THE VIENTIANE Declaration on Partnership for Effective Development Cooperation (VD II or Vientiane Partnership Declaration), a result of joint efforts between the government and development partners to shift from effective aid to effective development cooperation, was signed late last week in the Laotian capital.

The declaration was signed by Swiss ambassador to Laos Ivo Sieber in the presence of Deputy Minister of Planning and Investment Kikeo Chanthaboury as well as senior officials from the Department of International Cooperation and Swiss Development Cooperation in Laos.

According to a statement from the ministry, the Vientiane Partnership Declaration is a vital tool to ensure greater development results in Laos and will help the nation to graduate from Least Developed Country status by 2020, including an effective implementation of the post 2015 development agenda-Sustainable Development Goals.

This Vientiane Declaration builds on the five principles of the 2006 Vientiane Declaration on Aid Effectiveness and adds three new principles to help ensure all funds and other forms of development assistance bring about increased impact. It calls for new, broader and smarter partnerships for results. The three new principles include domestic resource mobilisation; South-South cooperation, triangular cooperation and knowledge transfer; and the private sector as a development partner.

The Vientiane Declaration on Partnership for Effective Development Cooperation does not constitute a legally binding instrument, yet represents a shared aspiration and recognition between the government and the diverse partners on how development work is managed in the country for the next 10 years for better and more sustainable development results.

The government said they are grateful to both the national stakeholders and development partners through the Vientiane Declaration Secretariat who have contributed to the substance of the Declaration. As such, a high quality Declaration was finalised and formally launched during the 12th High Level Round Table Meeting with a number of signatories.

A formal and symbolic signing of the Vientiane Declaration on Partnership for Effective Development Cooperation by Deputy Minister of Foreign Affairs Mr Sleumxay Kommasith and the United Nations Resident Coordinator/United Nations Development Programme Resident Representative Kaarina Immonen (on behalf of development partners and other stakeholders) at the 12th High Level Round Table Meeting organised in Vientiane on November 27 last year.

THAILAND’S tourism industry is going to be re-branded to transition from being a “cheap” destination to emphasise quality and premium travel.

A tourism destination and product storytelling strategy will be created for all provinces to promote their tourism values.

Chadatip Chutrakul, chief executive officer of Siam Piwat Co, operator of the Siam Centre, Siam Discovery and Siam Paragon shopping complexes, has joined dozens of top CEOs who were enlisted to help the government revive the sluggish economy amid global and domestic challenges.

Given mutual and national benefits, these CEOs, who command Thailand’s largest conglomerates, are working with the economic team headed by Somkid Jatusripitak, deputy prime minister for economic affairs.

The team recently set up 12 working groups comprising CEOs and top government officials to revitalise the economy with a strategy ranging from boosting innovation and productivity to attracting private investment and developing new infrastructure.

Chadatip is a member of the group led by Chanin Donavanik, vice chairman and executive chairman of Dusit Thani Plc, and Kalin Sarasin, chairman of the Tourism Authority of Thailand, that was tasked with promoting the meetings, incentives, conventions and exhibitions (Mice) and tourism industries. “The government has encouraged strong participation from the private sector to create ‘quick-win’ solutions to stimulate tourism and the economy. The solutions will be effective within six to 12 months.

“As the private sector, we have contributed to the government valuable information and views so that it can understand foreign tourists better,” she said.

“One of the quick-win solutions our group is working on is creating a storytelling strategy for tourism destinations and products being promoted in each province all over Thailand and putting them on the e-commerce page to be later developed by the Tourism Ministry.

“The move will allow tourists to access in-depth information on the brand champions of food, accommodations, cultural events and festivals of each province so they can choose their desired destinations,” she said.

“The key issue is how to promote each city as a premium destination in terms of the values behind its culture and events, the local wisdom and superb craftsmanship of its local products and the beauty of its natural resources.

“Quality and safety standards will be seriously raised at all destinations, which include hotels and restaurants,” she said.

Chadatip will take part in the arrangement of storytelling about Thailand as a premium destination.

“In conclusion we wish to see Thailand becoming a premium destination that is affordable yet delivers unparalleled value and experience to tourists from around the world.”

In line with the government’s policy to promote tourism, Siam Piwat will launch a major campaign this year inviting all citizens to contribute stories reflecting pride prevailing across the nation, presenting Thailand as a unique and extraordinary nation unlike any other in the world.

