Thailand’s economy could grow more than 0.77 per cent a year if it joins the Trans-Pacific Partnership, a Commerce Ministry-commissioned study has found.

However, the study also found there would be challenges to confront by joining TPP including tougher competition and stringent protection of intellectual property rights.

The study is the result of the ministry hiring the Panyapiwat Institute and the International Institute for Trade and Development to probe the benefits and negatives of Thailand joining the TPP.

Sirinart Jaimun, director-general to the Trade Negotiations Department, said Thailand would get large benefits from the TPP.

Sirinart said the department would forward the results of the study and a public forum on the matter to the government to make the decision on whether Thailand would join the pact. The announcement of the decision is expected late next month.

According to the study, the country’s gross domestic product could grow 0.77 percentage points a year by signing onto the TPP.

But GDP could grow 1.06 percentage points if other Asean countries, including Indonesia and the Philippines, join it, the study found.

It also found the TPP would help promote growth in the automobile, electronic, computer, garment and textile sectors.

The pact would increase the development of the trade and service sectors as well as environmental protection and labour standards since member states would be encouraged to develop each sector to meet higher standards for sustainable growth.

The study found the TPP would increase opportunities for Thai enterprises to invest overseas, and source raw materials from other countries.

It would also promote better awareness of intellectual property rights, leading to stringent protection, as well as support new innovations and research and the development of high technology.

The tougher competition would be in the trade and service sectors, while the stringent protection of intellectual property rights could make it difficult for people to access public health services, and result in higher costs for pharmaceutical and medical products.

Thus, Thailand would need to adjust its rules and regulations in accordance with the TPP and prepare for the stringent protection of patents.

Before proposing the study results to policy makers, the department will organise the public hearing to hear any concerns about the pact from all involved sectors. The information will be gathered and evaluated.

Sirinart said the department would find out how Japan created understanding among its public after joining the TPP. It will do that by speaking to representatives from the Japan External Trade Organisation (Jetro) and the Ministry of Economy, Trade, and Industry (METI) of Japan.

Meanwhile, Thailand plans to cooperate with Jetro Bangkok to support Asean countries in creating Asean-branded products that meet international standards.

Commerce Minister Apiradi Tantraporn said there were many products that had a good opportunity to be developed further under the scheme such as electronic appliances, auto parts, garments, and cosmetics.

Under the cooperation, Thailand will be a training centre for Asean industries, while Jetro will help promote improving the standards of products along industrial lines.

Apiradi said goods would be labelled “Made in Asean” so the world market would know all Aseangoods had the same good standard of production.

To promote closer cooperation in Asean, Thailand will host a forum in the first quarter where representatives from Thailand, Cambodia, Laos, Myanmar, and Vietnam will discuss cooperating in tourism, culture, and trade and industry.

The Fiscal Policy Office has forecast the economy will grow 3.7 per cent this year

It is expected the Thai economy expanded 2.8 per cent last year, driven by rising public spending on the back of consistent stimulus measures, relief measures for farmers and increased number of tourists. The economy grew 0.9 per cent in 2014.

In December and the fourth quarter of 2015, there was a recovery in domestic spending for both consumption and private investment due partly to consistent government stimulus measures since and government spending.

At constant prices, value-added tax collection rose 6.8 per cent and 2 per cent year-on-year in December and the fourth quarter, indicating improved consumption.

For private investment, property tax soared 32.7 per cent and 18.8 per cent year-on-year in December and the fourth quarter.

However, exports continued to contract, reflecting economic slowdowns for the country’s trading partners. December’s exports, in terms of US dollars, shrank 8.7 per cent year-on-year. In the fourth quarter, exports contracted 8.1 per cent.

Headline inflation was -0.9 per cent in December and the fourth quarter following sharp drops in oil and commodity prices.

At the end of December, Thailand’s foreign reserves stayed at US$156.5 billion (Bt5.6 trillion), 2.9 times its short-term external debts.

Thailand should steer a new course to grow its economy through adopting a “trading nation” strategy, academic, government and business representatives agreed yesterday.

