U.S. retail sales fell in February by the most in a year, indicating the main driver of the U.S. economy, consumer spending, had begun to slow even before coronavirus containment measures began rippling through the economy.

The value of overall sales decreased 0.5% from the prior month after a 0.6% gain in January, Commerce Department figures showed Tuesday. The median estimate in a Bloomberg survey called for a 0.2% advance.

Sales in the “control group” subset, which some analysts view as a more reliable gauge of underlying consumer demand, were little changed, compared with projections for a 0.4% gain. The measure excludes food services, car dealers, building-materials stores and gasoline stations.

The report suggests consumers had already begun to scale back before the number of coronavirus cases in the U.S. began accelerating. It’s not clear if the figures reflect any added boost from widespread supply stockpiling as Americans headed to grocery stores and online retailers to buy the essentials. Grocery store sales fell 0.1% after a 0.2% decline, the report showed.

The numbers starting from March on are likely to show a deep hit to many categories as conferences, restaurants and sports shut down across the nation.

Spending at automobile dealers fell 0.9%. Excluding automobiles and gasoline, retail sales dropped 0.2% from the prior month, compared with projections for a gain.

Personal-spending figures will offer a fuller picture of U.S. consumption in data due at the end of the month.

Measures out to cut costs of airlines

Mar 17. 2020
By THE NATION

The Cabinet today (March 17) approved the relief package proposed by the Transport Ministry for airlines reeling from the impact of Covid-19, said Transport Minister Saksayam Chidchob.

Topping the list is a 50 per cent reduction in landing and parking fees for all Thai and foreign airliners from April 1 to December 31.

Another is an extension of the reduction in jet fuel excise to December 31 from the original expiry date of September 30.

Airports of Thailand president Nitinai Sirismatthakarn said passenger number at AOT’s six airport last month dropped 27.7 per cent year on year. During March 1 to 16, the number fell 49 per cent on average and even plunged to 60 per cent on some days.

WASHINGTON – The Trump administration is asking Congress to approve a massive economic stimulus package of around $850 billion to stanch the economic free-fall caused by the coronavirus, four officials familiar with the planning said Tuesday.

Treasury Secretary Steven Mnuchin will present details to Senate Republicans later Tuesday. The package would be mostly devoted to flooding the economy with cash, through a payroll tax cut or other mechanism, two of the officials said, with some $50 billion directed specifically to helping the airline industry. The officials spoke on condition of anonymity to discuss internal deliberations.

Mnuchin would like to see the package pass the Senate by the end of the week, he told senators Monday evening in a meeting at the Capitol.

“I think the assumption’s going to be that we’re going to do something, it should be big. Because we can’t assume that we’re just going to keep coming back,” Sen. Marco Rubio, R-Fla., said Monday night leaving a meeting with Mnuchin and other administration officials.

Rubio said aid to airlines was likely to be included. “We still need to get people around the country. I have no doubt that’s going to be a major feature of the next step.”

It’s unclear how warmly the design of the White House’s proposal will be received. Trump has for several weeks pushed Congress to cut or eliminate the payroll tax, which is paid by employees and employers and funds Social Security and Medicare benefits. Many Democrats have complained that such a tax cut would not necessarily directly benefit people who have lost jobs because of the coronavirus crisis. But lawmakers have, in recent days, talked about the need for a huge economic package to stabilize the economy, and it’s likely that some ideas are being revisited.

The attempt to inject a massive amount of money into the economy is reminiscent of the bailouts and stimulus steps Congress took during the economic crisis more than a decade ago. This time around, with everyday life in America screeching to a halt, the intervention may need to be faster and even more extreme. In 2008, Congress passed a $700 billion package, called the Troubled Asset Relief Program, to try and rescue the financial system.

The package the White House is pursuing now would be bigger, not adjusted for inflation, but it would include things like tax cuts that the 2008 program lacked.

Still, the economic fallout from the current crisis only appears to be gaining momentum. Many schools have closed around the country, and the federal government told Americans Monday to limit gatherings of more than 10 people. President Donald Trump warned a recession could be on the horizon.

The massive package now under consideration would be the third step Congress has taken as it moves rapidly to address aspects of the pandemic.

Earlier this month Congress approved $8.3 billion in emergency spending for public health programs, and last week the House passed a package with paid sick leave, unemployment insurance, money for food stamps, free coronavirus testing and more. That legislation must still pass the Senate after the House approved modifications late Monday that were billed as “technical corrections” but actually scaled back the sick leave provisions.