After weathering political unrest and economic hardships in 2014, the company saw 2015 as the year of resetting the economy.

“We experienced many fluctuating events in 2014, including political unrest. And 2015 is the year that most incidents went back to normal,” she said.

The 10-per-cent growth in sales posted by the company’s flagship property Siam Paragon last year was driven by the growth in inbound tourists by 15-18 per cent. They spent an average of Bt5,000-Bt6,000 per visit at the shopping complex.

The top sources of arrivals were China followed by Hong Kong, India and Indonesia. Other important sources of tourists were South Korea, Taiwan and Singapore.

Sales stalled after the blast at the Ratchaprasong Intersection in August, but fully rebounded in five to six weeks.

“After the year of reset in 2015, we expect the Thai economy to be better this year as many economic-stimulus measures issued by the government will be fully executed.

“The only challenge is the slowdown of the world economy,” she said.

The implementation of the Asean Economic Community (AEC) is also expected to benefit entrepreneurs in the region who will be able to share know-how, human resources, marketing campaigns and activities.

Siam Piwat began preparing for the AEC two years ago by joining with many department stores and shopping malls in Asean and Japan in the exchange of privilege programmes.

They are Parco in Japan, Lotte in South Korea, Times Square in Hong Kong, Taipei 101 in Taiwan and Starwood Hotels and Resorts Group.

“We plan to exchange on-the-job training for our staff with other retailers and shopping mall operators along with the alliance network,” she said.

The company has also started recruiting more front-office staff fluent in Asean languages. Of its 1,500-strong workforce, about 50 employees are from other countries in Asia, such as China, Taiwan, Japan and Indonesia.

Late cop told him of huge pressure from boss after his petition challenged NCPO orders

FORMER Democrat MP Watchara Phetthong yesterday suspected foul play behind a police lieutenant colonel who was found dead a few days after he submitted a petition challenging two orders from the National Council for Peace and Order (NCPO).

The orders cancelled the posts of inquiry officials, a move many believe will pave the way for police reform.

Lt-Colonel Jan Chaisawas, who was a senior inquiry official at the Bangkok-based Thien Talay Police Station and secretary-general of the National Federation of Inquiry Officials, submitted the petition at the government’s complaint-receiving centre on Monday.

It was addressed to Prime Minister and the NCPO chief General Prayut Chan-o-cha.

“I heard from him that after he submitted the petition his boss heaped huge pressure on him but I don’t know exactly which boss,” Watchara said.

Jan was found dead at his house yesterday morning with a strap around his neck.

Watchara believes Jan was murdered. The former MP, who accompanied Jan during the petition |submission, said he felt as if he was being trailed by someone the past few days.

“Jan didn’t commit suicide,” Watchara said.

He said Jan was about to be promoted to colonel and there was no reason for him to take his own life.

Jan’s wife Arom, a teacher, also could think of nothing that would cause her husband to kill himself.

Thien Talay Police Station superintendent Colonel Yos Wititpaphatham-rong said he had been arranging a party to congratulate Jan on his pending promotion.

Watchara urged Prayut to take responsibility for what had happened and take remedial action.

He also called on the Department of Special Investigation to be assigned to handle the investigation into Jan’s death, and for respected pathologist Khunying Dr Porntip Rojanasunan, deputy permanent secretary for the Justice Ministry, to help with the autopsy.

Metropolitan Police acting chief Lt-General Sanit Mahathavorn said national police commissioner Chakthip Chaijinda had assigned him to handle the case.

Police are checking recordings from security cameras near Jan’s house and his cellphone records.

Deputy Prime Minister and Defence Minister General Prawit Wongsuwan said he did not think Jan’s death was related to any government measures. “Let police investigate the case,” he said.

THE number of teenage mothers is a serious problem in Thailand, with a report that nearly one in five girls aged 15-19 become pregnant.

Most teenage mums – 80 per cent – say pregnancy was unintended, and nearly a third resort to abortion, with 10 per cent delivering then abandoning their babies at hospitals, the Department of Health says.

The woes of teenage mums do not end there, as they are at risk of depression or even suicide, as their marriages often end in divorce.

Dr Jiraporn Arunakul, an adolescent medicine specialist at Mahidol University’s Faculty of Medicine Ramathibodi Hospital, told a recent press conference that problems stem from the fact that most teenagers lack the mental and social maturity to support a premature pregnancy.