Thailand Development Research Institute (TDRI) president Somkiat Tangkitvanich yesterday suggested a shift in the private sector’s mindset and the government’s promotional methods, in a bid to transform the Kingdom from a manufacturing-oriented economy to a “trading nation”.

“A trading nation must not aim for the mass markets but for the niche markets that offer high value … A trading nation focuses on exporting services in parallel with physical goods and selling intangibles such as their ‘stories’ or branding,” he said.

With its manufacturing sector contributing 28 per cent of gross domestic product, Thailand is among the top three “factories of the world”, along with China and South Korea, he said.

Thailand should leverage its strengths in manufacturing to also excel in trading and commerce, as it has faced three consecutive years of negative export growth and a falling share of global foreign direct investment, Somkiat said at a TDRI seminar on the topic of “Driving the Thai Economy Through the ‘Trading Nation’ Strategy”.

Nopporn Thepsittha, chairman of the Thai National Shippers’ Council (TNSC), told the conference that his organisation agreed with the “trading nation” strategy as it saw no other way for the country to tackle the problem of falling exports and to move out of the “middle-income trap”.

Thai companies have to shift from being original equipment manufacturers (OEMs) that produce by other firms’ orders, to become more demand-driven and stay closer to their customers, he said.

The education sector must also support the trading-nation policy by being capable of producing “smart traders”.

Nopporn also urged the current military-led regime to reform the bureaucratic system while there was a chance to do so.

“I would like to see a reform of the government’s mechanisms to drive the country forward. There will be no other chance if we pass this tenure” of the current government, he said.

The TNSC chief suggested the government combine the Commerce and Industry ministries and split tourism from the Ministry of Tourism and Sports, among other recommendations.

“The structures are very confusing. The Ministry of Foreign Affairs is taking care of border trade, while the Ministry of Commerce is in charge of international trade. There are many processes that interlock with others. There are also so many committees. The country won’t survive with the current driving mechanisms,” he said.

Jirawat Tangkijngamwong, director of the Board of Trade of Thailand, said building brands was not feasible for every manufacturer so many could instead move towards becoming “smart OEMs” through investing in technologies and distribution channels.

He said Thailand could follow the path of Taiwan, Japan or South Korea to build product clusters led by big-brand corporations, each supported by local OEM suppliers.

“I see the way for us to create ‘bands’ rather than to have everyone be a lead vocal artist,” Jirawat said.

Pimchanok Vonkhorporn, deputy director-general of the Office of Trade Policy and Strategy, said the Commerce Ministry focused on helping the agricultural sector become more demand-driven.

“A key is to make Thai products part of the global value chains and decide how to climb up the value ladders, or to pull some products out” of competition.

“We must also not forget the local communities, which must also be strong.”

Diseases of the hip can cause more severe pain than osteoarthritis in other parts of the body.

This pain is usually difficult to tolerate by those inflicted with the condition because the hip is a major weight-bearing joint in the body, constantly has to work hard, and is related to the functions of movement. In some cases, the hip joint will even hurt while the patient is doing nothing or just moving the hip gently. In addition to the hip pain, patients with this condition will start to hobble and younger people are less likely to tolerate any hindrance in their walking.

In Thailand, there are two common causes of diseases of the hip: osteonecrosis (lack of blood supply to the bone), especially from the use of steroids or pain medications; and degenerative condition, which occurs in old age. Other causes include hip problems from birth and injuries causing hip dislocations or hip fractures, as well as a few other less common causes.

Hip cancer can develop in two ways, metastatic and locally invasive, both of which will cause hip pain at all times in all positions and to a more severe extent than from osteoarthritis. Patients with hip cancer may experience low-grade fever, loss of appetite, and weight loss. Patients with hip infections will also suffer from severe pain and have high-grade fever but without any loss of appetite or weight loss.

Whether or not a hip replacement is needed depends on each individual patient and condition.

It is primarily older patients who benefit from hip replacement. In contrast, hip replacement is not recommended for younger patients because they tend to be more active and the artificial hip joint will be used for an extended period of time.

This can cause the joint to wear out before the end of their lifetime, necessitating the hip joint to be replaced several times. In most cases, one hip replacement surgery is performed in patients over 65 years of age and the artificial hip is expected to last for their entire life. However, the life expectancy of the artificial hip joint varies according to how it is used.

