Dr Poonam Khetrapal Singh has been appointed regional director for World Health Organisation Southeast Asia, for a second five-year term.

The WHO executive board on Saturday unanimously endorsed Dr Khetrapal Singh, who was earlier also unanimously nominated by 11 member countries of the region for another five years.

Outlining her vision for the next term that begins on February 1, 2019, Dr Khetrapal Singh said her approach would be to sustain the gains, accelerate progress to finish the unfinished agenda, and to innovate to ensure the health and wellbeing of 1.8 billion people across the region.

In her first term, Dr Khetrapal Singh focused on building an increasingly responsive and accountable WHO in the region, while prioritising persisting and emerging epidemiological and demographic challenges. She also promoted universal health coverage and building robust health systems, strengthening emergency risk management and articulating a strong regional voice in the global health agenda.

She identified eight flagship priority programmes, focusing on results and accountability, designed to cascade into sustainable and result-oriented efforts.

In the last five years inclusive, sustainable and quantifiable gains have been made in the region and are accelerating in pace every year, according to a press release on Monday.

Certified polio-free in 2014, WHO Southeast Asia in 2015 became the second WHO region to eliminate maternal and neonatal tetanus. Four countries eliminated measles and six controlled rubella. Also, maternal and under-five deaths reduced significantly.

Thailand became the first in Asia-Pacific, and the first with a large HIV epidemic, to eliminate mother-to-child transmission of HIV and syphilis. Maldives and Sri Lanka were certified malaria free. Maldives, Sri Lanka and Thailand eliminated lymphatic filariasis, while India was declared yaws-free and Nepal trachoma-free.

For universal health coverage, access to safe, high-quality medicine is being enhanced through the Southeast Asia Regulatory Network established in 2016. Countries have developed multisectoral action plans for a whole-of-society approach to reverse non-communicable diseases.

There is a strong political commitment to end TB by 2030.

Prone to natural disasters, the region’s investment in strengthening emergency risk management is evident from the responses to the Nepal earthquake, the Rohingya crisis in Bangladesh, cyclones, floods and earthquakes.

Despite progress we have challenges; some permanent, some programmatic, some epidemiological and some transient, said Dr Khetrapal Singh.

Detailing her vision for her next term in her acceptance speech to the executive board, Dr Khetrapal Singh said: “We must sustain the gains we made. It means ensuring we hold fast to our progress in diseases elimination, which history shows can return with a vengeance if attention falters, and ensuring that there is no room for complacency.

“We must accelerate sustainable progress,” she said.

Her eight regional flagship priority programmes are aligned to WHO’s global goals and health targets for Sustainable Development Goal 3.

“We must innovate”, Dr Khetrapal Singh said, adding innovation means taking advantage of the existing opportunities, being agile in applying research findings and developing new policies to meet the challenges we face.

“Ending TB will be difficult unless we develop and apply rapid diagnostics, which test and diagnose large populations in a short time,” she said.

Likewise, we cannot hope to eradicate key neglected tropical diseases, which largely affect the poor, unless we can create and implement policies that address the needs of specific communities in specific areas, she said.

Hundreds of thousands” of fish have died in drought-stricken Australia in the last few days and more mass deaths are likely to occur, the authorities warned Tuesday.

Locals around the Darling River were confronted with a sea of white, as dead fish carpeted the waters near the southeastern Outback town of Menindee.

Just weeks after up to a million were killed — with scientists pointing to low water and oxygen levels as well as possibly toxic algae — another mass death occurred in the key agricultural region.

Inspectors from the New South Wales Department of Primary Industries have visited the site and said they found that “hundreds of thousands of fish have died”.

“Further fish deaths in the Darling River are anticipated as a significant number of fish have been observed under stress,” the department said in a statement.

Some 700 kilos (1,543 pounds) of dead fish were removed from the river Monday, with similar amounts expected to be collected Tuesday, it added.

The Darling River is part of the Murray-Darling River system that stretches thousands of kilometres across several states.

