The National Health Security Office (NHSO) has delivered preliminary assistance of more than 230 million baht to 3,626 people who suffered adverse symptoms after the Covid-19 vaccination.

NHSO secretary-general Jaded Thammathatare said on Monday that from May 19 to September 27, 4,065 people had applied for preliminary aid after adverse reactions from the Covid-19 vaccination, while another 287 applications are pending. The district subcommittee has considered 3,626 compensation payments, and 1,152 rejections as they did not meet the criteria. The total amount that has already been paid as initial compensation is 230,798,800 baht.

The criteria for consideration of preliminary compensation are divided into three levels, according to the severity of the adverse reaction.

  1. Payment not exceeding 100,000 baht to those who have an illness that requires continuous treatment; 3,121 people have received compensation.
  2. Payment not exceeding 240,000 baht to those with damage, dismemberment or disability that affects living; 41 people have received compensation.
  3. Payment not more than 400,000 baht in the event of death or permanent disability; 464 relatives of the deceased have received initial assistance.

“However, the principle of preliminary compensation payment by the NHSO does not clearly indicate that it is the effect from the vaccination in any way. It is a remedy to reduce the impact on people, when an adverse reaction occurs. The NHSO does not seek a refund even it can be proved later that the symptoms were not caused by the vaccination.

In the event that the applicant does not agree with the result of the compensation evaluation, an appeal can be made to the secretary-general of the NHSO within 30 days after the result notification,” Jaded added.

Police have arrested 13 anti-government protesters of the “Thalu Fah” group at around 6pm on Monday at the Nang Lerng intersection in Bangkok’s Dusit district for allegedly taking down barbed wires deployed by the officials and throwing ping pong bombs and other objects at crowd control police.

Deputy police spokesperson Pol Colonel Krisana Pattanacharoen said that the group had gathered at Chamai Maru-chet Bridge at around 5pm before marching to the Nang Lerng intersection and taking down barbed wire that officials had deployed around the Government House area.

“Police had warned the protesters that taking down barbed wire was illegal but they didn’t listen. Instead, they fired bottle rockets and threw ping pong bombs and bags of paint at crowd control police, who responded by firing water cannon at the protesters,” said Krisana.

“During the clash, police confiscated three vehicles and arrested 13 protesters, more than half of them are underaged,” said the deputy police spokesman.

Their parents have been issued summons to be notified of the charges, as parents could have violated the Child Protection Act by allowing their children to participate in activities that caused public disturbance and violated the emergency decree.

“Some parents turned their children in to the police after finding out that they had participated in the rally. We thank them for their cooperation,” added Krisana. “Parents need to keep an eye on their children, as they can be persuaded by friends or other parties to join protests.”

Thailand recorded fewer than 10,000 Covid-19 cases for the first time since July 17.

The Ministry of Public Health reported on Tuesday morning that 9,489 new patients had tested positive for Covid-19 in the past 24 hours, of whom 269 were found in prisons.

The death toll increased by 129, while 12,805 patients were cured and allowed to leave hospitals.

Cumulative cases in the country increased to 1,581,415 with 16,498 deaths.

The Thailand Meteorological Department said on Tuesday that easterly and southeasterly winds prevail over Thailand, while the southwest monsoon prevails across the Andaman Sea and the Gulf of Thailand.

Adecrease in rainfall is forecast for the country. Isolated heavy rains continue in the North, the East and South.

People in risky areas should beware of overflows and flash floods, the department said. Waves in the Andaman Sea and the Gulf of Thailand are about 1-2 metres high and over two metres high in thundershowers. All ships should proceed with caution and keep off thundershowers, the department said.

The weather forecast for the next 24 hours:

North: Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 23-24 degrees Celsius, highs of 31-34°C.

Northeast: Thundershowers in 40 per cent of the areas; temperature lows of 23-24°C, highs of 31-34°C.

Central: Thundershowers in 60 per cent of the areas; temperature lows of 22-25°C, highs of 31-34°C.

East: Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 23-25°C, highs of 31-33°C; waves a metre high and 1-2 metres during thundershowers.

South (east coast): Thundershowers in 60 per cent of the areas; temperature lows of 23-24°C, highs of 32-34°C; waves a metre high and 1-2 metres during thundershowers.

South (west coast): Thundershowers in 60 per cent of the areas; temperature lows of 19-24°C, highs of 29-32°C; waves 1-2 metres high and over two metres during thundershowers.

Bangkok and surrounding areas: Thundershowers in 60 per cent of the areas; temperature lows of 24-25°C, highs of 32-34°C.

