US, Britain take action on oil, currencies

Mar 20. 2020
By The Nation

The price of West Texas Intermediate crude oil price has rebounded after the US announced a purchase for the Strategic Petroleum Reserve, an energy analyst at Thai Oil said on Friday (March 20).

The US said it will buy 30 million barrels by the end of June from manufacturers that have fewer than 5,000 employees for the reserve on the Gulf of Mexico, which has capacity for 77 million barrels.

Bank of England meanwhile will cut the policy interest rate from 0.25 to 0.10 per cent and increase the credit limit by over 200 billion pounds to 645 billion pounds to buy bonds as a quantitative easing measure to mitigate the economic impact of the Covid-19 outbreak.

And the US Federal Reserve is cooperating with the central banks of Australia, Brazil, Mexico, Sweden, South Korea and Singapore to increase the dollar’s liquidity through six-year currency swaps as investors buy up dollars during the global economic recession.

The price of benzene fuel has dropped more than that of Dubai crude oil because the supply in Asia has ebbed due to the economy and Covid-19, even though some Asian refineries have cut production.

The same has happened with diesel fuel despite an increase in supply with refineries in the Middle East resuming operations after annual maintenance.

Gold slides as US lines up fiscal measures to limit Covid-19’s impact on economy

Gold price dropped by Bt50 per baht weight on Friday morning (March 20), the Gold Traders Association said.

As of 9.24am, buying price of a gold bar was Bt22,700 per baht weight and selling price Bt22,800, while buying price of gold ornaments was Bt22,285.20 per baht weight and selling price Bt23,300.

The prices dropped from Thursday’s close (March 19) when buying price of a gold bar was Bt22,750 and selling price Bt22,850, while buying price of gold ornaments was Bt22,345.84 and selling price Bt23,350.

Gold contracts in COMEX futures to be delivered in April rose by US$1.40 to $1,479.30 per ounce on Thursday’s close as governments and central banks worldwide moved to issue economic stimulus measures to deal with the Covid-19 outbreak.

The White House is considering the sale of 25-year and 50-year bonds to raise funds for various measures to relieve the burden of the American people and business sector affected by the Covid-19 outbreak.

US President Donald Trump has signed the “Families First Coronavirus Response Act” with a limit of US$1 trillion after receiving approval from the US House of Representatives and Senate.

This act has various measures including handing out cash totalling US$500 billion to American people and US$50 billion to support the aviation industry.

In addition, the US government has projects to help unemployed people from the effects of Covid-19, allowing them to test for Covid-19 free, and pay compensation to employees who took sick leave due to Covid-19 infection.

Meanwhile, the US Federal Reserve is cooperating with central banks worldwide to increase the liquidity of the dollar by making a swap agreement.

The agreement between the Fed and central banks of Australia, New Zealand, Brazil, Denmark, Mexico, Norway, Sweden, South Korea, and Singapore have a limit of US$60 billion, except for Denmark, Norway, and New Zealand that have a limit of US$30 billion. The agreement will last for six months.

The Fed’s action came after they made a swap agreement with central banks of Europe, England, Canada, Japan, and Switzerland to prevent tightening of dollar supply after investors flocked to buy dollars amid concerns over a global recession due to the impact of Covid-19.

SET Index rises but limited upside scope

Mar 20. 2020
By The Nation

The Stock Exchange of Thailand (SET) Index rose by 26.13 points, or 2.50 per cent, to 1,070.32 in the morning session on Friday (March 20) after falling at close on Thursday.

A stock analyst at Krungsri Securities explained that the SET Index fell on Thursday by 3.96 points, or 0.38 per cent, to 1,044 with total transaction of Bt62 billion due to uncertainty over the rapid spread of Covid-19 and the decline in crude oil price to its lowest point in 18 years.

“However, we expected the index to rebound due to positive sentiment from the European Central Bank, which announced it would buy assets with a limit of 750 billion euros, and the Thai Ministry of Finance preparing a proposal for additional measures to the Cabinet next week,” the stock analyst said.

