Dull debenture market forces property firms to take bank loans, pushing costs up

Jun 26. 2020

By THE NATION

Property companies are facing problems in issuing debentures in the second quarter, and are having to take loans from banks, which will push up their costs.

Debentures of six property companies – Ananda Development, Land & Houses, Pruksa Holding, Quality Houses, Sansiri, and Supalai – worth a total of Bt23 billion were due for redemption in the second quarter of this year.

Samanun.Polsomboonchok, Capital Nomura Securities’ senior analyst, informed that new debentures worth a total of Bt8.6 billion were issued to repay the ones due for redemption. Bank loans had to be taken to redeem the balance debentures.

“This shows that the debenture market this time is not in a bright situation,” he added, mentioning that using bank credit this way would increase the companies’ cost. However, the cost this time was not that high as the interest rate has come down.

Samanun said that the debentures of three other companies – AP, LPN Development, and SC Asset Corporation – in addition to the earlier mentioned six companies worth a total of Bt67 billion were due for redemption in 2020.

Long-term debentures total Bt51.2 billion, but companies need to pay back Bt22.5 billion in the second half of this year.

Samanun added that the last quarter was of the most concern for those companies, since assistance from banks would reduce, after numerous companies used their financial credits before.

“However, the government can give the property companies a helping hand by buying the investment-graded debentures,” he said.

The debenture market is expected to recover in the first quarter of next year.

Nevertheless, the current situation was not as severe as in 1997, since the interest rate was low and the companies have spread the risk by joining with foreign companies.

The most concerning ones were small companies, because they did not have the financial capacities of the big ones, he added.

BTS Group Holdings (BTS) has written to the Mass Rapid Transit Authority (MRTA) to state that the BSR Joint Venture is ready to invest in the construction of the 2.6-kilometre Ratchada-Lat Phrao extension to the elevated Yellow Line.

Surapong Laoha-Unya, executive director of BTS Group Holdings, said BSR will also spend approximately Bt3 billion to link the Yellow and Green MRTA lines.

“BSR is ready to invest in this project because the study results were approved by the committee for land-traffic system management and already added in the rail-transport system development master plan,” he said.

“BSR still maintains the offer to share revenue with MRTA if the number of commuters using the Yellow Line rises.”

Surapong said the Bangkok Expressway and Metro (BEM) has complained that the MRTA Yellow Line extension will take commuters away from the MRT.

“However, we cannot compensate BEM if the MRT loses commuters. Hence, we have decided to invest in this project on our own and are ready to share revenue with the MRTA. So, it depends on MRTA if it wants to accept this offer,” he said.

He added that the plan to extend the MRTA Yellow Line should be studied before the service opens in 2021. “If the construction is not completed in time, we may have to cancel the offer,” he said.

Meanwhile, Pakapong Sirikantaramas, MRTA governor, said the agency was still waiting for BSR and BEM to decide on whether the Yellow Line extension will go ahead.

“According to our study, the number of commuters using the MRT Blue Line will drop by approximately 6,000 people per day once the MRTA Yellow Line starts running,” he said.

The Eastern Economic Corridor Office (EECO) and BGrimm Power Public Co Ltd signed a lease for 100 rai of state land on Friday (June 26) for the production of electricity and chilled water for U-Tapao Airport and the Eastern Airport City’s cooling system.

The development of the utilities system will prepare the area for expansion in passenger, logistics and aviation businesses, in line with the vision of EEC becoming a centre for e-commerce and technological hub for aviation.

The electricity will be produced using a hybrid system from a co-generation power plant using natural gas and solar farm in line with EEC’s key guiding concept of clean energy sources.

The system’s capacity will be 95 megawatts with a smart energy storage system of 50MW, and an option for expansion if the airport needs more electricity.

Meanwhile, heat resulting from the generation of electricity will be used to produce chilled water, which will be used to cool the airport.

Harald Link, chairman of BGrimm, said the company was delighted to sign the lease to carry out the electricity and chilled water production projects for the airport and the airport city, both of which are immensely important for the development of the EEC.

U-Tapao is set to become Thailand’s new commercial international airport, contributing significantly to the country’s economic growth.

Preeyanart Soontornwata, president of BGRIM, said the company was more than ready to start work on the projects immediately, adding that the hybrid electricity generation system should be ready for operation in 2024. This will be one of the largest hybrid power plants in the world that efficiently uses three systems to generate power, she added.

Satellite operator Thaicom Plc and state telecom agency CAT Telecom Plc on Friday (June 26) announced they have gone into a joint venture to help strengthen the country’s telecommunications infrastructure as well as boost the growth of the digital economy and satellite industries.

