The Moral Vacuum at the heart of modernity


Man and Nature are running out of time. That’s the core message of the UN Intergovernmental Panel on Climate Change (IPCC) report released this week. UN Secretary-General António Guterres called the report a “code red for humanity”. “The evidence is irrefutable: greenhouse gas emissions from fossil fuel burning and deforestation are choking our planet and putting billions of people at immediate risk.”

What can we, individually and collectively, do about it?

Many animals, including humans, cannot survive at high temperatures. Seattle, a temperate climate city, hit 104 degree Fahrenheit in June, only 4 degrees below the maximum 108 degrees where humans can’t survive. Like the pandemic, the twin effects of climate warming and biodiversity loss are hurting the bottom half of society who are most vulnerable to natural and/or man-made disasters. Indeed, indigenous and native people who live closest to nature, comprising 5-6% of world population scattered in remote areas, are likely to face loss of culture, lives and habitat because all their water, food and livelihoods will be devastated by climate change. .

In essence, we are in an existential situation whereby nature is being destroyed by human excess consumption, which creates pollution and carbon emission, but all this is made possible by monetary creation by bankers and businesses who seem to care more about their profits than the human condition. Thus, decisions over climate change, human activities, financialization and globalization are essentially moral questions over the power to lead us out of the wilderness of nuclear destruction through war or planetary burning..

In his monumental History of Western Philosophy (1946), British philosopher Bertrand Russell argued that those in power understand that they have twin powers over nature and political power to rule other human beings. Traditionally, the limits to such power have been God and truth. But today, religions are also in turmoil on what is their role in finding pathways out of the current mess. Furthermore, FakeNews obscures what is truth.

The current mess is not unlike the Lost People wandering in the desert waiting for a Moses to find the 21st century version of the Ten Commandments. Unfortunately, the 17 UN Sustainable Development Goals (SDGs) are aspirations and not commandments. As economists say, climate change is a market failure, but there is no modern day Moses, nor operating manuals to translate SDGs to environmental, social and governance (ESG) projects and programmes for businesses, governments and social institutions.

In this twin injustices against man and nature, people sense that there is both a moral vacuum in globalized modernity, as well as lack of a shared, practical pathway out of planetary destruction. If secular science or politics cannot help us, Is religion the solution?

Ironically, religion has played a far larger role in the current quandary than meets the eye.

Two Papal Bulls empowered the Portuguese and Spanish conquests of new lands in the second half of the 15th century. Papal bulls are public decrees, letters patent or charters issued by a Catholic pope. The Papal Bull Romanus Pontifex issued by Pope Nicholas V in 1455 gave Portuguese King Alfonso the right to “invade, search out, capture, vanquish and subdue all Saracens and pagans whatsoever, and other enemies of Christ whatsoever placed, and the kingdoms, dukedoms, principalities, dominions, possessions and all movable and immovable goods whatsoever held and possessed by them and to reduce their persons to perpetual slavery,..to convert them to his profit..[such assets becoming] justly and lawfully acquired.”

The Papal Bull Inter Caetera, issued after Christopher Columbus returned from America in 1493, not only reinforced the Spanish right to property and slavery seized or colonized from non-Christian kingdoms or pagan natives, but also established the Doctrine of Discovery. This doctrine formed the basis of national and later international laws that gave license to explorers to claim vacant land (terra nullius) on discovery. Vacant land meant land not populated by Christians, and thus the Christian discoverers and occupiers could have legal title to them, regardless of the rights of the indigenous people.

In short, historically it was the Church that gave the moral blessing for colonization, slavery and genocide during the Age of Globalization. The tragedy is that the Doctrine of Discovery is now embodied in US laws. In the historic case of Johnson vs McIntosh (1823), Supreme Court Justice John Marshall ruled, “According to every theory of property, the Indians had no individual rights to land; nor had they any collectively, or in their national capacity; for the lands occupied by each tribe were not used by them in such a manner as to prevent their being appropriated by a people of cultivators. All the proprietary rights of civilized nations on this continent are founded on this principle. The right delivered from discovery and conquest, can rest on no other basis; and all existing titles depend on the fundamental title of the crown by discovery.”

If humanity still treats nature as a free asset to be mastered, and other human beings to be dominated and disenfranchised because of the Doctrine of Discovery, how can we move forward morally to create human inclusivity and planetary justice?

Under secular science, the elites that control the media, military, economy, political or social institutions have forgotten that they are not masters of man and nature, but stewards to protect human well being and nature for future generations. In this polarized age, we forget that the shamans of the indigenous people carry ancient wisdoms about how to live with nature and each other through traditional values, medicine and shared rituals. The shamans are not seers but healers and carriers of tribal memories and values.

When modern scientists and technocrats have no solutions to present problems except more speed, scale and scope in the rush to modernity, isn’t it time to listen to traditional wisdoms from those who have living but dying memories of how to live with nature and each other?

Without moral bearings, no wonder we have no maps out of the current mess.

