Twitter warns global users their tweets violate Pakistani law

Washington

When Canadian columnist Anthony Furey received an email said to be from Twitter’s legal team telling him he may have broken a slew of Pakistani laws, his first instinct was to dismiss it as spam.

But after Googling the relevant sections of Pakistan’s penal code, the Toronto Sun op-ed editor was startled to learn he stood accused of insulting the Prophet Mohammad — a crime punishable by death in the Islamic republic — and Twitter later confirmed the correspondence was genuine.

His perceived offense was to post cartoons of the prophet several years ago.

Furey and two prominent critics of extremism in Islam say they are “shocked” to have received notices by the social media giant this past week over alleged violations of Islamabad’s laws, despite having no apparent connection to the South Asian country.

They say the notices amount to an effort to stifle their voices — a charge Twitter denies, arguing the notices came about as a result of “valid requests from an authorized entity,” understood to mean Pakistan, helped users “to take measures to protect their interests,” and the process is not unique to any one country.

But Furey is the third prominent user in the space of days to publicly complain about receiving a message linked to Pakistan.

The other two are Saudi-Canadian activist Ensaf Haidar and Imam Mohammad Tawhidi, a progressive Muslim scholar from Australia who was born in Iran.

Both are outspoken critics of religious extremism and have accused the social media giant of helping to silence progressive ideas within Islam.

– ‘ Validates blasphemy laws’ –

Furey, who detailed his experience in a column for his newspaper on Saturday, told AFP: “I’m somewhat alarmed that Twitter would even allow a country to make a complaint like this, as it almost validates their absurd blasphemy laws.”

The tweet in question was a collage of cartoons of Mohammad that he posted four years ago.

“Looking back, I remember I did it right after there had been an ISIS-inspired attack in retaliation over the cartoons,” Furey wrote in his column, adding he had not posted similar material before or since.

Haidar, who is the wife of Saudi writer Raif Badawi who was jailed in his country in 2012 for charges including apostasy, told AFP: “I’m very shocked by Twitter. They want to silence any voice telling the truth.”

Twitter wrote to her concerning an August tweet which showed a woman wearing the Islamic full veil, with the caption: “Retweet if you’re against niqab.”

A notice sent to her and seen by AFP advised her that Twitter had received official correspondence saying she could be violating Pakistani law for the tweet, adding: “You may wish to consult legal counsel about this matter.”

Tawhidi meanwhile was sent a similar notice flagging a tweet that called on Australian police to investigate extremism in mosques following a deadly knife attack in Melbourne in November.

The scholar attached the legal notice sent to him by Twitter informing him of possible violations of Pakistani law, and tweeted: “I am not from Pakistan nor am I a Pakistani citizen.

“Pakistan has no authority over what I say. Get out of here.”

Chilling effect

Reached for comment, a spokesperson for Twitter told AFP: “In our continuing effort to make our services available to people everywhere, if we receive a valid requests from an authorized entity, it may be necessary to withhold access to certain content in a particular country from time to time.”

The spokesperson added: “We notify users so that they have the opportunity to review the legal request, and the option to take measures to protect their interests.”

Pakistan has previously threatened to block Twitter if the company did not remove content its government found offensive.

It banned Facebook for hosting allegedly blasphemous content for two weeks in 2010 while YouTube was unavailable from 2012 to 2016 over an amateur film about the Prophet Mohammad that led to global riots.

Furey told AFP that although he was taken aback by the notice, “I’m at least glad they brought it to my attention that the Pakistan government has their eye on me.”

But he added: “One troubling consequence to all of this is that even people in countries without these blasphemy laws may start to self-censor for fear of the reach foreign governments will have over them in the online world.”

US returns war trophy bells to Philippines

Manila

Church bells seized from the Philippines by the US as war trophies over a century ago were returned on Tuesday, in a bid to turn the page on a difficult chapter between the historical allies.

Returning the three so-called Balangiga bells meets a decades-old demand from the former US colony at a time when the two nations’ ties have been rattled by President Rodrigo Duterte’s pivot to China.

An American military plane delivered the bells to a Manila airfield, where Philippine and American officials gathered ahead of a symbolic handover ceremony set for later Tuesday.