“Foreign investors made net sales of Bt3.125 billion in the stock market and Bt6.166 billion in the bond market. There are 15,430 net short TFEX contracts.”

The analyst expected the index on Friday would rise to between 1,060 to 1,065 points before falling again, as the number of infected people and deaths are still rising, especially in Europe and the US, causing the global economy to fall.

“However, central banks and governments around the world, such as the US, Europe, and United Kingdom are taking recourse to monetary and fiscal measures to inject money into the system in order to relieve the Covid-19 impact on the economy, which will help relax short-term investment,” the stock analyst said.

“Besides, the rebounding of crude oil price due to the US move to purchase crude oil for the Strategic Petroleum Reserve would be a positive sentiment for energy stocks and the index.”

The analyst recommended three groups of stocks for investors:

● ICT stocks which are defensive and pay high dividends, such as ADVANC, INTUCH, and DTAC.

● Retail stocks, which benefit from people hoarding products during the Covid-19 situation, such as CPALL and BJC.

● Food stocks, which would benefit from the weakening baht, such as CPF and TU.

WASHINGTON – Senate Majority Leader Mitch McConnell, R-Ky., released a massive economic stimulus bill Thursday to fight the coronavirus’s fallout, even as opposition emerged from some key Republicans to one of the central elements of the plan – direct cash payments to many Americans.

Some conservatives expressed opposition to these cash payments entirely, while others warned that GOP leaders were effectively penalizing low-income households by the way they had designed the plan.

President Donald Trump has expressed support for the cash payment approach in recent days, but he has also shifted between numerous ideas amid waves of opposition.

Sen. Lindsey Graham, R-S.C., a close ally of the president’s, was among several GOP senators voicing concern or outright opposition Thursday to the idea of direct payments, even as McConnell unveiled the trillion-dollar stimulus plan that would be the starting point for negotiations with Democrats. McConnell called for those talks to start Friday, and senators said the situation was so dire that they should not recess until they have reached a deal to pass it.

“We are facing the abyss,” said Sen. Marco Rubio, R-Fla. “We are facing circumstances for which there is no playbook.”

A number of economists have predicted that the U.S. economy is plunging into a recession and that the unemployment rate could soar because many Americans are staying home out of fear of catching the virus. Many businesses are struggling to pay their bills and are laying off workers. The travel industry has been hit particularly hard, but more and more companies are now raising the alarm.

The centerpiece of the Senate GOP plan – building on a proposal revealed Wednesday by the Treasury Department – would be hundreds of billions of dollars sent to Americans in the form of checks as a way to flood the country with money in an effort to blunt the dramatic pullback of spending that has resulted from the coronavirus outbreak.

The legislation would provide checks of $1,200 per adult for many families, as well as $500 for every child in those families. Families filing jointly would receive up to $2,400 for the adults. The size of the checks would diminish for those earning more than $75,000 and phase out completely for those earning more than $99,000. The poorest families, those with no federal income tax liability, would see smaller benefits, though the minimum would be set at $600.

Limiting the payment amount for those without federal tax liability was a change from the original White House proposal, and caught some Republicans off-guard, provoking criticism. Sen. Josh Hawley, R-Mo., tweeted: “Relief to families in this emergency shouldn’t be regressive. Lower income families shouldn’t be penalized.”

An early analysis showed the vast majority of middle class people would receive the cash payment, but the percentage doing so falls dramatically toward the bottom of the income distribution. About 22 million people earning under $40,000 a year would see no benefit under the GOP plan, according to an initial analysis by Ernie Tedeschi, a former Obama administration economist.

The precise design of the payments had remained fluid as talks on Capitol Hill continued, with lawmakers racing to finalize the legislation. The emerging opposition to the direct payments underscored that key elements of the plan could be very much subject to change – especially since it still must be negotiated with Democrats in both chambers of Congress.

