Prime Minister Hun Sen on Tuesday instructed provincial authorities at the border with Thailand and relevant agencies to clear all mines and remaining explosives in border areas.

His instructions came during the closing ceremony of an exhibition in Phnom Penh celebrating the 30th anniversary of anti-mine action in Cambodia.

The premier called on all relevant authorities to work with Thailand on demining before border issues could be discussed at a later date.

“Thai Prime Minister Prayut Chan-o-cha and I have already agreed on demining along the border, to clear areas where there are mines, regardless of border issues, as defining the demarcation line can be done later,” Hun Sen said.

He said that while in the past Cambodia had made such requests to Thailand “without receiving any response”, this time Prayut raised the matter during discussions with him at the 40th and 41st Asean Summit earlier this month.

Hun Sen said Prayut had stated that there were still more than 40 square kilometres to clear on the Thai-Cambodian border.

Cambodia has cleared all landmines from its frontiers with Vietnam and Laos.

“Prayut Chan-o-cha said that now there are more than 40 sq km of land with mines or suspected to contain mines, so we need to remove them all before resolving the demarcation line issue.

“To ensure people’s safety, we can work together to decide which areas Thailand clears and which Cambodia clears,” Hun Sen said.

The number of casualties from landmines and unexploded ordnance (UXO) had dropped sharply, from 4,320 cases in 1996 to less than 100 per year over the past decade, he noted.

The prime minister also said that while Cambodia still needed help from friends, it could itself set goals for funding to support demining activities.

To date, more than US$18 million (650 million baht) has been received from donors, with $10 million used to clear mines in target areas and $8 million remaining.

“I feel that with the Covid situation improving, there may be a reduction in people affected and needing support, which can be directed to funding demining.

“So we can ensure the mine action is not affected by any lack of funds because we need Cambodia to be landmine free by 2025,” Hun Sen said.

The prime minister also said that “without commitment, we will not be able to clear all mines from Cambodian territory”, as he called on the philanthropists to help their country.

“When we can end the mine problem in Cambodia, it will be one of our great successes after the country suffered so much.

“The war is over, but the curse of mines is not. I have also raised the issue with the US president,” he said.

Ly Thuch, senior minister and first vice-president of the Cambodian Mine Action and Victim Assistance Authority (CMAA), said at the ceremony that clearing mines and explosive remnants of war (ERW) began after liberation day in 1979.

Large-scale demining efforts then began in 1992 with a complete mine action programme, with Cambodia having found and destroyed millions of landmines and ERW over the past 30 years, turning “mined land” into “golden land”.

“As we all know, mine action is not just a technical undertaking, it also comes from the heart.

“The commitment and dedication of demining workers stem from their compassion and sympathy for the people whose lives and livelihoods are being threatened by landmines and explosive remnants of war,” Thuch added.

Cambodia has successfully cleared Phnom Penh and the provinces of Stung Treng, Kep, Prey Veng and Preah Sihanouk, with 1,705 villages declared mine-free.

The government has agreed for the CMAA to hold a “global conference on victim aid” in Cambodia in 2023, which will be attended by 36 countries.

Dialogues on Sustainable Food Systems: from production to consumption

The third workshop of the EU-funded “Farm to Fork” project will take place via videoconference on 24-25 November. Experts, policy makers as well as public stakeholders from EU and Asean countries will participate in focused discussions around “Sustainable Food Systems” topics.

Climate change, loss of biodiversity, and the degradation of our lands and oceans are threats to our life as we know it and to life on Earth in general.

In response to these threats and as part of the Green Deal,  in 2020 the European Commission proposed ambitious EU actions and commitments to transform our food systems (the Farm to Fork Strategy) into global standards for competitive sustainability, the protection of human and planetary health, as well as the livelihoods of all actors in the food value chain.

Asean countries, which already face some effects of these global threats, such as soil depletion, extreme weather events or costal erosion, but also nutrition issues, have plans and strategies in place. These dialogues seek to provide an arena to find the common grounds, principles and types of actions that can sustain the relationship between both regions. In particular, discussions will focus on how they can cooperate and join their efforts to push their respective, and common, food systems towards sustainability and make them more resilient.

