Many villages in Mae Hong Son’s Mae Sariang district yesterday joined forces with state agencies to build firebreaks to cut the number of hot spots during the dry season by half.

At Ban Huai Luang of Tambon Ban Kart, local administrative officials trained villagers on how to prevent forest fires and led them to open up firebreaks around the communal areas and key sites.

Combustible materials were also destroyed by fire as a pre-emptive move.

The tambon has 11 villages at risk of brushfires.

The two measures are being carried out this whole month ahead of the two-month outdoor burning ban.

Mae Hong Son last year was the worst hit province in the country with 2,298 hotspots.

It suffered through 23 unsafe dust days, causing 24,580 people to seek medical care and 58 flights to be cancelled.

Mae Sariang alone reported 542 hotspots.

POLICE YESTERDAY asked the court for permission to further detain Spaniard Arthur Segarra who allegedly killed and dismembered a businessman of the same nationality before dumping his body parts in the Chao Phraya River last month.

The suspect, Segarra, 37, is accused of killing David Bernat, a businessman who is from the same region of Catalonia in Spain.

He was arrested in Cambodia late last week and was returned to Thailand on Monday.

The police also have asked the court to reject his bail request, although he hasn’t met with either relatives or Spanish Embassy officials for that purpose yet.

Segarra, who has been detained in Bangkok Remand Prison since yesterday, denied the allegations and did not say anything during the interrogation, according to acting chief of Metropolitan Police Pol Lt-General Sanit Mahat-avorn.

“But that’s not a problem, police have ways to prove his wrongdoing,” he said, declining to detail such methods. Police believe Segarra committed the crime alone but they are trying to find out whether he had any accomplices.

Asked about his Thai girlfriend Pridsana Saenubon, Sanit said police were collecting information and evidence to prove her involvement. “Now she is under police protection [as a witness],” he said.

Sanit said police found a textbook on dismemberment in Segarra’s bedroom but suspected he might have bought it from a neighbouring country.

“But we don’t know anything about that as the suspect hasn’t said anything yet,” he said.

ALLEGED PASSPORT forger “The Doctor” remained a shadowy figure so as to remain clear of the authorities’ reach, police said yesterday.

In order to avoid detection, he carried seven fake passports – including three Brazilian, one Peruvian, one Portuguese and one New Zealand – and changed phone numbers on a regular basis, using helpers to contact customers, police revealed.

Before his arrest in Chachoengsao province on Monday, Iranian Hamid Reza Jafary, 48, lived a peaceful life in Thailand for more than two decades. Police say he specialised in supplying “mirror-grade or AAA-grade” passports and catered to human smuggling gangs and a worldwide clientele.

The man reportedly had many houses here. Thai authorities are hunting for more accomplices and are searching the suspect’s rented home in the National Housing Authority’s Nong Chok estate in Bangkok where he welcomed foreign guests.

Police allege the Chachoengsao house with a computer shop on the ground floor was used for making fake passports. Jafary was arrested there along with what police claim is incriminating evidence, including 173 fake passports and equipment.

Immigration Police chief Pol Lt-General Natthorn Phrosunthorn yesterday confirmed his office would continue to suppress national security crime and scan suspicious passports at all Thai airports. He called the capture of “The Doctor”, a wanted person for forgery in many countries, and five Pakistani accomplices, the police’s most important forgery bust.

“We cannot confirm whether this passport forgery case is linked to the smuggling of jihadist group Islamic State members into a third country. But we can say such crime is linked to a national security issue. Immigration Police will strictly check on passports and submit suspicious ones to a more-detailed digital imaging system called VSC 6000 , which is installed at all airports,” he added.

Natthorn said Jafary allegedly forged passports – be it a whole book or partial one – by copying a smuggled person’s photograph onto a stolen passport – in exchange for Bt50,000 to Bt80,000 payment per book. As he allegedly supplied forged documents to gangs that smuggle people – mostly South Asians or Middle Eastern people – into a third country in Europe, Thai police are now seeking more of Jafary’s accomplices, including Pakistani agents who helped find customers for him.

A source at the Immigration Police team on this case said that most criminals forging passports were foreigners who used Thailand as their base thanks to the country’s position as a major transport hub. “People view Thailand as a fake passport hub but actually the forgers that we caught were foreigners,” he said. He recalled that in 2007, Bangkok’s Nana area and the Chana Songkhram police jurisdiction were known for forged passports; each year hundreds of forgers were arrested. However, the number was shrinking these days thanks to difficulties in forging modern passports and the expert detailed inspection by inspectors.