As the administration tries to get ahead of the cascading impacts of the coronavirus, Trump already shifted course once this week, abandoning for now a proposed payroll tax cut in favor of the direct payments, which he said could have a faster impact. Some of his allies, though, are not convinced.

“Direct payments make sense when an economy is beginning to restart. Makes no sense now, because it’s just money. What I want is income, not one check. I want you to get a check you count on every week, not one week,” Graham told reporters, adding that he was about to speak with newly named White House chief of staff Mark Meadows to share his views.

Senate Appropriations Committee Chairman Richard Shelby, R-Ala., also voiced opposition to direct cash payments.

“I personally think that if we are going to help people, we ought to direct the cash payments maybe as a supplement to unemployment, not to the people that are still working every day,” Shelby said. “You know, just a blanket cash check to everybody in America that’s making up to $75,000, I don’t know the logic of that.”

Often, congressional leaders will try to get broad support for legislation before introducing it, but many are now rushing to complete a bill, given the growing fears about the economy’s downward trajectory.

Still, the newly voiced opposition to cash payments added to uncertainty about how quickly Congress would be able to finalize the giant stimulus plan that all parties agree is needed as the coronavirus overtakes American life and the economy. Democrats were working on their own proposals, which shun corporate loan programs being included by Republicans – such as $50 billion for airlines – suggesting that there will be difficulty in reaching bipartisan agreement.

Meanwhile the crisis is worsening. Confirmed covid-19 cases in the United States rose past 11,000 on Thursday – including two members of the House, Reps. Mario Diaz-Balart, R-Fla., and Ben McAdams, D-Utah, bringing the crisis closer to home for lawmakers.

And the details of the big stimulus package keep changing. Trump himself embraced another idea, saying he supports having the federal government take equity stakes in private companies that receive coronavirus bailout funds.

Trump made the comment in response to a question at a briefing of his coronavirus response team, and suggested that different companies could be treated differently on the basis of past behavior. For example, Trump said that companies that have been using excess cash to buy back their stock in recent years – effectively boosting their stock prices instead of investing in new equipment – might be treated more harshly than others.

“I do, I really do,” Trump said, asked whether he would like to see the federal government take a stake in private companies. The federal government took equity stakes, effectively a type of ownership position, in certain companies that were bailed out during the financial crisis in 2008 and 2009. It’s a way of protecting taxpayer investments in firms and ensuring that taxpayers potentially benefit when a company recovers. But the approach is controversial because it essentially involves partial government ownership of private companies.

Questions about how this would work have grown in recent days as more companies and industries plead with the White House and Congress for large amounts of assistance as their operations have been disrupted in recent weeks.

“People are coming in for money. In some cases, no fault of their own,” Trump said, adding that “in some cases, where they did certain things over the course of the years, including by buying back stock, you know, they bought back stock and they paid a high price for it. … But maybe I view that as a little bit differently than somebody that didn’t and somebody that built plants all over the United States.”

The legislation McConnell released Thursday was based on what he called four “pillars” – payments to small businesses, direct cash payments to individuals, loans to industries decimated by the virus, and a surge in funding to the health-care industry.

The small-business section, which Rubio led, offers loans to small businesses with under 500 employees. The $300 billion for the loans would be made available through lenders certified by the Small Business Administration, such as banks and credit unions, with the maximum loan capped at $10 million. The portion of the loan used by the small businesses to cover their payrolls could be forgiven if firms retain their employees through the end of June 30, 2020. Loans given to firms with tipped employees, such as bars and restaurants, could be forgiven if they are used to provide additional wages to their employees.

The bill also outlines in greater detail the terms for receiving targeted federal help from the federal government, as proposed earlier by the Trump administration. The legislation includes $50 billion in “loans and loan guarantees” for passenger airlines; $8 billion for “cargo air carriers”; and $150 billion for other “eligible businesses,” a category administration officials have suggested could include the hotel and cruise industries. The legislation appears to give the Treasury Department wide authority in determining which businesses qualify for this $150 billion fund.

