THAILAND is home to more than 55 per cent of the region’s migrant workers but if the country could back it up with proper policies, it could contribute to economic growth under the much-talked-about Thailand 4.0 strategy, according to a World Bank report.

Unveiling the report yesterday at an event jointly organised by the Labour Ministry and World Bank, Mauro Testaverde, the bank’s economist for the East Asia and Pacific Social Protection and Labour Unit stressed that effective migrant systems could play a critical role in today’s knowledge-based economies by attracting highly productive, formally employed workers.

While the Asean Economic Community may now allow free movement of workers, the expert explained that Asean countries only focused on high-skilled migration which did not cover the majority of the intra-region migrants, who were mostly low-skilled and often undocumented.

Although trends showed a change in demography that indicated Thailand may be in need of more workers, Testaverde pointed out that Thailand has banned migrant workers from 39 occupations, including some of those listed by the Asean’s Mutual Recognition Agreements, such as engineering, accounting, and architects. Thailand at least could first address shortages in the labour markets, he said.

Apart from that, the country could try to be more evidence-based, transparent and predictable when it came to migration policies, he added. Meanwhile, adjusting the policies in accordance with the rapid change in the labour markets was also advisable, he said.

Currently, with a high number of informal migrants, the World Bank report entitled “Migrating to Opportunity: Overcoming Barriers to Labor Mobility in Southeast Asia” also suggested that Thailand needed to work more to accommodate the needs of the large population of undocumented migrants, rationalise entry procedures that are currently costly and time-consuming, aside from rethinking immigration policies.

Three major economies in the region – Singapore, Thailand and Malaysia – host a combined 6.5 million migrant workers, equivalent to 96 per cent of the entire region.

Nearly half of the 3 million migrant workers in Thailand are undocumented, according to Labour Minister Adul Sangsingkeo. Migrant workers in Thailand are mostly from Myanmar, Laos and Cambodia, the bank report said.

Labour mobility in Asean brings benefits to the citizens of both receiving and sending countries, Adul said. However, a migration system requires collaboration between not only sending and receiving countries but also other stakeholders, in order to bring about the greatest gains from labour migration, the labour minister said.

Meanwhile, Jane Namchaisiri, chairman of a joint panel of the Federation of Thai Industries, said that the mindset on migrant workers in Thailand needed to change. While the common impression is that the migrants were taking away the welfare of Thais, Jane said they were an important part of the workforce and made a significant economic contribution.

Jane also shared his experience about migrant workers, complaining that paperwork remained a serious problem. Hiring 200 migrant workers required a company to work on 200 sets of paperwork, which could be time-consuming, an experience corroborated by the World Bank report.

As reform has been a major theme in Thailand in the past four years, Ulrich Zachau, World Bank director for Thailand, said the World Bank supports reforms that ensure consistency of migration policies and systems with Thailand’s economic needs

Efforts to align migration policies and systems with its strategic transformation into a modern, high-knowledge, innovative economy are highly welcome, he added.

“Strong, streamlined labour policies and systems to facilitate migration commensurate with labour needs, the increased use of data by decision-makers, and lower costs for would-be migrant workers will be key to realising the vision of Thailand 4.0,” he said.

A DRAFT LAW, which allows marijuana use for medical purposes, has sailed through the Cabinet.

 It will next go before the National Legislative Assembly (NLA) for deliberations.

The Narcotics Code Bill won the nod of the Cabinet on Tuesday.

“The Cabinet has approved the bill in principle. The next step is for relevant authorities to carefully plan the enforcement,” Government Spokesman Lt-General Sansern Kaewkamnerd said yesterday. “Even when this bill becomes a law, marijuana will be used for medical purposes only,” he said.

Last week, the Government Pharmaceutical Organisation (GPO) revealed that it would be taking a key role with regard to growing and improving marijuana.

At present, several countries have legalised marijuana for medical use to treat people suffering neurological conditions, terminal cancer, Alzheimer’s, and Parkinson’s.

In a related development, Bangkok police said they had raided a marijuana grower’s two-storey commercial building in Lat Phrao Soi 87 yesterday afternoon.

Following a complaint that loud music was coming from the building in Suksabai Villa Housing Estate and that teenagers were buying drugs there, the police conducted a search at 3pm.

