State agencies and the Charoen Pokphand Group are continuing their negotiation on the high-speed railway project which will link up Thailand’s three main international airports, said Kanit Sangsubhan, secretary general of the Eastern Economic Corridor Office.

 The mega project requires negotiations in details. The CP Group has over 100 conditions up for discussions with the government, he said.

So far, most of negotiations have centred on land and land transfers.

For example, work at Makkasan station could start when transfer is made on 50 per cent of the land required.

When asked whether the other group will be called if negotiations with CP Group failed, Kanit said the negotiations is still on-going and is expected to conclude this month.

Six oil refiners have called for state support to meet the Euro 5 emission standard – a long-term measure to improve Thailand’s air quality, expected to require about Bt35 billion in total investment.

The move came after a discussion yesterday between the Department of Energy Business and six oil refiners ( Bangchak Corporation Plc, Thai Oil Plc, PTT Global Chemical Plc, Esso Thailand Plc, IRPC Plc and Star Petroleum Refining Plc), on expediting the upgrade of their production facilities to the Euro 5 standard within five years.

Auttapol Rerkpiboon, PTT’s chief operating officer/downstream petroleum business, said the company is ready to upgrade its production facilities to the Euro 5 standard but the state have to announce a clear policy.

Thailand faces tough job as Asean chair amid trade conflicts, forum hears

As Asean chair this year, Thailand must enhance the region’s cooperation amid growing US-China tensions that threaten to go beyond mere trade conflicts, international-relations experts said at a peace forum in Bangkok yesterday.

“The tension between China and the US is unlike the tension between the US and the Soviet Union during the Cold War,” said Yan Xuetong, chief of the Institute of International Relations at Tsinghua University. He is also secretary-general of the World Peace Forum in Beijing.

Yan was speaking at a forum titled “An Uneasy Peace: China in a Divided World”, where he addressed the changing geopolitical dynamic between China and the US, and what that entails for Asean.

“Instead of focusing on military accumulation, ideological conflicts and nuclear threats, competition between the superpowers China and the US will be in the realms of economics and technology,” Yan said, calling the rivalry an era of “uneasy peace”.

The economic dispute between the two countries is only one aspect of the conflict and will be followed by technological tensions, he added, citing the recent arrest of Huawei’s CFO, Meng Wanzhou, in Canada.

Thanks to President Donald Trump’s “America First” foreign policy, the US has been playing a smaller role in international politics, retreating from regions such as Asean. However, China lacks the capacity to take the United State’s place in international politics, which now leaves Asean members with the manoeuvring ground to take charge of their region’s management, Yan said.

The international relations expert agreed that Asean has been presented with an important opportunity to drive forward the cohesive integration of the region during the apparent geopolitical power vacuum.

Yan further suggested that while Trump’s inward-looking foreign policy has led to a general decline in multilateral relations around the world, the Asean region is an exception. Multilateral negotiations such as the Regional Comprehensive Economic Partnership (RCEP), the Free Trade Area of the Asia-Pacific (FTAAP) and the Lanchang-Mekong Cooperation (LMC) are still promising, he said.

Other participants agreed that there was a window for Asean multilateral cooperation to grow.

“For this reason, Thailand’s position as Asean chair is extremely important, as it will set in motion the necessary diplomatic and trade initiatives to cope with the changing world order,” said Kavi Chongkittavorn, senior fellow of the Institute of Security and International Studies (ISIS) Thailand, and former chief editor at Myanmar Times.

One of Thailand’s most ambitious goals as the chair is to conclude the RCEP negotiations, which has been going on for seven years.

If successful, RCEP will be the largest multilateral trade deal in history, between the 10 Asean member countries and China, India, Japan, South Korea, Australia and New Zealand.

The key challenge for Thailand in negotiating the RCEP agreement will be to bind together China and India, the two superpowers that have conflicting interests, Kavi added.

“Completing the RCEP is not just significant for Thai trade, but it is also symbolic of Thailand’s commitment to push forward the notion of ‘Asean Centrality’,” he said later in an interview on the sidelines of the forum.

According to the Department of Trade Negotiations, the US-China trade war has made Thailand and other countries in the region determined to conclude the mega-trade pact’s negotiations by the end of this year.

Kavi believes that even though the negotiations have been dragging on for the past seven years, RCEP will finally be concluded in 2019 under the current external pressures.

