Thaitrade.com, operated by the Department of International Trade Promotion (DITP) under the Ministry of Commerce, in cooperation with Amazon Global Selling (Thailand), DHL Express International (Thailand) Limited and International College of Rangsit University, recently launched the “Thaitrade.com’s Young e-Entrepreneurs” project.

Wittayakorn Maneenetr, Deputy Director General of the Department of International Trade Promotion, presided over the opening ceremony as chaIrman on 25 January 2019 at the International College of Rangsit University, Pathum Thani Province.

Wittayakorn said that the “Thaitrade.com’s Young e-Entrepreneurs” Project is aimed at extending opportunities to Thai Entrepreneurs who are seller members on Thaitrade.com, the Department’s B2B2C international e-marketplace.

“We have been able to identify the pain points Thai business owners encounter when they shift their international online sales from wholesale (B2B) to retail (B2C). Having a new generation of university students familiar with the use of technology to be trained and guided by our e-commerce partners will alleviate these pain points. For this pilot project, we are working closely with global e-commerce gIants, including DHL Express, Amazon.com, to groom undergraduate students from the International College of Rangsit University to become e-Commerce assistants for Thai business owners, starting with Thaitrade.com’s members who, to a certaIn extent, are already e-commerce ready,” he said.

In a list of 180 countries, Thailand fell to 99 from 96 in Transparency International’s Corruption Perceptions Index (CPI) in 2018.

Patricia Moreira, managing director of international secretariat of Transparency International, said Thailand’s score was 36 out of 100 last year, down from 37 a year earlier.

She explained that corruption undermines democracy, leads to a vicious cycle and weakens democratic institutions, eventually corruption becomes so ingrained in society that it cannot be eliminated.

Since 1995, the index is published annually by Berlin-based Transparency International, which ranks countries “by their corruption levels, as set by expert assessments and opinion surveys”.

The Office of Industrial Economics forecast that the manufacturing production index (MPI) will rise 2 to 3 per cent this year, and the country’s manufacturing gross domestic product should rise by the same percentage.

Director-general Nattapol Rangsitpol said the MPI stood at 115.08 last year, up 2.8 per cent from a year ago – within the growth target framework of 2.5 to 3 per cent.

Last year’s utilisation rate was 68.46 per cent, up from 67.12 per cent in 2017.

December’s MPI edged up 0.75 per cent year-on-year, led by automobiles, sugar, electronics parts and integrated circuit boards, while the fourth-quarter figure advanced 2.43 per cent year-on-year.

The country’s manufacturing GDP is also estimated to increase 2 to 3 per cent this year, Nattapol said.

SET experts pick three sectors

THE best-performing stocks this year are expected to be in the healthcare, transportation and real estate sectors with returns likely to peak in the third quarter, after uncertainties surrounding the upcoming election and global trade war subside, experts from the Siam Commercial Bank Securities Co Ltd (SCBS) and the Stock Exchange of Thailand (SET) said yesterday.

The SET Index is predicted to remain relatively low in the first two quarters of 2019, before peaking in the third quarter and remaining high in the fourth quarter, according to SCBS’ Wealth Research team.

“The investment environment will be the riskiest in the first quarter of this year, as there are various uncertain factors affecting investors’ sentiment such as the upcoming election, the ongoing US-China trade war and Brexit,” said Sukit Udomsirikul, SCBS managing director/Investment Strategy Department, Research Group. He was speaking yesterday at the “2019 Opportunity Beyond the Unpredictable Market” seminar, organised by Siam Commercial Bank.

In the first quarter, the SET Index is forecast to stay at between 1,500 and 1,600 points, according to the Wealth Research team led by Sukit.

“The fall in the SET Index at the end of 2018 did not reflect a crisis situation in the Thai economy, but a crisis in the level of investor confidence globally,” Sukit explained. He expects the level of investor confidence to recover after the first quarter, with the SET Index for the second quarter predicted to be between 1,500 to 1,700 points.

“Investments are expected to flow into the market in the third quarter, as investment trends are expected to reverse back after the recent outflow from the SET,” he said.

The SET Index for the third quarter is forecast to peak at between 1,750 to 1,800 points.

In 2018, foreign investment flowed out of the Thai market at a record level of $8 billion, according to SET president Pakorn Peetathawatchai.

Pakorn said the SET was still an attractive investment platform for both local and foreign investors, citing a healthy number of initial public offerings – 2,607 in 2018 – making the SET the fastest-growing stock market in the Asean region and solidifying its position as the second-largest Asean stock market after the Singapore Exchange.

With regard to the risk factors, the upcoming election tops the list of threats to investor confidence. The SCBS’ wealth research report, “SCBS Easy Wealth 2019”, suggests that due to a high chance that the upcoming election will result in a coalition government, investors may be concerned about the economic and political instability that may follow after the Kingdom’s first general election since the military coup in 2014.

Sukit added that he believes both the US-China trade war and Brexit will continue to worry investors, as both issues are unlikely to be resolved in the near future.

The final risk factor for investors is the prospect of rising interest rates.