The main purpose of this technical workshop is to provide a platform to experts from the EU and Asean countries to discuss and identify where and how EU-Asean cooperation could be reinforced and coordinated, targeting sustainability and resilience of food systems. 

Discussions will cover the following main topics: Dialogue on Soil health and innovation; Dialogue on sustainable use of pesticides; and Dialogue on food loss and waste.  

All three topics should allow looking into strategies, policies and practices, harnessing the multiple stakeholders of the food systems and the different levels of changes that would be desirable.  Presentations from speakers will be followed by a panel discussion on existing or foreseeable synergies between approaches that could pave the way for collaboration, including how this collaboration could support the transition at global level.

Background information: 

The adjustment of food systems, which were also documented and called upon in the UN Food Systems Summit in September 2021, needs to take into account the various contextual differences across the planet regarding cross-cutting issues such as land degradation or food loss that ultimately affect how food is produced, processed, transported and consumed.

The question of sustainable food systems goes beyond the means of production and is also subjected to several nutrition challenges such as undernutrition and hunger. These challenges persist while new and multiple forms of malnutrition rise. In particular, food-borne non-communicable diseases such as cancer, obesity, and cardiovascular conditions put pressure on people and health systems. 

Although global awareness grows, commitments are made and some solutions are designed and implemented, there is still a need to rapidly and firmly put more actions in place and to foster worldwide cooperation and coordination. 

This series of regional and country-focused workshops are funded by the European Commission’s Service for Foreign Policy Instruments (FPI) under the Farm to Fork Strategy (F2F), which is the EU plan to contribute to solving food challenges, and, to this end, proposes pathways for change towards sustainability that provides environmental, health, social and economic benefits.

Muhyiddin rejects Malaysian King’s call for unity government

The leadership tussle in Malaysia remained deadlocked after Perikatan Nasional (PN) chief Muhyiddin Yassin rejected the prospect of working with rival Pakatan Harapan (PH) in a cross-coalition unity government as requested by Malaysia’s King on Tuesday.

While PH leader Anwar Ibrahim said he “accepted the spirit of a unity government”, Muhyiddin ruled out working with PH out of hand, insisting he had sufficient support on his own to become prime minister.

The monarch, Sultan Abdullah Ahmad Shah, made the request after he held a one-hour audience at the palace with Anwar and Muhyiddin.

PH and PN emerged from Saturday’s polls with the largest blocs, but neither of these was sufficient to form the required 112-seat majority in the 222-strong Parliament.

Barisan Nasional, which has 30 seats and could have helped either coalition cross the threshold, announced earlier on Tuesday that it would remain in the opposition.

Muhyiddin insisted he already had the numbers to form a majority government.

“I want to clarify that yesterday, we already submitted the necessary documents to the palace to prove that PN with other parties have 115 MPs backed by statutory declarations,” he told a press conference on Tuesday attended by top figures from his coalition.

“We have discussed the matter from before, and we will not cooperate with PH. That is our stand from before.”

“I was asked to sign a document stating whether we agree to form a unity government. I signed but wrote that I disagree,” the Parti Pribumi Bersatu Malaysia president added.

Anwar is backed by 82 lawmakers from PH and its electoral ally Muda. Muhyiddin has the lead, with 102 MPs – 73 from PN, six from Gabungan Rakyat Sabah and 23 lawmakers from Gabungan Parti Sarawak (GPS).

BN decided not to back any coalition after a meeting on Tuesday morning. It is unclear, therefore, whether Muhyiddin’s insistence that he commands the majority can still stand in the absence of BN support.

Anwar told reporters after the meeting at the palace that the King had advised that “the government that will be formed must represent all parties, all races, religions and regions”.

“Give us some time, and for the King to consider and use his wisdom to make a final call. There was no decision (on who is to be prime minister) yet. There is a vacancy, and it is open for applications,” he said.

The King had summoned both Anwar and Muhyiddin to the palace after the closely fought general election on Saturday resulted in a hung Parliament.

The King is also set to interview BN’s 30 lawmakers individually from Wednesday morning, to ascertain whether there is a leader who can command a majority of the Lower House.

