Agency pushes for rubber price guarantee scheme to help farmers in Covid fallout


The Natural Rubber Policy Committee has in principle approved a 10.6-billion-baht price guarantee scheme for rubber farmers in a bid to alleviate their burden.

The committee, along with representatives from the Agriculture and Cooperatives Ministry and the Rubber Authority of Thailand (RAOT), met Prime Minister Prayut Chan-o-cha virtually on Wednesday morning.

Under the scheme, three types of rubber will be guaranteed. Rubber sheets at 60 baht per kilo, latex with 100 per cent dry rubber content (DRC) at 57 baht per kilo and 50 per cent DRC cup lump at 25 baht per kilogram.

The ministry and RAOT have been tasked with drafting details of the scheme and presenting it to the Cabinet for approval.

At the meeting, Prayut told RAOT representatives to be extra careful when registering rubber farmers as the government is trying to eliminate products that come from plantations in controversial areas such as land that encroaches on conserved forests or river sources.

“All rubber products for export must come from legal plantations. Failure to comply may result in a ban from international trade partners,” he said.

The premier also called on the ministry and RAOT to employ necessary measures to prevent corruption and ensure subsidies are put in the hands of actual farmers.

2 Bangkok bus drivers, 2 conductors test positive


The Bangkok Mass Transit Authority (BMTA) announced on Tuesday that four of its public bus staff members have tested positive for Covid-19.

Those infected include drivers of bus numbers 505 and 23, and the conductors of bus number 517 and the shuttle that runs between Bangkok’s Bang Pho area and the Bang Sue Grand Station.

The driver of bus number 505 had been worked from August 31 to September 5 and then again on September 9.

The second driver had driven bus number 23 on September 5, 6 and 9. He also drove bus number 2 on September 4 and 7.

The conductor of bus number 517 had worked on September 5 and 6, while the shuttle bus conductor had worked on September 5, 6, 8, 9 and 10.

Thai health dept eyes reopening day schools in sandbox setting


The Department of Health is planning to expand its “Sandbox Safety Zone in School” project to day schools after it proved to be successful with boarding schools.

Director-general Dr Suwanchai Wattanayingcharoenchai said on Tuesday that the department had launched the campaign for on-site classes at boarding schools.

In line with the project, schools set up a separate screening, quarantine and safe or green zones. This project was deemed successful despite some infections via contact with outsiders.

The department has set up an additional seven measures for schools to follow over and above the six main measures (DMHT-RC) and six side measures (SSET-CQ) that are already in place.

The seven new measures are:
• Schools must assess themselves via the Thai Stop COVID Plus and MOECOVID websites
• Hold activities in small groups and stick within these groups
• Ensure food is nutritious and prepared in a hygienic manner
• Ensure all areas are well ventilated
• Set up an isolation zone if there are patients
• Set up a sealed route for travel
• Create a school pass for students, teachers and staff that carries all risk assessment data such as up-to-date test results, vaccination records and infection history.

In addition, at least 85 per cent of teachers and personnel in schools within the green zone must be inoculated and undergo risk assessment once a week.

Schools that are in the yellow or high-surveillance zone must conduct tests using antigen test kits (ATK) at least twice a week, as should schools in the orange or controlled zone.

Schools that fall in the red or maximum control zone must assess their risk on the Thai Stop COVID Plus website and apply Covid-free settings. These schools must ensure there are no more than 25 students in a class at any given time, create a school pass, conduct ATK tests among personnel once or twice a week and assess its risk thrice a week. Organisations within 10 metres of the campus are also advised to do the same.

Schools in the dark red or maximum and strict control zone are required to conduct ATK tests on personnel twice a week and assess their risk daily.

13,798 new infections, 144 deaths over past 24 hours in Thailand


Thailand’s daily numbers rose to 13,798 new cases and 144 deaths over the past 24 hours on Wednesday. Of the new cases, 451 were in prisons.

Meanwhile, 14,133 patients have recovered and been discharged over the past 24 hours.

Thailand’s total caseload from Covid-19 stands at 1,420,340 – 1,277,029 of whom have recovered, 128,546 are still in hospitals and 14,765 have died.

Separately, another 228,352 people were given their first Covid-19 shot in the last 24 hours, 464,749 their second shot and 975 a booster shot, bringing the total Covid-19 vaccine doses administered nationwide to 41,647,101.

According to Worldometer, confirmed cases globally had risen to 226.67 million on Wednesday, 203.38 million of whom have recovered, 18.63 million are active cases (102,529 in severe condition) and 4.66 million have died (up by 8,881).

Buri Ram announced it would hold its annual street pork ball festival from September 17 to 23 – just as South Korea-based Thai singer and performer “Lisa”, who has taken the internet by storm with her debut single, said she would love to dig into the tasty snack.

Lalisa “Lisa” Manoban is a member of famous South Korean girl group Blackpink.

During an appearance on the Woody Show on Saturday, she mentioned that she wanted to eat pork balls at the festival in Buriram, which is her hometown.