“Although the pressure for the Bank of Thailand [BOT] to increase interest rate is reduced due to slower economic growth predicted for this year, we still expect the BOT to hike rates in the middle of this year,” Sukit stated.

Given the analysis of this year’s stock market trends, Sukit suggested that investors should invest in the healthcare, logistics and real estate sectors. The report suggests that as Thailand becomes an ageing population, the demand for healthcare will increase.

US seeks to offset loss in soybean sales

THE NATION

US SOYBEAN exporters have stepped up their marketing offensive to boost shipments to Thailand and other Asian countries in the wake of the US-China trade war.

Jim Sutter, CEO of US Soybean Export Council (USSEC), said during a recent visit to Bangkok that China’s purchases of American soybeans had dropped sharply as a result of the trade stand-off.

As the world’s largest soybean producer with last year’s output at 125 million tonnes, the US exports as much as 60 per cent of its domestic production. Of that, exports to China totalled 30 million tonnes during September 2017-2018, but shipments bound for the Chinese market have since declined significantly to only 5 million tonnes this year.

This has prompted the US soybean sector to find new markets to offset the losses.

According to Sutter, who recently led the delegation of soybean farmers and exporters to China, Thailand and Vietnam, US soybean exports to Thailand have increased 30 per cent over the past year to over 2 million tonnes annually.

Soybeans are mainly used for animal feed, the human food industry and other industries.

Besides Thailand, other major markets include Vietnam, Japan, Korea, and European countries. Myanmar and India are also seen as new markets for US soybeans to offset the reduced exports to China.

The US and China earlier agreed to a 90-day truce in the hope of reaching a deal to end their bilateral trade tensions by March 1, 2019.

Sutter said the US soybean sector hopes to re-energise export markets with quality products in terms of purity, protein level and the option to choose among genetically-modified (GM) and non-GM soybeans.

The non-modified beans are 10-15 per cent more expensive than GM products.

Competition from Brazil

Sutter sees free trade as key to the success of US soybean growers, who seek to sell more overseas than in domestic markets. They face competition from Brazil, with 2018 output of 122 million tonnes.

Along with product quality, US producers also focus on sustainable farming methods, he said.

Earlier, Thailand was put on a US list of 16 countries with significant trade surpluses with the US. For the first 10 months of 2018, Thailand’s trade with the US totalled US$37 billion (Bt1.16 trillion) with the US recording a trade deficit of $16.2 billion (Bt510 billion) with Thailand.

Previously, the Trump administration threatened to slap high tariff rates or impose non-tariff barriers against Thai exports in a bid to reduce the US’s trade deficits with key trading partners.

New tax regime for corporations

Economy January 29, 2019 01:00

By SPECIAL TO THE NATION

THAILAND has replaced three tax-incentive regimes with one, in response to a report that found the previous approach was creating harmful tax incentives.

Thailand’s International Business Centre (IBC) came into effect last December 29, replacing three prior headquarter incentive regimes -– International Headquarters (IHQ), Regional Operating Headquarters (ROH) and International Trading Centre (ITC).

Current beneficiaries of these regimes can continue to enjoy tax benefits until the originally granted incentive period runs out. The exception to this are companies operating under the 2002 ROH regime that lacked such a time limit – they will only enjoy the incentives until the end of 2020.

The new IBC scheme was introduced in response to an OECD review conducted last year, which concluded that the tax incentive regimes of Thailand presented opportunities for harmful tax practices and needed to be amended. The review was performed in the context of the inclusive framework on base erosion and profit shifting (BEPS).

The new IBC regime offers reduced corporate income tax rates of 8 per cent, 5 per cent or 3 per cent on qualifying services income received from affiliates. The rate will depend on the level of annual expenditure in Thailand – Bt60 million, Bt300 million and Bt600 million, respectively. Unlike its predecessor schemes, IHQ and ROH, IBC does not distinguish between Thai and foreign sourced income.

Dividends received by IBC from its subsidiaries are exempt from Thai tax. Tax exemption on gains realised from disposal of shares in subsidiaries, which was one of the attractive features of IHQ, is no longer available under IBC.

Qualifying dividends and interest paid by the IBC to foreign recipients are exempt from Thai withholding tax. Companies considering transitioning from their existing IHQ or ROH will need to pay all existing profits out as dividends within a year from the conversion in order to be able to obtain withholding tax exemption.

Eligible expatriate employees of IBC will be entitled to the flat personal income tax rate of 15 per cent, consistent with the benefits provided under ROH and IHQ. Details of expatriate employees who will be eligible will be prescribed in rules and regulations to be issued by the director-general of the RD.

In order to be eligible for tax incentives under IBC, companies will have to meet certain criteria, including maintaining paid-up capital of at least Bt10 million and employing at least 10 skilled employees. If a company with IBC status fails to satisfy the criteria for more than one consecutive year, its IBC status may be revoked and the tax incentives clawed back, with penalties and surcharges, from the first year the incentive was granted.

The duration of tax incentives under IBC is 15 years.