The bells were said to have signalled a surprise attack by machete-wielding Filipino revolutionaries that killed 48 US troops on September 28, 1901 in the central town of Balangiga.

In reprisal, the US commander Jacob Smith ordered the surrounding island of Samar be turned into a “howling wilderness” and that all Filipino males aged 10 or above be killed.

Thousands of Filipinos were slaughtered, the town was razed and the bells were carted off as trophies. Two had been on display at a US air base in Wyoming and the other in South Korea.

The return of the bells has been divisive with some US veterans and lawmakers, who see them as a tribute to fallen American troops while the Philippines hails them as a symbol of its struggle for independence.

– ‘Right thing to do’ –

American officials have emphasised the return is an important step in closing a painful chapter between the two nations, which have close military, cultural and trade ties.

Manila’s push for the bells’ repatriation began in the 1990s and has had backing from Philippine presidents as well as from the Catholic Church and historians.

Duterte, 73, bluntly called on Washington in a 2017 speech to “Give us back those Balangiga bells. They are not yours,” as he rattled his nation’s close alliance with the US.

Within months of winning the presidency in mid-2016 he signalled his intention to split from the Philippines’ former colonial master and end a standoff with Beijing over the disputed South China Sea.

Duterte’s supporters have claimed his willingness to stand up to American influence was key to the bells’ return, but experts cautioned the process was much more complicated.

“No single president can claim credit to it,” Francis Gealogo, history professor at the Ateneo de Manila University, told AFP. “The credit should be given to the Filipino people who campaigned vigorously and actively.”

A key factor was also major American veterans’ associations, including the largest group Veterans of Foreign Wars, dropping their opposition to the bells being given back.

“The return of the bells would be ‘the right thing to do'”, said a resolution the group approved in July calling on the US government to return them.

California nuns stole schools funds for Vegas gambling, travel

Los Angeles

Two Catholic school nuns in California have admitted to embezzling about $500,000, and using the funds over the years for travel and gambling in Las Vegas, their order said on Monday.

Sisters Mary Margaret Kreuper and Lana Chang, who are said to be best friends, took the money from tuition, fees and donations at St. James Catholic School in Torrance, south of Los Angeles.

The Archdiocese of Los Angeles said the missing money was discovered during a routine audit and it is believed the nuns had stolen the money over at least a decade.

Kreuper was a former principal at the school where she worked for 20 years until her retirement earlier this year. Chang was a teacher for 20 years and she also retired this year, according to local media reports.

“Our community is concerned and saddened by this situation and regret any injury to our long relationship with the families of the school,” the Sister of St. Joseph of Carondelet, the nuns’ order, said in a statement sent to AFP. “The Sisters of St. Joseph both desire and intend to make complete restitution to St. James School.”

Parents were reportedly informed about the nuns’ misdeeds earlier this month.

Though police have been alerted, the Archdiocese has said it does not plan to seek criminal charges against the pair, who spent decades as students’ moral enforcers.

“We do know that they had a pattern of going on trips. We do know they had a pattern of going to casinos, and the reality is, they used the account as their personal account,” the Press-Telegram quoted an attorney telling parents and alumni at a recent meeting.

The nuns allegedly got away with their crime by depositing some checks made out to the school for tuition and other fees into a bank account different than the one used by the school.

“Sister Mary Margaret and Sister Lana have expressed to me and asked that I convey to you, the deep remorse they each feel for their actions and ask for your forgiveness and prayers,” Michael Meyers, the school’s pastor, said in a letter to parents.

“They and their order pray that you have not lost trust or faith in the educators and administrators of the school. Let us pray for our school families and for Sister Mary Margaret and Sister Lana.”

Macron unveils new measures in bid to end ‘yellow vest’ revolt

Breaking News December 11, 2018 07:47

By Agence France-Presse
Paris, France

Embattled French President Emmanuel Macron Monday announced a series of financial measures seeking to defuse the “yellow vest” revolt that has triggered violent protests in cities across the country.

In a 15-minute televised speech from the Elysee Palace, a sombre-looking president told the nation, “I accept my share of responsibility” for the crisis.

The former investment banker struck a more humble tone than usual as he sought to address criticism of his style of leadership.

“I know that I have hurt some of you with my statements,” he said.