Fisheries officials were also investigating reports of another fish kill further south in the Murrumbidgee River, which flows into the Murray-Darling system.

With temperatures expected to rise and no rain forecast, there remained a “high risk of further fish kills over the coming days and week”, officials said.

While the federal government has blamed the deaths on a severe drought, experts and locals say they stem from the systemic depletion and pollution of the river.

The inspectors added that the latest bout of kills were likely linked to “critically low levels of dissolved oxygen” caused by a sharp drop in temperatures after an extended period of hot weather.

New South Wales Regional Water Minister Niall Blair, who visited Menindee Tuesday, told national broadcaster ABC his government was out of options, with installing aerators in rivers only a “band-aid solution”.

Six aerators were installed along parts of the Darling River to give surviving fish localised oxygenated water.

“It’s not a case of not being able to spend money on something, there just isn’t any other alternative that anyone has offered up,” Blair said.

“The only thing that will really change these conditions at the moment is fresh water coming through the system and there is just no possibility of that at the moment.”

Australia’s eastern inland regions have been hit by a prolonged drought, with extreme heatwaves in recent weeks exacerbating conditions.

The late arrival of the monsoon season in northern Australia has also contributed to heatwaves in some regions.

The wet season eventually kicked off in mid-January, with record-breaking floods hitting the tropical top end of the vast continent, cutting communities off and stranding farmers in recent days.

Queensland’s major Daintree River rose to 12.60 metres (41 feet) — a level not seen in over a century — over the weekend.

CHINA Press reported that a man watching pornography with his friend in China was shocked to see his girlfriend in the lead role.

Relating his ordeal on an online forum, Xiao Chuan said his girlfriend Xiao Nan, a student in Japan, had taken up a part-time job at a local izakaya (Japanese pub for after-work drinking) to ease her parents’ financial burden.

Due to the poor work conditions and late hours, Xiao Chuan said his girlfriend then switched to part-time modelling for magazines.

Xiao Chuan said his brain went blank the moment he saw his girlfriend in the video.

“My friend was raving at how good she looked but I just could not take it any longer,” he said, adding that he smashed his friend’s laptop.

The report added that when confronted in Tokyo later, Xiao Nan admitted to her boyfriend that it was the only way for her to earn enough for her tuition fees.

She argued that she had committed no crime, and took him to task for despising her while he himself had viewed porn.

The Thailand Migration Report 2019 estimates that the country currently hosts about 4.9 million non-Thai residents, with some 3.9 million being documented and undocumented workers from Cambodia, Laos, Myanmar and Vietnam.

Thailand benefits significantly from their presence, the report said. Migrant workers help fill labour shortages, contribute to economic growth and are becoming ever more important as Thai society ages.

Constituting over 10 per cent of the total labour force, their work is thought to contribute between 4.3 and 6.6 per cent of Thailand’s Gross Domestic Product.

Nevertheless, many migrants continue to face hardship and remain vulnerable to abuse.

“While the situation for migrants in Thailand has improved in some ways since the last report in 2014, many challenges remain the same. Policy responses risk leaving migrants vulnerable and unsure of their legal status in Thailand,” said the report’s editor Benjamin Harkins.

Moeun Tola, the executive director of the Center for Alliance of Labor and Human Rights, said based on the most recent estimates, there are about 1.7 million to two million Cambodian migrant workers in Thailand, with 20 per cent being undocumented.

He said documented workers have insurance from the National Social Security Fund, but some of them still face challenges because they cannot speak Thai. This leads to problems when they seek treatment at state hospitals. Some factories, he said, do not have translators for foreign workers.

Tola said most of those who have health insurance work for large companies, such as garment and electronics factories, but construction and agriculture sector workers, and workers at restaurants and small shops do not have access to this service.

“Another problem is their children. Children cannot attend school or receive other services from the state. This problem has not been settled yet and it requires Cambodia to ask Thailand to help solve the problem,” he said.