Meanwhile, Prime Minister General Prayut Chan-o-cha, presiding over yesterday’s meeting on the Internal Security Operations Command’s annual achievements at the Government House, urged agencies to crack down on passport forgery crimes. He commented that Iranian forger suspect Jafary’s case stemmed from negligence and this government would rid the country of such crimes.

Most Bangkok marriage offices open on St. Valentines Day

Couples can register their marriage on St Valentine’s Day in most parts of Bangkok, as 38 of the capital’s district offices will open their doors for this special purpose this coming Sunday.

Marriage registration services will be available between 8am and 4pm on February 14 even though government agencies usually close on weekends.

Napaporn Sawasdimongkhon, who heads the Bangkok Metropolitan Administration’s Department of Administration and Registration, said yesterday that five district offices, Bang Rak, Vadhana, Bang Kapi, Saphan Sung and Bang Khen district offices, would offer services outside their usual offices.

For example, Bang Rak District Office will provide services at the Grand Postal Building while Vadhana District Office will provides services at the Terminal 21 shopping mall.

The 33 district offices that will provide services at their usual venues this coming Sunday are: Klong Sam Wa, Khan Na Yow, Chatuchak, Chom Thong, Don Muang, Dusit, Taling Chan, Thawee Watthana, Bangkok Noi, Bangkok Yai, Bang Khunthien, Bang Kho Laem, Bang Sue, Bang Na, Bang Bon, Bang Phlat, Bueng Kum, Pathumwan, Prawet, Pom Prab, Phya Thai, Phra Nakhon, Phra Khanong, Min Buri, Yannawa, Ratchathewi, Rat Burana, Sai Mai, Suan Luang, Phasi Charoen, Nong Chok, Lak Si and Huai Khwang district offices.

Stricter rules including a requirement for diving business operators, obtaining proper permits, to carry out activities only in designated diving areas and a revocation for two-time offenders were set up yesterday to prevent accidents in the sea. This was after several recent cases of tourist deaths and injuries in ocean mishaps.

Other rules including: a requirement for diving operators to ask for permission to do activities in national marine park territories; a requirement for diving operators to be equipped with first-aid and life-saving equipment; if an operator’s action was deemed damaging to tourism, their licence would be revoked and they would also be fined. There is also a requirement for operators to ask about tourists’ chronic illnesses beforehand.

The rules were tabled at an urgent meeting yesterday between Krabi Governor Pinit Boonlert and tourism-related agencies including three national marine parks and marine police. Krabi has reported 10 million visitors per year including those coming from neighbouring provinces of Phuket and Phang Nga.

The committee on national fisheries policy has allowed local fishermen to fish beyond terrestrial waters, while a fishing quota will be implemented.

Yesterday Wimon Jantaralothai, Fisheries Department director, revealed the result of the fisheries policy committee’s first meeting, headed by Prime Minister Prayut Chan-o-cha, where it was decided to cancel Article 32 of the Fisheries Department Announcement, which required the local fishermen to register traditional fishing equipment.

Wimon said the cancellation made it so the local fisheries were not under the jurisdiction of Article 34 of Fisheries Emergency Decree, which had previously barred them from fishing beyond three nautical miles, so the fishing restrictions were unlocked for local fishermen.

“As many local fishermen demanded the government revoke Article 34, the committee saw that the cancellation may affect the entire emergency decree and ordered the revocation of Article 32 of Fisheries Department Announcement instead. Meanwhile we will set up a subcommittee to review the Article 34 amendment,” he said.

However, to control the local fishers from degrading the natural resource, he said the fisheries department will announce a new article from the department forbidding certain kinds of equipment and some sizes of traditional fishing vessels.

“The committee also agreed on the principle of a fishing quota, which it will grant to legally-registered fishing vessels first, as this will be another option to promote sustainable fishing,” he said.

He also disclosed that the committee came to the conclusion to draft a policy for four types of fisheries, which are: domestic fishing, international fishing, aquaculture and fisheries industry adding that a subcommittee will be set up to complete this task within six months.

DEBT DEFAULT

THE STUDENT Loans Fund (SLF) is ramping up efforts to pursue more than 60,000 civil servants who still owe money to the fund.

These civil servants will have to declare their intention to make monthly repayments from their salary accounts by next Monday, or the SLF will raise their cases directly with their current employers.

“Many agencies have already signed an agreement to collect payments on our behalf,” SLF manager Thitima Vichairatana said yesterday.

Among the employers are the Comptroller General’s Department, the University of Phayao and Naresuan University.

Thitima added that the SLF was also preparing to sign similar agreements with about 100 other employers in a bid to collect unpaid debts.

