Aviation authority gives the green light for air travel between dark red provinces

The Civil Aviation Authority of Thailand (CAAT) announced on Sunday that from September 1 airlines can operate passenger flights between 29 “dark red” provinces while ensuring disease control measures are strictly followed.

The announcement came after the Centre for Covid-19 Situation Administration on Friday announced the lifting of restrictions on domestic air travel. Passengers must present a vaccine certificate or a negative test result as required by the destination provinces.

The 29 “dark red” provinces are: Bangkok, Kanchanaburi, Chonburi, Chachoengsao, Nakhon Pathom, Nakhon Nayok, Nakhon Ratchasima, Narathiwat, Nonthaburi, Pathum Thani, Prachuap Khiri Khan, Prachinburi, Ayutthaya, Phetchaburi, Pattani, Phetchabun, Yala, Rayong, Ratchaburi, Lop Buri, Songkhla, Singburi, Samut Prakan, Samut Songkhram, Samut Sakhon, Saraburi, Suphanburi, Tak and Ang Thong.

According to the CAAT, passengers travelling to the following provinces must comply with these regulations:

1. Phitsanulok and Chumphon: Must download tracing application and spend 14 days in state quarantine facility.

2. Phuket and Krabi: Must download tracing application, present a negative result by RT-PCR or by antigen test kit (ATK) method performed by a doctor, and a certificate of either receiving two doses of vaccine or having been infected and recovered from Covid-19 in the past 90 days.

3. Hua Hin (Prachuap Khiri Khan) and Trang: Must download tracing application, present either a certificate of receiving two doses of vaccine, or of having been infected and recovered in the past 90 days.

4. Phrae, Nan, Sakon Nakhon, Udon Thani, Chiang Mai, and Buri Ram: Must download tracing application, present a certificate of receiving two doses of vaccine. Test may be required upon arrival.

5. Khon Kaen, Ubon Ratchathani, and Lampang: Must download tracing application, present a negative result by RT-PCR method and a certificate of receiving two doses of vaccine.

6. Chiang Rai, Hat Yai (Songkhla), Nakhon Phanom, Ranong and Nakhon Si Thammarat: Must download tracing application, present a negative result by RT-PCR or ATK method performed by a doctor and a certificate of receiving two doses of vaccine.

7. Surat Thani: Must download tracing application.

8. Bangkok, Loei, Narathiwat and Rayong: No extra regulations announced.

The CAAT also has permitted all airlines to carry passengers at up to 75 per cent capacity (from the previous 50 per cent), but on-board food and drinks are still prohibited.

Thailand records drop in infections with 15,972 new cases, 256 deaths

Over the past 24 hours on Monday, Thailand logged 15,972 new cases and 256 deaths. Of the new infections, 280 were found in prisons.

Though Thailand’s daily caseload dropped from last week’s average of 17,000 to 18,000, the country was still bumped up to number 29 among countries with the most cases.

Meanwhile, 20,535 patients have recovered and been discharged over the past 24 hours.

Thailand’s total caseload from Covid stands at 1,190,063, of whom 1,002,527 have recovered, 176,137 are still in hospitals and 11,399 have died.

Separately, another 211,293 people were given their first Covid-19 shot in the last 24 hours, 62,463 their second shot, and 2,888 their third shot, bringing the total Covid-19 vaccine doses administered nationwide to 30,954,477.

According to Worldometer, as of 10am on Monday, confirmed cases globally had risen to 217.22 million, 194.12 million of whom have recovered, 18.58 million are active cases (113,529 in severe condition) and 4.52 million have died (up by 7,443).

Thailand ranks 29th on the global list of most cases, which is topped by the US with 39.67 million, followed by India 32.74 million, Brazil 20.74 million, Russia 6.88 million and France 6.74 million.

Songkhla plans opening door to Malaysian tourists with ‘Dannok Sandbox’ scheme

Songkhla is planning to launch the “Dannok Sandbox” scheme to help boost the economy of Sadao district, which sits on the border with Malaysia.

Retail stores, restaurants, hotels and other businesses related to tourism in the area have been suffering badly from the impact of Covid-19 because 90 per cent of their customers are Malaysian tourists.

The private sector said the sandbox scheme was initiated because Malaysia has administered 31.8 million Covid-19 doses so far and is expected to cover 70 per cent of its population by October. The opening of the Sadao border is also in line with Prime Minister General Prayut Chan-o-cha’s plan to reopen Thailand by October.

“The scheme is called ‘Dannok Sandbox’ because Malaysian tourists visiting Sadao refer to the area as Dannok,” related businesses said.

“This border is the only road link with Malaysia, so it will be easy to contain the spread of Covid-19.”

Once the scheme kicks off, it will help create 10,000 jobs and will become a model for other border provinces, a hotel operator said.

Though the Dannok Sandbox is still at the planning stage, it is hoped the district will start bustling again under strict measures to tackle the ongoing Covid-19 crisis.

Call for blood donations as supplies run short nationwide

The Thai Red Cross Society is calling on people to donate blood as blood banks across the country are running low due to the Covid-19 crisis.

In a Facebook post last week, the Thai Red Cross Society’s National Blood Centre called for immediate donations and listed locations where donors can go. 

“Due to the Covid-19 situation, hospitals across the country are facing critical blood shortages. Doctors are having to postpone surgeries as blood stocks are running low. The society urges all healthy people to urgently donate blood to help these patients. Donations can be made nationwide in different locations or at provincial hospitals,” the post read.

Thailand’s daily caseload will drop soon, predicts Public Health Ministry

The Public Health Ministry said on Sunday that the number of Covid-19 cases in Thailand is likely to ease, as more patients with mild symptoms are being discharged from hospitals in Greater Bangkok.