Democrats have demanded that any firms receiving bailout funding implement reforms such as a $15 minimum wage and an end to stock buybacks. The GOP legislation says that no “officer or employee” of a firm receiving an emergency loan can receive compensation above $425,000 until after March 1, 2022.

“We’re not talking about so-called bailouts for firms that made reckless decisions,” McConnell said. “None of these firms, not corner stores, not pizza parlors, not airlines, brought this on themselves. We’re not talking about a taxpayer-funded cushion for companies that made mistakes. We’re talking about loans which must be repaid.”

Senate Minority Leader Charles Schumer, D-N.Y., has offered his own plan, which skews more toward workers than corporations. And House Democrats, wary of being sidelined as the stimulus bill is negotiated between the White House and Senate Republicans, are trying to assert their power by proposing their own sweeping coronavirus economic rescue package in the coming days.

Schumer and House Speaker Nancy Pelosi, D-Calif., said in a joint statement Thursday that Democrats were “united in our commitment” prioritize worker and health care concerns.

“That means taking bold action to help workers and small businesses first by greatly increasing unemployment insurance and Medicaid, making massive investments to help small businesses survive, expanding paid sick and family leave, and putting money directly into the hands of those who need it most,” they said.

On a conference calls of Democratic lawmakers Thursday, House committee chairs outlined a litany of legislative proposals — though the fine details were far from resolved and Pelosi offered no firm deadline to finalize a unified rescue plan.

On cash payments, for instance, House Ways and Means Chairman Richard Neal, D-Mass., and Financial Services Committee Chairwoman Maxine Waters, D-Calif., have outlined dueling proposals, while other Democrats have focused on beefing up existing safety net programs – such as unemployment insurance and Medicaid – as providing more targeted and effective relief.

‘Bully offers’ eclipse virus woes in Canada’s home market #ศาสตร์เกษตรดินปุ๋ย

‘Bully offers’ eclipse virus woes in Canada’s home market

Mar 20. 2020
By Syndication Washington Post, Bloomberg · Natalie Obiko Pearson, Jacqueline Thorpe, Sandrine Rastello · BUSINESS
A week into a pandemic that has forced a swath of Canada’s economy to shut down and wiped hundreds of billions of dollars off the nation’s stock market, a Vancouver mansion sold for C$150,000 ($105,000) over the asking price.

As the coronavirus upends the real estate business, along with everything else, the country’s indefatigable buyers are taking some pause – but, so far, not much.

John Pasalis’ firm was getting ready to list a C$1.1 million home in Toronto’s trendy Leslieville district next week but was preempted by two “bully” offers – those made ahead of the official selling date. A deal was struck before the property ever hit the market.

“Some of those buyers are seeing the slowdown as a way to compete without too many people,” said Pasalis, president of Realosophy Realty.

Before the virus landed in Canada, its three biggest markets — Toronto, Montreal and Vancouver — were gearing up for a sizzling house-hunting season this spring. That outlook has now dimmed.

Home resales are expected to fall in the coming weeks as the economy contracts. Agencies are canceling open houses, and a traditionally face-to-face industry is using virtual tours to get some deals done.

An extended drop in Canada’s housing market would be a major blow to an economy already reeling from the meltdown in oil prices. Prime Minister Justin Trudeau, the Bank of Canada and the country’s biggest commercial banks are pulling out all the stops to try and head off a serious recession.

The central bank has now cut interest rates a full percentage point to 0.75% in the past two weeks, spurring mortgage rates lower, and it may cut again. The banking regulator is loosening bank capital requirements to free up C$300 billion of lending capacity.

Meanwhile, Canada’s six biggest lenders, including Royal Bank of Canada, Bank of Montreal and Toronto-Dominion Bank, said they would consider six-month mortgage-payment deferrals for small businesses and individual borrowers impacted by the pandemic.

In the longer run, relentless demand means any pullback will likely be short-lived and prices should hold up, said Robert Hogue, senior economist at RBC.