Immigration Police on Saturday arrested Wanitnara, or Jeab (last name withheld), at a mansion in Bangkok’s Wangthonglang district for allegedly running a smuggling operation of Myanmar labourers out of Thailand via Singkhon checkpoint in Prachuap Khiri Khan province.

“Officials have been investigating the case after 42 migrants from Myanmar had been arrested in Prachuap Khiri Khan’s Khlong Wan district while trying to cross the border at the checkpoint. Sixteen of them later tested positive for Covid-19,” said Immigration Police chief Pol Lt-General Sompong Chingduang.

“All Myanmar migrants and a Thai vehicle driver had been placed in isolation to monitor their symptoms in keeping with disease control measures.”

Sompong added that the driver had said he was hired by the suspect who lives in Bangkok and had paid him to transport migrant workers from Samut Sakhon, Nonthaburi, Bangkok, Pathum Thani, Chachoengsao, Prachin Buri and Bangkok provinces to Myanmar via Prachuap Khiri Khan at THB5,000 to THB8,000 per person.

“Wanitnara also has an arrest warrant in Tak province for fraud in a separate case,” added the Immigration Police chief.

Doctors body slams government over purchase of faulty Covid test kits


The Rural Doctor Society has attacked the government over its plan to buy a Chinese companys faulty antigen test kit (ATK) despite its dubious reputation.

The society on Saturday said that organisations concerned with the ATK procurement – the Public Health Ministry, Food and Drug Administration (FDA), Government Pharmaceutical Organization and Ramathibodi Hospital – must show responsibility for buying the ATKs produced by Lepu Medical Technology in China.

The society said that the effect of the Lepu test kit was proved to be unreliable, according to a research in Pakistan published in the Virology Journal. The research showed that the kit shows 48 per cent wrong results, while the FDA of Thailand claimed that the product’s reliability in Covid-19 testing was 90 per cent.

In addition, the society pointed out that the Lepu ATK was expensive at THB70 a piece compared to the retail price of US$1, or THB33.

The Rural Doctor Society challenged the government to buy the Lepu test kits and prove if it were effective as claimed by the FDA.

Thai death toll up sharply with over 22,000 Covid cases


Thailand logged 22,086 new cases with 217 deaths over a 24-hour period, it was reported on Saturday.

Of the new infections, 270 were prison inmates.
Meanwhile, 23,672 patients have recovered and been discharged over the past 24 hours.

Cumulative cases totalled 885,275, of whom 667,556 have recovered, 210,376 are still in hospitals and 7,343 have died.

Separately, another 456,521 people were given their first Covid-19 shot in the last 24 hours, 178,568 their second shot, and 48,743 their third shot, bringing total Covid-19 vaccine doses administered in Thailand to 23,192,491.

According to Worldometer, as of 10am on Saturday, confirmed cases globally had risen to 206.97 million, 185.60 million of whom have recovered, 17.01 million are active cases (103,358 in severe condition) and 4.36 million have died (up by 10,155).

Thailand ranks 35th on the global list of most cases, which is topped by the US with 37.36 million, followed by India with 32.16 million, Brazil with 20.32 million, Russia with 6.56 million and France with 6.43 million.

With the Kui Buri National Park in Prachuap Khiri Khan province closed to visitors due to Covid-19, the animals there are relaxing in their natural habitat.

The Department of National Parks, Wildlife and Plant Conservation on Saturday published photos on its Facebook page of elephants, bulls and other animals enjoying the lush greenery and feasting on grass.

The popular safari park has been closed since August 5.

The Phuket “sandbox” programme drew over 19,000 foreign tourists and generated over THB1 billion in revenue for the province, Thanusak Pheungdet, president of the Phuket Chamber of Commerce, said on Friday.

The sandbox scheme, which kicked off on July 1, aims to reopen Phuket to foreign visitors to rehabilitate the local tourism industry. Vaccinated tourists can fly into Phuket and move around freely in the province without having to quarantine. After spending 14 days in Phuket and if they still test negative, the tourists can then travel to other parts of Thailand.

“Thanks to comprehensive screening and disease control measures, we found only 50 infections among over 19,000 foreign visitors. They have been separated and treated properly to limit the spread of Covid-19 in the sandbox area,” he said.

“About 4,000 foreign tourists have gone home and around 15,000 are still staying in Phuket. They occupy 7,000 to 8,000 rooms and have generated more than THB1 billion in rotating revenue for local businesses.

“Entrepreneurs in Phuket are planning to host other activities to attract foreign visitors besides tourists, such as sport events, conventions and cultural events at the year-end. These events will also need strict screening measures to keep the visitors safe from Covid-19,” he said.

“As the Thai FDA has already approved the Sputnik V vaccine, we believe that more Russian tourists will visit the province at the year-end. Furthermore, the Embassy of Russia has agreed to donate 100,000 doses of Sputnik vaccine to Phuket, which will help make the sandbox programme even safer,” he added.

“Although Phuket’s tourism is gradually recovering, the chamber of commerce estimates that the country’s overall tourism industry will return to normal only by the end of 2022 or early 2023, due to the slow vaccine distribution, especially in ‘dark red’ provinces,” said Thanusak.