Macron stressed, however, that the protests by mostly low-income people in small town or rural France were the result of long-term problems.

“Their distress doesn’t date from yesterday. We have ended up getting used to it,” he said.

“These are forty years of malaise that have come to the surface.”

Among the measures Macron announced was a 100 euro ($113 dollar) monthly increase in the minimum wage as of next year, for which businesses would not have to foot the bill.

The minimum wage was set at 1,498 euros per month pre-tax in 2018 and 1,185 euros after tax.

Macron’s government had previously suggested that any increase in the minimum wage would destroy jobs rather than help create them.

But the protests, which have seen rioting in Paris and other cities and taken a heavy financial toll, are the biggest challenge for Macron since he came to power in May 2017 promising to revitalise the economy.

Since then his popularity has fallen with critics saying he favours the rich and alienates people struggling, especially in provincial France.

Pensions, overtime

The 40-year-old centrist also announced he would roll back most of an unpopular increase in taxes on pensioners which was introduced by his government.

And he called on all businesses “that can afford it” to give employees a one-off “end of year bonus” which would then be tax free.

In another move to appease the protesters’ anger, Macron said he would do away with all wage taxes on overtime work, a measure first introduced under former conservative president Nicolas Sarkozy but later reversed under his socialist successor Francois Hollande because it was deemed too expensive.

Macron, who has been in power for the past 18 months, earlier Monday had held four hours of crisis talks with government ministers, parliamentary leaders, business and labour representatives and regional officials.

He had previously vowed that unlike his predecessors he would not be swayed by street protests.

But in an initial attempt to quell the revolt now in its fourth week, the government agreed last week to cancel a planned increase in anti-pollution fuel taxes — the spark behind the “yellow vest” protests in car-dependent rural and suburban France.

But the move was seen as too little, too late by the protesters, who held a fourth round of demonstrations on Saturday to press for further concessions on reducing inequality.

The campaign of nationwide road blockades and weekend protests in Paris and other cities over four consecutive weekends, which degenerated into destruction and looting, have taken a toll on the French economy.

The central bank on Monday halved its fourth-quarter growth forecast to just 0.2 percent from 0.4 percent — far below the 0.8 percent growth needed to meet the government’s full-year target of 1.7 percent.

Nationwide an estimated 136,000 people turned out for the protests last weekend — the same number as a week earlier.

Since the start of the protests, over 4,500 people have been detained by police in France, police said.

Speaking of the violent actions of some of the protesters, who notably set fire to barricades on the Champs-Elysees and defaced the Arc de Triomphe monument, Macron said his government would show no leniency towards trouble-makers.

“No anger justifies attacking a policeman (…) When violence breaks out, freedom ceases to be,” he said.

‘Yellow vest’ reaction

Reactions to his speech from the “yellow vests” were hard to judge as the movement is leaderless and has refused to come under the sway of political parties or trade unions.

Some protesters, interviewed on French television, acknowledged that Macron had made some “concessions”, but added that these were “insufficient” to call the protests off.

“This time, there really is some progress. My smile got bigger and bigger as he spoke,” said Erwan, one of the movement’s “spokesmen” in the northwestern town of Rennes.

But, for Pierre-Gael Laveder, in the eastern town of Montceau-les-Mines, “Macron hasn’t taken the full measure of what is going on”.

“Everyone of his announcements was booed and the first overall reaction was ‘he thinks we are fools’,” Laveder added.

Right-wing opposition leader Marine Le Pen, Macron’s rival in last year’s presidential run-off election, welcomed some of the tax measures announced, but accused Macron of being the harbinger of “savage” globalisation.

“He refuses to admit it’s the (economic) model which he champions which is itself called into question,” she added.

Jean-Luc Melenchon, who heads the left-wing opposition Unbowed France, said Macron was mistaken if he thought “a distribution of money” will calm down “the insurrection”.

UN conference adopts migration pact despite withdrawals

UN conference adopts migration pact despite withdrawals

ASEAN+ December 11, 2018 03:10

By Agence France-Presse
Marrakesh, Morocco

A United Nations conference adopted a migration pact in front of leaders and representatives from over 160 countries in Morocco on Monday, despite a string of withdrawals driven by anti-immigrant populism.