Singapore on Monday delivered 122,400 doses of AstraZeneca vaccine pledged to Thailand in a loan deal.

The shipment, which also included 200,000 antigen rapid test kits (ATKs) and 500,000 sets of nasopharyngeal swabs, was handed over to Public Health Minister Anutin Charnvirakul by Singapore Ambassador Kevin Cheok.

The Singapore government has also been giving Thailand information and guidance on how to control Covid-19 since the second wave of outbreaks among workers in Samut Sakhon.

Anutin added that the US Embassy was currently preparing documents for the US government’s donation of another 1 million doses of Pfizer vaccine. Controversy flared last week when Sudarat Keyuraphan, founder of the new Thai Sang Thai Party, claimed US Senator Tammy Duckworth told her that delivery of the US donation was delayed because the Thai government had not completed the paperwork. Anutin denied the accusation.

On Monday, he suggested it was the US rather than Thailand that was not ready to process the donation.

“We will receive the donated vaccine when the United States is ready, which is the right of the country of origin,” he said. “We can’t make any demands,” he added, insisting there would be no delay once Thailand had received the donation documents.

The Meteorological Department has forecast constant rainfall all this week nationwide, including Bangkok. This is after tropical storm Dianmu inundated as many as 27 provinces on Monday.

Low-lying provinces also face the danger of runoffs from the North, while the Chao Phraya River is in danger of overflowing.

The Royal Irrigation Department has also issued warnings to provinces lying below the Chao Phraya Dam, as the reservoir is releasing about 2,500 cubic metres of water per second.

As of press time, the Chao Phraya River’s level in Bangkok’s Pak Khlong Talat area stood at about 1.55 metres above the mean sea level, which is still about 1.45m below the river’s embankment.

During the great floods of 2011, the river had risen 2.3m above sea level.

Though the water level is not at the critical level yet, Bangkok governor Aswin Kwanmuang said city officials are vigilant and taking steps to protect vulnerable areas between Rama VII Bridge and Bang Na. He said the floodgates and the Chao Phraya pumping station are being closely monitored. Bangkok Metropolitan Administration has also set aside spare pumps, boats, sandbags and has staff members on standby to solve flash flooding problems.

The Tourism Authority of Thailand wants Malaysia and Indonesia added to the list of countries approved for Thailand’s tourism sandbox scheme to reopen the country.

Neither territory is among the 78 low-infection countries currently approved for the sandbox scheme, while Malaysia is not permitting its citizens to travel abroad, said Nongyao Jirandon, who heads TAT’s office in Kuala Lumpur.

However, daily Covid-19 cases in Malaysia have fallen below 15,000 – around the same infection rate as Thailand – while Indonesia’s infection rate has fallen even further.

Malaysia has now fully vaccinated almost 80 per cent of its adult population against Covid-19 and expects that figure to reach 100 per cent in October.

Lifting the travel restrictions would boost Thailand’s tourism industry, as 4.16 million Malaysian tourists visited Thailand in 2019, said Nongyao. The top Thai destination for Malaysian travellers in 2019 was Songkhla province, (2 million visitors), followed by Bangkok (600,000), then Krabi, Phuket and Chiang Mai.

The TAT is focusing its marketing effort on Malaysian day-trippers travelling across the southern border in cars, said Nongyao.

Meanwhile, Indonesia has not banned its citizens from travelling abroad but still prohibits foreigners from entering the country, said TAT’s Jarkata chief Sophon Tantayotai.

Thailand classified Indonesia as a high-risk country when the Phuket sandbox launched in July since new cases then averaged 60,000 per day. However, Indonesia’s daily caseload has fallen to below 3,000 over the past week.

If the Indonesian government lifts travel restrictions and the Thai government follows suit, commercial flights will begin operating to open up the Indonesian market soon, said Sophon.

He expects the Indonesian tourism market to recover from February 2022. Indonesia AirAsia is set to launch three daily flights on the Jakarta-Bangkok route and four on the Denpasar-Bangkok route from November to December, in time for Thailand’s planned quarantine-free reopening to foreign travellers.

The Automated People Mover (APM) train system at Suvarnabhumi airport is 90 per cent complete and should be ready in time for the return of international travellers, its supplier Siemens said on Monday.

The APM’s automatic train control (ATC) system was successfully trialled on Monday at a maximum speed of 80 kilometres per hour, added Siemens.

It reported that all six of the “Airval” APM trains have been handed over to Airports of Thailand and the service would open for passengers soon.