About 4.5 million people have so far sought student loans. Of them, about 2 million have either defaulted or fallen behind their repayment schedules. Together, their combined debts to the SLF are about Bt56 billion.

More than 60,000 civil servants are among these debtors.

SLF chairman Somchai Sujja-pongs, who is also the permanent secretary for Finance, said yesterday that he had received reports that about 1,000 defaulters worked at the Finance Ministry.

“I want to ensure that none of the ministry’s officials will be defaulters,” he said.

He said civil servants who had agreed to have their salaries deducted to facilitate repayments to the SLF by February 15 would start monthly repayments before the end of September.

Somchai also disclosed that the Finance Ministry was in the process of passing a new law that would require employers to deduct |the salaries of employees for repayment.

“The monthly repayments can be made via the Revenue Department,” he said.

Thitima said separately she expected this new law to allow the SLF to also disclose debtors’ information.

“The draft of this law will be presented to the Cabinet soon and we expect to it take effect by 2019,” she said. Pending the new legislation, the SLF has already taken several measures to collect debt. It has made it more convenient for debtors to repay their debts, for example, by increasing the number of repayment channels. Since 2014, SLF debtors can make repayments via post offices and since last year they can also repay via Counter Service outlets.

Tougher measures have also been taken. For example, the SLF has already sent out notification letters, dunning letters and hired a debt-collecting company.

The company was responsible for securing Bt800 million in repayments in 2014 and Bt1.7 billion in 2015.

“In addition, we will seek cooperation from all government a|gencies and state enterprises in helping us collect the debts,” Somchai said.

He said the SLF would also ask for cooperation from the private sector.

SLF debt collection has improved in recent years, Somchai said. In 2013, the fund was able to collect Bt11 billion. The following year, it collected Bt13 billion and last year, it recouped as much as Bt17 billion.

“This year, the SLF aims to collect Bt19 billion,” he said.

At the same time, the SLF plans to provide loans to 670,000 students this year. Of that number, about 200,000 will be new loan recipients.

Tackling bad debts

Student Loans Fund is trying to recover money owed to it:

No of defaulters: 2 million

Total amount of defaulters’ debts: Bt56 billion

Of the total defaulters, about 100,000 are in the process of negotiating their debts of Bt7 illion.

About 700,000 others are being prosecuted for failing to repay Bt35 billion.

THE UNITED States yesterday emphasised that its partnership with Thailand would grow stronger when elected governance returned to the Kingdom, as reaffirmed by the Thai prime minister.

US Ambassador to Thailand Glyn Davies said that “with a strengthened, sustainable democratic system, Thailand’s regional leadership role, and our alliance, can reach its full potential”.

The ambassador was speaking at the opening ceremony of Cobra Gold 2016, the largest multilateral military exercise in Asia-Pacific, which kicked off at Sattahip Naval Base in Chon Buri province yesterday.

The drill, which runs until February 19, is being attended by 27 countries.

Cobra Gold has been held annually in Thailand for decades, but the US scaled it down following the coup in May 2014.

General Prayut Chan-o-cha, now prime minister, was the leader of the coup.

“As in 2015 when the exercise was significantly refocused and scaled down in light of the military coup, in 2016 it will remain somewhat reduced in size … to reflect US concerns about Thailand’s political developments,” Davies told reporters.

“Diplomatic ties are not on hold with Thailand. Certainly the military ties are not on hold with Thailand,” he stressed.

Davies described Cobra Gold as a symbol of the commitment of over two dozen nations to work together to preserve peace and stability in one of the world’s most important and dynamic regions.

This year’s exercise is the first to be attended by the ambassador, who took up his post in Bangkok in October last year.

He said he was proud to be attending the exercise to state and to demonstrate America’s unshakeable, longstanding commitment to the region.

“That commitment is strong and enduring, including here in Thailand, where it transcends any temporary challenges that arise in our partnership,” he added.

Meanwhile, the Washington Times recently ran an article in which US President Barack Obama was sharply criticised over his invitation to Prayut to attend the US-Asean Summit in California.

The article said human-rights activists and Thai opposition party leaders had criticised Obama’s decision to include Prayut, head of the junta that seized power two years ago, in the summit between US and Southeast Asian leaders.

They warned that he would display the invitation as Washington’s endorsement of the military regime.

The US has been loath to cut ties with Bangkok despite the coup, seeing Thailand as a key non-Nato ally in a region where China has made major economic and diplomatic inroads in recent years.

The 10 Asean leaders will gather at Obama’s invitation on February 15-16 at Sunnylands in Rancho Mirage, California.