“Our handling of the RCEP will say whether Asean is still relevant in the geopolitical field as a region. It will also improve Thailand’s image internationally for being able to reconcile opposing interests of various superpowers into a single mega-trade pact,” he said.

However, Yan has a more sobering view of the RCEP negotiations.

“Due to the sheer size of the deal and the conflicting interest of the economic powerhouses involved, the chances of concluding RCEP by the end of this year are slim, as are other regional negotiations that will be set in place,” he said.

“However, Thailand must keep the dialogue on issues such as RCEP on the table during its chairmanship to ensure that the region remains as one entity and that cooperation in the region continues to progress gradually.”

The France-Thailand Business Forum (FTBF) says it continues its support the government’s Thailand 4.0 policy by attracting French investment.

The FTBF, created by the Joint Standing Committee on Commerce, Industry and Banking and MEDEF International, said it continues to enhance economic co-operation between France and Thailand, promoting five targeted industries to boost economic growth in Thailand and reinforcing investment in the Eastern Economic Corridor (EEC).

A French business delegation including representatives of leading French companies, led by Francois Corbin, co-chairman of the FTBF, chairman of the France-Thailand Business Council of MEDEF International, and vice president of Michelin (one of the top French investors in Thailand with six factories), are visiting until February 1. Their agenda includes meeting the prime minister, a government and private sector meeting, a visit to the EEC mega-project sites and participating in the second France-Thailand Business Forum, which aims to promote ties between France and Thailand by business collaboration through innovation and advanced technology.

Arkhom Termpittayapaisith, Minister of Transport, who is chairing the forum, said: “On behalf of the Thai government, it is my pleasure to see this great collaboration between France and Thailand. This is an active collaboration focused on outcome, has a clearly defined structure, and is driven by the private sector, which will help to ensure that it meets their requirements.

“The Thai government is giving full support to this collaboration. Today’s meeting is part of an ongoing mission following the meeting of Prime Minister Prayut Chan-o-cha and President Emmanuel Macron in France last year. This meeting will help to ensure that all parties make progress and can take advantage of the opportunities resulting from that visit.

“This meeting is also a great forum for dialogue among the public and private sectors to exchange opinions, which will in turn increase the credibility of Thai investments for French investors.”

Dr Kongkrapan Intarajang, co-chairman of the FTBF and chief operating officer of PTT Global Chemical Public Company Limited, said: “Following up from the successful outcomes from Prayut Chan-o-cha’s visit to Paris in June, FTBF has continued to strengthen the business relationships between Thailand and France, while engaging and working closely with government agencies.”

ITD reveals business trends in Thailand

Breaking News January 31, 2019 10:52

By The Nation

The International Institute for Trade and Development (ITD), on Thursday revealed the result of business trend analysis in Thailand.

In a press releas, ITD said the study provides suggestions for entrepreneurs in trade in services to execute more value-added strategies, when involved government agencies need to support a development of innovation and technology in the sector. The study also empowers local businesses to attract more foreign investors and promote Asean as be the hub of trade and investment.

Dr Piyaporn Iamthitiwat, Deputy Director – Academic Administration, Acting Director of ITD, says the trade in services now plays an important role in Thailand’s economy development.

Considering the contribution to total GDP, the Trade in Services has an increasing rate: Trade in Services contributed to Thailand’s GDP in year 2017 at 56.31 per cent, an increase of 10.26 per cent compared with the year 2012 at 51.07 per cent.

For economic value, the Trade in Services in year 2017 showed the value at Bt256 billion, reached an increase of 26.10 per cent when compared with the year 2012 at Bt203 billion (Source: World Bank, 2019). Further, the World Trade Organization (WTO) reported the export value of Thailand’s Trade in Services in year 2017 at US$75.354 billion (Bt2.4 billion), ranked the 19th in the world and the 6th in Asia.

To analyse the growth direction and potential of Thailand’s Trade in Services, conceptual frameworks and research instruments are implied, including: 1) Boston Consulting Group (BCG) Matrix, and 2) Thailand Competitiveness Matrix (TCM). The number of values and growth rates in the research are referred to the Comtrade database during year 2013 – 2017.

The study provides some analytical issues and conclusion about the development of Thailand’s Trade in Services.

The changing situation due to disruptive technology will considerably affect Thailand’s Trade in Services, so entrepreneurs need to be prepared for adaptation to meet challenges in future.