Tola said some workers are arrested by Thai authorities because they entered using fake passports obtained through brokers.

He said some are undocumented and are cheated by Thai bosses. They work for several months, Tola said, but in the end, they do not receive their salary and sometimes bosses even call the Thai authorities to arrest them.

Tola said he is worried about fishing boat workers and some in the construction sector, as they were forced to take illegal drugs in order to have the energy to work, and they do not receive their salaries.

Nai Sambath, a worker in a towel factory in Thailand’s Chonburi province, said by phone that in the past two or three years, human rights violations and violence against Cambodian workers have reduced because most people are working legally.

“The situation of migrant workers in Thailand seems to be quiet. I mean it is stable because most of them are legal. But in some factories, their income is lower because Thailand’s economy is not very good either,” he said.

Ministry of Labour and Vocational Training spokesman Heng Sour said the government has worked with the Thai government to achieve 100 per cent legality for the more than one million Cambodian migrant workers, but the ministry worries they might fall foul of Thailand’s labour laws.

“Though both governments worked with each other for six months in 2018 to offer legality for [the migrants], according to the Labour Law of Thailand, if they change their workplace without asking permission from Thailand’s Ministry of Labour, they might become illegal workers, and this is our concern,” he said.

Sour said both governments have signed a Memorandum of Understanding in order to offer full rights in accordance with Thailand’s laws, such as those governing insurance – covering accidents, health and the receipt of full salaries.

JAPAN’S FUJITSU LTD has developed a system that uses AI to recommend travel destinations to foreign tourists, inferring their preferences based on such information as age and the number of times they have come to Japan.

The more user data is accumulated, the more accurate the system will become, in line with the AI’s learning function, Fujitsu said.

A trial run of the system will begin as early as this month, with Fujitsu aiming for practical application in fiscal 2019. It will be jointly conducted with EXest, a company based in Shibuya Ward, Tokyo, that operates WOW U, an English-language website that introduces guide services to foreign visitors.

Those using the AI system during the trial will provide answers on seven points, such as their age and the goal of their travel, via the WOW U website. The system will then suggest multiple options from among 280 sightseeing spots from Hokkaido to Okinawa.

The AI will base its analysis on such information as data collected ahead of time by survey from about 1,000 foreign nationals, and the opinions of guides and others nationwide who are registered on the WOW U website.

Korea’s mobile payment market diversifies as rivalry grows

SOUTH KOREA is increasingly going walletless, as more people are opting to use services that allow payments to be made easily with just smartphones both offline and online.

With growing opportunities, smartphone-based payments have drawn interest from multiple players including information and technology companies, credit card companies and the government.

It is still unclear which mobile payment service will eventually dominate Korea, where smartphones are ubiquitous. Amid rising competition, Korea’s mobile payment services are becoming more diverse and segmented every year.

From N Pay to QR Pay : In Korea, the mobile payment model was initially launched as a way to make the online credit card payment process easier. With this goal, mobile giant Kakao introduced Kakao Pay in 2014, while Naver, Korea’s leading portal site operator, launched N Pay in 2015.

Similar to US-based Paypal, users register their credit cards on N Pay or Kakao Pay, and they are then able to make purchases at compatible online shopping sites using just a passcode or fingerprint scanning, bypassing the complex authentication process previously required for online card purchases.

Credit card companies also launched standalone “app cards” that facilitate quick card payments in mobile and online settings.

At the same time, smartphone manufacturer Samsung Electronics began popularising the offline mobile payment model with the launch of Samsung Pay in 2015.

Using near field communication and magnetic secure transmission technologies, the system lets people make credit or debit card payments by placing smartphones near card terminals.

Samsung Pay has since grown quickly in Korea, where a vast portion of the population uses high-end Samsung smartphones. In March 2018, Samsung announced that Samsung Pay had surpassed a total of 10 million users and hosted more than 18 trillion won ($17.02 billion) in cumulative transactions in Korea.

