Speaking at the Global Food Security Forum held on the sidelines of the G20 Summit in Bali, Indonesian Tempeh Movement co-founder Amadeus Driando Ahnan-Winarno said tempeh could help tackle food insecurity.

The forum was organised by the United States think-tank the Atlantic Council.

“In terms of nutrition, tempeh contains similar amounts of energy, protein and iron compared to beef. It has significantly higher levels of fibre and calcium and significantly lower levels of salt and saturated fat,” Amadeus said on Sunday.

He said tempeh can produce the same amount of protein as beef, with four times less energy consumed and twelve times less emissions released, at an eight times cheaper price, which translates to a greener solution for food production.

Amadeus added that the fermentation process, which originated in Indonesia 300 years ago, was very versatile when it came to basic ingredients.

“Tempeh is a fermentation process that we can apply to almost every grain except for legumes. Here I have mombin tempeh, kidney bean tempeh, black bean tempeh and almond bean tempeh. It’s a process,” he said.

“My grandpa used to eat tempeh made using the tofu industry by-product okara in the form of tempeh gembus because he couldn’t afford the whole bean tempeh,” he added.

“Tempeh is just one out of so many foods in which the research and design process has been done by our ancestors years ago that are waiting for us to dig into as treasures, as the future foods that we need to feed the people, to feed us, to feed the planet in the most sustainable ways possible.”

As well as tempeh, the forum also addressed the importance of cassava. The subject was brought up by Indonesian Defence Minister Prabowo Subianto who said: “Cassava will prove to be the saviour crop of the world.”

Prabowo said cassava was the most efficient crop as it could produce 250,000 calories while only needing 65 cubic meters (cbm) of water per tonne, which was far less than rice, which needed 1,139cbm, wheat 954cbm and maize 815cbm.

“Indonesia can become the foremost producer of cassava. […] Cassava is now a strategic food crop,” Prabowo said, adding that the country was already producing instant noodles and pasta from cassava.

On top of that, he said, cassava could also be processed into bioethanol, alcohol, vitamins, bioplastics, glue, explosives and cattle feed while being 100% gluten-free with a low glycaemic index, high in iron and calcium.

Speaking at the forum, University of Jember’s agricultural technology professor Achmad Subagio said cassava could offer a solution to replace rice as Indonesia’s staple food.

“[Cassava] is very, very efficient in photosynthesis, two times more [efficient than] corn, and is also better than [many] other crops, including wheat,” Achmad said.

Indonesia has to feed a population of 273 million and for that, the country requires 45 million tonnes of carbohydrates per year.

Achmad added that Indonesia would not have enough land to feed so many mouths if it only relied on rice, as that would require a lot of water and fertiliser among other things.

“[We can’t grow rice on just any land] but we can grow cassava very well on sub-optimal land,” Achmad said, pointing out that with current technology, Indonesia could alter the prejudice against cassava being the “food of poor people” by mixing it with other ingredients to produce desirable food.

“I think for [the next] 10 years, we need to grow about 5 million hectares of cassava [so] we can provide a lot of food for the people,” he said, adding that the plant could also end up in the bioindustry development as it contained sugar that can be used to produce monosodium glutamate, sorbitol and lecithin.

Cambodian Prime Minister Hun Sen tested positive for Covid-19 in Bali, where he is slated to attend the two-day G20 summit.

In a social media post on Tuesday, the premier said: “Before leaving Cambodia, I always take Covid-19 tests. And before departing this time, I took a rapid test and the result was negative.

“I am unaware as to when I got infected. But when I arrived in Indonesia, I was tested and this morning it was confirmed to be Covid-19 positive. I have to accept this, though I don’t have any uncommon symptoms,” he said.

Hun Sen was scheduled to have a dinner meeting with French President Emmanuel Macron on Monday evening on the sidelines of the G20 summit, but he said the meeting did not take place because he was late.

Hun Sen said that to ensure other leaders’ safety, he and his delegation will return to Cambodia.

Hun Sen was expected to attend the Apec Leaders’ Informal Dialogue in Bangkok on Friday but has cancelled that too. He said he will continue working in Phnom Penh with all planned in-person meetings cancelled.

“It’s too bad that PM Hun Sen will not be attending the Apec meeting in Bangkok this week. We expect Cambodia to send its delegates to the leader-level meetings on Friday and Saturday,” Foreign Ministry’s deputy spokesman Natapanu Nopakun said on Tuesday.

Japanese Prime Minister Fumio Kishida will hold talks with Chinese President Xi Jinping on Thursday at the 2022 Asia-Pacific Economic Cooperation (Apec) meeting in Bangkok, Tokyo’s top government spokesman said on Monday.