They must push and execute value-added strategies, and need more supports from the government in development of innovation and technology, in order to provide a better service to customers and expand to new markets.

Some industries in the service sector that tend to get benefits from using value-added strategies include Tourism, Retail (especially e-commerce), Real Estate, Education, Healthcare, Intellectual Property, Emerging Technology, Finance, and Telecommunication-Computer-Information Technology (IT).

SMEs in service sector are facing some issues, especially the management operations. Most entrepreneurs are still lack of technology usage to facilitate their customers as expected. It makes the growth of customer base not hit their planned targets. Moreover, foreign competitors directly affect Thailand’s SMEs situation, when Thai entrepreneurs lack of well management skills. It is noteworthy that now Thailand’s neighbouring countries (such as Vietnam and Malaysia) are increasingly promoting education programs in Science, Engineering, Medical, and Technology, which are aligned with the free flow of skilled lobar trend in present.

Piyaporn said that from the study, the International Institute for Trade and Development proposes 7 policy suggestions:

1) Adding values to potential business in service sector: As a structural changing on social and technology, Thailand should implement value-added strategies in 3 potential business, namely Healthcare Tourism, Health and Beauty, and Elderly Service.

2) Preparation of government agencies: There should be more methodical collaboration among government agencies to facilitate business in Trade in Services sector.

3) Monitor and control of involved agreements: To have monitor and control of framework agreements in all business categories are necessary for planning strategy and operations, in order to make an alignment in the sector.

4) Trade in Services on digital platform: As the government’s Digital Economy Promotion Agency (DEPA) has developed the Digital Economy Promotion Scheme (2018 – 2021), all business sectors should take part to make an achievement accordingly.

5) Preparation of SMEs: All SMEs entrepreneurs should improve their skills and capability on information technology usage to increase the competitiveness.

6) Operations of Free Trade in Service Sector for skilled labour: As the professional fields in Free Trade agreement need more knowledge and skills, professional organisations should participate in setting criteria of qualifications to meet regional standards, leading to an achievement and mutual agreement in the region, and,

7) Financial and insurance services: As financial and insurance services are tend to grow strongly, so involved parties should improve their operating system and personnel skills, in terms of Big Data, Data Analytics, Block Chain, Data Privacy, and Cyber Security. It is because data security is very important for financial and insurance services.

The Electronic Transactions Development Agency (ETDA) on Thursday launched the 4th Thailand e-Commerce Week 2019, which highlights a “Young Talent Platform” for the first time, with the aim of creating an e-Commerce Park in the future.

The event is held from today at Srinakharinwirot University Prasarnmit Campus, and will be until this Saturday (February 2). It expects to draw more than 10,000 visitors totally.

In a press release issued on Thursday, ETDA announced Srinakharinwirot University as a model institution, and will be expanding its cooperation to leading educational institutions to build strong e-commerce human resources in Thailand.

ETDA said it draws together the biggest names in e-Commerce, nationally and internationally, to share knowledge and experiences at the event. The prize for the biggest and most popular online business of the year will also be announced.

Air Chief Marshal Prajin Juntong, Deputy Prime Minister, said that the three-day Thailand e-Commerce Week 2019 will be the 4th edition of the event, hosted under the theme “e-Commerce In The Park” to show the efforts of the ETDA in pushing and supporting electronic transactions and e-commerce for businesses of every size.

ETDA has created several programmes to develop the abilities of businesses to compete and grow online, reducing the inequality gap for people in society, along with equipping the both the youth and elderly with necessary knowledge to be able to use the internet to their advantages creatively.

In the area of youth development in the past, ETDA has cooperated with Srinakharinwirot University, which has set aims at innovating at an international level, in creating a workforce to support e-Commerce businesses. It aims to create an e-Commerce Park, along with planning for the creation of a Silicon Valley for e-Commerce with a full supporting ecosystem here in Thailand.

“This event is a good starting point that is not only support for Thai businesses but also for students who will become the young talent, full of creativity and power, and ready to improve their abilities in every aspect. They will have the chance to hear different ideas in developing businesses from real businessmen that have been able to survive in a competitive digital era, who will hopefully spark inspiration in them, and will hopefully benefit them in their studies and work in the future,” said the Deputy Prime Minister.

Surangkana Wayuparp, the President of Electronic Transactions Development Agency (Public Organization) or ETDA, Ministry of Digital Economy and Society said that this event has received the support and cooperation from both the public and private sectors, both nationally and internationally.