The Stock Exchange of Thailand (SET)’s committee has approved the revised rules on temporary trading suspension or Circuit Breaker to deal with market volatility, Pakorn Peetathawatchai, SET President said on Tuesday (March 17).

The changes in triggering the Circuit Breaker are as follows:

– The first Circuit Breaker will stop trading for 30 minutes when the index fell over 8 per cent, instead of 10 per cent.

– The second Circuit Breaker will stop trading for another 30 minutes when the index fell by more than 15 per cent.

– The third Circuit Breaker will stop trading for 60 minutes when the index fell by over 20 per cent.

“When trading resumes after SET pushed the third Circuit Breaker, the market will not stop trading regardless of whether the drop continues until close,” he said.

“This measure will be effective for the short term from March 18 until June 30 this year.”

He added that the committee also approved to adjust the stock ceiling-floor to plus or minus 15 per cent from the previous 30 per cent to lessen volatility.

The Bank of Thailand has injected Bt35 billion into the local financial market disrupted by the Covid-19 crisis. The central bank has closely monitored the financial market and found liquidity has become tight in bond and US dollar exchange markets, so the bank last week injected both short and long term government bonds worth Bt35 billion, assistant governor Vachira Arromdee said today ( March 17).

The central bank also injected money into the foreign exchange market to enhance liquidity of US dollars in the market, she said.

Her announcement came as foreign investors made a net-sell of Thai bonds worth of Bt72.5 billion year to date as of March 16. Investors also dumped Thai shares, sending the Stock Exchange of Thailand Index into a downward spiral of more than 30 per cent since early January. The baht currency has weakened as well, today passing the threshold of 32 per dollar.

The latest Thai central bank action is in line with global central banks, which are rescuing markets via bond purchases and rate cuts to prevent economies sliding into a recession due to the severe impact of the coronavirus pandemic. The US Federal Reserve also cut its benchmark rates to 0.25 per cent.

Some analysts believe the Thai central bank will cut its benchmark rate to 0.75 per cent from the current 1 per cent at a meeting scheduled for March 25.

By The Nation

The price of gold dropped by Bt100 per baht weight at close today (March 17), the Gold Traders Association said.

The buying price of a gold bar was Bt22,500 per baht weight and selling price Bt22,600 at 4.49pm, while gold ornaments cost Bt22,088.12 and Bt23,100, respectively.

The prices decreased from the morning when a gold bar cost Bt22,600 to buy and Bt22,700 to sell, with gold ornaments costing Bt22,194.24 and Bt23,200, respectively.

Comex futures gold contracts to be delivered in April dropped by US$30.20 to $1,486.50 (Bt47,569.80) per ounce at Monday’s close due to uncertainty following the impact on the global economy by the Covid-19 coronavirus.

SET slides 1.04 per cent amid negative sentiment

Mar 17. 2020
By The Nation

The Stock Exchange of Thailand (SET) Index closed at 1,035.17 today (March 17), down 10.91 points (1.04 per cent) from Monday’s with an index high of 1,068.85 and a low of 1,035.16 on a total transaction of Bt67.129 billion.

A stock analyst at Tisco Securities said the SET Index had dropped more than 30 per cent from the beginning of this year, while his counterpart at Krungsri Securities expected the SET Index to move between 1,020 and 1,030 today as investors remained under pressure from the global economic uncertainties and Covid-19.

They explained that although the US Federal Reserve had made an emergency interest rate cut by one percentage point to almost zero and used a “quantitative easing” bond purchase programme to tackle the Covid-19 crisis, investors still sold their stocks to reduce risks, resulting in negative sentiment for investment.

The top ten stocks with the highest trade values today were BAM , PTT, CPALL, GULF, AOT, ADVANC, PTTEP, SCC, CPF, and GPSC.

Elsewhere in Asia, Japan’s Nikkei Index closed at 17,011.53, up 9.49 points, or 0.056 per cent.

China’s Shanghai SE Composite Index closed at 2,779.64, down 9.61 points, or 0.34 per cent, while Shenzhen SE Component Index closed at 10,202.75, down 50.53 points, or 0.49 per cent.

Hong Kong’s Hang Seng Index closed at 23,263.73, up 200.16 points, or 0.87 per cent.

South Korea’s KOSPI Index closed at 1,672.44, down 42.42 points, or 2.47 per cent.

Taiwan’s TAIEX Index closed at 9,439.63, down 278.14 points, or 2.86 per cent.

Ananda to issue debentures worth a total of Bt4 bn

Mar 16. 2020
By THE NATION

Ananda Development Plc is preparing to issue two tranches of debentures — a two-year-six-month tenor with a coupon of 4 per cent per annum and three-year-six-month tenor with a coupon of 4.50 per annum.

