PARIT JAWA: Pakatan Harapan has named its candidates for two parliaments and two state seats in Johor.

During a ceramah at Pantai Leka here, Pakatan chairman Dr Mahathir Mohamad said Parti Pribumi Bersatu Malaysia youth chief Syed Saddiq would be its candidate for the Muar parliamentary seat while Parti Amanah Negara deputy chairman Salahuddin Ayub would run for the Simpang Renggam parliamentary seat.

Johor Amanah Wanita chief Nor Hayati Bachok was selected to stand in the Maharani state seat while Amanah Ledang division chief Dr Faizul Amri Adnan would contest the Serum state seat.

However, the candidacy of Pribumi president Tan Sri Muhyiddin Yassin was not announced although there is talk of him defending his Pagoh parliamentary seat.

Innovation boundless as art meets biotechnology

TOKYO – A local artist recently attended the ‘Bio-Camp: Garden as Biotechnic’ in Tokyo, Japan, organised by the Japan Foundation Asia Centre to showcase contemporary media culture and creativity through art, exchange, education and collaboration.

Yasmin binti Jaidin joined 20 other participants from Japan and Asean member countries to attend the week-long intensive workshop, which followed the theme of art, biotechnology, and culture.

Participants came from diverse backgrounds of expertise, ranging from aspiring artists that explore science and technology, engineering, biotechnology and nature/art conservationist.

According to Yasmin, the workshop encouraged extensive exchange and dialogue between participants. The workshop also gave them the opportunity to share their understanding of current issues, while searching for organic biotechnology design methods that can facilitate new ways of living.

“We were expected to work together by discussing concepts and themes, and presenting our views on these issues. The ambiguity of the theme of the workshop was intentional as participants were expected to come in with a completely fresh perspective,” she explained.

The participants learned of the philosophy behind the Japanese Garden by academic researcher and garderner Tomoki Yamauchi.

They also visited Shinjuku Gyoen National Park to get a better understanding on the conservation of endangered plant life, as well as the planning and research that goes into the annual Chrysanthemum Festival.

One of the highlights of Yasmin’s visit was the ‘MetaPhorest’ laboratory of the Centre for Advanced Medical Sciences, Waseda University – a practical platform for artists working on biological/bio media art and bio aesthetics.

“The artists (involved) made me think of what the conventions of fine art should or could be, where technology and science is already a huge part of our lives.Artists approach contemporary issues, break the rules and are in constant search for new ideas.

“It made me realise that we should not be afraid to experiment with the boundaries of technology in our practice,” she said.

American artist and scientist Joe Davis, of the Massachusetts Institute of Technology (MIT) made a statement that resonated with Yasmin, “The key to innovation is that the answer is always in front of you”, and described it as the epitome of the workshop.

“We progress as far as we allow ourselves to. As an artist working and living in Brunei, it has changed my perspective on how far innovation can take you.

“It is up to the individual to challenge their critical thinking regarding available resources – to see what we have in different perspectives to get to where we strive to be.”

Hockey world mourns Humboldt bus crash victims

Los Angeles – The North American hockey community was struggling to come to terms Saturday with the immense sorrow being felt following the horrific crash of a Canadian junior hockey team’s bus that killed 15 people.

Shock and disbelief switched to sorrow and grief once the magnitude of the Humboldt Broncos’ bus crash was realized and names of the victims revealed.

Toronto Maple Leafs coach Mike Babcock fought back tears as he expressed his feelings for the victims and their families in his home province of Saskatchewan.

“I grew up right there in Saskatoon,” Babcock said. “It is just down the road. I can’t even imagine being a parent or the wife or the kids at home and going through something like this.

“The hockey world is an unbelievable world. You can’t make up for loss, you just can’t.”

Canadian police said 15 people were killed and 14 others injured after a transport truck collided with the bus that was carrying the players, coaches and team personnel to a playoff game in Nipawan.

Among those confirmed dead are the head coach Darcy Haugan, team captain Logan Schatz and 16-year-old Adam Herold who was one of the youngest players on the team.