The ground floor had a temperature-controlled room to grow marijuana. There were eight marijuana plants and 10 grams of seeds, said Metropolitan Police Area 4 chief Pol Maj-General Theerapong Wongratpitak, who led the search.

Some dried marijuana and a bong were allegedly found in a bedroom.

The 35-year-old occupant, Somprasong Kaewkhoon, reportedly confessed, saying he learned about growing marijuana during a recent trip to Australia and studied it further on YouTube.

He apparently said he started growing it last year, with good results and profits.

One plant can yield 50 grams of dry cannabis, which can be sold for around Bt35,000 per 50 grams.

He was charged with manufacturing and possessing narcotics with intent to sell.

A FAMILY could receive more than Bt1.47 million compensation for inconvenience because of the authorities’ failure to prevent “illegal markets” from operating around their house if the Bangkok Metropolitan Administration (BMA) loses its appeal against a lower court verdict.

The Central Administrative Court on Wednesday decided to award compensation to the Saengyoktrakarn family and also ordered the relevant authorities to ensure there were no markets or stalls around the family’s house.

“I agree with the decision to remove the market. But regarding the compensation, I will first consult my legal team. I think we will have to appeal on the compensation part,” Bangkok Governor Aswin Kwanmuang said.

The ordeal of the Saengyoktrakarn family has attracted widespread attention this year after two elderly family members earned the nickname “furious aunts” (pictured) for attacking a pickup parked in front of their house gate.

Initial public condemnation of the two women turned into sympathy after they revealed to media how activity from several markets around their house in the Seri Villa project had made their lives a misery. They said they suffered glaring spotlights from the markets during the night, while bad smells, exhaust fumes from shoppers’ and vendors’ vehicles, and loud noise had added to their woes. Often, people parked their vehicles in front of their gate making it impossible to drive out of their own house.

The Central Administrative Court on Wednesday ruled in favour of the family because by law, relevant authorities had the duty to uphold sanitary standards and ban illegal markets.

According to the court, Seri Villa is a housing project and thus cannot be used for commercial activity.

The Saengyoktrakarn family had lodged a complaint against the Bangkok governor, the director of the Prawet District Office, the Prawet District Office, and the Bangkok Metropolitan Administration with the court after they allegedly failed to properly control “illegal markets” around their house.

The complaint went to the Central Administrative Court’s Environmental Division.

On wednesday, the court also ruled that structures erected for illegal markets must be removed within 60 days of the final court ruling. Any request to build market-related structures near Seri Villa must be rejected.

Compensation shall be subject to 7.5 per cent interest per year, calculated from 2010 or the year the first market structure was built.

Boonsri Saengyoktrakarn said she was happy with the court’s ruling and hoped the authorities would not appeal.

“We have been suffering for too long already,” she said.

The Rights and Liberties Protection Department says it is running out of funds to pay crime victims and is in the process of seeking additional funding.

“We have already used all the Bt300-million budget for the 2018 fiscal year,” the department’s director general Pitikan Sithidej said yesterday.

She said 5,642 victims had received compensation from her department in line with the law since October.

“We will seek Bt210 million more for our budget for the rest of the fiscal year,” she said.

The fiscal year ends on September 30.

A Moldovian national was arrested at his rented home in Prachuap Khiri Khan’s Thab Sakae district on Tuesday over accusations that he had reaped benefits from a website that earned Bt123 million per year from feeding child pornographic materials to others, police told a press conference in Bangkok on Wednesday.

The arrest of the 30-year-old suspect, Serghei Cependiuc, was the result of cooperation between the Thai police and their Netherlands counterparts, Technology Crime Suppression Division (TCSD) commander Pol Maj-General Worawat Watnakhonbancha said.

The joint investigation found a website providing services in uploading and downloading audio and video files of child pornographic materials to customers who were required to pay US$19.95 (Bt635) per month, he said.

The investigation found that the website earned around US$3.8 million (Bt123 million) and a Dominica-registered company was running it while Cependiuc was identified as one of the website’s administrators, he said. An arrest warrant was issued for Cependiuc, who has been in and out of Thailand since 2009 and has a Thai wife. He was arrested along with allegedly 18 items of evidence.

Police investigation so far has found that Cependiuc served as the website’s administrator to manage data and materials – all of which were of foreign girls. Police said there was no Thai victim or Thai accomplice. Worawat said Cependiuc would face prosecution in Thailand.