Supporters from PH had gathered outside the palace gates, with about 100 of them milling about, according to news site Malaysiakini.

Brickfields police chief Amihizam Abdul Shukor told media personnel there that he will be increasing the number of security personnel present.

Both PH and PN are short of the 112 MPs needed to claim a simple majority in Parliament, and the support of 30 MPs from Umno-led BN would have been enough to get either side past the threshold.

“The BN supreme council has decided not to support either coalition to form the government. BN agreed to remain in opposition,” said caretaker Prime Minister Ismail Sabri Yaakob.

This is despite BN holding shock Monday morning talks with PH leaders, including its prime ministerial candidate Anwar.

“We have made a decision. Leave it to the BN secretary-general to make the statement. No declarations have been signed. We are not siding (with anyone),” Umno’s Jelebu MP Jalaluddin Alias told reporters after the BN meeting on Tuesday.

He called on all parties to respect the electorate’s decision.

“The people are asked to be patient, and accept the decision of the people, the elected representatives, and myself. We have to be rational, we have to move on. Let me make a decision,” the King told the media on Tuesday.

Speaker of Parliament Azhar Harun was seen arriving at the national palace at 1.30pm, local media reported.

PH had held talks with BN to form a government, but several BN MPs have insisted they would not work with Anwar, or the Democratic Action Party, which has the most number of MPs within PH’s 82-seat bloc.

The Straits Times has learnt that there had been growing momentum within Umno since Monday to stay in the opposition but offer its backing to former premier Muhyiddin, in an arrangement akin to a confidence-and-supply agreement. However, there was also talk that the same deal could be offered to Anwar.

A similar deal was struck when Umno vice-president Ismail Sabri Yaakob became prime minister last year. PH agreed not to oppose him in parliamentary votes that determine confidence – such as the government budget – while the administration rolled out reforms and policies put forward by the opposition coalition.

“BN is ready to be a responsible opposition to provide a check and balance to the new government,” Umno deputy president Mohamad Hasan said late on Monday.

“However, if our assistance is required during this post-election transition, we are ready to contribute to open and sincere discussions.”

This came after fierce debate within BN, as many top leaders were shocked and even incensed at the presence of PH figures at their meeting on Monday.

Although Umno president Zahid Hamidi has been at the forefront of the push to back PH, a majority of BN’s MPs will be needed for former deputy premier Anwar to achieve a simple majority.

This is after Parti Warisan Sabah pledged on Tuesday afternoon its three MPs to a PH-BN combination, easing the need for BN to support Mr Anwar en bloc.

On the other hand, with the support of various parties in East Malaysia, Mr Muhyiddin has already surpassed the 100 MP-mark and would need fewer than half of BN’s lawmakers to gain a simple majority.

Coalitions led by his Parti Pribumi Bersatu Malaysia won 79 seats – 73 under PN and six by Gabungan Rakyat Sabah (GRS) – while Gabungan Parti Sarawak (GPS) contributes 23 more.

On Tuesday, GPS issued a statement saying that while it had proposed a majority government be formed by PN, BN, GPS and GRS, it was leaving the decision on appointing a prime minister to the King’s discretion.

It stressed that the country’s interests and a strong, stable government should come before the party’s own interests.

Though the unexpected appearance of North Korean leader Kim Jong-un’s daughter raised speculation that she could be a successor in the making, analysts say it would be an unprecedented uphill struggle in the male-dominated dynasty

Each change at the top in North Korea has raised the prospect of a leadership vacuum or collapse of the Kim dynasty, which has ruled the country since its founding in 1948.

Kim Jong-un’s daughter – who was not named in state media – appeared in coverage of a ballistic missile launch on Saturday, watching the firing and holding her father’s hand as he examined the missile. This provided the first official confirmation that Kim has children, and underscored a message that the family is here to stay, analysts said.

However, the unveiling of Kim’s daughter may not be evidence that the reclusive regime is ready for a woman as its future leader, a North Korean defector said.