The debentures will be offered to institutional and/or high-net-worth investors for a total amount of Bt2 billion, with a Bt2-billion greenshoe option.

Ananda expects seven more new condominium projects to be completed and transferred this year, compared to eight projects in 2019. The transferred amount of Bt22 billion, a 10 per cent increase from 2019, is as targeted.

Ananda chief financial officer Chaiyuth Chunnahacha said that the company was in the process of submitting the filing and draft prospectus for the issuance and offering of debentures to the Securities and Exchange Commission.

Ananda Development has appointed Krungthai Bank, Kasikornbank, CIMB Thai Bank, Globlex Securities and Asia Plus Securities as the arrangers. The subscription period is expected to be March 30 to April 1.

“The purpose of these debentures is to repay debentures that will become due in April and May this year. In the past, the company had regularly raised funds by issuing debentures and had always received the confidence of investors,” Chaiyuth said.

Ananda has a cash balance of more than Bt14.8 billion and the company maintains financial discipline by keeping net interest-bearing debt-to-equity level at 1.06 times, he said.

Ananda expects to complete the construction and transfer of seven condominium projects this year, compared to eight condominiums completed and transferred last year, he added.

This year the company is also launching a new condominium project; Ideo Pahol-SaphanKhwai which is close to the Saphan Khwai BTS Station.

The project, covering 5 rai (0.8 hectares) and offering 1,356 units, is worth more than Bt8.5 billion. The company has adjusted this project to be in line with current demands and the market situation, he said.

Ananda is also launching serviced-apartment projects in cooperation with the world-class international lodging firm, The Ascott Limited. Moreover, the construction of two serviced-apartment projects, Somerset Rama 9 and LYF Sukhumvit 8, is expected to be completed and operated this year, providing recurring income.

Investors interested in the debentures offered by Ananda Development can subscribe for a minimum amount of Bt100,000 and in multiples of Bt100,000.

Top BlackRock fund says ‘cash is king’ on high recession risk

Mar 17. 2020
By Bloomberg · Ben Bartenstein · BUSINESS, US-GLOBAL-MARKETS

A fund that loaded up on risky debt in 2019 is dodging the worst of this year’s market chaos with a very different mantra: Cash is king.

Sergio Trigo Paz, who helps oversee the $1.6 billion BlackRock Strategic Funds – Emerging Markets Flexi Dynamic Bond Fund, said he boosted the portfolio’s cash holdings to 20% by early February while trimming positions in high-yield bonds as the coronavirus outbreak in China worsened.

The London-based investor also said he started shorting some Latin American currencies, buying index credit-default swaps and piling into havens such as the Japanese yen and Swiss franc. Trigo Paz warned the probability of a near-term global recession is “high” as the virus takes its toll on almost every country.

“Cash is king,” he said in an interview on Friday. “You had an environment where the first half of 2020 looked noise-free, which was all very positive for high-yield emerging-market credits. But the coronavirus was a game-changer.”

Trigo Paz’s bond fund has returned 0.8% this year, beating 97% of peers, according to data compiled by Bloomberg. That’s quite a feat considering its top holdings in mid-2019 included notes from Angola, Ukraine and Ecuador. They also included debt from state oil companies Petroleo Brasileiro SA, Petroleos Mexicanos and Petroleos de Venezuela SA. Those are among the the hardest-hit assets from an oil price war that sent Brent crude to a four-year low.

Coronavirus cases worldwide have climbed to more than 167,000 with deaths surpassing 6,400. Schools, restaurants and events have shut down in the U.S. as the surgeon general predicted it will take at least eight weeks to get over the worst of the outbreak.

“The impact on economic activity will likely be sharp — and deep,” Jean Boivin, Elga Bartsch and Mike Pyle at the BlackRock Investment Institute, the firm’s think tank, wrote in a report on Monday.

While he’s relatively cautious for now, Trigo Paz said he’s looking to buy some emerging-market bonds that slid to less than 30 cents on the dollar and have a low risk of default.

“Those names could be attractive — definitely,” he said.

Airlines ask for over $50 billion in relief as cancellations outpace bookings #ศาสตร์เกษตรดินปุ๋ย

Airlines ask for over $50 billion in relief as cancellations outpace bookings

Mar 17. 2020
By The Washington Post · Lori Aratani · NATIONAL, BUSINESS
U.S. airlines are asking for more than $50 billion in federal assistance amid the economic uncertainty caused by the dramatic decrease in passenger traffic due to the global coronavirus outbreak.