Jiraporn said teen pregnancy also caused emotionally instability – stress, depression, poor school performance or suicide, if the family and society continued to pressure them. She cited a hospital’s study that 42 per cent of polled teenage mums had pre-natal depression while 20 per cent had post-natal depression. This affected young mums’ and infants’ health; 18 per cent of babies were prematurely born and had substandard weight, while some died right after birth.

Young parents’ lack of parenting skills also reportedly led to lower growth and slower development rates in infants than their peers, she said. Many teenage couples ended up divorcing, so this led to a rise in single mums under 15. Many of them had no educational opportunities, she added.

Obstetrics and gynaecology lecturer Dr Sanya Patrachai said that from 2011-2015, Ramathibodi’s teenage mum clinic found nearly 88 per cent of teenage mothers registered for prenatal services carried babies to term while 88 per cent had babies that weighed over 2.5 kg at birth. The figures were worse for young mums who didn’t attend the clinic – only 76 per cent carried babies for nine months and only 82 per cent had babies weighing over 2.5kg.

Education and life skills needed

Paediatric lecturer Suwanna Reangkanjanaseart has said that teenagers need to be taught life skills with self-esteem promotion, as well as sex education to prevent teenage sex. They need to channel their sex drive into sport or study, art, music or meditation.

She also suggested the promotion of ‘safe sex’ to stop sexually transmitted diseases and pregnancy and promoting a family’s role in taking care of teenage mums and proper and positive child raising.

Suwanna said the new draft law aiming to cut teen pregnancies and provide assistance to young mothers would be a tool to lessen the problem, as there would be clear action plans, budgets and inter-agency integration in place.

Dr Wiwat Rojanapithayakorn said the number of teens getting venereal diseases had doubled from the previous four to five years. That suggested many have unsafe sex.

Wiwat wondered if the decline in the national birth rate stemmed from “easy” access to abortion. He hoped the new draft law, when implemented, would provide mechanisms to solve the problem and halve teen pregnancies over the next decade.

“BEING a teenage mum does not make one bad,” says Jib, a 17-year-old who got pregnant unintentionally.

Jib (an assumed name), recalled that she had known her boyfriend since Grade 9, but on learning that he wasn’t as good as she thought, she began pulling away. However, when her mum noticed a change in her toilet habits, she took her daughter to a doctor, who confirmed she was four-months pregnant.

“Even though I got pregnant at the age of 16, I never thought of aborting the baby. Killing a little life to make my life better is bad,” she said, adding that she took good care of herself and browsed the Net for information on taking care of the baby.

“Some people think teenage girls who get pregnant and have to drop out of school are bad people. Actually, anyone can make a mistake and my pregnancy was not expected. I have learned my lesson and know I have to stay strong to overcome this problem.

“I want to ask people in society to not to defame those who make mistakes. People should not say things that can hurt a young mother’s feelings,” Jib said.

This young mum is lucky that she has understanding parents, who helped her overcome her problems. Her father said he did not get angry when he learnt of the pregnancy. He said he couldn’t leave her to face the challenge alone.

“I accepted what happened, helped her find a solution and gave her encouragement. We have to help her and consider her future. We also have to control our emotions because the child will already face immense stress from society,” he said.

“When such things happen, we can’t let our child feel abandoned. We understand that she was already embarrassed and we tried to get her to go out, so society could see that we were standing by her,” he said.

“We don’t want people to only see faults in others, but to be understanding and ready to help others.”

Jib said she has learnt many things, and the most important thing is that “nobody loves as unconditionally as our parents”.

Many people offer sweet words, like some boys, but they often want something in return, she explained.

Ning, another 17-year-old, said she began having sex with her boyfriend after dating for two to three months and learned she was two months pregnant at the age of 16. Ning, (also an assumed name), said she didn’t dare tell her mother until her mum noticed the bump a month later.

“My mum didn’t get too angry and did not rebuke me, but took me to a hospital for prenatal care.

“She also had me and my 21-year-old boyfriend get married,” she recalled.

“Before my mother found out, I was so stressed. However, her calm reaction made me feel so much better,” she said, adding that she stopped going to a vocational school for now so she can take care of the baby. But she plans to resume her classes soon.

“If you want to have sex, you need to protect yourself because if you get pregnant, or get a disease, it will destroy you. If the school is not understanding and expels you, then your future will be destroyed,” she advised other teens.