It can last up to 25 years if it is used only for walking, whereas engaging in more activities will shorten its life expectancy. Each patient’s health conditions are also taken into consideration when deciding on hip replacement surgery.

For example, hip replacement surgery should be performed for young patients if they have an underlying life-threatening disease because the artificial hip will help improve their quality of life and reduce their suffering from severe pain, enabling them to lead a normal active life.

There are different types of artificial hip joints, cemented and uncemented prosthesis. In an uncemented hip replacement, the surface of the implant is covered in a coating that enables it to be attached to the bone.

A cemented hip replacement on the other hand uses a special type of cement to secure the implant to the bone. Although the uncemented hip replacement is expensive, it is durable, safe and requires only simple surgery.

The type of surgery used depends on the surgeon’s expertise and patient’s age and lifestyle. Moreover, there is a special technique involving a minimally invasive procedure requiring only a 4.5 cm incision.

Patients who are not very heavy will recover quickly and can walk the next day with minimal tissue damage and pain, thereby requiring less postoperative pain medication. Patients who have this procedure can also return to work faster.

Girlfriend admits he fled Surin bar after image shown on TV news report

POLICE are closing in on a Spanish man suspected of murdering and dismembering his compatriot now that his girlfriend and alleged accomplice has been detained.

Surin resident Pridsana Saenubon, 22, was questioned yesterday by local police and admitted being the girlfriend of Spaniard Artur Princep Segarra, who is wanted by police in connection with the murder of David Bernat, another man from Spain.

The woman told police interrogators that Segarra came to live with her in Surin’s Muang district on January 31. She said that he fled on his motorcycle on Friday evening after they both visited a local karaoke lounge.

She noticed people at the venue looking at Segarra suspiciously after they saw his image on television during a news programme. Pridsana told police that she had known him for more than six months ago while working in Bangkok. But the woman maintained she was unaware Segarra was linked to the murder, and she denied any involvement with the case. Police took her to Bangkok later yesterday to help with further inquiries.

The suspect’s getaway vehicle, a Honda motorcycle, was found abandoned at a market near the Chong Chom border checkpoint in Surin, which crosses to Cambodia.

Police General Panya Mamen, who heads the investigation team, said yesterday that police were questioning a number of key witnesses in the case.

Police were also sent to examine places believed to have been used by the suspects, as well as for detaining and dismembering the victim, Panya said. Surin Superintendent Pol Colonel Hassapong Termsiritangkanobol said yesterday that Pridsana said she had returned to her hometown recently with the suspect. They had seen each other in Bangkok, where she often accompanied him for nightlife outings. Last week, body parts were found washed up at the banks of the Chao Phraya in different locations, in Bangkok, Nonthaburi and Pathum Thani. DNA tests revealed that the body parts belonged to the same man, who was later identified as Bernat.

Segarra allegedly received Bt37 million from Bernat’s account in a Singaporean bank and later withdrew the money from ATMs in different locations in Bangkok and other provinces, police said.

Metropolitan Police chief Pol Lt-General Sanit Mahathaworn said yesterday that police had searched the suspect’s house in Bangkok’s Ramkhamkaeng area and found some “very useful and important evidence”. He declined to identify the evidence.

A police source said that among the items found at the suspect’s house were saw blades, knife, duct tape. However, there were no traces of blood there.

Panya yesterday chaired a meeting of the investigation team at the Metropolitan Police headquarters.

He said Bernat was detained and tortured before being killed and dismembered. He said many people were involved in the ATM withdrawals of his money. The victim’s four friends – two foreign men and two Thai women -met with investigators yesterday.

POLICE in Sa Kaew caught another Cambodian yesterday suspected of being involved in the clash with Department of Special Investigation (DSI) officers last Wednesday when they raided outlets selling pirated merchandise at a border market.

Police had got court approval for three arrest warrants yesterday for Cambodian vendors involved in the attacks.

Jomrern Jarern, 32, a shoe trader, has been charged with resisting police arrest by assaulting and intimidation after conspiring with more than three people.

