The Association of Thai Travel Agents (Atta) on Wednesday welcomed the return of Chinese tour groups, saying their return earlier than expected, would help tourist arrivals reach the pre-Covid level next year.

Wichit Prakobkosol, an adviser to Atta, said the number of Chinese tourists were rebounding fast because the list of 20 nations that the Chinese government allowed its people to visit as tour groups did not include Thailand’s major competitors for Chinese tourists in Asia.

He said the list did not include JapanSouth Korea and Vietnam, so most Chinese tour groups chose to visit Thailand.

However, Wichit said the return of Chinese tourists was still inhibited by the lack of adequate flights. He said the number of flights from China to Thailand was still only 10 per cent of the pre-Covid level and most were flights of airlines in China.

The number of flights would increase by 20% next month, and would rise to 40% or 50% of pre-Covid level in the second quarter.

“It is expected that a lot of Chinese tourists would return in the second quarter,” Wichit said.

“It’s possible that the second quarter will see the number of Chinese tourists rise to 50% of the same quarter in 2019, and further rise to 70% in the third quarter and 100% in the fourth quarter when compared to the same quarters of 2019.”

As a result, he said Atta believed the number of Chinese tourists would rise to 5 million or even 6 million this year and 11 million next year, which would be on par with 2019.

A senior official of a large tour agency in Thailand, who asked not to be named, said it seemed the Covid pandemic had reset the tour agency business for dealing with Chinese tourists.

The source explained that now tour agents in China charged Chinese tourists about 3,500 to 4,500 yuan for a six-day package or about 20,000 to 30,000 baht, compared to about 5,000 per package before the Covid pandemic.

The source said high competition before the pandemic had caused tour agencies in China to operate the so-called “zero dollar” packages and the Chinese tour agents gave little share or none to their counterparts in Thailand.

The source said the “zero-dollar” tour operators ran their businesses at a loss but they had opened shops in Thailand and sent Chinese tourists to buy goods at the shops to recoup the losses.

The source said the Covid pandemic had caused the cost of operation to be high so no one would survive operating the “zero dollar” packages. Moreover, new Chinese tourists like to shop in department stores, not in small shops, the source added.

Yuthachai said the tourism cost in Thailand has increased and room prices had risen by 20-30% and air tickets were priced high and in limited number, so Chinese people with low-purchasing power have not returned to Thailand yet.

From January 1 to February 2, 99,429 Chinese tourists had visited Thailand and the number would reach 300,000 at the end of the first quarter in March, Yuthasak added.

He said the TAT had revised the number of Chinese tourists from the initial prediction of 5 million this year to 7 or 8 million.

He added that the TAT expected tourism would generate between 1.25 trillion to 2.38 trillion baht revenue for the country. He said some 11 to 30 million foreign tourists would generate between 580 billion to 1.5 trillion baht of revenue while local travellers would generate 670 to 880 billion baht.

Paetongtarn, the youngest daughter of former prime minister Thaksin Shinawatra – Pheu Thai’s de facto founder – was speaking at the launch of the party’s election campaign at Yang Talad district office in the northeastern province.

“Pheu Thai would like to form a single-party government. Please just vote for us and don’t share votes with other parties. Vote for both our candidates and party in constituency and party-list elections,” Paetongtarn urged the crowd.

Paetongtarn, Pheu Thai Family Project’s chief, is the top choice for prime minister in most polls.

The once formidable Democrat Party hopes to win seats in Bangkok in the upcoming election after being wiped out of the capital in the 2019 vote, its leader Jurin Laksanawisit said on Sunday.

“I believe Bangkokians have never abandoned the Democrats and I expect the party will receive a warm welcome from Bangkok voters in this election,” Jurin told reporters while chairing a ceremony to open the party’s election centre for Phra Khanong and Bang Na districts.

He was joined by Banyat Bantadtan, chief advisor of the party, deputy leader Ong-arj Klampaiboon, Suchatchavee Suwansawas, chief of the committee on Bangkok policies, and Watanya Bunnag, chairwoman of the party’s Bangkok’s political innovation committee.

A close aide of Palang Pracharath Party (PPRP) leader is not ruling out the possibility of the ruling party forming a coalition with the opposition Pheu Thai Party.