It is estimated that there will be no fewer than 4,500 visitors to the event over the 3 days.

Thailand e-Commerce Week 2019 is an event that brings together everything about the e-Commerce business, whether it is e-Commerce platform operators, such as Shopee Thailand, LNW; financial operators such as Bangkok Bank; logistics operators, such as Kerry, Thai Post Office; as well as digital marketing service providers, packaging providers, warehouse and storage services, or even product photography services.

In addition, there will be an exhibition showcase of successful online businesses, including a space to buy and sell products from SMEs that focus on online markets in the event as well.

Surangkana said: “One of the most important aspects of this year’s event is the launch of the “Young talent Platform” for the first time in Thailand at Srinakharinwirot University, which will act as a hub for e-Commerce and for the development of capabilities in the field, as well as a center for the creation of knowledge for the Workforce, and will also be a platform that will be able to support the creation of an e-Commerce Park in the future.

“We have brainstormed ideas from experts in Start ups, who have given their advice on doing e-Commerce, finding funding, business matching, e-Learning, and connecting to e-Marketplace.

“We will also offer a registry service to create a Community for Young Talent to be able to exchange ideas with one another. At the same time, it will offer e-Commerce related services such as Logistics, Payment, Online Marketing etc.

“There will be further expansions of cooperation with other universities to support the development of human resources in e-Commerce in Thailand, which will use Srinakharinwirot University as its model.

“Additionally, there will be a simulation of the atmosphere of e-Commerce Park, which will be a center of support for the e-Commerce industry, as well as for SMEs, and will provide convenience for businesses, producers of products, service providers both nationally and internationally, by creating a hub of knowledge and business networks, which will help lift our competitiveness to be equal to that of international markets. It will also be an opportunity to create incentives for businesses to work together as well,” Surangkana said.

ETDA’s idea to create an e-Commerce Park in Thailand was inspired by China, which has over 2,000 e-Commerce Parks in the country.

In the past year, ETDA has signed an MOU with Tungkuan, the leading e-Commerce city in China, in order to exchange personnel as well as experience.

From the creation of the e-Commerce Park in Sirnakharinwirot University, apart from the goal of being a center of education, training and programme creation, as well as a center of cooperation between international organisations that will empower Thai business operators to be able to compete and export their goods, ETDA also gives importance to the labour market by expanding the cooperation with leading education institutions. The institutions are able to send recent graduations or students that need income while studying to e-Commerce Park to improve the abilities of this new generation and advise the general public and others that seek information on selling goods online safely, creating an ecosystem for e-Commerce in Thailand.

Citi bullish on Asian equities

Economy January 31, 2019 01:00

THE NATION

THE bull market in Asian stocks has longer to run, say analysts at Citibank Thailand, even though they note the market has reached a late stage in the investment cycle.

Citi analysts remain overweight equities and prefer emerging markets, particularly in Asia, which is heading for economic growth of 4.5 per cent this year, Don Charnsupharindr, director and retail banking head at Citibank Thailand, said yesterday.

Asian market valuations are attractive as some investors in the so-called real sectors can buy equities at about a 50 per cent discount, according to Citibank, which launched a partnership with Fidelity International yesterday. “The bull market is in the late cycle,” said Don, referring to the global equities markets, during the launch of the partnership.

He said that growth in the overall global economy in 2019 was expected to moderate from that of 2018, to 3.1 per cent, as a result of global events and economic factors that have brought instability over the past year.

 The risks to growth include monetary policy divergence across markets, increased protectionism as part of broader trade tensions, heightened political risks and a slowdown in China and, potentially, the United States. Emerging markets are forecast to grow by 4.5 per cent in 2019 and 4.6 per cent in 2020, while developed markets are forecast to expand by 2 per cent and 1.7 per cent, respectively.

Don said he expects weakness in the US dollar as a result of the fading impact of President Donald Trump’s late-cycle fiscal stimulus. The baht is likely to strengthen in the range of 32.70 to 33 to the dollar. The United States’ Federal Reserve is expected to raise the its policy rate twice more in 2019. The European Central Bank and the Bank of Japan are maintaining their interest rates under strict monetary policies.

The stock markets in Asia may face volatility but there is a high chance of increased capital inflows into the region, Don said.