Of the 14 injured people, police said some were critical.

“It’s got to rip the heart out of your chest. We pray for those families and we’re thinking about them. I don’t know what else to say. Horrific, horrific accident. Tough day,” Babcock said.

Former Detroit Red Wing player Sheldon Kennedy survived another junior hockey team bus crash in Saskatchewan back in 1986.

Four of Kennedy’s Swift Current Bronco teammates — who were sitting in the back of the team bus playing cards — died when it skidded off the highway and flipped in snowy conditions.

“It’s massive,” Kennedy, who was 17 at the time of the 1986 crash, told Canadian broadcaster Global News on Saturday. “This awful accident has happened.

“You are losing your teammates and your friend. You are losing your son and I think those have long lasting impacts,” he said.

Kennedy said the emotional strain of the Humboldt crash will be felt throughout the hockey world, but “as a community and people you can get through it by pulling together.”

The Humboldt team plays in the Saskatchewan Junior Hockey League which is a feeder system for the higher levels. Many graduate to play at US and Canadian colleges and major junior teams, while some go on to the National Hockey League.

Former NHL players like defenseman Chris Chelios, goaltender Ron Hextall, forward Rod Brind’Amour and hall of fame goaltender Glenn Hall all played in the SJHL.

Everytime Kennedy passes that stretch of highway just outside of Swift Current, Saskatchewan he sees the memorial that was placed on the side of the road at the crash site.

His advice to the survivors of the crash and the small community of 6,000 in Humboldt is to seek help and support.

– ‘Impact is real’ –

“I think of the individuals that survived the crash and the survivors guilt that comes with that. ‘I could have done this or maybe I should have done that,'” Kennedy said.

“One of the things I realized, and others that survived the crash, is we never understood why we felt the way we felt.

“The hockey community is massive across this country. There is lots of support. It is a time to reflect. The most important thing is be there for one another and for people struggling. The impact is real.”

Maple Leafs forward Patrick Marleau grew up in Swift Current and said the tragedy will extend beyond Humboldt.

“In Saskatchewan every community is fairly small. Everybody knows everybody. It’s a very tight knit,” Marleau said.

Messages of support also came from outside the hockey community like the NBA TorontAo Raptors.

“Thinking of the Humboldt Broncos and our friends in the hockey community at this terrible time. From Toronto to the Prairies our thoughts and prayers are with you.”//AFP

Trump Tower fire kills 1, injures 4

New York – An elderly man died late Saturday after a blaze erupted on the 50th floor of Trump Tower in New York which also injured four firefighters, officials said.

The New York Police Department said the 67-year-old man was found “unconscious and unresponsive” when officers arrived at the scene of the fire.

The man was pronounced dead after being taken to Mount Sinai Roosevelt Hospital, according to police, which said the medical examiner’s office would determine the cause of death as part of an ongoing investigation.

“This was a very difficult fire. As you can imagine, the apartment is quite large, we are 50 stories up. The rest of the building had a considerable amount of smoke,” the New York City Fire Department (FDNY) said.

It said the four firefighters had “non-life threatening” injuries and that the blaze had been brought “under control.”

Smoke began rising from the skyscraper in Midtown Manhattan around 6:00 pm (2200 GMT).

Streets surrounding the building owned by US President Donald Trump that serves as the headquarters for The Trump Organization and houses the president’s penthouse were closed off as tourists snapped pictures on their phones.

The FDNY earlier tweeted a picture of the building with several windows of the 50th floor ablaze.

Trump later said the fire had been extinguished.

“Fire at Trump Tower is out. Very confined (well built building). Firemen (and women) did a great job. THANK YOU!” he said.//AFP

ASEAN finance ministers demonstrated their powers of persuasion on Thursday, as they pitched their countries’ infrastructure projects and the measures that mitigate the risks for investors.

Led by Singapore Finance Minister Heng Swee Keat at the World Bank Singapore Infrastructure Finance Summit, they called for a collective effort, which would be more efficient in meeting international investors’ concerns.

