Krathom no longer a banned narcotic in Thailand

The legalisation of kratom (Mitragyna speciosa) leaves on Tuesday saw thousands of prisoners being released and more than 10,000 escaping legal action.

At 9am on Tuesday, Justice Minister Somsak Thepsuthin announced that krathom was being removed from the list of narcotics effective immediately. Though people will now be allowed to grow, sell and consume krathom leaves, the sale and consumption of concentrates made from the leaves are still illegal.

Growing the plant for business is also allowed.
However, the minister said, krathom cannot be sold to children under the age of 18 and to pregnant women. No sale of the herb is allowed near schools or temples, and permission will have to be sought for import or export of the plant.

“A total of 1,038 prisoners being detained for trading or consuming krathom will be released and the cases of some 10,000 individuals in police detention or facing legal action will be dismissed,” the minister said.

Missing 4-year-old found dead in cement well

A lost 4-year-old boy was found dead without his pants in a cement well in Bangkok’s Saphan Sung area.

The child was reported lost since August 18. His mother informed the Mirror Foundation that the boy, who was left alone, went missing when she was cleaning dishes.

After an investigation spanning five days, officials came to the conclusion that the 4-year-old hadn’t strayed from the area surrounding his home, so they used four sniffer dogs to trace his exact whereabouts – only to be led to a near-by cement well, where they discovered his body.

The well, measuring 5 metres in width, 15 metres in length and 6 metres deep, was being used to mix cement left over from construction work.

The 4-year-old’s corpse was discovered lying in a prone position and the boy did not have any pants.

Ostland passes over govt bid, will import Lepu test kits for direct sale to public #SootinClaimon.Com

Ostland passes over govt bid, will import Lepu test kits for direct sale to public

Ostland Capital Ltd, the company which won the Government Pharmaceutical Organisation’s (GPO) bid for procurement of 8.5 million antigen test kits (ATK) manufactured by Beijing-based Lepu Medical Technology at Bt70 apiece, will pass over the deal with the government and instead import the kits with its partner, World Medical Alliance Ltd.

“Ostland had given Lepu a THB30-million deposit and cannot wait for a government answer on the deal, which is currently on hold,” World Medical Alliance president Siriya Thepcharoen said on Monday.

“We will therefore import the 8.5 million ATK sets by ourselves and will sell these directly to the public at Bt75 per piece, only Bt5 higher than the quoted price,” she said.

The Lepu ATK deal had been put on hold following heated debate by the public, which stemmed from news that the Lepu-manufactured kits were banned in the United States due to a high risk of false results.

Last week, the Rural Doctors Society told the GPO that the deal might not comply with the Prime Minister’s order regarding the procurement of ATK sets in this present Covid-19 situation.

The order stipulated that antigen test kits purchased by the GPO must be approved by the World Health Organisation (WHO). Lepu’s test kits have not yet been approved by WHO for home use.

However, since the Lepu kits have already received approval from Thailand’s Food and Drug Administration, any party other than the GPO can import the product for sale in Thailand.

“Those who are interested in pre-ordering ATKs can contact us via the Line application @Morhello from today until August 31. The minimum order is one box [containing 25 kits]. The first lot of 800,000 kits is expected to be delivered by next week,” Siriya said

“In the future if the GPO wishes to go ahead with the ATK deal, we will order a new lot for the government, which should be no problem since the manufacturer is capable of producing 1 million pieces a day,” she added.

Major international tournaments get CCSA green light

The “Road to FIFA 2021” futsal tournament and the “Asian Volleyball Club Championship” have been given approval under the “Bubble and Seal” programme, the Centre for Covid-19 Situation Administration (CCSA) said on Monday, hoping to return the country back to the new normal way of life.

The go-ahead came after the Football Association (FA) of Thailand proposed that it organise the international futsal tournament “Road to FIFA Futsal World Cup Lithuania 2021” from September 2 to 7 under Bubble and Seal procedures, CCSA spokesman Dr Taweesilp Visanuyothin said on Monday.

The tournament will be held at the Show DC Hall in Bangkok, with four countries competing – Chile, Oman, Brazil and Thailand.

The FA has also requested permission to organise the AFF Futsal Championship, or Asean Futsal Championship, from September 12 to 18 at Terminal 21 shopping mall in Nakhon Ratchasima province.

In addition, the CCSA committee has permitted two more Asian Volleyball Club Championship tournaments under specific organisation quarantine – the Asian Volleyball Confederation 2021, or AVC 2021, and the AVC Men’s Cup 2021.

The AVC 2021 will be held from September 27 to October 8, with a total of 108 foreign players divided into seven teams from four countries. The AVC Men’s Cup 2021 is scheduled for October 14-16, with 10 teams from nine countries, making it a total of 172 players coming in from abroad.
Both tournaments will be held at Terminal 21 in Nakhon Ratchasima.

The CCSA has asked Thais residing in the competition areas to cooperate and welcome the players, in order to return to the new normal way of life.

Private firms can import vaccines but they must register with FDA first: Health Ministry

Public Health Ministry permanent secretary Dr Kiattiphum Wongrajit said on Monday that private companies are welcome to import Covid-19 vaccines provided they register with the Food and Drug Administration (FDA), which is a standard international practice.

“The government has never kept private companies from importing vaccines, but they have to follow regulations as someone must take responsibility for the vaccine’s quality and safety before it can be used in the country,” he said.

“Any company interested in importing vaccines can submit all required documents to the FDA, and it will approve the documents in 30 days provided they cover all required aspects including vaccine quality, safety, efficiency and a risk management plan,” Kiattiphum added.

For more information, contact the Public Health Ministry’s One Stop Service Centre at OSSC@fda.moph.go.th, Line application @OSSC_FDA or tel 02-5907606 and 02-1148181.

AstraZeneca promises to deliver 61m doses by year-end, working on more effective formula for 2022

AstraZeneca will deliver 61 million doses of its Covid-19 vaccine before the year-end, while the government is planning to order a new formula of the vaccine from the company next year to cope with mutated strains, government spokesman Anucha Burapachaisri said on Monday.

“Prime Minister General Prayut Chan-o-cha had an online meeting with AstraZeneca’s chief executive officer Pascal Claude Roland Soriot on Monday, during which the company promised to deliver 61 million doses of the vaccine by December-end,” he said.

“This will bring the total number of vaccines that the government has procured so far to 120 million doses, covering about 60 million of the population. It also exceeds the original target of purchasing vaccines for 50 million people before the end of 2021,” Anucha said.

“AstraZeneca’s promise is great news because it would bring us closer to achieving herd immunity. This would help the economy to recover and allow Thais to return to their normal lifestyles sooner than expected,” he added.

Anucha said that as for next year’s plans, the PM and AstraZeneca’s CEO have been discussing the possibility of vaccine developments to tackle the increasing number of mutated strains of the virus.

“AstraZeneca said it is developing a new formula of the vaccine with increased efficacy against new variants,” Anucha said.

“The government is planning to buy another 60 million doses of the new formula in 2022. We estimate that a contract will be drafted and signed by September-end this year,” he added.