Thammanat Prompow, a former PPRP secretary-general who is often referred to as Deputy PM Prawit Wongsuwan’s lieutenant, said on Sunday that nothing is certain in politics and what appears impossible can be possible.

He was responding to reporters’ questions as to whether there is any chance the ruling party will become part of a coalition with opposition leader Pheu Thai after the next general election.

Thammanat said the outcome would depend on how many seats Pheu Thai, PPRP and other parties win in the election, which is tentatively scheduled for May 7 if there is no House dissolution.

Thammanat and 20 other former PPRP MPs were expelled early last year for allegedly conspiring against Prime Minister General Prayut Chan-o-cha. They later joined the Thai Economic Party.

After Prayut joined the United Thai Nation Party and announced his plan to become its PM candidate, Thammanat and his cohorts rushed back to PPRP last week.

Thammanat and his faction managed to retain their House seats by using the tactic of getting expelled from the last party to rejoin PPRP.

As to whether Prawit has a chance of becoming the next PM, Thammanat said chances were high because PPRP will definitely capture more than 25 House seats.

According to the Constitution, parties are required to win at least 25 House seats before they can nominate a PM candidate to contend for the country’s top post.

The candidate will have to win the support of more than half of both Houses of Parliament to win the PM’s seat.

The Pheu Thai-led coalition government was toppled in a coup led by Prayut in 2014. Though Prawit joined Prayut’s Cabinet later, he is believed to have close ties with fugitive former PM Thaksin Shinawatra. Prawit apparently became Army chief in 2004 thanks to Thaksin’s support.

The ruling Palang Pracharath Party will call for amendments to laws to turn bribes paid to police into taxes paid to the state, Digital Economy and Society Minister Chaiwut Thanakamanusorn said on Sunday.

“Turning bribes into taxes will be a key election campaign policy of the Palang Pracharth party,” Chaiwut said.

The Palang Pracharath party believes that strictly enforcing laws against organised crime is necessary, but it may also amend laws in ways that reduce bribery and increase taxes at the same time, Chaiwut said.

He gave the commonplace example of nightspot operators paying bribes to police to remain open after legal hours.

Many other countries have more liberal laws for nightlife, Chaiwut said.

“If society can accept international norms, we can amend laws so that bribes will turn into taxes and there will be no corruption,” he explained.

The minister said the ruling party – which is fading in polls and has been abandoned by the prime minister it selected – will also highlight its crackdowns on Chinese triads as it campaigns for the next election.

He made the comments after the opposition attacked the government during a general debate last week for allowing the triads to operate in Thailand.

A crackdown on triads is well underway and it is intensifying, Chaiwut said.

The triads have been exposed by the crackdowns and several have fled the country, he added.

During last week’s two-day debate, the opposition accused the government of inaction over corruption by senior police officers who took bribes from Chinese triads to allow them to run criminal enterprises in Thailand, especially in destinations popular with Chinese tourists.

Police and the government have started cracking down on Chinese triads after whistle-blower Chuvit Kamolvisit began accusing Chinese triads of operating nightspots in Bangkok where they sold drugs to Chinese tourists. He said they bribed police to allow them to operate.

The ruling party will not tolerate human and drug trafficking and will seriously crack down on them, Chaiwut said.

The Thai Liberal Party promises to reform Thailand’s energy industry if it wins the general election, which is tentatively scheduled to be held on May 7.

Deputy party leader Napaporn Petchinda said on Saturday that one of the first steps will be turning PTT into a non-profit state enterprise, as fuel is the main reason for the rising cost of living.

She said PTT’s focus at present is generating profits for its shareholders, but “if we take it back, our natural resources will be returned to us”.

She added that the price of refined oil can also be cut because it is bloated with a variety of taxes.

Napaporn pointed out that most of Thailand’s natural resources are in the hands of private local and foreign firms.

She added that her party’s policy will be to use the profit earned from selling fuel to offer more welfare benefits via platforms like the state welfare card.

Napaporn said the aim will be to shift Thailand from determining its oil price based on Singapore’s import prices. Also, she said, if her party is in the government, it will suspend mixing ethanol to fossil fuel when the price of ethanol is higher.