The Global Compact for Safe, Orderly and Regular Migration — finalised at the UN in July after 18 months of talks — was formally approved with the bang of a gavel in Marrakesh at the start of a two-day conference.

But the United States and at least 16 other countries either opted out or expressed concerns, with some claiming the pact infringes national sovereignty.

Billed as the first international document on managing migration, it lays out 23 objectives to open up legal migration and discourage illegal border crossings, as the number of people on the move globally has surged to more than 250 million.

Describing it as a “roadmap to prevent suffering and chaos”, UN Secretary General Antonio Guterres sought to dispel what he called a number of myths around the pact, including claims it will allow the UN to impose migration policies on member states.

The pact “is not legally binding”, he said. “It is a framework for international cooperation.”

“We must not succumb to fear and false narratives”, he told an audience that included German Chancellor Angela Merkel, Panama’s President Juan Carlos Varela, Greek premier Alexis Tsipras, Danish Prime Minister Lars Lokke Rasmussen and Spain’s premier Pedro Sanchez.

Merkel launched an impassioned defence of the pact and multilateralism, saying her country “through Nazism brought incredible pain to humanity”.

“The answer to pure nationalism was the foundation of the United Nations and the commitment to jointly searching for answers to our common problems,” she said.

She insisted the pact seeks to prevent, rather than encourage, illegal migration. “This is about safe, orderly and regular migration — it says (this) clearly in the title.”

Draconian measures

On Friday, the US hit out at the pact, labelling it “an effort by the United Nations to advance global governance at the expense of the sovereign right of states”.

It was the first country to disavow the negotiations late last year, while Australia, Austria, the Czech Republic, Dominican Republic, Hungary, Latvia, Poland and Slovakia have all pulled out of the process in recent months and weeks, before Chile withdrew overnight.

Rows over the accord have erupted in several European Union nations, hobbling Belgium’s coalition government and pushing Slovakia’s foreign minister to tender his resignation.

From the United States to Europe and beyond, right-wing and populist leaders have taken increasingly draconian measures to shut out migrants in recent years.

US President Donald Trump has pledged to build a wall on the US-Mexico border and has focused his recent ire on a migrant caravan from Central America, while a populist coalition government in Italy has clamped down on boats rescuing migrants at sea.

Belgium’s liberal premier Charles Michel attended the conference after winning the support of parliament to back the accord, but was left leading a minority government after a Flemish nationalist party said it will quit his coalition over the pact.

“This model of cooperation is complex, sometimes including steps forwards and sometimes banana skins,” Michel told delegates.

“But it is the only way forwards for those who want a better world”.

The pact has been welcomed by the Catholic Church as an important step towards addressing migrants’ needs and reducing their vulnerability.

“The Holy See is convinced that the enormous challenges that migration poses are best faced through multilateral processes rather than isolationist policies,” said papal envoy Cardinal Piero Parolin.

Mexico, Guatemala, El Salvador and Honduras also welcomed the accord. These countries have worked on their own regional plan to manage migration, which EL Salvador’s foreign minister Carlos Castaneda told reporters represents a first effort to work within the framework of the global compact.

‘Should be ethically binding’

The UN’s children’s agency said the pact could help provide better access to education and health for migrant children and offer “them stronger protection from exploitation and violence”.

Other organisations, including Amnesty International and the International Federation of the Red Cross, see the accord as just a first step towards protecting migrants.

“We have heard repeatedly that this compact is not legally binding and does not impact on state sovereignty,” said IFRC president Francesco Rocca at a press conference on the sidelines of the main dialogue.

“But if we are serious about fixing this problem, it should at the very least be ethically binding.”

In comments by a representative, Morocco’s King Mohammed VI — absent from proceedings — said the pact offers a way forwards that navigates between the two extremes of closing borders and allowing uncontrolled migration.

After the Marrakesh conference, the UN General Assembly is set to adopt a resolution formally endorsing the deal on December 19.

Indonesia to study China’s offer on 5G technology development

Indonesia will study China’s offer to develop 5G technology in the archipelago, particularly the business model and ecosystem required in such an upgrade.