The new partnership has resulted in a joint venture firm called “Nation Space and Technology Co Ltd”, with a registered capital of Bt10 million. Thaicom will hold a 75 per cent stake, and CAT the rest.

Thaicom’s chief executive officer Anant Kaewruamvongs said the joint venture will enhance a strategic partnership between the two companies. Thaicom’s long experience and expertise in the satellite industry, with CAT’s extensive know-how in providing digital solutions will help them leverage advanced solutions and services for various applications and industries.

“We believe this strategic alliance between Thaicom and CAT will lay the foundation for a long-term partnership and sustainable growth of the country’s telecommunication services,” he added.

CAT president Colonel Sanpachai Huvanandana said the new company will help boost the opportunity to develop telecom services via low-Earth orbit systems in order to meet Thailand’s communication needs in the future.

Also, with the new normal brought on by the Covid-19 pandemic, the development of technological services via low-Earth orbit satellites will benefit everyone by giving them high-speed 5G internet services, IoT (internet of things), M2M (machine to machine) technology as well as drone technology as well as applications in areas that need high levels of accuracy such as remote surgery.

Dow tumbles 730 points as covid-19 flare-ups force states to push back reopening

Rising coronavirus infections roiled investors on Friday, sending stocks into a sharp decline as big-economy states like Texas and Florida put a pause on reopening to stop the disease’s spread.

The Dow Jones industrial average slid 730 points, about 2.8 percent, to close at 25,015.55. The Standard & Poor’s 500 fell 2.4 percent, to 3,009.005, while the Nasdaq composite dropped 2.6 percent, to 9.757.22

All three indexes ended the week at a loss, with the Dow erasing 3.3 percent and the S&P 500 down 2.9 percent. The Nasdaq shed 2 percent over the five-day run but remains positive for June and 2020.

All 11 sectors of the S&P were in the red, weighed down by financials, energy and communication services. Facebook shares plunged 8.3 percent on news that Unilever – the maker of Dove, Lipton and other well-known brands – would suspend advertising on the social media site through year’s end due to the “polarized atmosphere” on the platform. Unilever joins Patagonia, The North Face and others in boycotting Facebook over its handling of hate speech online.

The Nasdaq technology powerhouses – Apple, Alphabet, Microsoft, Netflix and Amazon – were all down sharply. (Amazon founder Jeff Bezos owns The Washington Post.) Airline stocks took a hit as the spreading virus is expected to crimp travel. Oil prices were down but are still floating near $40 per barrel.

Goldman Sachs was the biggest drag on the Dow, its shares sliding 8.6 percent, after the Federal Reserve said it will cap dividends and restrict stock buybacks of the big banks as part of a “stress test” and analysis of the impact of covid-19.

“While I expect banks will continue to manage their capital actions and liquidity risk prudently, and in support of the real economy, there is material uncertainty about the trajectory for the economic recovery,” Fed Vice Chair Randall Quarles said in a statement.

Dow component Nike saw shares tumble 7 percent after the sportswear and shoe giant reported a surprisingly big earnings loss. Some analysts believe Nike’s poor showing could be a preview of next month’s corporate earnings season as companies officially announce the financial effects of the coronavirus lockdown.

“June’s stock markets have been dominated by the coronavirus,” said Howard Silverblatt of S&P Dow Jones Indices. “July will be the earnings story. And August will be the election season. Call a chiropractor, and hold on. It will be whiplash time.”

The sell-off came after Texas and Florida ordered bars to close and imposed new restrictions to mitigate a surge in cases. Arizona, South Carolina, Idaho and other states also are reporting spikes.

Nationwide, more than 122,000 Americans have died of covid-19. And the 2.4 million confirmed cases represents a severe undercount; the head of the U.S. Centers for Disease Control and Prevention estimated Thursday that more than 24 million Americans have been infected.

The decline in stocks comes amid a mixed economic package and political upheaval following last month’s death of George Floyd, a black man who was killed in police custody in Minneapolis. Unemployment is stubbornly high, but consumer spending and orders for durable goods – both key indicators – show signs of a rebound. The Commerce Department on Friday also said personal incomes declined less than feared.

There is sentiment among some financial and political analysts that polls showing a fall in President Donald Trump’s support in key battleground states has narrowed his prospects for reelection. Trump is viewed by many on Wall Street as more friendly to business and the stock market than former vice president Joe Biden, his presumed Democratic rival.

“Two things are driving this sell-off,” said Ivan Feinseth of Tigress Financial Partners. “There’s a dramatic resurgence of covid-19 infections, and secondly, Joe Biden is leading in the polls. People may be willing to accept the idea that four years of a soft economy and mediocre stock market are worth the price of political stability.”