As for electricity, she said energy prices in Thailand have been set far too high, with no attention paid to the impact it has on people.

“If we can set up the government, we will check contracts and costs related to electricity,” she said, adding that the party will take legal action and cancel concessions if there is any sign of corruption.

The party also plans to merge the state’s four electricity agencies to boost efficiency.

The four agencies are the Electricity Generating Authority of Thailand (Egat), the Provincial Electricity Authority (PEA), the Metropolitan Electricity Authority (MEA) and Global Power Synergy (GPSC).

“If GPSC and Egat are merged, we will have the world’s top non-profit electricity producer,” she said.

Paetongtarn Shinawatra and her Pheu Thai Party topped yet another poll, remaining firmly in the lead as the next general election approaches, while the general who ousted her aunt Yingluck Shinawatra in a coup nine years ago continues to flounder in his efforts to win support.

The daughter of former prime minister Thaksin Shinawatra — who was also ousted in a coup — was selected by 31% of eligible voters in a poll conducted in Chonburi province by the National Institute of Development Administration (Nida) from February 7 to 14.

Pheu Thai was the top party, with 38.82% of the 1,100 residents of the eastern province selecting both its constituency- and party-list candidates, Nida said on Sunday.

The results paint a bleak picture for Prime Minister General Prayut Chan-o-cha.

A mere 18.82% of those surveyed said they’d vote for him to be the next PM, while his newly formed United Thai Nation Party struggled to surpass 16%.

Paetongtarn topped most national and regional polls last year. Polls show Prayut is more popular than her in the South.

The leader of another opposition party – Move Forward’s Pita Limjaroenrat – is the top choice in Bangkok, according to Nida polling.

He is the son of former Bang Na MP Pol Lt-Colonel Kulthon Prachuabmoh, who was part of Pheu Thai Party during the tenure of then-prime minister Thaksin Shinawatra. Kulthon is now the deputy leader of the Thai Sang Thai Party.

Patchari Nijsiripat, a former CEO of biomass fuel company NRE, will contest from the Khlong San-Thonburi constituency. NRE sold cooking oil cheaply during the Covid-19 pandemic to ease people’s burden. “We can do it if we have the intention,” he said.

Thai Sang Thai was set up on March 23, 2021, by Sudarat after she stepped down as leader of Pheu Thai Party.

Members of her former party reckon the new party has a good chance of winning up to 16 seats in the Northeast. Thai Sang Thai Party also has a strong standing in Bangkok’s Sai Mai and Don Mueang areas.

Thailand’s general election is tentatively scheduled for May 7 this year.

The Mass Rapid Transit Authority is ready to start building the first phase of its planned mass transit system in Phuket to support the island province’s bid for the 2028 Specialised Expo, it said on Sunday, adding that it expects to spend 35 billion baht on the first phase of the system.

The agency will hold a meeting in Phuket on Monday and Tuesday to publicise details of the 42-kilometre first phase – from Phuket International Airport to Chalong Intersection – and its extension to Tha Chatchai community.

The two-day meeting will allow members of the public and other stakeholders to express their views and ask questions, the agency added.

The first phase of the electric train system will have 21 stations: 19 at ground level, one elevated and one underground.

The trains will be equipped with backup batteries. They will pass through Thao Thep Krasattri, Thao Si Sunthon Monument and Phuket Municipality.

The maintenance centre will cover 38 rai of land near Lotus shopping centre in Thalang district, between Muang Thalang school and Thalang station.

A parking zone for 200 to 300 cars and motorcycles will be opened at Chalong station.

The agency broke down the 35 billion price tag for the first phase of construction as follows:

1. Land purchases: 1.49 billion baht

2. Civil works: 24.77 billion baht

3. Electric train system: 3.51 billion baht

4. Electric trains: 2.92 billion baht

5. Construction supervision consultant: 1.06 billion baht

6. Provisional expenses: 1.42 billion baht

Thailand launched its bid for Phuket to host the 2028 Specialised Expo in Paris in June last year, highlighting the island’s suitability to host the event under the theme “Future of Life: Living in Harmony, Sharing Prosperity”.

The Bureau of International Exposition will announce the country that will host the event in June. There are five candidates: the US, Argentina, Serbia, Spain, and Thailand.