Dr Kiatiphum Wongrajit, the ministry’s permanent secretary, cited Nonthaburi’s Busarakham Hospital, where the number of yellow and green patients had dropped 54 per cent from 3,526 to 1,905 cases last week.

Of the 300 beds available at the Nimibutr Sports Building in Bangkok, only 94 were occupied, of which 54 patients were in the green group, 34 in the yellow group and only six in the red group or in a severe condition.

Kiatiphum added that proactive tests conducted in communities, companies, markets and workers’ camps helped identify and isolate patients to curb the virus from spreading.

He also said the urgent inoculation of people at risk, such as seniors, those with chronic disease and pregnant women has helped cut down on infections and deaths caused by family clusters.

The doctor hopes the target of inoculating 70 per cent of this group in Dark Red provinces and 50 per cent in other provinces can be reached soon.

As of Saturday, 22,807,078 people had received their first Covid-19 jab, 7,287,885 their second shot and 584,326 their booster shot, bringing the total number of Covid-19 vaccines administered to 30,679,289.

He added that in a move to administer more booster shots, the Department of Disease Control will meet related agencies and come up with a plan to distribute 1.5 million doses of the Sinovac vaccine nationwide.

Police station chief, deputy transferred as netizens fume over gang rape case

The superintendent of a police station in Nakhon Sawan province and his deputy were transferred over tardiness in investigating an alleged gang rape case.

An 18-year-old girl was reportedly lured by her friend to meet five men, and was later raped by four of them.

When the case started to trend on social media, Pol Colonel Thamrong Chikitsilpin, the superintendent of Mae Wong Police Station, said that medical tests had proved the girl had been raped. He also said that of the four alleged rapists, three were youths.

The case has been trending on social media as “five hell beasts”.

The incident that took place in the jurisdiction of Mae Wong Police Station in April has become a sensation on social media over police tardiness in investigating the case. Posts related to this case were tagged #5เดนนรก (five hell beasts)

Reacting to the public uproar, Pol Lt-General Apichart Sirisit, commander of the Provincial Police Region 6, transferred Thamrong and deputy superintendent Pol Lt-Colonel Prasert Chuksuritravee over the delay in investigating the case.

Apichart said that the transfer order was to “make the operation smooth and efficient”.

NACC looking into two projects in Trang

The National Anti-Corruption Commission (NACC) is currently investigating two construction projects of the Department of National Parks, Wildlife and Plant Conservation in Trang province.

The move came after the provincial NACC network’s proposal to monitor two projects in Kantang district during their meeting on August 19.

The two projects are:

1. Construction of 10 residences on Koh Kradan

2. Construction of a bridge for watching dugongs behind Hat Chao Mai beach

NACC officials surveyed the area on August 26-27 to collect information on the two projects.

“Government agencies responsible for the projects, the Department of National Parks, Wildlife and Plant Conservation, and Trang province, will be summoned to clarify details,” the NACC said.

335 new police officers contract Covid-19 in Prachuap Khiri Khan

A group of 335 out of 400 newly graduated police officers who attended a special training at Ritreuchai Camp in Prachuap Khiri Khan province has contracted Covid-19, a news source revealed on Sunday.

The camp is located in Huaisatyai subdistrict, near a Karen village which had earlier been ordered shut for 14 days by the Prachuap Khiri Khan governor after 66 villagers contracted Covid-19.

The source added that the police officers are fresh graduates from police cadets in southern provinces who must pass the special month-long training before they can be assigned duties.

“All officers who tested positive were sent to Hua Hin Hospital and two field hospitals in the province. Most of them are asymptomatic or ‘green category’ patients,” said a camp officer. “We suspect that the source of the infections could be a cook who prepared food for the officers in the camp, and hailed from the Karen village.”

Public health officers have visited the camp to enforce strict disease control measures among the personnel, especially in the disposal of infectious waste in the camp.

Meanwhile, Pol Colonel Chatchai Rianmek, a former deputy Prachuap Khiri Khan police chief, said that the “Authorities should have cancelled the training as there is no immediate need for combat-ready personnel. Furthermore, it is against the government order to allow a gathering of more than five people in red zone provinces such as Prachuap Khiri Khan.”

Some activists arrested as police and anti-government protesters clash in Bangkok

Protesters from the anti-government “Thalu Gas” group gathered at Sam Liam Din Daeng junction in Bangkok’s Ratchathewi district at 3.30pm on Sunday to demand the resignation of Prime Minister Prayut Chan-o-cha.

At 4pm, crowd control police deployed officers on Vibhavadi Rangsit Road and blocked the protesters with three water cannon trucks.

At 4.30pm, as more protesters showed up, they reportedly started throwing firecrackers, ping pong bombs, flares, and Molotov cocktails at police officers, who responded by firing rubber bullets and tear gas.

At 6.56pm, crowd control police used a water cannon truck to push some of the rallyists back to Pracha Songkhro intersection, but most of them still remained at Sam Liam Din Daeng fighting the police.

Thundershowers forecast for all regions, isolated very heavy rains in upper Thailand

The Thailand Meteorological Department said on Monday that the southwest monsoon prevails across the Andaman Sea, Thailand and the Gulf of Thailand, while a monsoon trough lies across the Central, the East and the lower Northeast regions.

Continuous rainfall is likely across the country with isolated heavy rains in the North, the Northeast, the Central and the East.

People in risky areas should beware of severe conditions that may cause flash floods, the department said.

North: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-24 degrees Celsius, highs of 31-34°C.