Netherland police technology crime suppression commander Gert Ras said his agency had first investigated the website and then contacted the Thai police after locating one of the culprits was living in Thailand.

Besides the operation that netted Cependiuc in southern Thailand and the Netherlands police closing the website, another related operation was conducted in Bulgaria, resulting in the arrest of website administrator and Moldovian national Alexander Osadcii.

It was suspected that tens of thousands people were involved in uploading child pornographic video clips onto this website, he added.

Police are impounding 30 luxury cars worth Bt68 million and will soon summon for interviews on May 26 the six Thai celebrities who gave “product review” advertisements for food supplement products accused of being substandard and illegal, a senior police said on Wednesday.

As the chief investigator in the probe against controversial Magic Skin products, national police deputy chief Pol General Weerachai Songmetta said the police had evidence of audio clip of a conversation between Magic Skin business owner Wannapa Poungson and another person about transferring her cars and other assets to avoid being seized by the authorities during the investigation.

Weerachai said police found that Wannapa had 15 cars worth Bt40 million in her name while her husband Korn Poungson, also a suspect, had another 15 cars worth Bt28 million in his name.

The police would impound them for inspection if they were bought with ill-gotten money, he said, warning that others who might be involved in asset transfers could be held accountable.

Police already asked the Land Transport Office to report car ownership transfers to the case investigators immediately, he said. Weerachai said police will soon summon six celebrities to testify and possibly hear charges on May 26.

They are “Miss Tiffany 2012” beauty peageant Nisamanee “Nat” Lertworapong, actress Esther Supreeleela, actress Sririta Jensen, actress Kaneungnij “Rodmay” Jaksamittanon, actress and singer Namcha Sheranut Yusananda and actor Phupoom “Ken” Phongpanu.

Former deputy superintendent of the police special branch and Don Muang Modern Market operator’s adviser Pol Lt-Colonel Santhana Prayoonrat complained to the national police chief to probe three police generals, including Weerachai, for alleged discrimination and bullying.

But Weerachai said the multiple raids on the market were part of a normal, legal investigation. “I’m just doing my job.I am not an opponent and have no close, personal relationship [with Santhana]. … I am not afraid of lawsuits. If the police are afraid of suspects, who can the public depend on? If you do things for the public, the law will protect you,” he said.

Six more Bangkok schools accept pupils with special needs

Six more schools in the Bangkok Metropolitan Administration have accept children with special needs this new school year.

Kharee Upatham School in Nong Chok district, Wat Thep Leela School in Bang Kapi district, Wat Phaitan School in Phayathai district, Wat Bangchak School in Phasi Charoen district and Chorake Khob Mosque School and Yoo Pen Anusorn School in Prawet are the institutions.

BMA deputy governor Thaweesak Lertpraphan has signed an order to provide special education for children with special needs in the six schools.

The BMA announced that last year its 128 schools provided special education to 3,782 children with special needs.

It said it plans to expand special education programme for children who have special needs to all 430 BMA schools in the future.

US President Donald Trump sounded a note of caution Wednesday about his much-vaunted summit with Kim Jong Un, saying “we’ll see” after Pyongyang threatened to cancel.

Trump said the US government had not received any official word of a change in plans for the June 12 meeting in Singapore.

“We haven’t been notified at all. We’ll have to see,” Trump said in the Oval Office.

“We haven’t seen anything. We haven’t heard anything. We will see what happens. Whatever it is, it is.”

After weeks of warm words and diplomatic backslapping, Pyongyang abruptly threatened to pull out Tuesday, over US demands for “unilateral nuclear abandonment.”

In an angrily worded statement, the North warned “if the US is trying to drive us into a corner to force our unilateral nuclear abandonment, we will no longer be interested in such dialogue.”

The statement was attributed to first vice foreign minister Kim Kye Gwan and carried by state media KCNA.

In that case, he added, Pyongyang would have to “reconsider” its participation at next month’s summit in Singapore.

The first vice foreign minister also tore into Trump’s National Security Advisor John Bolton for drawing parallels between North Korea and Libya, calling the comparison “absolutely absurd.”

“We do not hide our feeling of repugnance towards him,” he said of Bolton.

Bolton has pushed the idea of a deal with North Korea like that reached with Libya’s Moamer Kadhafi, who agreed in 2003 to the elimination of his country’s nuclear program and chemical weapons arsenal to gain sanctions relief.