While this business continues to develop, Korea has begun to embrace another form of mobile payment: the QR code payment system in which people pay by scanning barcodes that connect straight to bank accounts.

It has been touted as a game-changing payment method that could replace cash and reduce transaction service fees, disrupting the traditional card-based payment paradigm.

The QR payment model is still new in Korea, with related services introduced just last year. However, several players, including the government, have stepped into the QR payment business, fueling debate over which service will succeed.

Competition drives QR payment market: Currently in the lead is Kakao Pay, which launched a QR payment option in May 2018. A user can use the Kakao mobile app to scan a barcode, after which the corresponding amount of cash is withdrawn from an account and sent to a store or merchant.

As of December 2018, Kakao QR Pay had 190,000 partner stores and had handled 3 trillion won in transactions, according to Kakao Pay.

Eyeing the benefits of QR pay systems, the government has launched a similar mobile payment app called Zero Pay, in an effort to reduce card payment-processing costs for small merchants and store owners to near zero.

The platform is currently in beta mode and will be officially launched in March.

To incentivize more consumers to use Zero Pay, the government has promised a 40 percent deduction in income tax for those who use the pay platform.

It is a vast improvement from the 15 percent tax exemption rate applied to credit card usage.

Striking back, three Korean credit card companies—BC Card, Shinhan Card and Lotte Card—have teamed up to launch a QR code scan payment service of their own. Under the “merchant-presented mode,” customers would be able to pay by scanning QR codes at partner stores. The service is slated to be introduced this month.

Like Kakao Pay and Zero Pay, the card companies’ QR code option facilitates payments by drawing money from connected bank accounts. The difference here is that payment requests would be accumulated and paid in full on the monthly due date, similar to how credit cards work.

The card firms have also designed their QR code scanning system to match the standard stipulated by the Financial Services Commission. This means other local card firms can use the same QR scanner terminals to host mobile payments.

The QR payment service that attracts more businesses and consumers will ultimately dominate the market. But market watchers say the task may prove challenging in a country where other forms of mobile payment, like Samsung Pay, are already popular.

While the market is becoming more segmented, Korea’s mobile payment business as a whole is growing. According to the 2017 Electronic Pay Service Usage report released last year by the Bank of Korea, 2.12 million won worth of mobile payment transactions were made daily in 2017, up 147.4 per cent on-year.

The total volume of payments facilitated by simplified mobile pay services reached a record 67.2 billion won, up 158.4 percent from 2016, according to the BOK.

In addition, the proportion of offline payments in the overall simplified mobile payment realm increased from 46.5 per cent in 2016 to 55.6 percent in 2017, overtaking online payments.

THE JAPANESE GOVERNMENT intends to modify the fuel efficiency standards so that electric vehicles and plug-in hybrids will also be subject to tax assessments, The Yomiuri Shimbun has learned.

It hopes that by establishing environmental standards that such models should meet, carmakers will be motivated to develop more EVs and other environmentally friendly vehicles, sources said.

The move will likely affect how car taxes are calculated. For this reason, automakers are expected to compete fiercely to develop new models that can meet the envisaged criteria.

The government set the current standards to urge automakers to achieve fuel efficiency goals, as part of measures against global warming. They took effect in fiscal 2011 and are known as the “fiscal 2020 standards” because the aim is to achieve them by that fiscal year.

Under the current standards, mainly gasoline-powered vehicles and hybrid models are subject to reduced taxes. In the case of a 1.5-ton gasoline-powered car, it must drive at least 17.6 kilometers on a liter of gasoline to meet the standards. Though many vehicles already meet the criteria, the government plans to set higher fuel efficiency levels for gasoline-powered vehicles and other models, sources said.

The new standards are expected to be compiled as early as this spring after discussions by expert panels of the Land, Infrastructure, Transport and Tourism Ministry and the Economy, Trade and Industry Ministry.

The target year for achieving the new standards will likely fall sometime from fiscal 2027 to fiscal 2030, according to sources.