“Prime Minister Kishida is scheduled to hold a Japan-China summit with Chinese President Xi Jinping on the 17th, on the occasion of the Apec summit,” said Hirokazu Matsuno.

The leaders spoke on the phone in October 2021 after Kishida’s election, but this will be their first in-person meeting.

Xi last held face-to-face talks with a Japanese prime minister in December 2019, when he met Shinzo Abe in Beijing.

China and Japan marked 50 years of diplomatic relations in September but there was little celebration amid the neighbours’ frosty ties over territorial disputes and other issues.

China, as the world’s second largest economy, and Japan as the third largest are key trading partners. Before the Covid-19 pandemic, there had been plans for Xi to make a state visit to Japan.

Relations have soured since, as Beijing bolsters its military, projects power regionally and beyond and takes a harder line on territorial rivalries.

Chinese missiles fired during massive military drills around Taiwan in August are believed to have fallen within Japan’s exclusive economic zone, and Tokyo has protested what it calls growing aerial and maritime violations in recent months.

Japan also regularly complains about Chinese activity around the disputed Tokyo-controlled Senkaku islands, which Beijing claims and calls the Diaoyus.

The war in Ukraine has only deepened the divide, with Japan backing democratic allies opposed to Russia’s invasion, while Beijing avoids criticising Moscow.

The conflict has refocused attention on whether China might try to forcibly reunite Taiwan with the mainland, prompting Kishida to warn that the invasion of Ukraine “could be East Asia tomorrow”. AFP

Chinese leader Xi Jinping said on Monday during a meeting with U.S. President Joe Biden that China and the United States should take history as a mirror and let it guide the future.

The remarks were made at the beginning of Xi and Biden’s first in-person talks since Biden became president, on the Indonesian island of Bali ahead of a Group of 20 (G20) summit on Tuesday (November 15) that is set to be fraught with tension over Russia’s invasion of Ukraine.

“As leaders of the two major countries, we need to chart the right course for the China-U.S. relationship. We need to find the right direction for the bilateral relationship going forward and elevate the relationship,” Xi said in his opening remarks at the meeting.

The long-awaited talks between the two leaders came as relations between their countries are at their lowest in decades, marred by disagreements over a host of issues from Taiwan to trade.

Xi and Biden met ahead of the Group of 20 summit in Indonesia’s resort island of Bali.

It has been over 50 years since China and the United States started initial contact and established diplomatic relations, said Xi.

He said the current state of China-U.S. relations is what both sides are concerned about.

“But such a state does not conform to the fundamental interests of our two countries and peoples, nor does it conform to the expectations of the international community. The international community universally expects that China and the United States will properly handle their relationship. Our meeting today has probably attracted the world’s greatest attention,” said Chinese leader.

“We should work with all countries to bring more hope to world peace, greater confidence in global stability, and stronger impetus to common development. As always, I am ready to have a candid and in-depth exchange of views with Mr. President on issues of strategic importance in China-U.S. relations and on major global and regional issues at our meeting today. I also look forward to working with you to bring China-U.S. relations back to the track of healthy and stable development to the benefit of our two countries and the world as a whole,” said Xi.

“President Xi, it’s really glad to be able to see you again in person. And I believe there’s little substitute to face-to-face discussions. We share responsibilities, in my view, to show that China and the United States can manage our differences, prevent competition from becoming anything near conflict, and find ways to work together on urgent global issues that require our mutual cooperation. In the midst of interlinked global crises threatening progress on women’s rights and pushing women out of the paid economy, UN Women Goodwill Ambassador Anne Hathaway has called for women to be put at the heart of economic growth and recovery.

Speaking via video message at the Business 20 (B20), the official G20 dialogue forum with the global business community tasked with formulating policy recommendations to the G20 Presidency, meeting today in Bali, Hathaway said: “As fuel and food prices rise globally, amid the climate emergency and sustained military conflicts, women’s incomes – as well as their contributions to businesses’ success and the recovery of markets — matter even more than ever. This year, in 169 countries and areas – that’s most of the world – women’s labour force participation is expected to stay below pre-pandemic levels.”

UN Women research shows that more women than men left the workforce in 2020 due to the pandemic, to face the added care burden that came with the stay-at-home mandates, and have also stayed out of the job market longer.

Women are also shouldering a bigger share of the care work at home – at least three times as many hours as men, which led to women doing an additional 512 billion hours of unpaid care at home.

UN Women’s Executive Director, Sima Bahous, emphasized that the world’s future progress depends on women’s skills and leadership, observing how, during the Covid-19 pandemic, “women sustained their families, staffed our health-care systems and invented lifesaving vaccines. As leaders of countries, women instigated some of the most effective responses to the pandemic.”