After giving up his atomic program, Kadhafi was killed in 2011 in an uprising backed by NATO bombing.

A plea from China

Experts have not been surprised by the sudden about face, expecting bumps in the road as tough issues to be discussed in the meeting come into sharper focus.

Washington is pressing for North Korea’s complete, verifiable and irreversible denuclearization. But so far, the North has given no public indication of what it is offering, beyond a broad commitment to denuclearization of the “Korean peninsula.”

Pyongyang “made clear on several occasions that precondition for denuclearization is to put an end to anti-DPRK hostile policy and nuclear threats and blackmail of the United States,” the North Korean minister said.

In the past, Pyongyang has demanded the withdrawal of US troops stationed in the South, and an end to Washington’s nuclear umbrella over its ally.

China, North Korea’s sole major ally, called for the summit to go ahead.

“The situation on the peninsula has eased up, which is worth cherishing,” Chinese foreign ministry spokesman Lu Kang told a regular briefing.

Minister Kim also dismissed offers by US Secretary of State Mike Pompeo for US economic aid if the North denuclearizes.

“We have never had any expectation of US support in carrying out our economic construction and will not at all make such a deal in future,” he said.

French Foreign Minister Jean-Yves Le Drian urged North Korea to “demonstrate its sincerity to negotiate on its denuclearization.”

During a meeting with his Chinese counterpart Wang Yi, Le Drian said: “Highs and lows can come along as the recent news from the peninsula shows, but we must not lose sight of the goal.”

The White House said plans for the summit were moving ahead.

“The president is ready if the meeting takes place. And if it doesn’t, we will continue the maximum pressure campaign that has been ongoing,” White House Press Secretary Sarah Sanders said.

Tightrope diplomacy

The North Korean warning follows a weeks-long charm offensive that has seen Kim Jong Un hold a historic summit with the South’s president and meet twice with Chinese President Xi Jinping.

Pyongyang also raised hopes ahead of the US summit by announcing it will destroy its nuclear testing site next week.

Analysts said Pyongyang appeared to be trying to redefine the terms of the debate.

“It’s a diplomatic tactic,” Kim Hyun-wook, professor at the Korea National Diplomatic Academy, told AFP, calling it “brinkmanship to change the US position.”

“It looks like Kim Jong Un was pushed into accepting US demands for ‘denuclearization-first’ but is now trying to change its position after normalizing North Korea-China relations and securing economic assistance,” he added.

“The classic North Korean tightrope diplomacy between the US and China has begun.”

US officials have repeatedly claimed credit for Washington’s “maximum pressure” policy for bringing Pyongyang to the negotiating table.

Joshua Pollack of the Middlebury Institute for International Studies said Pyongyang had been irritated by the “triumphalist tone.”

“The North Koreans aren’t happy with what they’re seeing and hearing,” he said. “There is still a yawning gulf between expectations for diplomacy in Pyongyang and Washington, DC.”

Thunderstruck

KCNA also denounced the Max Thunder joint military exercises being held between the US and South Korea as a “rude and wicked provocation,” and Seoul said it had received a message cancelling planned high-level talks “indefinitely.”

The two-week drills started last Friday and involves some 100 aircraft from the two allies, including F-22 stealth fighter jets.

State Department spokeswoman Heather Nauert told reporters it had received “no notification” of a position change by North Korea on next month’s meeting.

The exercises were “not provocative” and would continue, she added.

Canadian Prime Minister Justin Trudeau on Wednesday called for an “independent investigation” after the death of 60 Palestinians killed by the Israeli army during protests on Monday.

“Reported use of excessive force and live ammunition is inexcusable,” he said. “It is imperative we establish the facts of what is happening in Gaza.”

“Canada calls for an immediate independent investigation to thoroughly examine the facts on the ground — including any incitement, violence, and the excessive use of force.”

Monday’s violence coincided with the controversial inauguration of the new US embassy in Jerusalem, which broke with decades of international tradition.

Israel justified the use of force against Palestinian protesters by citing the need to defend its borders, which the demonstrators were trying to overwhelm.

Tens of thousands of Palestinians had gathered near the border while smaller numbers approached the fence and sought to break through.

Trudeau offered Canadian assistance in the probe, while vowing to work with partners and multilateral institutions “to address this serious situation.”