The Tourism Authority of Thailand (TAT), Buri Ram office, subsequently confirmed that Lisa’s interview came just in time, as TAT was indeed preparing for the festival.

Buri Ram holds the street pork ball festival every year in July, but it was postponed to September this year. More than 100 shops have so far signed up to join the festival.

Suspected rapist nabbed after 19 years on the run


An alleged rapist, 54, on the run for 19 long years, was finally nabbed on Wednesday.

The man (whose name and surname were not revealed) had raped a girl, 16, in 2002 at a rented room in Bangkok’s Nong Khaem district.

He reportedly committed the same crime at several worker camps in Samut Prakan.

The fugitive was finally nabbed following an arrest warrant issued by the Samut Prakan provincial court.

Police learned that he rarely visited his hometown in Ubon Ratchathani, and recently came to know that he was living in Samut Prakan’s Phra Pradaeng district. They didn’t waste any more time, promptly arresting the man.

The suspect has denied all charges of rape.

Plai Ning, an elephant statue, was returned to its post outside the Khao Yai National Park visitor centre in Nakhon Ratchasima after it had been toppled over by a real elephant.

Awild elephant nicknamed Plai Diew had knocked Plai Ning off its pedestal on Friday breaking its tusk and other parts.

The statue was removed and sent for repairs.

In a Facebook post, the Department of National Parks, Wildlife and Plant Conservation advised people visiting Plai Ning to maintain social distancing and avoid touching the statue.

Sales of Thai durian have come under pressure from fierce competition after China recently signed an agreement with Malaysia allowing the import of frozen durian, the Thai Durian Association posted on its Facebook page.

“Currently, China allows imports of fresh durian from Thailand only, but now frozen durian can either come from Thailand or Malaysia, which will become our competitor in the market for the king of fruits,” it said on Tuesday.

Frozen durian is exported to China either in flesh form or as a whole.

“From our survey, Malaysia has 16 factories capable of freezing the whole fruit for exports,” the Facebook post said.

Furthermore, the Philippines, Laos and Vietnam are finding ways to penetrate China’s market, although they have yet to be approved by the Chinese government, the association said.

“To make things worse, we have received reports that Hainan province in southern China has been successful in growing Thailand’s Mon Thong and Malaysia’s Musang King durians using advanced agricultural techniques. In future, these locally grown durians could also become our new competitors,” it said.

The association said Chinese consumers prefer ripe durian to young fruit, which presents yet another challenge for Thai exporters. “Ripe durian have a shorter shelf life and could easily become rotten more quickly, rendering a negative image of Thai fruit, while frozen durian will not have this problem,” it pointed out.

“With the sheer size of its population – some 1.4 billion – China is Thailand’s biggest fruit export market with up to 22 Thai fruits being allowed into the country by the Chinese government,” the association said.

“Durian is among the top selection by Chinese consumers, and many restaurants have included durian in their new menus, such as durian pizza, durian puffs and durian pies,” the association added.

The Department of Cultural Promotion on Tuesday launched its savoury “Thai Taste Therapy” project in a bid to promote traditional Thai cuisine and its health benefits around the world, hoping to create a new global tag called “the World’s Tastiest Medicine”.

Department director-general Chai Nakhonchai said the project brought together the department and 50 famous Thai chefs to create Thai food with health benefits in a bid to meet the needs of the health-conscious worldwide.

“To inherit the tradition sustainably, it is necessary we receive cooperation from several parties,” he said.

“This project aims to promote Thai food in many countries by presenting their health benefits.”

Chai said the project was launched in line with the current situation, when many people were paying attention to what they eat.

“So far, the Department of Cultural Promotion has registered 20 types of Thai food as a cultural heritage, including Tom Yum Goong [spicy shrimp soup] and Som Tam [papaya salad],” Chai said.

He added that the department aimed to register more Thai food in the future.

The State Railway of Thailand (SRT) has deployed security officers at all entrances of Bang Sue Grand Station in Bangkok’s Chatuchak district to prohibit hawkers from setting up their shops on footpaths, SRT Public Relations Centre director Ekarat Sriarayanphong said on Tuesday.

The measures came in response to a social media post on the Facebook page @ReclaimFootpath on Monday, with photos of hawkers setting up their stalls on the footpaths in front of the station and blocking pedestrian paths.

The post was widely shared and many netizens urged the SRT to take action against the hawkers.

“We have also set up two screening points – at the front and back entrances – to make sure all visitors to the station comply with disease control measures in this Covid-19 situation,” Ekarat said.

“Security officers will additionally check for any illegal motorcycle taxis who have not registered with the Department of Land Transport as we have received complaints that some of these taxis do not have yellow licence plates [issued for hired vehicles] and are charging more than the rates specified by law,” he said.

Ekarat added that the station has an underground parking area for 1,700 vehicles and parking is free of charge.

“So if you witness anyone demanding a parking fee, please contact security officials immediately,” he advised.