“The regime is starved of international recognition, and this invitation might be perceived by both the government’s supporters and opponents as one more step toward greater international acceptance,” said David Streckfuss, a respected commentator and historian of Thai politics.

John Sifton, Asia policy director of Washington-based Human Rights Watch, said his group had been rebuffed when it pressed the Obama administration to rescind the invitations for Prayut and long-time Cambodian Prime Minister Hun Sen, who the group said had held on to power for 30 years by repressing political dissent.

The White House “responded by citing the principle of Asean unity, arguing that if they disinvited any of the leaders, the rest would not come”, Sifton said in an e-mail interview this week, according to the Washington Times article.

FOLLOWING THE murder of a Spanish businessman whose dismembered remains were found in the Chao Phraya River earlier this month, Thai psychologist Wanlop Piyamanotham has tried to explain the motive behind such a gruesome killing.

He said the perpetrator might have held a grudge against the victim and dismembered the body both to express rage and to conceal the crime. Studies have found that murderers who dismember their victims are characterised by a form of subconscious cruelty and can broadly be categorised into three different groups.

First are those familiar with dismemberment from their previous life experience – such as medical professionals or butchers. The latter group, who are familiar with butchering animals, might be desensitised to the act of dismemberment even if the corpse is that of a human.

Second, people who have suffered a trauma of some sort, perhaps from being assaulted, often suppress pain and rage. Former victims might later in life commit crimes to release these hidden feelings, Wanlop said, giving the example of a Songkhla case in which a boy saw his parents murdered by strangulation. He survived and in adulthood committed similar crimes, strangling and dismembering his victims. Third are persons who suffer acute psychotic episodes associated with rage. The case of the Spanish businessman killed and dismembered might have involved money, fraud or a past incident that enraged the killer so much that he resorted to murder and dismemberment. The dismemberment was possibly an act of rage and an effort to conceal the crime.

Natee Jitsawang, a criminologist and former director-general of the Corrections Department, said murderers who dismember the bodies of their victims often display other deviant behaviour and a tendency towards excessive cruelty. He said such individuals might appear normal in ordinary circumstances, although they might be introverted. Natee agreed that murders involving dismemberment were often linked to a killer’s professional experience or childhood trauma.

RAWAI BEACH villagers have warned they will relocate to Government House if they do not get secure housing and the right to practise their beliefs.

Around 30 local aboriginal Malay Urak Lawoi and Moken people, colloquially known as “sea gypsies”, from Phuket went to Government House yesterday to submit a petition to Deputy Prime Minister Prawit Wongsuwon. The petition seeks help in solving a land dispute between their community and private land owners.

Group leader Sanit Saezua said there were few options for the Rawai residents, who have been assaulted and threatened several times during the protracted land conflict.

“We are all uncomfortable about the situation. Previously, there were only talks but nothing has been done to help us. We will stay here [in Bangkok] until there is a solution for us to have a secure habitat and rights to practise our beliefs freely,” Sanit said.

“If we don’t have a secure home, we may have to live here at Government House because [at Rawai Beach] even small children and the elderly were beaten,” he said.

Preeda Khongpan, a lawyer for the group, said they had also sent a petition to the Culture Ministry pushing for the creation of a cultural protection zone around their community, a proposal that has been stalled since 2010.

The residents petitioned the government to tackle the problem in three ways. First, Preeda said the petition requested the deputy PM to empower the land-dispute committee working on the issue to have full authority under his supervision.

Second, the group demanded the Lands Department revoke the private owner’s land deed for the disputed 19-rai (3-hectare) plot within one month. The petition claims the Department of Special Investigation has already proven the land was wrongfully registered.

Last, they asked the government to authorise the committee to investigate another deed held by the Baron World Trade Company for another disputed 33-rai plot of land.

General Surin Pikulthong, head of the land-dispute committee, said efforts to tackle the land disputes had not progressed well because relevant agencies had taken little action.

“The Lands Department was negligent in revoking the land deed. There may have to be a lawsuit in order to make them take action,” Surin said.

“The police investigation to find the thugs who harmed local people is still slow,” he added. “Even though they know the local politician allegedly behind the operation.”

Pol Lieutenant Thammasak Wijaraya, the deputy PM’s representative, said the group of residents should be reassured because he would take the problem to Prawit and he asked them not to travel to Bangkok again.

“The government is trying to solve the problem, while I will pursue the police and local authorities to look after the issue. Soldiers will take care of the security,” Thammasak said.

Another 300 sea people also gathered at the Phuket City Hall to wait for a response from the government.