China offered Asean countries its services in developing 5G technology at a press conference on the sidelines of the 2018 Telsom Telmin meeting between regional communications ministry officials in Ubud, Bali, on Thursday.

“China is offering [to develop] 5G technology, but it is up to each [Asean] country because we need to consider the ecosystem and business model,” Communications and Information Minister Rudiantara said as quoted by Antara.

He said the government would leave it to cellular phone operators to make the decision of whether they would adopt 5G technology.

The 5G network offers more speed than 4G, which is currently being used widely in the country, but by applying the upgraded technology, consumers will also pay more.

Rudiantara estimated the price could be five to 10 times higher than the price of 4G networks.

Previously, China’s Deputy Minister for Industry and Informatics Technology Zhaoxiong Chen told journalists that the county had developed 5G technology and would share it with Asean countries.

“We have good achievement in 5G technology and we have tested the system. We want to share our success and experience with Asean to accelerate the adoption of 5G technology,” Zhaoxiong said, adding that two Chinese companies – Huawei and ZTE – were ready to offer their services and expertise. – The Jakarta Post

LG Display partners with NHK for 8K broadcasting of 2020 Tokyo Olympics

LG Display, the world’s biggest organic light-emitting diode panel maker, said it is working with Japan’s national public broadcasting company NHK to broadcast the 2020 Tokyo Olympics with 8K picture quality.

The partnership is a part of LG’s OLED business plan for the Japanese TV market, where there is high demand for high picture quality. To promote OLED panels in Japan, the company participated in the 28th Finetech Japan forum held in Tokyo on Thursday.

LG Display’s adviser Yeo Sang-deok said in his keynote speech at the forum, “Self-emissive OLED panels with a wide-viewing angle and infinite contrast ratio feature quick responses that are ideal for watching sports games.”

“Enjoy the 2020 Tokyo Olympics with OLED TVs,” he added. In Japan, OLED TVs account for 69 per cent of the market for high-end TVs over $2,000 (Bt64,000), Yeo said. “We have many Japanese companies like Sony, Panasonic, Toshiba and Funai among our 15 OLED panel customers,” he said. “This means OLED TVs are mainstream in Japan.”

LG Display is the world’s first OLED TV panel provider that introduced the panels in 2013. According to IHS Markit, the global sales volume of OLED TVs is forecast to stand at 2.54 million units this year and to grow to 6 million by 2020. – The Korea Herald

Internet users rising in Philippines: survey

The number of Internet users in the country has increased, the latest Social Weather Station (SWS) survey showed.

The SWS survey, conducted from September 15-23, disclosed that 41 per cent of adult Filipinos are Internet users. This is a notch higher than the 40 per cent recorded in the previous period in June 2018.

According to SWS, the proportion of Filipino adults using the Internet “has been steadily increasing” since SWS first conducted a survey regarding the matter in June 2006, which showed 8 per cent of Filipinos are Internet users.

“It initially ranged from 11 to 19 per cent from September 2007 to December 2011, then from 23 to 32 per cent from March 2012 to December 2015,” SWS said.

By April 2016, SWS noted that the proportion of Internet users was consistently at 34 per cent or above.

The September 2018 survey was fielded using face-to-face interviews with 1,500 adults, 18 years old and above nationwide. – Philippine Daily Inquirer

4G mobile data usage rises 46 per cent

Data usage in Bangladesh through mobile phones got momentum after the roll-out of 4G service in February, with average consumption hitting the landmark of one gigabyte (1GB). Last year, the average usage was about 700 megabyte (MB), said industry insiders. 1GB equals 1,024 MB.

In the third quarter of the year, the country’s second largest operator Robi’s 28.3-million active mobile Internet subscribers consumed 1,182MB data on average.

Robi, which has 5.5 million regular 4G customers, saw its data usage shoot up 88 per cent in a space of one year, according to the quarterly financial report of its parent company Axiata.

In the same period Grameenphone saw 52.40 per cent year-on-year growth in data usage from its 36.3 million active Internet users, of which 5 million are using 4G.

Combining all kinds of data users, average usage reached 1,149MB at the end of September, according to its third-quarter report.

For the first time after the launch of mobile Internet in Bangladesh more than a decade ago, Grameenphone’s average data consumption was lower than Robi’s.

