Japan famously does much of its political wrangling behind closed doors, often making leadership contests drab affairs. Wednesdays vote to choose the next head of the Liberal Democratic Party, who is set to become prime minister, is shaping up as a rare exception.

Traders will need to stay glued to the race throughout the day as party members select one of four candidates who are in the running to replace Yoshihide Suga in an unusually open election.

Here’s what to look out for.

– The Timeline

Unlike 2020’s truncated vote that saw Suga fill the gap left by Shinzo Abe stepping down, more than 1 million rank-and-file members of the LDP will join lawmakers in this election.

Each group has 382 votes, though that number can change if there are abstentions. The rank-and-file finish casting their ballots on Tuesday while the lawmakers follow on Wednesday, when the results of both are announced.

1 p.m.: Party lawmaker voting begins

2:20 p.m.: Results are announced

— If any candidate gets a clear majority of votes — an unlikely outcome — they are declared the winner

– If not, a run-off vote between the top-two candidates begins immediately. In this vote, lawmakers retain their 382 votes, but just 47 go to the prefectural chapters of the rank-and-file members

3:40 p.m.: Winner of the run-off vote is announced

The winner will speak to the press later in the day, and is set to be elected as prime minister when parliament convenes on Oct. 4.

– The Scenarios

It looks unlikely that any candidate will secure enough votes for a first-round majority.

Public favorite Taro Kono “is likely to lead in the first round, but fall short of securing a majority,” Goldman Sachs Group economists wrote in a Sept. 27 note. Attention then turns to how many lawmaker votes go to the second-place candidate, likely to be Fumio Kishida or Sanae Takaichi.

SMBC Nikko Chief Economist Junichi Makino is among those who sees Kishida as having the advantage in a run-off, but sees a path for Kono if LDP Secretary-General Toshihiro Nikai seeks to block Kishida. If Nikai and Finance Minister Taro Aso’s factions vote Takaichi into the run-off, then “a victory for Kono becomes possible,” he wrote.

– Last Time

It’s been nearly a decade since the LDP had an open battle for leader. In a similar race to what’s expected Wednesday, Shigeru Ishiba finished first in that vote, but failed to secure a majority, with Abe coming second. In the run-off vote, Ishiba was handily defeated, and Abe elected.

While that day the run-off result came before the 3 p.m. stock market close, reaction was muted — the Abenomics surge didn’t happen until later that year as elections approached, with the LDP still in opposition at the time.

– Watch Media

With party member voting ending Tuesday, watch local media, who will be exhaustively polling to try to identify the winner. In 2012, the Sankei declared the morning of the vote that Abe was favorite to win a run-off, correctly predicting Ishiba would win the first round but that Abe would dominate the second phase.

The Cabinet on Tuesday approved fresh borrowing of 1.344 trillion baht for the new fiscal year, which starts next month.

The new borrowing comes under the Cabinet-approved debt management plan. The plan includes 1.5 trillion baht already borrowed by the government plus a 2022 repayment plan totalling 339.29 billion baht, said a government spokesperson.

Under the plan, the country’s public debt is expected to reach 62.69 per cent of GDP by the end of fiscal year 2022, up from 55.59 per cent as of this July.

Earlier this month, the government lifted the debt ceiling from 60 to 70 per cent of GDP to boost fiscal flexibility in combating the Covid-19 crisis.

Chiang Mai will soon take delivery of 60,000 doses of the Modern vaccine that it had ordered for residents in the high-risk group, as well as those who did not have access to free jabs provided by the government.

The provincial administrative organisation said the vaccines had been bought for 69.6 million baht at 1,160 baht per dose.

The jabs will be distributed once the project gets the green light from the Chiang Mai Communicable Disease Committee and the provincial governor.

Initially, the focus will be on five groups, namely disabled persons, seniors above the age of 70, medics working in remote areas, frontline workers and teachers.

The authorities will also survey the area to see who needs to be vaccinated urgently before doses are distributed more widely.

Chiang Mai was allocated 260 million baht for the purchase of vaccines and can borrow another 370 million baht from the government for additional doses.

The Education Ministry on Tuesday set up a team to check all novels and comic books to ensure the content does not cause confusion among youngsters.

This move was made after a social-media post pointing out that novels with distorted content were being sold to children aged five and above, the deputy education minister’s spokesperson Darunwan Chanpipattanachai said.

She added that the minister was deeply concerned about youngsters being misinformed and believes children should have the liberty to access correct information.

“Publishers, however, should not intentionally provide distorted information or create conflicts and hatred in Thai society. So, we want to tell those people who have such intentions to stop it,” she said.

She added that the working team will cooperate with the security affairs division in the investigation.

Floods will clear soon if there are no storms in next 5-10 days #SootinClaimon.Com

The authorities believe floods in the Central region will clear soon provided there are no storms in the next five to 10 days.

The government has set up an integrated water management plan, stipulating 10 measures to cope with the rainy season, government spokesman Thanakorn Wangbookongchana said on Wednesday.

He also said that floods this year are not like those in the past, while the Office of National Water Resources (ONWR) has confirmed that water level in the upper part of the country is still low.

He added that the floods are being caused by more than 90 millimetres of rain daily, which can still be accommodated as sea levels will only rise at the end of September.

“No storms are expected in the next five to 10 days, which means there will be enough time for the floods to drain away. The Royal Irrigation Department has also adjusted its water management plans and is accelerating discharge from dams in the upper part of the country,” Thanakorn said.

“The PM has instructed both central and provincial authorities to adjust water-management plans and keep the public informed about the situation,” he added.

Confidence index in Thai tourism sector drops to lowest point in Q3 #SootinClaimon.Com

The confidence index of tourism businesses hit the lowest point in the third quarter of this year, with more than 3 million people in the industry reportedly unemployed, the Tourism Council of Thailand (TCT) said.

Astudy conducted by the TCT, the Tourism Authority of Thailand (TAT) and the Rajamangala University of Technology Srivijaya reported that the confidence index of tourism entrepreneurs had fallen to 7 points – the lowest ever.

However, the index is expected to rise to 29 points in the next quarter, as most tourism operators, especially those in Bangkok, believe things will improve soon.

In the third quarter, only 51 per cent of tourism businesses were opened – a drop by 7 per cent from the second quarter. Of the operators, 44 per cent had closed temporarily, while 5 per cent had gone out of business.

In addition, 84 per cent of businesses in this sector employed 50 per cent fewer employees, TCT added.

The study also pointed out that 71 per cent of employees in the tourism sector, or some 3.05 million, had lost their jobs.

Meanwhile, 54 per cent of businesses – especially entertainment venues, theme parks and massage shops – had earned nothing in the third quarter.

However, some businesses like hotels, transportation and souvenir sellers did well in the third quarter thanks to tourism stimulus schemes like the Phuket Sandbox and Samui Plus Model.

Stingrays with beautiful markings can be worth hundreds of thousands of baht, and during the Covid-19 fallout, this fish has come to the rescue of a Trang resident.

Jiraroj Deejutamanee said he had been breeding stingrays in his backyard for seven years now and usually sold them to breeders.

He specialises in three or four types of the freshwater variety such as the Ocellate river stingray, the Xingu river ray and a few hybrid versions.

Stingrays have unique markings, ranging from marble-like patterns to polka dots and the price for a small ray can range from 800 baht to several hundred thousand depending on the rarity of its markings.

There is a high demand for the fish in the US and in Europe, and the drop in supply has more than doubled its price. Also, suppliers from China, Indonesia and the Philippines have not been able to meet orders due to a stop in air transport.