According to recent data from UN Women, where women were better represented in governments, and where feminist movements are stronger, crisis response was more gender-sensitive and effective for everyone. 

“Systemic, gendered crises require systemic, gendered solutions,” Bahous said, urging leaders at the Summit to centre women’s and girls’ voices, agency, participation and leadership in all their plans, and invest in and consult with women’s groups and organizations to ensure their vital contributions.

“Progress for women and girls is in dramatic reverse in many countries. Rights and freedoms that women and girls had experienced as normal – to work, to learn, to make choices about their bodies – have been abruptly taken away. Some of those losses have been legislated or imposed by governing authorities against courageous resistance. Others have been brought to light and sharpened by unprecedented global crises such as the Covid-19 pandemic,” added Hathaway.

But the crisis also offers an opportunity to strengthen care policies and systems. Increasing and implementing commitments to transform the care economy will accelerate an equitable economic recovery.

As part of the effort to transform the global care agenda, UN Women and the Government of Mexico co-convened in December 2021 the Global Alliance for Care. The Alliance focuses on six core commitments, including promoting the generation of data and evidence on care; investing in social and physical care infrastructure; and fostering positive social norms through awareness campaigns.

Teachers accused of child assault face lifetime ban in China

Educators who have allegedly committed crimes against children such as sexual assault, abuse, abduction and trafficking will be banned for life from China’s education sector, a new guideline shows.

The 10-article guideline issued last week aims to strengthen the protection of minors and eliminate wayward behaviour in schools.

Lauding the guideline, which goes into effect from Tuesday, Beijing lawyer Xu Hao said this will not only protect children but is also good for the education sector.

“Several offences regarding sexual assault occurred on campus in recent years and were found to be committed by educators,” he said. “In a case, for example, a primary school teacher was punished for sexually abusing several girls in his dormitory between 2013 and 2019.”

Prohibiting such people from coming in close contact with children has been highlighted over the past few years when the Criminal Law and the Minor Protection Law were revised, Xu said, adding that “there was still a problem – how long should the ban be and how will it work – that has often confused us in legal practice.

“[But now] I’m glad to see that the guideline provides the answer, that educators who violently or sexually abuse children will face a lifelong ban in the industry,” he said.

Under the guideline, courts are required to clarify the ban in verdicts and inform education authorities responsible for the management of the defendants within 30 days after the rulings become effective.

The move will help education departments and relevant institutes as they conduct background checks on prospective employees and provide a way for the public to remain engaged, the top court said.

Education agencies are required to confiscate the teaching certificates of offenders promptly, while prosecutors should play a supervisory role in determining whether the bans are effective, according to the guideline.

Courts are also allowed to prevent people in the education industry who commit other types of crimes from working closely with children for three to five years, depending on the severity of the crimes.

“The clear workflow among prosecutors, judges and education administrators in the legal document, I believe, will greatly reduce the possibility of those with a child-related criminal record from getting into the education sector,” Xu said.

Prime Minister Hun Sen wrapped up the 40th and 41st Asean summits on Sunday saying Cambodia had been tossed a hot stone and managed to cool it down before handing it to Indonesia as the new Asean chair.

Speaking at a press conference after four days of talks, Hun Sen said that Cambodia proved mature enough to handle negotiations on heated issues such as Russia-UkraineMyanmar and the South China Sea dispute.

“There were no unpleasant exchanges or unkind words despite the controversial topics discussed. No one walked out of any meetings. This reflects the maturity of the leaders at the EAS, but also was due to Cambodia’s role of facilitator enabling all sides to have their say,” Hun Sen said referring to the East Asia Summit where leaders of the US, China and Russia were all gathered in one place.

“We’ve gained prestige from this. We managed to sign a hundred documents that the next generation will one day be able to learn from,” he said.

Hun Sen said leaders at the summits appreciated the efforts of Cambodia’s Asean Special Envoy on Myanmar in seeking solutions to the Myanmar crisis through the implementation of Asean’s five-point peace plan.

Asean leaders themselves admitted, however, there had been “little progress” in implementing the peace plan since it was signed with Myanmar junta leader Min Aung Hlaing in April last year.

On the South China Sea dispute that caused controversy at the last Asean Summit in Phnom Penh in 2012, Hun Sen said that the meeting had noted the importance of the promotion of peace, security, safety, stability and freedom of navigation and flight over the sea, which required a thorough and full implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC).

“We are optimistic and happy with the progress on the ongoing negotiations on the Code of Conduct for the South China Sea (COC), which recently resumed in Siem Reap and Phnom Penh,” he said, adding that the COC must follow international law and the UN Convention on the Law of the Sea, adopted in 1982.