Two Kanchanaburi nurses infected after stint in Bangkok


Two nurses from Kanchanaburi province were infected with Covid-19 after working in Bangkok, the Rural Doctors Society posted on Facebook on Friday.

Medics from the countryside have helped treat over 150,000 people and found 15,000 new cases in Bangkok.

Both nurses were from the Dan Makham Tia Hospital in Kanchanaburi and were a part of the third batch sent to Bangkok on deputation.

About 400 medics were tested for Covid-19 after they returned to their original workplace.

One of them thought that she had got infected on August 8 after she helped an old lady who came to test for Covid-19. The old lady reportedly collapsed and the nurse helped her without wearing a PPE suit. The old lady was later found to be infected.

The nurse went back to her room on Wednesday and tested positive on Thursday, while another nurse who shared the room also tested positive.

They had been inoculated with two doses of the Sinovac vaccine before they went to Bangkok, but had not received a booster dose.

The nurses said that they were saddened by the development, as they could not work for 14 days.

Meanwhile, one of the medics in the second batch from Nan province was also found to be infected.

Daily infections could reach 70,000 unless strict lockdown measures are employed in late August, Dr Taweesilp Visanuyothin, spokesman of the governments Centre for Covid-19 Situation Administration, warned on Friday.

Taweesilp cited the Ministry of Public Health’s estimate that daily infections in late August to early September could be around 60,000 to 70,000 patients per day after the current lockdown measures end. However, if the lockdown measures were extended to September, daily infections would be at around 45,000 patients per day, which would still be high.

“If we were to maintain daily infections at the current rate of around 20,000 patients per day, strict lockdown measures must be employed for at least two months coupled with vaccinating elderly people and other target groups in wider areas,” said Taweesilp.

“This is the best-case scenario for our public health system. At this infection rate, we will still have adequate hospital beds while the mortality rate will be at a controllable level.

“Lastly, I urge everyone to stay at home as much as you can and follow disease control measures to limit the spread of the virus and make the lockdown as effective as possible,” said Taweesilp.

Court to hear case against Prayut for alleged mismanagement of Covid crisis


The Central Criminal Court for Corruption and Misconduct Cases on Friday accepted a lawsuit filed by Thai Sang Thai Party and the Lawyers Association of Thailand against Prime Minister General Prayut Chan-o-cha for alleged failure in managing the Covid-19 situation.

The lawsuit accuses the PM of damaging the country’s economy and overwhelming the public health system.

The court has scheduled a hearing on August 30.

“The Prayut government’s negligence and ineffective handling of the Covid-19 situation has resulted in four waves of outbreak throughout the country with over 800,000 accumulated patients and over 6,000 deaths,” said Narinphong Jinaphak, president of the lawyers association.

“The rising number of infections has exceeded the capacity of the public health system as can be seen from the many people who have died on the streets or in their homes while waiting to be treated at hospitals.

“We decided to sue Prime Minister Prayut, as he is the head of government and the one who announced the state of emergency,” added Narinphong.

“Prayut’s action could be a violation of Section 47 third paragraph and Section 55 of the Constitution, as well as Section 157 of the Criminal Code, he added.

The third paragraph of Section 47 of the Constitution stipulates that a person shall have the right to the protection and eradication of harmful contagious diseases by the State free of charge as provided by law.

Section 55 stipulates that the state shall ensure the people receive efficient public health services universally, ensure that the public has the basic knowledge in relation to health promotion and disease prevention, and shall promote and support the development of wisdom on Thai traditional medicine to maximise its benefits.

Section 157 of the criminal code stipulates that whoever, being an official, wrongfully exercises or does not exercise any of his functions to the injury of any person, or dishonestly exercises or omits to exercise any of his functions, shall be punished with imprisonment of one to 10 years or a fine of THB2,000 to THB20,000, or both.

Narinphong added that Thai Sang Thai Party’s public campaign to sue the government had attracted around 700,000 signatures from members of the public, which he has also submitted to the court as supporting evidence.

The Thailand Meteorological Department said on Saturday that the southwest monsoon prevails over the Andaman Sea, Thailand and the Gulf of Thailand, while a low-pressure area covers upper Vietnam. Meanwhile, the easterly winds blow across the South China Sea and the lower Gulf of Thailand.

Thundershowers are forecast for all regions with isolated heavy rains in some areas.

Waves 1-2 metres high and more than two metres high during thundershowers are expected in the Andaman Sea and upper Gulf of Thailand.

All ships should proceed with caution during thundershowers, the department said.

The weather forecast for the next 24 hours:

North: Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 24-26 degrees Celsius, highs of 30-36°C.

Northeast: Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 23-26°C, highs of 31-35°C.

Central: Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 24-26°C, highs of 33-37°C.

East: Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 24-28°C, highs of 30-35°C; waves a metre high and 1-2 metres during thundershowers.

South (east coast): Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 24-25°C, highs of 32-34°C; waves a metre high and 1-2 metres during thundershowers.

South (west coast): Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 21-25°C, highs of 29-33°C; waves 1-2 metres high and over two metres during thundershowers.