The arrest took place after Colonel Seksan Wattanapong, superintendent of Klong Luek Police Station, and others, checked video footage that captured the incident.

Hundreds of Cambodian vendors and employees attacked DSI officials last Wednesday who raided stalls selling pirated products |at the Rong Kluea market in Sa Kaew province, which borders Cambodia.

Police caught Jomrern yesterday while he was walking in the market. The suspect confessed that he was the same man seen in the video footage. He was taken to Klong Luek Police Station for interrogation.

Jomrern confessed that he threw bags at DSI officials from the back of a six-wheel truck to help rescue Muay, a Cambodian woman trader who was detained in the truck. Muay was able to escape with the help of Jomrern.

He said he did not know that the officials were real authorities – he thought they were people disguised as DSI officials.

Earlier, two Cambodian men, Nhim Seiha, 24, and Kong Sam Un, 22, were involved in a fight that broke out at the Rong Kluea market on Wednesday morning, when officers from the DSI confiscated counterfeit items being sold by Cambodian vendors.

In retaliation, the vendors allegedly beat up the officers and damaged their vehicles.

The DSI report on the incident said nearly 400 Cambodians surrounded the officials and overturned an SUV during the operation to confiscate fake versions of brand-name products, according to an Associated Press report.

Sa Kaew District Court later sentenced the two Cambodians to three months in jail.

Police said that since Jomrern faces criminal charges, he would face heavier punishment if convicted.

Meanwhile, Cambodian officials are attempting to secure the release of the two Cambodian men sentenced to three months in jail on Thursday, the Cambodia Daily reported.

The report said the Cambodian Foreign Ministry had instructed Cambodian diplomats in Thailand to review video footage of the attack and attempt to secure legal representation for the jailed duo.

“Deputy Prime Minister Hor Nam-hong has immediately advised the ambassador and consuls in Thailand to find a lawyer to defend our people,” the Cambodia Daily quoted the statement from the Foreign Ministry as saying.

More than 50 per cent of shops in Rong Kluea market were closed after the incidents, even though people continued to flock to |the market to shop for merchandise.

LAOS, OFTEN called the “Battery of Asean”, will live up to its name by supplying Asean power at a critical time, when energy demand in the region’s fast growing economies threatens shortages amid several infrastructure and urbanisation projects, pledged Laos Vice Minister for Energy Viraphonh Vilavong.

Thailand, which depends on natural gas for 70 per cent of its electricity needs, has been struggling due to the depletion local reserves while suppliers like Myanmar are cutting back supplies to keep for its own use.

Viraphonh said Laos was now “optimising” its electricity production with the help of development agencies such as the World Bank and the Asian Development Bank to increase output more efficiently. Already Laos produces some of the world’s cheapest and cleanest electricity, selling 75 per cent of it to Thailand at a low seven US cents a kilowatt-hour. The 20-year electricity partnership makes the two countries reliable allies, bringing benefits to both sides, he noted.

“Hydropower, which is clean and renewable, is the chief and best form for Laos to produce electricity. We do not have oil, and hydro does not pollute the environment,” he said.

Coal and shale are more costly and emit carbon dioxide, the minister added. “Laos will support renewable projects for wind and solar as long as they do not need [a] government subsidy,” he said.

Laos will soon have the region’s biggest and most advanced wind farm. It will be located on 8,000 rai and supplying 600 megawatts of non-subsidised electricity. Valued at about Bt54 billion, it will use the latest wind turbine technology from General Electric and Vesta.

A turnkey project with Thailand’s Impact Energy Group, the farm is expected to be operational in two years. The sale of the farm’s energy will not affect Thai wind farms, as it will come from the Laos portion of the electricity quota to the Kingdom, Viraphonl said.

A further indication that Laos will play a key role in energy is the rapid formation of the Laos-Thai-Malaysia-Singapore power transmission project after its launch two years ago in Vientiane.

The project will allow Singapore and Malaysia and other connected member states to buy electricity from Laos, a feat performed immediately using existing grid connections. “We hope to sign the MoU [memorandum of understanding] for the project at the next Asean gathering in Myanmar this year,” Viraphonl said.