Citibank Thailand and global investment manager Fidelity International yesterday introduced five flagship mutual funds: Fidelity Funds – Global Dividend Fund, Fidelity Funds Emerging Markets Fund, Fidelity Funds Asian High Yield, Fidelity Funds China Yield Fund and Fidelity Funds Global Technology Fund.

Don said he expected that the number of Citibank’s Thailand-based clients would grow more than 20 per cent this year, after achieving 20 per cent growth last year.

Wildon Goh, wholesale director at Fidelity International’s Southeast Asia division, said the Global Dividend Fund will select listed companies that offer high dividend payments, of about 3 per cent, for several years. Regarding investment in bonds, he said high-yield debt in China has offered higher returns than Chinese equities over recent years. Fidelity’s Asian high-yield fund offers investors the benefits of diversified investment portfolios in the region, said Goh.

Don said that Thai investors should consider buying investment-grade bonds and that high-yield funds would be a good option as they could limit investors to individual high-yield bonds.

New business tax regime now in force

Economy January 31, 2019 01:00

By Special to The Nation

A NEW tax measure for the international business centre (IBC) has now come into force.

In 2017, Thailand joined the OECD’s Inclusive Framework on Base Erosion and Profit Shifting (BEPS) project. The BEPS project was designed to revise the international tax rules to align them to developments in the world economy, and ensure that profits are taxed where economic activities are carried out and value is created.

The proposed action plans to be undertaken are intended to introduce coherence in the domestic tax rules that affect cross-border activities, reinforce substance requirements in the existing international standards, improve transparency and strengthen tax treatment for business that do not take aggressive positions.

By signing up for this inclusive framework, the Thai government has committed itself to implementing the BEPS minimum standards, of which one of the major action plans is combating harmful tax practices. In response to this, the Revenue Department has introduced a new regime in which the international business centre (IBC regime) replaced the previous regional operating headquarters (ROH) and international headquarters (IHQ) regimes. With effect from October 10, 2018, the Revenue Department ceased accepting new applications under ROH/IHQ and suspended all submitted applications.

On December 28, 2018, Royal Decree No 674 was issued to introduce the tax incentives available under the new IBC regime. The key notable items are as follows:

Conditions

A Thai company incorporated for the purpose of providing supporting services, technical assistance or treasury centre functions to its affiliates;

Paid-up capital on the last day of each accounting period of at least Bt10 million;

At least 10 knowledgeable and skilled personnel working fulltime for the IBC, or at least five if the IBC acts only as a treasury centre.

Key tax incentives

Reduction in the corporate income tax rate on qualifying income as follows:

8 per cent if the IBC incurs expenditure of at least Bt60 million paid to recipients in Thailand in the accounting period

5 per cent if the IBC incurs expenditure of at least Bt300 million paid to recipients in Thailand in the accounting period

3 per cent if the IBC incurs expenditure of at least Bt600 million paid to recipients in Thailand in the accounting period;

Exemption from tax on dividends derived by the IBC from affiliates;

Exemption from withholding tax on dividends paid by the IBC to a non-resident company out of profits derived from income subject to the reduced rate of tax;

Exemption from withholding tax on interest paid by a treasury centre on borrowing that is re-lent to affiliates;

Exemption from specific business tax on income received by a treasury centre;

Personal income tax rate of 15 per cent for expatriate employees working for the IBC.

When compared with the previous ROH/IHQ regimes, it is interesting to note that the IBC regime does not apply different tax rates to offshore and onshore income. As a consequence, there is no requirement for services to be provided to a minimum number of offshore affiliates, nor is there any limit on the amount of onshore income that would qualify for the reduced rate.

In addition, the expenditure required to qualify for the reduced tax rates has been significantly increased. This reflects that a clearer substance is required through the annual expenditure and number of staff working full time for the IBC.

Notwithstanding this, in a case in which an existing ROH/IHQ converts to an IBC, it can enjoy the reduced tax rate of 8 per cent subject to certain conditions being fulfilled even though it meets the minimum expenditure requirement of Bt15 million in each accounting period.

The tax benefits under the IBC regime will be granted for 15 accounting periods. If the IBC does not meet the rules and conditions prescribed in the royal decree, or does not otherwise qualify as an IBC in any accounting period, the benefits will be revoked on a year-by-year basis.

On the other hand, if the company does not meet the conditions for more than one accounting period, or has none of the characteristics for operating as an IBC, the tax benefits will be terminated with effect from the first accounting period.