In the case of EVs, the government will set the environmental standards based on figures such as one calculated by multiplying the electric power consumption rate — the amount of electricity required to drive one kilometer — with a certain coefficient to convert the rate into an equivalent amount of gasoline.

EVs and PHVs are being included in the new standards because they are expected to be used widely in the future.

Currently, about 10 EV and about 20 PHV models are sold nationwide. New car sales of EVs and PHVs in fiscal 2017 were about 60,000 units. The figure accounts for only about 1 percent of new car sales, but is double the amount sold in fiscal 2016.

Automakers will be required to sell a certain number of vehicles that meet the new standards by a predetermined fiscal year.

THE SOUTH KOREAN government held Its Drone Show Korea 2019 in the southern port city of Busan last week, with some 100 firms showcasing their latest drones and related technologies.

The Ministry of Trade, Industry and Energy said the annual event, which marks the fourth of its kind, is the largest drone-related convention in Asia. It will run for three days through Saturday.

South Korea’s top mobile carrier SK Telecom Co took part in the event, unveiling a new communication service that is capable of livestreaming videos shot by drones through a fifth-generation network.

Engineering Inc displayed a drone controller that can be activated easily with only one hand. Established in 2016, the startup raised 7 billion won (Bt195.39 million, $6.2 million) in investments last year.

Doosan Mobility Innovation announced it will mass-produce a drone that can run on hydrogen fuel cells. The firm said if drones with lithium batteries can fly 20 to 30 minutes, those with hydrogen |fuel cells can stay aloft for up to 2 hours.

Other local organisations and research centers also shared the latest achievements in the drone industry, including delivery drones as well as those for military purposes.

The ministry said South Korean plans to provide various support to drone firms to foster the industry.

Under the so-called regulatory sandbox programme , which centres on encouraging local companies to seek innovation and new opportunities by reducing regulations, the ministry said local firms will be given more leeway as long as safety is guaranteed.

“The government plans to actively utilize the regulatory sandbox program to remove hurdles in terms of launching new drone-related services by the private sector,” the ministry added.

World’s retail gets Chinese innovative edge

CHINESE E-commerce giants, gadget-makers and financial solution providers are now shaping the global retail sector, said industry leaders and market insiders at the Retail Big Show 2019, a retail convention and expo held earlier this month in New York.

“(In Sweden and rest of Europe), we don’t see the kind of application of facial recognition technology in digital payments seen in China. It’s so cool. It’s really interesting,” said Elisabeth Orn Sylve, an executive of Microsoft Corp in Sweden.

She made the remarks during her visit to the booth of Freshippo, a robot-driven restaurant and supermarket operated by China-based Alibaba Group Holdings Ltd.

Freshippo made its debut at the RBS 2019, organised by the United States National Retail Federation. It showcased its unmanned checkout devices that use features like facial recognition and camera surveillance.

“We have a number of advantages compared with other countries in the world” as China’s mobile internet witnesses rapid development, said Xulin Guo, chief of staff and business assistant to the CEO of Freshippo.

Alibaba has rolled out more than 10,000 self-checkout machines at its own offline stores and stores operated by third parties since the launch of the product around a year ago, according to Freshippo.

It is estimated that a self-checkout machine would be able to do the job of three to six cashiers. Consumers could save 30 percent on time while paying for their shopping.

Alibaba has opened around 120 Freshippo-branded supermarkets in around 20 Chinese cities since the opening of the first store in January 2016. The expansion is seen as Alibaba’s latest testament to the New Retail concept.

New Retail refers to the integration, or interlinking, of online and offline shopping using modern technologies, data and customer engagement techniques.

It is a faddish term coined in 2016 by Alibaba’s charismatic founder Jack Ma. In his words, New Retail is blurring or even dissolving the distinction between shopping at physical stores and e-commerce.