However, Banglalink, the country’s third largest operator, was far behind: as of September its 20-million Internet subscribers are using 734MB data on average, according to its parent company’s report.

Nowadays, lots of digital services are available on the mobile platform, which is boosting data consumption, said Shahed Alam, head of corporate and regulatory affairs at Robi. “4G has definitely given the industry a boost to change the customers’ data usage pattern.” – The Daily Star

Singapore telco tweaks mobile plans to defend market share

SINGAPORE

TELCO StarHub has streamlined its mobile plans from 10 to three, offering large data bundles in an attempt to defend its market share which may be under threat with TPG Telecom’s imminent entry.

The product overhaul is StarHub’s first since its new chief executive Peter Kaliaropoulos took the helm in July this year.

From December 6, the telco will only be selling three new SIM-only mobile plans:

l $25 Singapore dollars (Bt600) a month for 13GB of mobile data and 100 minutes of local talk-time;

l S$50 a month for 40GB of mobile data and 300 minutes of local talk-time; and

l S$80 a month for 70GB of mobile data and 500 minutes of local talk-time.

These plans comprise 10GB of bonus data, which will expire after the first 12 months after signing up.

In comparison, consumers now paying S$50 a month are only getting 8GB of mobile data, with unlimited talk-time and unlimited weekend data.

All current plans at StarHub will be scrapped from December 6. Current subscribers will retain their existing plan.

Rival Circles.Life, a mobile virtual network operator, currently offers 26GB of mobile data and 100 minutes of talk-time for S$48 a month.

In a statement on December 5, StarHub chief of consumer business group Johan Buse said: “We hate to admit it, but people do not rate telcos highly. This is a regrettable reality, and we are determined to earn back customers’ trust and be the telco that they deserve.”

Buse was referring to the incumbent telcos being seen as slow in innovating to meet consumer needs.

One common complaint is that the telcos’ complicated plans have consumers jumping through hoops to figure them out. Buse said that the mobile plan overhaul is just the beginning, with more product revamps to come.

With the revamp, caller number display and international roaming add-ons will be free by default for the first time for customers not on contract.

Japan to block use of Huawei, ZTE

TOKYO

THE JAPANESE government intends to effectively ban products of two major Chinese telecommunications equipment makers – Huawei Technologies Co and ZTE Corp – from telecommunications devices at government ministries and agencies, the Self-Defence Forces and other entities, as their products have been described as posing a national security risk, The Yomiuri Shimbun has learned.

The Cabinet Office and ministries plan to make arrangements as early as yesterday to revise internal rules on government bodies’ procurement of these devices, according to sources. Halting the use of their products is aimed at preventing cyberattacks and the leaking of confidential information. With the enactment of the US National Defence Authorisation Act in August this year, that country began prohibiting the use of equipment and services by the two Chinese companies within government organisations and at companies conducting business with the government.

The US government has urged Japan and other allies to refrain from using the companies’ products such as mobile phones and semiconductors, saying they contain viruses that facilitate Chinese cyberattacks and illegal communication intercepts.

In response, the Japanese government plans to create a system in which it will refrain from purchasing products and services of companies that the government believes pose a national security threat, the sources said.

The government plans to avoid directly naming the two companies to prevent provoking China’s anger, but a government source said that Huawei and ZTE are the targets of the ban at the current stage. The government is also considering banning products by Japanese private companies that use parts made by the two Chinese companies.

A government source said it is possible that “mobile phones and semiconductors of the two companies are currently being used” by government-affiliated organisations.

Based on the arrangements, the Cabinet Office, ministries and agencies plan to revise internal rules on government bodies’ procurement of devices, including communication lines and personal computers.

Specifically, the government is considering introducing a comprehensive evaluation system that awards contracts based on factors other than prices, such as technological capabilities, and including “mitigating national security risks” in the criteria for judging bids. Ordinary competitive bids based on prices will not be offered. However, if the two companies’ products are widespread in the private sector – including the defence industry and companies operating important social infrastructure such as electric power generation – it could cause greater damage in the event of a cyberattack.

For that reason, the government is also looking at establishing a new supply chain in cooperation with the United States and Australia to procure parts mainly for communication equipment and semiconductors from countries other than China.