“On Ukraine, I can say that it was the hottest stone as we have seen some very diverging views, especially during the East Asia Summit. I am happy that Cambodia could manage to host this summit in which many sides had different positions and exchanged their opinions in a frank manner.

“We reiterated our calls for respect for sovereignty, independence and territorial integrity. We stressed the importance of a cessation of hostilities in order to produce a conducive environment for peaceful solutions. We also called for support in the form of immediate humanitarian assistance – safely and without interruption – to the people of Ukraine,” he said.

Hun Sen also said that the foreign ministers of Ukraine and Russia had declined his invitation for talks in Phnom Penh.

Regarding Korean tensions, Hun Sen said that Asean leaders and partners all expressed concerns about North Korea’s ballistic missile tests over Japan, regarding such actions as a threat to regional security and calling on Pyongyang to respect decisions of the UN Security Council and refrain from testing nuclear weapons.

Asked which side Asean would favour in the new Cold War-style rivalry between the US and China, Hun Sen insisted the bloc would retain its unity and centrality and not lean to either side.

Cambodia also announced it would send its first batch of deminers to Ukraine in December in a joint effort with Japan. Hun Sen said the project should be viewed as humanitarian rather than military assistance.

On Myanmar, Hun Sen said that Asean wants all parties to the conflict to work together on a solution. He dismissed suggestions of “hot” measures (military intervention) and said Myanmar could not be expelled from the bloc as this would violate Asean’s charter on unanimity for such decisions.

“The best way is keeping the door open rather than slamming it shut,” he said, adding that he had not yet decided whether the Asean chair’s Special Envoy Prak Sokhonn would visit Naypyidaw again before Cambodia’s Asean chairmanship mandate ends.

He explained that Asean had invited non-political representatives from Myanmar to attend the summit, but the junta had declined.

Myanmar’s Asean seat would remain empty if the junta continued to show no progress in implementing Asean’s five-point consensus and failed to send non-political representatives, hun Sen said.

US President Joe Biden also urged Cambodia to be transparent over the development of Ream Naval Base, and to release American citizen Seng Theary, a lawyer serving six years in Preah Vihear prison for her activism with the Supreme Court-dissolved Cambodia National Rescue Party, a White House press statement said.

Asked for his reaction, Hun Sen denied that Biden had raised those issues with him but reported that the US president said he had enjoyed the Khmer food served during his visit.

Asean agrees on timeline for much-criticised Myanmar peace plan

The Asean Summit ended in Phnom Penh on Sunday with regional leaders warning Myanmar’s junta to follow the five-point peace plan or risk being banned from future Asean meetings.

The junta was already banned from attending meetings of Asean, which is facing increasing criticism for a peace plan that has failed to stop violence and civilian killings by junta forces.

The crisis in Myanmar dominated three days of talks between leaders of the Association of Southeast Asian Nations as well as Japan, the United States, China and the United Nations.

Asean delegates confirmed their commitment to the Five-Point Consensus for peace agreed with junta chief Min Aung Hlaing in April last year but said they wanted to see a timeline for its implementation. The peace plan, which calls for an end to violence, has gone largely ignored by Myanmar’s junta as it wages a brutal military campaign to quell nationwide resistance against its rule.

Admitting that “little progress” has been made in implementing the peace plan, Asean leaders urged Myanmar’s military regime to comply with its commitments.

They also decided to forge a timeline “that outlines concrete, practical and measurable indicators” to support the peace plan.

Indonesia’s Foreign Minister Retno Marsudi said Asean’s statement was a clear message of warning to Myanmar’s junta.

The junta has yet to issue a response. It has cited the Covid-19 pandemic and its ongoing battle with armed resistance forces as reasons for the delay in implementing the peace plan.

The summit also discussed tensions on the Korean peninsula and in the Taiwan strait, with non-Asean leaders including South Korea’s President Yoon Suk-yeol and Chinese Premier Li Keqiang joining the talks.

US President Joe Biden, who joined the summit ahead of his highly anticipated meeting with Chinese President Xi Jinping in Bali this week, said the US remains an important partner of Asean.

Biden said Asean countries are the heart of the US Indo-Pacific administration strategy, and vowed to increase strategic partnerships and cooperation to tackle challenges of climate change, food stability, and security, and to build a free, open, flexible and stable Indo-Pacific region.

Cambodian Prime Minister Hun Sen ended the summit by handing over the hammer symbolising Asean chairmanship to President Joko Widodo of Indonesia, which will host the regional bloc next year. Widodo announced the theme of Asean 2023 will be “Asean Matters: The Epicentrum of Growth”.