“Although online retail will continue to grow, the share of shoppers’ online spends in their overall spending is expected to remain at the same level,” said Matthew Crabbe, Asia-Pacific research director of consultancy Mintel. “That means, online retailers need to combine online-offline offerings in order to continue growth.”

Agreed Wu Weijia, an equity analyst who focuses on internet-based businesses at ICBC International Holdings Ltd. She said the inevitable slowdown in online shopping volumes has forced internet giants to march into offline retail, which accounts for roughly 85 percent of China’s 36.6 trillion yuan ($5.3 trillion) retail market.

Internet giant Tencent Holdings Ltd also did a bit of tech muscle-flexing by pioneering unmanned convenience stores. It heralded cashierless retail through vending machine solutions like EasyGo, Miss Fresh and CityBox.

In the new format, a customer walks in, grabs an item, and leaves the store. A storefront scanner, meanwhile, reads information in a chip embedded in the product tag, and sends the bill to a mini program in the customer’s WeChat app.

Consumers must also authorise WeChat at first to access relevant personal information and are advised to follow the brands’ official account, a newsfeed service embedded in WeChat. This is a route commonly adopted by digital-based companies.

Tencent also invested an undisclosed sum in French supermarket chain Carrefour SA, and picked up a stake in Dalian Wanda Group, which owns commercial properties, malls and hotels around China.

As the third-largest internet firm in the world by revenue and a major e-commerce platform, JD has cutting-edge technological applications at more than 100 drone bases across China, said Harlan Bratcher, global business development head of JD Fashion, at an RBS 2019 dialogue.

JD has introduced pilot drone-enabled delivery of goods in mountainous areas in Southwest China, opened about 20 unmanned stores in China and another one in Indonesia.

Elsewhere, the rapid development of e-commerce in China and the US has given birth to a fast-growing business in cross-border payments involving e-commerce platforms and online stores.

Citcon, a payment partner of Chinese e-commerce payment giant Alipay and WeChat Pay in North America, said it has partnered with more than 5,000 top merchants in the US.

The transaction costs via Citcon would be as much as 40 percent lower than that by international credit cards, without fraud and chargeback liability for merchants to accept Alipay and WeChat Pay, according to the company.

Over the past two years, “we’ve witnessed how retailers in North America embrace and succeed with Chinese mobile payment solutions Alipay, WeChat Pay and UnionPay”, based on QR code payments, said Citcon in a press release.

While Citcon works to enable international merchants to accept Chinese QR code-based mobile wallets in-store and online, a number of banks operating in the US are working with third-party payment companies to enable Chinese sellers to collect payments from US e-commerce platforms like Amazon, eBay, Wish and others.

Bank of China’s New York branch launched a cross-border payment system named e-MPay in 2016 in cooperation with a third-party payment processor. Chinese sellers with a presence on Amazon, eBay and other platforms only need to pay around 1 percent of commission fees now, lower than the previous 3 percent to 5 percent, while business cycles have shortened to one working day from one or two weeks, according to Bank of China’s New York branch.

The fast-growing business also drew the participation of Citibank, according to industry insiders.

At the RBS 2019, Counect International Technology Ltd, a Beijing-based maker of data collection devices and offline mobile payment devices, showcased its flagship device Cube, which is designed to be installed at malls and stores.

“Cube drew great interest and good feedback from system integrators, governmental authorities,” said Hans Yu, founder of Counect International. The device has been used by the Malaysian government to monitor sales and taxation, in addition to utilisation in more than 60 Chinese cities, said Yu.

Chinese internet giants like Alibaba and Tencent are making strides in cross-border payments in a bid to facilitate Chinese tourists in their outbound travels. For instance, Alibaba’s Alipay now accepts renminbi-denominated payments in 200 economies, easing people’s hassle and reducing potential costs incurred by currency conversions.

China has been a leading force in applying artificial intelligence, robotics, drones and other cutting-edge technologies in different scenarios.

SINGAPORE – Confidential information of 14,200 people with HIV, including their names, contact details and medical information, has been stolen and leaked online, and the culprit is an American fraudster, the Ministry of Health revealed on Monday (Jan 28).