Difficulties of teen mums

1. Lack of preparedness and maturity to assume a parent’s role;

2. Depression from breaking up with a boyfriend and the burden of single motherhood;

3. Being expelled from school and lacking the opportunity to continue studying due to the lack of support to raise the baby;

4. Being forced to seek work due to insufficient income;

5. Being embarrassed and afraid of people gossiping about them;

6. Discouraged to continue studies at school as teen mums are considered a bad example for other students;

7. Young mothers tend to get pregnant for a second time within two years due to lack of birth-control and family planning knowledge.

POLICE have found DNA traces of a Spaniard murdered and dismembered in Bangkok in the prime suspect’s condominium.

DNA traces of two men and four women were found inside the condo of Artur Segarra Princep, also from Spain.

“Our investigation is more than 80 per cent complete and we believe evidence already gathered is convincing enough to prove him guilty in court,” Pol General Panya Mamen said yesterday, in his capacity as the chief investigator.

Panya said available evidence clearly suggested that Segarra must have detained, tortured and killed David Bernat at a condominium in the Rama 9 area in Bangkok and then dismembered his body there.

“Money is the motive,” Panya said.

Segarra emerged as the prime suspect earlier this month, after pictures from security cameras showed Segarra had withdrawn money from Bernat’s account via various ATMs.

Girlfriend’s information ‘useful’

Body parts of Bernat were found floating in the Chao Phraya River at various locations since last month. Police investigations confirmed that those body parts belonged to Bernat – a Spaniard who was reported missing.

Central Scientific Crime Detection Division chief Pol Maj-General Tawatchai Mekprasertsuk said police also checked the Bernat’s condo on Sukhumvit Soi 8 and Segarra’s townhouse on Ramkhamhaeng Soi 174.

“We can’t disclose details. But we can say that we found the victim’s DNA in the townhouse,” Tawatchai said.

Deputy National Police chief Pol Maj-General Suwaj Jangyodsuk said police were unable to disclose key information on the case at this stage because doing so might affect the ongoing investigation.

Panya said Segarra’s girlfriend, Pridsana Saen-ubon, had been a key witness.

“She has provided very useful |information,” he said.

She said that Segarra quickly left a bar in her hometown of Surin after he was recognised by locals who saw his photo on a news bulletin.

Police quickly located Segarra’s motorcycle near the Thai-Cambodian border.

The following day, Cambodian authorities apprehended Segarra in Sihanoukville, then handed him over to Thai officials.

Panya said at this point, police still did not know exactly where Segarra dumped his victim’s body parts and dismemberment tools.

THERE were reports of bomb blasts, school arson and people being shot in several areas of the deep South on Thursday night and yesterday morning.

The sudden upsurge in violence drew speculation the attacks were retaliation for the security forces’ successful raid on a well-hidden insurgent base used by bomb-makers in Pattani on Wednesday.

In Yala, a soldier was killed and another wounded when a roadside bomb exploded in Krong Pinang district yesterday morning.

The blast occurred around 7am near a fruit plantation in tambon Sa-ae, Pol Lt-Col Jaturong |Dorn-onpao, an investigation officer at Krong Pinang police station, said.

The bomb was detonated as a seven-man patrol providing protection for teachers arrived at the spot. Two soldiers were hit by shrapnel – Pvt Sayompu Kaewklum, 22, and Pvt Prasert Immuang, 22. Pvt Sayompu was later pronounced dead at Krong Pinang hospital.

The explosion left a crater about 1.5 metres deep and one metre wide in the ground. Debris, including batteries, was scattered over the area, while a 100-metre-long electric wire was found in nearby trees.

Police blamed insurgent sympathisers active in the area.

Explosive ordnance disposal officers inspecting the scene said the bomb weighed around 5kg and was detonated by batteries connected to the wire.

Two rangers were also injured when insurgents detonated a home-made bomb to ambush a patrol of rangers in Pattani town on Thursday night. The bomb was hidden in a roadside vending stall on Patani-Narathiwat road.

Insurgents detonated the bomb when a unit of eight rangers walked past on a routine patrol at 9pm, police said.

The two rangers slightly injured by shrapnel were identified as Ekkachai Phekhonnu and Khachornsak Ritdam.

At about 4am yesterday, fire broke out at the Ban Khai School in Pattani’s Nong Chik district. No one was injured in the incident but the blaze caused damage to school buildings, including the library. Security officials suspected that the fire may have been arson.