“In all likelihood, this will be a temporary hit with a rebound taking place later this year once the covid-19 situation settles down – though the timing and magnitude of the rebound are highly uncertain at this point,” Hogue said in a research note this week.

Re/Max, one of the nation’s biggest brokerages, on Tuesday urged its 18,000 brokers across the country to cancel all open houses. In Vancouver, developers are closing sales centers and construction sites will be impacted as building activity is interrupted, according to Anne McMullin, president of the Urban Development Institute, an industry group.

But underpinning the market is the fastest pace population growth in 30 years, driven in large part by immigration, and the appeal of Canadian real estate to those with cash to deploy at uncertain times, including foreign buyers.

In Montreal, a New-York based buyer just made an offer on a property listed at more than C$2 million after a virtual visit, said Debby Doktorczyk, owner of Engel & Volkers Montreal, which counts 175 brokers.

Momentum helps. The housing market entered the spring selling season on a high, with sales across the country up 25% from February 2019. Toronto and Vancouver home resales surged about 44% from the same month a year ago, while Montreal’s were up about 23%.

The market was extremely strong – if not a bit “crazy” – before the pandemic, says Doktorczyck. Now, “instead of getting 15 offers for a property, we’re getting five,” she said, adding virtual visits are likely to become more common.

Even in Vancouver, which was only just emerging from its worst year in decades before the coronavirus, Royal LePage broker Adil Dinani says his shop is still doing 90% of the deals expected.

Dinani was up past midnight negotiating the sale of a C$2.3 million, six-bedroom home in an affluent suburb just outside Vancouver. The open house on Sunday had drawn 40 groups – some 85 eager buyers undeterred by the virus – who waited to enter one group at a time. The property drew seven offers, including the winner – an all-cash bid, almost C$150,000 above asking.

While open houses may be suspended, home buyers can still see homes by appointment, say agents. Meanwhile falling mortgage rates will act as a spur. Borrowers can now get a five-year variable mortgage at 2.1% and a three-year fixed at 1.99%, according to RateSpy.com.

“You know the saying – oxygen for any real estate market is low interest rates,” said Dinani at Royal LePage in Vancouver. “Well interest rates just got lower. There’s a lot more room to move in Canada. That prime rate can come down more, unlike the U.S. and other nations that are pretty much operating near zero.”

As retailers close stores, many consumers may be left wondering: What happens if I need to make a return?

Several stores that have closed brick-and-mortar locations have extended their return policy window. Apple said on its website that it will accept returns up to 14 days after they reopen stores for most products. Sephora said it will accept returns within 30 days of reopening for products bought in stores during the month preceding its closures; it also increased its online order returns to 60 days.

Macy’s, which said Tuesday it was closing stores through March 31, said in an email that it is extending its return policy by 30 days. Gap said it was extending its return window to July 1 for all purchases during the first three months of the year, while J. Crew, which is closing stores until March 28, said it is extending its return window from 30 to 60 days for orders placed starting March 1.

Other retailers that remained open said they had not yet made changes to their return policies. Home Depot said Wednesday the store had not yet modified its 90-day return policy (one year if purchased with a store credit card) and does not currently allow store purchases to be returned by mail. “Of course, this is a very fluid situation that we’re watching closely,” a spokeswoman, Sara Gorman, said in an email.

Analysts say retailers have been so consumed by the immediate questions about whether to close stores and what to do about workers that they may not yet have focused on issues such as returns.

“I don’t think they’ve gotten around to it yet,” said Neil Stern, a retail consultant with McMillanDoolittle.

While many retailers seamlessly allow returns to stores for purchases made online, the reverse is not always true when it comes to mailing in returns of items bought in stores, said Sucharita Kodali, a retail analyst at Forrester.

“Store systems are not always reconciled with online systems,” said Kodali, who said more retailers extending their return policies is “inevitable.”

Others, she said, may come up with manual workarounds, such as a skeleton crew of hourly workers in closed physical stores processing returns after meeting individual customers at the door. “It may come down to behavior like that,” she said.