Mikhy Farrera-Brochez, the man behind the leak, lived in Singapore from 2008 before being jailed in 2017 for several frauds and drug-related offences and lying to the Ministry of Manpower about his own HIV status.

His partner was Ler Teck Siang, a Singaporean doctor who was head of MOH’s National Public Health Unit (NPHU) from March 2012 to May 2013 and had access to the HIV Registry for his work. He has been charged under the Official Secrets Act for failing to take reasonable care of confidential information regarding HIV-positive patients.

The records that have been leaked include those of 5,400 Singaporeans diagnosed with HIV up to January 2013, and 8,800 foreigners diagnosed up to December 2011, MOH said at a press conference at the College of Medicine Building.

This included each person’s name, identification number, phone number and address, HIV test results and related medical information. The name, identification number, phone number and address of 2,400 people identified through contact tracing up to May 2007 was also included.

“We are sorry for the anxiety and distress caused by this incident,” said the ministry in a statement.

“Our priority is the well being of the affected individuals,” it added, saying that it has been contacting affected individuals to inform and help them since Saturday (Jan 26), and that it has worked with relevant parties to disable access to the information.

However, the information is still in the hands of Farrera-Brochez, who was deported after he had served his jail term. He currently remains outside Singapore.

It came to light on Monday that Farrera-Brochez, who was HIV-positive, had not only used his boyfriend’s blood to pass blood tests so he could work in Singapore, but that he had also got hold of information illegally from the HIV registry which his doctor boyfriend had access to.

The latest breach, while not due to a cyber attack, comes after Singapore’s worst cyber attack in 2018. From June 27 to July 4 last year, hackers infiltrated the computers of SingHealth and stole the personal particulars of 1.5 million patients, including Prime Minister Lee Hsien Loong.

Farrera-Brochez, 33, who was a polytechnic lecturer here and held an employment pass, was sentenced to 28 months in jail in 2017 for offences including cheating and possession of drugs.

Farrera-Brochez’s boyfriend, Singaporean doctor Ler, 36, had submitted his own blood sample in place of the American’s to help him get an employment pass here. Ler, who is still a registered doctor, has been sentenced to two years in jail for abetment of cheating and for giving a false statement to a public servant, He is appealing.

The ministry said it was notified by the police last Tuesday (Jan 22) that confidential information of HIV patients had been leaked, and made a police report the following day (Jan 23).

Since 2016, it noted, additional safeguards against mishandling of information by authorised staff have been put in place, including a two-person approval process to download and decrypt information.

MOH stressed that it will continue to regularly review its systems to ensure they remain secure and that the necessary safeguards are in place.

Health Minister Gan Kim Yong told reporters on Monday: “We take a serious view of this matter. Our former staff has been charged in court and the case is pending, and we will not hesitate to take stern action against staff who violate security guidelines, abuse their authority or abuse their access to information.”

He added: “I also understand the concerns, the anxiety and distress faced by our affected patients and our priority is their well-being.

“Going forward, we will continue to strengthen and to review our systems to ensure they are secure, and our priority remains the patients’ well-being and we will extend whatever assistance and support that we can for them.”

The Health Ministry has set up a hotline for those who need additional information, and counsellors are also available to assist them and to provide additional support if necessary, he said.

It has appealed to the public to notify the ministry immediately if they come across information related to the incident, and not to share it. Those with information or concerns can call the MOH hotline on 6325-9220.

When contacted, the police said they are seeking the help of their foreign counterparts in their investigations.

“The Police would like to remind the public that it is an offence under the Official Secrets Act (OSA) for any person to be in possession of, communicate or use any of the confidential data that may have been disclosed. Police will not hesitate to take stern action, including prosecution, against those who have breached the OSA,” said a spokesman.

A person found guilty of the wrongful possession, communication or use of confidential data can be fined up to $2,000, and jailed up to two years.