The prime minister also said he is “appalled” that a Canadian doctor, Tarek Loubani, was among at least 2,400 unarmed protestors, media, first responders and children wounded.

“We are doing everything we can to assist Dr Loubani and his family, and to determine how a Canadian citizen came to be injured,” he said.

“We are engaging with Israeli officials to get to the bottom of these events.”

Canada has been a longstanding ally and supporter of Israel, but the Trudeau administration has been more critical of some of its policies regarding settlements and refugees than the previous Conservative government.

Now in opposition, the Conservatives said in February that they would recognize Jerusalem as Israel’s capital if they win power in the next election in 2019.

The European Union’s top official launched a stinging attack Wednesday on President Donald Trump, slamming his “capricious assertiveness” and saying the US leader acted more like an enemy than a friend.

EU president Donald Tusk urged leaders meeting in Bulgaria to form a “united European front” against Trump’s withdrawal from the Iranian nuclear deal and his move to impose trade tariffs on Europe.

Tusk even compared the US administration to Europe’s traditional foes Moscow and Beijing as he launched his broadside before a dinner of the 28 leaders in Sofia where they discussed the issue.

“Looking at the latest decisions of President Trump, someone could even think with friends like that, who needs enemies,” Tusk told reporters.

“But frankly speaking, Europe should be grateful to President Trump, because thanks to him we have got rid of all illusions. He has made us realise that if you need a helping hand you will find one at the end of your arm.”

The transatlantic rift has hijacked the agenda of a summit on Thursday at which the EU leaders will meet their Balkan counterparts in a bid to foster closer ties and keep Russia out of their backyard.

European ministers met a top Iranian official in Brussels on Tuesday in a bid to save the Iranian nuclear accord after Trump decided to pull out. Meanwhile the EU is still trying to win exemptions from tariffs on steel and aluminium exports.

Tusk called for more unity in the divided EU — which is set to lose Britain as a member next year — to face the growing challenges.

‘Capricious assertiveness’

“Besides the traditional political challenges such as the rise of China or the aggressive stance of Russia, we are witnessing today a new phenomenon: the capricious assertiveness of the American administration,” Tusk said.

“I have no doubt that in the new global game, Europe will either be one of the major players, or a pawn. This is the only real alternative.”

After the talks, a European source told AFP the leaders agreed on a “united EU approach” on the Iran deal, including continued support for the agreement if Tehran abides by it.

They also agreed to “initiate work to protect European companies negatively affected by the US decision,” which involves Washington reimposing sanctions on the Iranian nuclear programme.

“The EU will continue fighting for a rules-based international system despite recent decisions on climate change, tariffs and Iran,” the source said after the leaders met over dinner in Sofia.

British Prime Minister Theresa May, German Chancellor Angela Merkel and French President Emmanuel Macron — whose countries are the signatories to the Iran deal along with the US, Russia and China, gave their views on the situation to their colleagues, he said.

Merkel however said earlier that Europe had no choice but to stick with the ties that have bound it to Washington since World War II.

“Despite all the difficulties we have these days, the transatlantic relations are and will remain of outstanding importance,” Merkel told the German parliament.

‘Gun at its head’

On Trump’s decision to impose tariffs on steel and aluminium imports, a move the EU has warned could spark a trade war, the leaders also presented a united front.

They backed plans to offer concessions if the US gives Europe a permanent exemption from the tariffs, but added that the “EU will not negotiate with a gun at its head”.

Tusk said earlier that it was “absurd to even think that the EU could be a threat to the US” in terms of trade.

Behind their message of unity and firmness, some member states seem open to tolerating limited quotas from the United States on metals imports while others want a harder line, diplomats said.

The EU leaders were also due to discuss the deaths of dozens of Palestinians in Gaza after Trump moved the US embassy to Jerusalem, in another move that the Europeans had strongly opposed, but there were no details on that discussion.

The EU has called for “utmost restraint” after Israeli forces killed 60 Palestinians during clashes and protests along the Gaza border against the opening of the US embassy in Jerusalem, in the conflict’s bloodiest day in years.

But there are divisions over the embassy move within the EU itself, with the Czech Republic, Hungary and Romania having recently blocked an EU statement slamming the US decision.

Wednesday’s dinner will be followed by a summit on Thursday where EU leaders will meet their counterparts from the Balkan nations of Albania, Bosnia, Kosovo, Montenegro, Macedonia and Serbia.