What started as a simple Thai-Laos electricity link is fast becoming a multiple Asean member project with Singapore and Malaysia saying they will buy a token 100MW to get it off the ground. Vilaphonl said Myanmar and Laos officials were in talks for a power grid connection across theMekong where they share a border. That makes Myanmar a possible fifth country in the project.

The minister, who is Australian trained in engineering, recalled how he worked on one of the first Thai-Laos hydro projects – Theun Hinboun – about 20 years ago. “There were some people who almost stopped the project by saying there was a risk that Laos would stop supplying power to Thailand,” he said.

He said mistrust among members states would allow planners to add big “risk premiums” when evaluating the cost of investing in the country.

POLICE say lit and unattended incense or a short circuit by a fan were possible causes of a fire on Friday, which broke out in a residential building in Bangkok’s Yannawa district, an informed source reported yesterday.

Angkana Aisiri, the wife of landlord and former Ranong senator Vikrom Aisiri, died in the blaze.

Bang Phong Phang Police superintendent Pol Colonel Namkiat Theerajanapong led forensic officers and representatives of the Association of Siamese Architects to inspect the nine-storey building in Soi Narathiwat 18 yesterday, particularly the third-floor living room, which was suspected to be where the fire originated.

Police will summon witnesses and building residents for more information after the Chinese New Year, the source reported.

Pol Lt Colonel Bandit Pradapsuk, vice chairman of the architects body, said the initial inspection found the building, constructed in 1992, was up to the code of structure design and equipped with a smoke detection system. He said they also found that the building was adorned with parquet floors, walls and ceilings and hardwood decorations, which may have helped the fire spread fast.

Meanwhile, the owner of a nearby apartment, Chawalit Kijsupanont, 75, urged the media to correct details, given initially by city officials that his seven-storey building in the same neighbourhood was the scene of the blaze. He claimed misidentification would aversely affect his business. Chawalit said he asked Yannawa District Office to tell the public about this mistaken statement and urged them to be responsible for damages.

Yannawa district director affirmed that another statement was issued to correct the misidentification of the building. The director said a district-level committee and a public works authority would inspect the site of the blaze, and if it was unsafe, the landlord would be asked to reduce number of storeys.

Meanwhile, a grief-stricken Vikrom and family members went to identify Angkana’s body. They performed a bathing rite at the morgue at Chulalongkorn Hospital yesterday and were due to collect the body for religious ceremonies at Wat Hua Lamphong later.

In related news, Chatchai Sirirojpanyakul, 40, a rescue volunteer charged with stealing a watch worth about Bt200,000 from the building during the fire, was released on bail yesterday.

Sea gypsies living of Phuket’s Muang district yesterday held a ritual to ask for the protection of supernatural beings and burnt chilli and salt to curse an enemy in the wake of land dispute with an investor.

They also sprinkled cemetery soil to affirm the area where the ritual was held contains graves.

The dispute relates to a private company constructing a property that blocks a walkway to the ritual site.

Sea gypsy Ngeem Damrongkaset, 71, said the ceremony, which dates back to the start of last century, was conducted when the community faced a dire situation with no apparent solution in sight. Nheem said a similar ritual was held years ago over another land dispute with an investor.

Another sea gypsy, Somsri Damrongkaset, said it was a necessity for the community to had convenient access to the ritual site and could also use the area for boat and fishing gear repairs.

Following a clash on January 27 over the issue that resulted in several people suffering injuries, bilateral talks facilitated by provincial officials were held last week but no solution was found.

A fact-finding panel is determining whether the company legally owns the land.

Tourism and Sports Minister Kobkarn Wattanavrangkul has ordered a probe into the use of Bt1.8 million of government money to decorate a venue used for a meeting on Friday which was chaired by the prime minister.

Kobkarn said an urgent order was issued for a fact-finding committee to be set up to probe the details of the spending, after public and media pressure over the alleged extravagant use of state money.

It was reported that Tourism and Sports permanent secretary, Pongpanu Svetarundra, was in charge of preparing the venue at the ministry for the meeting.

“There is a need to explain clearly about the budget-setting criteria … I confirm there will be a through probe into this to ensure transparency,” Kobkarn said.