While Asean countries have been successful in tapping the private capital market for infrastructure financing, it is also time to step up, said Heng, the keynote speaker.

Last year Indonesia’s second-biggest power producer PT Paiton Energy’s US$2 billion (S$2.6 billion) project finance bond attracted some US$9 billion in orders. “The opportunity set is large but much work is needed to mainstream Asean infrastructure financing as an asset class,” he said.

The Asian Development Bank estimates Asean’s infrastructure investment needs from 2016 to 2030 will total US$2.8 trillion.

Asean needs to raise the visibility of its investment opportunities and projects, Mr Heng said, and promote itself as an investment bloc.

In the energy sector, there are about 77 renewable energy projects in hydro, solar, wind, geothermal and biomass. There are tremendous opportunities as demand for electricity in Asean is expected to grow at a compound annual growth rate of 4 per cent from 2014 to 2025.

In transport, rapid urbanisation and increased mobility have raised demand for transport infrastructure and more efficient networks. There are 219 road and bridge projects alone in the pipeline.

Heng said Asean has to improve the bankability of its infrastructure projects. “The goal is to draw in private-sector participation on projects that provide reasonable returns with reduced project volatility,” he said.

Where the expected revenue may not cover costs fully, governments can step in to increase a project’s bankability, by providing co-funding, raising user charges, or extracting additional funding from value created from the project.

Where there are sufficient revenues to cover the cost but exposure to certain risks remain high, risk-mitigating measures such as government guarantees and credit enhancements can come into play.

Multilateral development banks can play a role too, he said, citing the Co-Lending Portfolio Programme managed by the World Bank’s International Finance Corporation (IFC). It facilitates the participation of institutional investors in infrastructure by allowing them to invest in infrastructure loans originated by the IFC.

Singapore’s Infrastructure Asia office, to open this month, will harness the collective capabilities of public-sector agencies and private-sector firms, partnering key stakeholders in the region to catalyse more project opportunities that meet Asia’s infrastructure needs. One of its key initiatives will be to develop a multi-year capacity-building scheme for regional government officials.

Standard Chartered Bank’s global head of project and export finance Surya Bagchi said there is an increasing trend of private-sector investors keen on funding infrastructure projects.

“This ranges from commercial banks who are skilled in assessing projects during their construction phase to infrastructure and pension funds, insurance companies who prefer the long-term stable yields and good credit ratings of completed projects.”

Smugglers hit Cambodia rice exports

CAMBODIA’S rice exports declined in the first quarter of the year, down 3 per cent compared to the first three months of last year, a slide that rice exporters and industry representatives blamed on smuggling operations operating with impunity.

According to Agriculture Ministry data released this week, Cambodia exported 161,115 tonnes of rice in the first quarter of this year, down from 166,678 tonnes last year.

That’s despite a bumper year for the rice crop, as an improved harvest and strong international market have drawn higher prices from brokers and middlemen coming to buy rice and transport it illegally into Thailand and Vietnam.

“The international rice market is good … so the demand for paddy rice increased,” said Hun Lak, vice president of the rice industry body Cambodia Rice Federation.

“Rice exporters could not buy the rice before brokers from the border bought it from the farmers,” he said, adding that the entire year’s export numbers could be harmed if authorities did not intervene to block rice smugglers.

Large strain on farmers

Hean Vanhan, director-general at the Agriculture Ministry’s General Directorate of Agriculture, could not be reached. Last week, he said the government could not crack down on rice smuggling because it would place a large strain on local rice farmers.

“Even we [rice exporters] have the orders from abroad, but we do not have the stock on hand,” Lak said yesterday. “How can we supply? That’s why the export figure went down.”

Smuggled rice is a regular problem for Cambodia’s rice sector. The UN Food and Agriculture Organisation forecast that 44 per cent of Cambodia’s total rice exports this year would be smuggled out of the country, which, while problematic for the industry, would be an improvement over previous years.

Song Saran, CEO of rice exporter Amru Rice, said that fluctuations in the rice market were normal, and said that farmers would benefit from the higher paddy rice prices.