The blat occurred at 6:50 am when Sayumphu and nine other troops were patrolling the are and were walking through a rubber plantation.

The Pattani attack happened Thursday night, seeing two rangers injured when insurgents detonated a homemade bomb to ambush a patrol unit of rangers in Mueang Pattani district.

The bomb was hidden in a roadside vending stall on Patani-Narathiwat road.

Insurgents detonated the bomb when a unit of eight rangers walked past in their patrol routine at 9 pm, police said.

The two injured rangers were identified as Ekkachai Phekhonnu and Khachornsak Ritdam.

They were slightly injured by bomb shrapnel.

Another blast occurred in Narathiwat at 6:50 am when insurgents detonated a homemade bomb to try to ambush a patrol unit of 12 troops.

But no one was injured in the blast that happened on the outbound Phetkasem Road in Luboh Sawor village in Bacho district. The bomb was hidden at a power pole, which was toppled because of the blast.

HOLLYWOOD STARS Angelina Jolie and Brad Pitt recently got matching tattoos from a Thai tattoo guru.

News about Jolie and Pitt’s tattoos – and the extremely personal spiritual meaning behind them – was revealed on Woman’s Day website.

Last month, while the 40-year-old Oscar winner was directing the film “First They Killed My Father” in Cambodia, the couple had a secret session with Ajarn Noo Kanpai, who had previously inked her left shoulder blade in 2003 and etched a tiger on her lower back in 2004, the site reported.

This time, the fresh etching in the middle and right of her back is comprised of grids with pyramids at the top.

“They [the tattoos] give the wearer protection and health,” a source told Woman’s Day. “Angelina is a very spiritual person and has long believed her tattoos are more than just designs on her body – that they actually hold some meaning, power and influence over her.”

Pitt, 52, has a Buddhist symbol |tattooed on the left side of his midriff beneath the lyrics of the Bob Dylan song “When the Deal Goes Down”.

A COMBINED military-police force yesterday continued hunting for five bomb suspects on Koh Tanyong Pao in Pattani’s Nong Chik district, following Wednesday’s raid on a well-hidden insurgency base on this mangrove forest island.

The five men – identified as Isyasa Ha-yae, Maolana Samoh, Fadlan Sohman, Charoen Umasa, and Annungwa Kasor – escaped during the raid, which led to the seizure of a large quantity of bomb-making materials and weapons and the arrest of suspected Runda Kumpulan Kecil operative Sabari Jeh-ali, 30.

Gunfire was exchanged on Wednesdasy but no one was hurt.

The five fugitives, all reportedly armed, are regarded as national security threats, as they allegedly carried out attacks in Pattani, Yala and Songkhla provinces and are also allegedly linked to bombings in Phuket, Koh Samui in Surat Thani and Songkhla’s Hat Yai district.

Almost 300 security personnel were involved in the raid including an Army explosive ordnance disposal team.

Naval and Airforce personnel also helped in the hunt for the fugitives in boats and a helicopter. Four schools on the island were closed to allow the search for the fugitives.

Three cottages hidden in |the mangroves

Colonel Yutthanam Phetmaung, Internal Security Operations Command Region 4 Front Command deputy spokesman, told a press conference in Pattani’s Yarang district that Sabari operated under a group led by Seri Waemamu, who was wanted for the Hat Yai bombing.

Sabari allegedly confessed that he joined the separatist movement upon Maolana’s invitation and that his job was to make bombs with Isyasa, Yutthanam said.

The insurgent’s base on the island – believed to be at least two years old – was made up of three cottages hidden among mangrove trees, he said.

The first cottage was used for assembling bombs, he said, adding that it contained explosive-making materials including kerosene to mix with urea fertiliser, two large gas cylinders, gun powder mixed with ball bearings and a boat load of gun powder.

It also contained a boat load of bomb shrapnel made of chopped metal bars, solar cell panels and guns and ammunitions.

The spokesman said another cottage was used for sleeping and cooking, with a shotgun with 20 bullets and a large amount of petrol found inside.

The third cottage was used as a sleeping quarters, a meeting room and a prayer room.

Inside, there were three boats, two 15-kilogram gas cylinders with bombs attached, copies of the Koran, clothes, hammocks plus survival gear.

Yutthanam thanked the members of the public who provided the authorities with the leads that led to the operation and urged people to tip-off the authorities about suspected illegal activities via the 1341 hotline.
