready to evacuate people to safety in the event of flooding.

Samnang said the floodwaters from Thailand mostly caused flooding in border villages because people live near streams in that area.

However, he said the commune now has less drainage than it did in the past due to various factors, so if there was a flood the water would probably stick around for a long time.

Lay Sothy, deputy director of the provincial Department of Water Resources and Meteorology, said on August 3 that based on the information he received on August 2, the floodwaters had not yet reached Cambodia.

He said the floodwaters typically flow from Thailand to Banteay Meanchey via O’Bei Choan commune and Thailand’s Aranh and that this happened every year.

“A few days ago we had rainfall, but not too heavy of rain. It was moderate. But it was raining cats and dogs on [August 3] and so far the weather situation has not changed much, but the water levels have not risen very high yet,” he said.

According to an announcement by the Ministry of Water Resources and Meteorology on August 2, from August 3-9, parts of Cambodia would be affected by a low-pressure valley called the Intertropical Convergence Zone (ITCZ) that would linger across the northern part of Thailand, Laos and Vietnam.

This will cause strong southwest monsoon winds to affect the coastal areas, which will cause the central lowlands, highlands and coastal areas of Cambodia to possibly experience moderate levels of rainfall mixed with thunderstorms, strong winds and high waves.

The Gerakan Tanah Air (Homeland Movement) would field candidates in Malay-majority seats in Peninsular Malaysia, said its chairman Mahathir at a press conference on Thursday.

The group includes Parti Pejuang Tanah Air that Mahathir leads, Parti Bumiputera Perkasa Malaysia (Putra) led by former deputy minister Ibrahim Ali, and two Muslim parties: Parti Barisan Jemaah Islamiah Se-Malaysia (Berjasa) and the National Indian Muslim Alliance Party (Iman).

Mahathir, 97, said there are also non-governmental organisations, academicians and individuals in the new “movement”.

Only Pejuang has Members of Parliament in its ranks, with four federal seats including the Langkawi ward held by Mahathir.

Malaysia’s Parliament has 222 seats. The next general election must be held by September next year, but with speculation, it could be held in the next few months.

Speaking about Gerakan Tanah Air taking part in the polls, Mahathir said: “We will focus on the peninsula first. Although we do have a small movement in Sabah, there are no plans to contest there yet.”

He also said there was no candidate proposed by the movement for the position of prime minister yet.

The former premier added that the movement stood a strong chance of winning multi-cornered contests for the upcoming polls.

“Most Malays oppose corruption so we have a good chance because the people will want change,” he said, in reference to seats controlled by Malay parties Umno and Bersatu.

Umno and Bersatu are currently sharing federal power in an uneasy alliance led by the third prime minister after the 2018 general election.

Mahathir said his new group would not collaborate with the “court cluster” parties, in a reference to Umno leaders such as its president Zahid Hamidi and ex-premier Najib Razak who are facing corruption charges in court.

Mahathir said the four parties in the movement are free from any corruption record.

Mahathir earlier on Thursday announced the setting up of the Gerakan Tanah Air movement which he said would ensure the rights of the Malays are taken care of.

Asean foreign ministers urge restraint as Taiwan tension boils

Amid rising tension spurred by the August 2 visit of US House Speaker Nancy Pelosi to Taiwan, much to China’s dismay, Asean foreign ministers are calling on all parties to exercise the utmost restraint, refrain from provocative action and uphold the principles enshrined in the UN Charter.

In a press statement released late on Wednesday, top Asean diplomats who are gathering in Phnom Penh for the 55th Asean Foreign Ministers’ Meeting (AMM) and related meetings reiterated that the bloc’s member states support the One-China policy.

“The world is in dire need of wisdom and responsibility of all leaders to uphold multilateralism and partnership, cooperation, peaceful coexistence and healthy competition for our shared goals of peace, stability, security and inclusive and sustainable development,” the statement said.

Without naming Taiwan directly, the foreign ministers said “the recent development in the area adjacent to the Asean region could lead to miscalculation, serious confrontation, open conflicts and unpredictable consequences among major powers”.

“We should act together and Asean stands ready to play a constructive role in facilitating peaceful dialogue between all parties including through utilising Asean-led mechanisms to de-escalate tension [and] to safeguard peace, security and development in our region,” it added.

Speaking at a Thursday morning press briefing on the 55th AMM, Ministry of Foreign Affairs and International Cooperation Secretary of State Kung Phoak said Asean foreign ministers hope de-escalation will take place and tensions will be gone as soon as possible over the Taiwan Strait.