“In North Korea, gender is still an important [factor] to be a leader. It would have been possible if Chairman Kim Jong-un didn’t have any sons, however, as far as it’s known, he does have sons. Under that circumstance, he can’t disregard his sons and let a girl be a [future] ruler,” said Hyun In-ae, who now works at the Ewha Institute of Unification Studies in Seoul.

“When I was in North Korea, I had a perception that a leader should be a man. In North Korea, it is said that women have equal rights, but women are still seen as supporting figures for men. Marking Mother’s Day on November 16, the North published an editorial. It says a mother’s role is to raise children well and make them contribute to the country,” Hyun added.

Even so, some analysts said gender may not disqualify a daughter or other women from taking on the reins, despite North Korea’s deeply patriarchal society. Kim has elevated several women to powerful positions, including his sister Yo Jong, and Choe Son Hui, the country’s first female foreign minister.

“The fact that Kim Jong-un came out with one of his three children suggests that he has the daughter in mind as a successor to his nuclear weapons-enhancing rhetoric for the future,” said Cheong Seong-chang, director of the Sejong Institute’s North Korean Studies Centre.

“Since he’s come to power, he has appeared in public with Ri Sol Ju, like the other leaders of the West. He is showing a fairly gender-equal image. So I think being a woman would not be a particular disadvantage to be made a successor for Kim,” Cheong added.

Yet, other analysts cautioned that it is far too early to tell whether she is a successor or simply a symbol used to assure citizens that nuclear weapons would protect children and be “monuments to be passed down to our descendants for generations”, as state media reported.

“If we focus too much on her, we would forget the essential parts, such as the impact of North Korea’s Hwasong-17 on the international community. Only his daughter is being highlighted now. So I think we need to be a little cautious so that we don’t get distracted by the daughter’s appearance and see her as everything about the North Korean regime,” said Prof Kim Yong-hyun at Dongguk University of North Korean Studies in Seoul.

Fans attending World Cup matches for the thrills and chills were surprised to find they were getting a bit too much of the latter.

Qatar’s high heat is of the biggest challenges to overcome as it stages the first-ever World Cup held in the Middle East.

Though air-conditioning systems were installed in most of the stadiums to make it more bearable for fans to watch the action, they were instead bundling up to keep warm.

Some wore long-sleeved shirts or jackets, while others wrapped themselves with the national flag they brought with them.

“I put on a jacket during the first half of the game,” said a Japanese fan who wore a short-sleeved shirt and shorts to the match at Al Bayt Stadium. 

“I’ll wear long sleeves and long pants at the next game.”

His seat was next to a vent blowing cold air at his feet.

“A supporter from Ghana sitting in front of me also said it was cold,” another fan said

An array of products made in China, from stadiums and souvenirs to new energy vehicles was unveiled on the global stage, with the 2022 FIFA World Cup kicking off on Sunday in Qatar, marking another year of Chinese brands marching massively in the feast of football competition.

Chinese Ambassador to Qatar Zhou Jian highlighted China’s contribution to the Qatar World Cup. “Chinese elements are extremely prominent,” he said, “The Lusail Stadium has become an iconic landmark in the World Cup. From infrastructure to telecommunications, from 1,500 new energy buses to solar power plants, from match supplies to souvenirs, ‘made in China’ can be found everywhere in Qatar.”

Chinese companies are providing more sponsorship revenue, than enterprises from any other country at the 2022 World Cup, with $1.4 billion compared with $1.1 billion from the United States firms, according to London information services firm GlobalData.

Lusail Stadium, constructed in cooperation by Qatar and the China Railway Construction Corp, is the main venue of this year’s World Cup, where 10 matches will be hosted, including the final on Dec 18.

The host nation spent over $200 billion over 12 years building roads, hotels, stadiums and soccer facilities. Shaped like a date palm bowl and an enamel lantern, the gleaming Lusail Stadium with its 80,000 capacity, is one of eight lavish stadiums.

It is the first time a Chinese company has built a World Cup venue, and the Lusail Stadium is featured on the new 10-riyal ($2.75) banknote of Qatar.

Chinese major phone maker Vivo is the official smartphone of the 2022 World Cup, as well as the only mobile device that is an event sponsor.