In addition to the United States, Australia and New Zealand are planning to ban the equipment of Huawei and others from their planned 5G next-generation mobile network.

IN THE WAKE of the recent #MeToo India movement, Silicon Valley-based bot and messaging platform Gupshup last week launched a chatbot called “Shakti” to help women in India find a voice against sexual harassment.

Chatbot Shakti will help guide women on necessary measures that could be taken during an unfortunate event of harassment along with the details of relevant authorities they can reach out to.

It can be used by people to understand what constitutes sexual harassment, details that a survivor should keep ready to report an unfortunate incident, who in the organisation the incident should be reported to and the contact details of the concerned authorities to whom a formal complaint can be made.

“It is encouraging to see courageous women from a cross-section of industries raise their voice against workplace harassment. We feel technology can play a role in offering information that many survivors seek, when something like this happens,” Anindita Guha, head of product and product marketing for Gupshup said in a statement.

The bot is available 24-7 and can be accessed by logging into one’s Facebook account and sending a message to the page “MeToo India”.

“With Shakti, our aim is to offer a confidential resource to those who want to raise their voice against such harassment but do not know how to go about it,” Guha added.

The #MeToo movement, which began in the US over a year ago in response to accusations of sexual harassment and abuse by powerful men in the entertainment industry, gained traction in India in late September after actress Tanushree Dutta accused Nana Patekar of inappropriate behaviour on the sets of a film they were shooting in 2008.

Since then, the hashtag has become a rallying cry against sexual harassment, with multiple women coming out with their #MeToo stories on various social media platforms.

THE LOGISTICS sector has been the bottleneck for Vietnam’s economic development, but offers plentiful opportunities for local startup companies with the application of technologies.

In a report on the Vietnamese logistics market released by the business data and information provider StoxPlus, the percentage of logistics cost over the nation’s total gross domestic product (GDP) is 20.8 per cent, much higher than the world’s average rate of 10-11 per cent.

Also in the report, the number of vehicles in Vietnam increased by 10 per cent each year while the development of transport infrastructure and facilities grews by just 3-4 per cent per year. The area of land used for transportation rose only 1 per cent, while the total area for parking lots has met just a small part of demand.

According to Abivin Joint Stock Company’s CEO, Pham Nam Long, inappropriate urban planning and underdeveloped transportation infrastructure are among the reasons causing the logistics sector to be the bottleneck of the Vietnamese economy.

Local companies are not aware of logistics activities and they have not met the requirement of corporate governance and human resource management, Long said.

Vietnam’s trade activities have improved recently and the number of foreign partners doing business in the country keeps increasing, thus raising demand for high-quality logistics, he added.

Startup opportunities

Despite the limitations, the logistics sector offers a wide range of opportunities for startup companies that can operate in different sectors of the rising industry.

Startup companies have the latest technologies and software to optimise their logistics procedures. Some of them have developed programmes that help customs agencies automate their procedures.

As a developing economy, Vietnam’s logistics sector has lured the attention of foreign companies; however, local firms have their own advantages, Pham Khanh Linh, CEO of Logivan Technologies Pte, said.

“Local logistic companies understand the market, people and local culture. Besides, the Vietnamese working style is quite different from that of foreign firms,” she said.

“The Vietnamese government also gives more incentives to Vietnamese startups in tax, policies and other issues.” Vietnamese startups are often small, so “our sole advantages are being able to make mistakes, quickly resolving issues and realising our new ideas,” Long said.

In logistics, operation management is key and technology helps smooth the operation procedures for many logistics firms.

Long said technology helps companies simplify repetitive tasks, and in the case of logistics firms, they are able to operate more efficiently.

Goods transportation requires the calculation of different variables such as the size, volume and weight of the package, packaging method, the type of truck and hours of service, and those variables have a big impact on the price of transport, Linh said.

“Technology helps optimise the connection between truck drivers, sellers and consumers. And global positioning system (GPS) helps us locate the trucks and drivers,” Linh said. But technological advancements cannot remove people from the workflow as people are still needed to resolve unexpected issues on the trip, Linh added.

In the near future, Logivan will study the Internet of things to scan trucks and maximise the trucks’ loading capacity, and use artificial intelligence to solve customers’ problems, she said.