Stocks are still in the midst of one of their best quarters in decades, helped by slowly reviving economy and a Federal Reserve that has said it is willing to spend trillions of dollars to boost the rebound.

“If the circumstances warrant, we will not hesitate to take additional policy actions to support the U.S. economy and banking system,” Quarles said.

Deputy Prime Minister Jurin Laksanawisit said he had spoken to British Ambassador Brian John Davidson on Friday (June 26) on possible measures of boosting trade between the two countries.

He added that Thailand is also planning to enter negotiations with Britain on a free-trade agreement.

Jurin, who is also commerce minister, added that once the Covid-19 pandemic eases, he will lead a delegation of Thai private sector representatives to the UK for talks on trade and investment.

Meanwhile, deputy government spokesperson Ratchada Thanadirek said bilateral trade between Thailand and Britain is worth Bt220 billion.

Cabinet set to consider Bt80-bn worth of economic recovery projects

The first lot of state projects to be proposed to the Cabinet is expected to use about Bt80 billion of the economic recovery budget, the National Economic and Social Development Council (NESDC) secretary-general Tossaporn Sirisamphan said.

The government has earmarked Bt400 billion of the Bt1.1 trillion economic stimulus package for state agencies to develop projects to revive the virus-hit economy.

Tossaporn said that as of Wednesday (June 24), state agencies had proposed 46,429 projects worth Bt1.45 trillion. However, the working panel tasked with screening okayed 213 projects worth Bt101 billion in the first round, before handing the list to the screening committee, which is expected to cut the projects down to Bt80 billion before tabling them during the Cabinet meeting on July 8.

These projects are expected to create 410,000 jobs.

Of the Bt1.1 trillion stimulus package, Bt550 billion has been earmarked to help those affected by the Covid-19 pandemic, Bt400 billion for reviving the economy and Bt4.5 billion for public health. So far, the disbursement of Bt360 billion was approved.

In a meeting with the public-private partnership (PPP) committee on Friday (June 26), Deputy Prime Minister Somkid Jatusripitak called on state enterprises to take action after PPP projects worth a combined Bt1.09 trillion have stalled due to the Covid-19 outbreak.

He said a little delay is acceptable, but projects should not be postponed by a year. Several PPP investment projects have not been able to get off the ground for six to 10 months.

Somkid also said he had met with executives of PTT and the Electricity Generating Authority of Thailand on Thursday and asked them to speed up their investment by bringing next year’s projects forward. The investment should also focus on creating more jobs, he said.

His statement reflects concerns about rising unemployment due virus-induced business shutdowns and sharp economic contraction. The Bank of Thailand recently predicted that the Thai economy this year will shrink 8.1 per cent, the worst ever recorded in history.

He said that PPP investments should not just concentrate on infrastructure projects, but should also cover social projects, services, medical services, education, public health, tourism and agricultural projects. He also asked the Board of Investment (BOI) to offer more incentives so these projects can lure private investors.

Meanwhile, Finance Minister Uttama Savanayana said the Covid-19 pandemic was the main cause for the delays, adding that the plan was to always push for domestic investment in order to boost the economy amid export contraction.

Prapas Kong-led, director general of the State Enterprise Policy Office, said up to 90 PPP projects are in the pipeline worth Bt1.09 trillion.

He said 18 of these projects worth a combined Bt472 billion were on the priority list, and of them, 10 had been delayed by the impact of Covid-19.

Separately, the PPP committee on Friday approved rules and regulations for PPP projects worth less than Bt5 billion, which is expected to facilitate more investment cooperation between the public and private sectors.

NokScoot Airlines to be liquidated

Jun 26. 2020

By THE NATION

NokScoot Airlines’ board of directors decided to liquidate the low-cost airline, a statement from the airline said.

NokScoot’s shareholders will deliberate on the resolution and decide on the liquidator during an annual general meeting on July 14.

NokScoot, a joint venture between Singapore Airline’s low-cost arm Scoot and Thailand-based airline Nok Air, has been unable to record a full-year’s profit since its inception in 2014. Much of this was contributed to the difficult in expanding its network in an intensely competitive environment, and unprecedented challenges arising from the Covid-19 pandemic have further exacerbated the situation.

Scoot, meanwhile, offered to sell its 49 per cent stake in NokScoot to Nok Air for a nominal sum of Bt1, but the offer was not accepted.

Nok Airlines Plc on Friday also informed the Stock Exchange of Thailand the board’s resolution to terminate NokScoot Airlines.

According to the SET filing, NokScoot Airlines has been suffering continuous losses, which was worsened by the Covid-19 pandemic. The airline’s equity has been negative since 2019.

NokAir, meanwhile, said that the liquidation of NokScoot poses no direct or indirect impact to the company’s normal operations.