THE Europe–Vietnam Free Trade Agreement (EVFTA) is expected to create momentum for the domestic textile industry to develop in the future, experts said.

Negotiations of the EVFTA is in the final stages and, with the goodwill of the two sides, the agreement is expected to be finalised this year, according to Deputy Prime Minister Vuong Dinh Hue

When the EVFTA is signed, the export tariff to the EU will reduce to zero from the current high rates of 7-17 per cent, said Vu Duc Giang, chairman of the Textile and Apparel Association. Therefore, the growth rate of garment exports from Vietnam to the EU market is predicted to reach 7-8 per cent per year. In 2017, Vietnam’s textile and garment export turnover reached US$31.16 billion, a year-on-year increase of 10.23 per cent, Giang said, including $3.79 billion from the EU, a year-on-year surge of 6.3 per cent.

$35-bn target

The target of $35 billion for 2018’s exports is feasible as a result of the major role played by the free trade agreements in the development of garment exports.

In addition, an optimistic EU economic outlook is also a positive signal for the development of the local textile and apparel industry.

Therefore, the EU – the second largest import market of the textile and garment sector, after the United States – is expected to help the local textile and garment industry grow strongly this year, he said.

Local businesses can overcome tariff barriers, but it is unlikely to overcome technical barriers without extensive preparations because the EU is well known for being a fastidious market, Trang said.

In particular, local exporters will face difficulties in meeting the requirements of the rules of origin. At present, most textile materials from Vietnam’s textile and garment industry do not originate from EU member countries, so they cannot take advantage of the preferential tariffs.

She said the greatest challenge for the domestic textile and garment industry in the coming period is the development of domestic materials. This is also an opportunity to attract foreign investors to take full advantage of the EVFTA.

KL-Singapore rail may cost 40m ringgit per km

THE PROPOSED KL-Singapore High Speed Rail (HSR) could cost about 40 million ringgit per km which includes the systems and the track, according to an estimate by UOB Kay Hian Malaysia Research.

In its research note issued yesterday, it said that based on that estimate for the 350 km line, it would cost 15 billion.

The research house said that civil infrastructure could range from 35 billion to 40 billion ringgit while the 60 trains could cost 5 billion ringgit.

On Thursday, MyHSR Corporation Sdn Bhd (MyHSR Corp) completed its Project Delivery Partner (PDP) tender and has selected two consortia to assist with the project’s civil works.

The Gamuda-Malaysian Resources Corporation consortium (Gamuda-MRCB) was picked for the northern portion of the alignment.

The Syarikat Pembenaan Yeoh Tiong Lay Sdn Bhd-TH Properties Sdn Bhd consortium (YTL-THP) was been selected for the southern portion of the alignment. The terms of the PDP package agreement shall be agreed upon within three weeks.

UOB Kay Hian Research said the Gamuda-MRCB was awarded the northern portion from Kuala Lumpur to the state border between Melaka and Johor.

The contract will be awarded when MyHSR concludes negotiations with the consortia. Gamuda-MRCB would have a 50:50 interest in the PDP JV.

Construction of the HSR is expected to take five to six years. Assuming the 2026 timeline is intact, contracts for civil construction works should be awarded the latest by 2019.

The respective governments would be financing the project that is within their borders.

“In Malaysia’s case, we think the financing structure would be similar to that for the MRT Line 1 and Line 2, where bonds were raised via DanaInfra Nasional,” it said.

The research house said the official project cost has yet to be formally announced, given the sheer size and long timeframe.

However, media reports suggest that the project could cost around RM60b, which comprises civil infrastructure works of 35 billion ringgit and the rest from train sets, operating systems and other associated costs.

Assuming the civil construction works are worth close to 40 billion ringgit (with the northern stretch accounting for slightly over half of the value), and PDP fees capped at 6 per cent of construction cost (similar to that for the MRT1, MRT2 and LRT3), the entire project would yield a net profit (at an estimated 5 per cent margin) of 2.1 billion to 2.4 billion ringgit.

Assuming a 6.5-year construction period (early-19 to 2025), net profit from project management fees for the entire project would be about 300 million ringgit yearly on a straight line recognition basis.