Dongguan Wagon Giftware in Guangdong province has obtained authorization for global distribution and manufacturing of official commodities at FIFA World Cups for the past 28 years, including this year’s trophy replicas.

The official mascot of the FIFA World Cup Qatar 2022, La’eeb, an Arabic word meaning super-skilled player, was also made in Dongguan.

Data from online marketplace AliExpress involving global trade showed that sales of Chinese-produced flags and soccer shoes skyrocketed by 300 % and 200 %, respectively, in November, from a month earlier, while the sales of Chinese-made table soccer machines soared by 120 % month-on-month in November.

Ma Xiang, who is in charge of World Cup sales at AliExpress, said the platform has stocked about 10 million items for this year’s World Cup.

Besides, two giant pandas from China arrived in Qatar on Wednesday ahead of the 2022 World Cup. A 5.6-magnitude shallow quake rattled Indonesia’s West Java on Monday, sending tremors as far as Jakarta and killing dozens of people, injuring hundreds of others and damaging scores of buildings.

Strong tremors lasting 10 to 15 seconds saw panicky people fleeing their homes in West Java’s Cianjur regency, just 10km away from the epicentre of the land quake that struck at 1.21pm local time.

West Java Governor Ridwan Kamil said the death toll has risen to 162 and there were more than 13,000 people displaced. Indonesia’s Disaster Management Agency (BNPB) said on Monday night that 25 people were still trapped under the rubble of collapsed buildings.

Earlier, Cianjur Regent Herman Suherman said 40 children were among the dead, while at least 700 were injured, many of them suffering broken bones from falling rubble.

More than 2,270 houses were damaged, as well as a boarding school, a hospital and three educational facilities.

Landslides after the quake left a number of cars buried and blocked off cross-provincial roads in Cianjur regency. Electricity was cut off in several areas.

“Many roads are cut off such that cars and motorbikes cannot pass. Village heads in Cianjur reported that they needed heavy equipment to clear debris from damaged buildings and landslides,” said Herman.

Television footage showed people and children panicking as they poured onto the streets, some crying and bleeding from head injuries. Victims were seen being treated at the Dr Hafiz Hospital’s carpark in Cianjur.

Cianjur resident Jajang, 51, who like many Indonesians goes by a single name, told Kompas.com that he was at a car repair shop when the quake struck. He managed to escape just as the walls started to crumble.

“Without warning, I felt the building shake a little and start to collapse,” he said. “I rode a motorbike to the health centre, with my face totally covered in blood.”

Resident Ai Rohmah, 47, told the same news portal that she was trapped in her house by a refrigerator and falling bricks, and had to be rescued by her neighbours.

Major General Suharyanto, head of BNPB, told the media earlier: “We are continuing to update figures and the number of victims are expected to rise.”

Some areas in Cianjur remained isolated due to landslides.

Aftershocks were also felt in the surrounding West Java regencies including SukabumiBogor and Bandung, and in the capital Jakarta about 100km north. Lower-intensity tremors were still being felt on the ground on Monday night, the authorities said.

Indonesia sits on the geologically active Pacific Ring of Fire and is regularly hit by earthquakes.

Russians craving a doughnut fix can now visit ‘Krunchy Dream’, a string of new cafes opening where US chain Krispy Kreme Inc shops once stood, as the latest imitation Western brand hits Russian streets.

Soon after Russia launched what it calls a “special military operation” in Ukraine, Krispy Kreme suspended all shipments of doughnut-making supplies and ingredients to Russia and ended the agreement with its lone Russian franchisee.

The U.S. chain was one of scores of Western firms to leave the country and other apparent imitations have since sprung up in Russian cities, with Stars Coffee running coffee shops formerly owned by Starbucks Corp and “World of Cubes” filling the void left by Danish toymaker Lego.

A company owned by restaurateur Arkady Novikov, Krispy Kreme’s former franchise partner, applied to register the Krunchy Dream trademark in late September, the RBC daily reported on Monday (November 21).

Novikov Group and Krispy Kreme did not immediately respond to requests for comment.

In a financial results statement in August, Krispy Kreme said it had closed 30 franchise shops in Russia.