Among the requests is nearly $30 billion in grants for passenger airlines and cargo carriers, according to a document from Airlines for America, the industry’s leading trade group.

In addition, the industry is seeking $25 billion in loans and temporary tax relief in the form of a repeal of all federal excise taxes on tickets, fuel and cargo through the end of 2021 and a rebate of all federal excise taxes paid between January and March of 2020.

“This is a today problem, not a tomorrow problem, said Nicholas Calio, president and chief executive of Airlines for America. “It requires urgent action.”

President Donald Trump on Monday said his administration would support the airlines but offered no specifics.

“As far as the airlines are concerned, the airlines, we’re going to back the airlines 100%,” Trump said during his daily coronavirus task force briefing. “It’s not their fault. We’ve told the airlines we’re going to help them. We’re going to be helping them very much. It’s very important.”

The Airlines for America proposal is more than triple what the airline industry received in the days after the Sept. 11, 2001, terrorist attacks. That package included $5 billion in direct aid and $10 billion in loan guarantees. The measure that ultimately passed also included limits on executive compensation, specifying that any airline executive who made more than $300,000 in 2000 could not receive a raise for the following two years.

“You have to remember the A4A’s job is to shoot for the universe in hopes of getting the moon,” said aviation analyst Henry Harteveldt, president of Atmosphere Research Group. “And so it’s an aggressive request and it’s probably the starting point for a series of negotiations with the administration and potentially Congress for relief.”

The request comes as airlines face an unprecedented slowdown in passenger demand and newly imposed flight restrictions that affect travelers from 28 countries in Europe. Although carriers have waived change fees and discounted airfares – in some cases by as much as 90% – travelers are staying away.

In a letter to employees, Delta Air Lines chief executive Ed Bastian said the number of cancellations is outpacing the number of bookings. The carrier expects to cut capacity by 40% in the next few months.

“The speed of the demand falloff is unlike anything we’ve seen – and we’ve seen a lot in our business,” he wrote.

Over the weekend, two other carriers also announced dramatic cuts in service. American Airlines said it would cut roughly 75% of its international flights through May 6 and ground nearly all of its widebody jets.

And in a message to employees Sunday signed by United chief executive Oscar Munoz and President Scott Kirby, the airline said that more than 1 million fewer customers flew during the first two weeks of March than during the same period last year. Already, the airline is forecasting revenue this March will drop by $1.5 billion compared with last year. In response, the airline will cut capacity by 50% for March and April, they said.

The dramatic shift in tone comes less than two weeks after Trump met with airline executives at the White House to discuss their response to the coronavirus outbreak.

When a reporter asked whether the president was considering offering financial support to the airlines, Trump said the possibility had not been discussed.

“Don’t ask that question, please,” the president said. “Because they haven’t asked it.”

Lawmakers have already signaled a willingness to help the industry with House Republicans saying that the focus will go beyond just U.S. airlines.

“We are currently reviewing A4A’s proposal, as well as many other proposals from our affected stakeholders,” said Justin Harclerode, Republican spokesman for the House Transportation Committee. “Airlines may be the most visible part of our aviation system, but we have to ensure that a stabilization package addresses the needs of airports, regional and charter airlines, cargo airlines, manufacturers, and general aviation business.

“This crisis is bigger than any one proposal, and all options are on the table as we work to ensure the continued stability of our national air transportation system,” Harclerode said.

According to an analysis released Monday by Airports Council International North America, passenger traffic is forecast to drop by 49%, or 222 million enplanements in the first half of 2020. Financial losses could top $87 billion for calendar year 2020.

Kevin Burke, president and chief executive of ACI-NA, said that while airports are making cuts, “there are limits to that belt-tightening.”

Airlines aren’t the only ones in the transportation sector seeking help. Amtrak and its state partners estimate that the railroad will need $1 billion in supplemental federal funding “through the remainder of the year to make up for the unprecedented loss of ridership and revenue and to minimize employee and service impacts.”

Sen. Edward Markey, D-Mass., acknowledged that financial support may be needed, but he said it would not be a blank check.

“Any infusion of money to the airlines must have some major strings attached – including new rules to prohibit consumer abuses like unfair change and cancellation fees; protections for front-line workers like flight attendants, pilots, and airport workers; special consideration for our smaller, regional carriers not represented by the major trade associations; and the development of long-term strategies and targets to reduce the carbon footprint of the airline industry,” Markey said in a statement. “As our next coronavirus stimulus package is developed, I will demand these conditions be met before supporting any airline bailout.”