“The HSR PDP contract could contribute about 8 per cent of Gamuda’s FY20F EPS and 37 per cent of MRCB’s 2020F EPS (we assume civil works package of 20 billion ringgit for the 50:50 consortium).

“We would review our forecasts once details of the HSR contract are revealed. Our current forecasts assume 5 billion ringgit annual contract wins for Gamuda, and only 1.5 billion ringgit contract wins for MRCB.

INDONESIA’S Energy and Mineral Resources Ministry has strongly warned state-owned energy firm Pertamina not to reduce the supply of subsidised fuels, Premium brand gasoline and Solar brand diesel fuel, to gas stations across the country.

Oil and gas director general Djoko Siswanto said in Jakarta on Thursday the government had clearly instructed the company to distribute certain amounts of subsidized fuels.

Under Downstream Oil and Gas Regulatory Agency (BPH Migas) Decree No. 41/P3JBKP/BPH Migas/KOM/ 2017, Pertamina is required to distribute 7.5 million kilolitres of Premium and 14.37 million kl of Solar in 2018, as well as prepare 1 million kl of each Premium and Solar.

“Soon after the stocks at gas stations run out, Pertamina has to add to the supply,” said Djoko as quoted by kontan.co.id.

Many gas stations in Greater Jakarta frequently run out of the subsidized fuels, forcing customers, including drivers of angkot (public minivans) to turn to non-subsidised fuel Pertalite. Certain Pertamina stations do not even sell Premium anymore.

A similar call was made by BPH Migas commissioner Hendry Achmad, saying the decree that was issued by the agency referred to Presidential Regulation No 191/2014 on supply, distribution and retail prices of fuels.

Premium and Solar fuels are sold at 6,550 rupiah (48 US cents) and 5,150 rupiah respectively, while Pertalite, the cheaper non-subsidised fuel, is sold at 7,800 rupiah.

Govt, private sector commit to easing business barriers

The Lao government and private sector have discussed the three main issues hindering improvement to business operations in the country and complete integration with the region and world.

The issues are business taxation, the cost of domestic and international freight and barriers to tourism development.

While some issues have reported good headway following discussions others have not made any progress, the Lao Business Forum heard.

Good progress was made in the cost of domestic and international transport of goods, export of finished wood products and wood product export procedures, access to import-export data, business registration and licensing, access to finance for SMEs and access to information on public procurement.

However, no progress was reported on value-added tax for the services sector, value-added tax refunds on export production, taxes on online sales, competition from informal practices and businesses without licences, barriers to tourism development, fees related to product trademarks, registration fees related to food and drug certificate registration, and government policy in supporting startups. – The Vientiane Times

HCM City set to host tourism fair

More than 30 travel firms in Vietnam’s Ho Chi Minh city will sell nearly 60,000 domestic and outbound tours at 15-50 per cent discount at the HCM City Tourism Fair to be held from April 12 to 15.

The annual fair, which has the theme “Exploring Summer” this year, seeks to stimulate travel demand during the upcoming summer season, said deputy director of the city Department of Tourism, said.

It is a forum for localities and travel firms to interact with potential customers and offers locals a chance to buy quality tours at reasonable prices, he said.

Tour operators, hotels, restaurants, airlines, and transport providers will showcase their products and services at 150 booths and offer discount vouchers, gifts, lucky draws, buy-one-get-one tours and others. Vietnam Airlines will offer 2,400 tickets on international and domestic flights at 30 per cent discount.

Indonesia AirAsia records loss due to tax burden

Publicly listed firm AirAsia Indonesia, parent company of low-cost carrier Indonesia AirAsia (IAA), has announced that it recorded 512.96 billion rupiah (US$35.9 million) in losses in 2017 due to the tax burden.

The company noted that it had actually reaped 300.29 billion rupiah in profit in 2017 before taxes, a considerable jump from 92.49 billion rupiah in the previous year. The jump in profit, before taxes, was due to operational efficiency. – The Jakarta Post