The headquarter tax preferential regimes have been a feature of Thai tax law for nearly two decades. The government introduced them as it strove to compete with Singapore, Hong Kong and Malaysia for the regional hub status and to create incentives for multinational companies to locate their headquarters and shared centres in Thailand.

It is good to see that, amid the current international tax developments, the Thai government continues to focus on this strategy and promote Thailand as an attractive regional hub.

AIRBUS, THAI CENTRE TO WORK ON PILOT, MAINTENANCE TRAINING

Airbus and Thailand’s Civil Aviation Training Centre (CATC) yesterday signed a Memorandum of Understanding (MoU) to work together to develop and implement maintenance training and pilot training courses in the country.

Under the agreement, Airbus and the CATC will identify areas to develop their cooperation to train aviation professionals in the country. Airbus has begun working with the CATC on basic maintenance training courses, and this could be expanded to include additional maintenance courses as well as extensive flight training courses for pilots.

The goal is to support the development of the country’s aviation industry by helping to ensure a steady supply of pilots, engineers and mechanics for Thailand’s airlines and maintenance, repair and overhaul (MRO) centres.

Airbus has forecast a demand for 220,000 new pilots and more than 260,000 new technicians in the Asia-Pacific region over the next 20 years.

“Thailand is an important partner for Airbus, as well as one of the fastest growing aviation markets in the region,” said Jean-Francois Laval, executive vice president, Asia, for Airbus. “This allows us to work together to provide the highest levels of training needed to meet the increasing need for qualified aviation professionals in the country.”

IT market to grow by 13% this year

THAILAND’S information technology (IT) market will grow more than 13 per cent year on year in 2019, and will be worth Bt527 billion by the end of this year. Hardware will be the biggest contributor with Bt234 billion while digital services will have the highest growth at 34 per cent.

Kasititorn Pooparadai, senior executive vice president of Digital Economy Promotion Agency (DEPA), said that the agency had conducted a Totally IT market survey for 2017-2019 in October last year.

The survey showed that the total value of the IT market will be around Bt527 billion in 2019, growing around 13.67 per cent over last year. The hardware market will make up 44 per cent, followed by smart devices including CCTV and smart Bluetooth valued at around Bt121 billion or 23 per cent.

Meanwhile, software services will account for 20 per cent with Bt106 billion and digital services will be valued at Bt65 billion, or 12 per cent.

Last year, the IT market was valued at Bt463 billion. Hardware contributed Bt223 billion, followed by smart devices Bt101 billion, software services Bt90.6 billion and digital services Bt48.6 billion.

She said the factors that drive the totally IT market are business transformation from traditional to digital, government policies or the Thailand 4.0 scheme, the coming of new technologies including big data, robotics, cloud, software as a service smart devices such as CCTV and smart Bluetooth.

Thanachart Numnonda, director of IMC Institute, said that the IT industry had changed as businesses were challenged by the digital transformation. They needed to invest in new technology to support their business and increase productivity.

The key issue enabling growth is the flow of digital use in all industries, the services sector and the growing tendency for digital usage in all sectors, including social platform, cashless society, blockchain, chat bot, programmatic and video clips including 3D, augmented reality and virtual reality. These will have an important role in public, advertising and product demonstrations.

Thailand to push RCEP deal this year

Thailand to push RCEP deal this year

THE NATION

THAILAND, as Asean chair, will push for conclusion of the Regional Comprehensive Economic Partnership (RCEP) negotiations by the year-end in order to counterbalance the negative impacts of the US-China trade war.

Auramon Supthaweethum, director-general of the Department of Trade Negotiations (DTN) under the Commerce Ministry, said Thailand would benefit from both increased exports and investments from the RCEP agreement, allowing exports to achieve the Commerce Ministry’s growth target of 8 per cent for this year.

“China and the US are Thailand’s largest and third-largest trading partners respectively. Hence, the ongoing trade war definitely has a significant impact on Thai exports, which contributes up to 70 per cent of total GDP,” she said.

The director-general was speaking yesterday during a seminar on “Preparing Thailand for the impacts of the Trade War”, organised by the DTN and the Thai National Shippers’ Council (TNSC).

In 2018, Thailand’s exports to China stood at $30.175 billion (Bt951 billion), making up 11.95 per cent of the Kingdom’s total exports. Meanwhile, exports to the US stood at $28 billion (Bt882 billion), making up 11.09 per cent of total exports, according to the DTN.

The negative impacts on Thai exports from the trade war are starting to be visible with some Thai exports to China showing a contraction. For example, from July to September 2018 exports of automotive engines to China fell by 23 per cent, turbines by 85 per cent, and machine components by 84 per cent compared to the same period in 2017.

While the US and China have erected trade barriers, Thailand’s strategy in coping with the trade war is to move in the opposite direction and advance free-trade agreements (FTAs) to boost exports.

If the negotiations are successful, RCEP will be the largest multilateral trade pact in history – encompassing China, India, Japan, South Korea, Australia, New Zealand and the 10 Asean nations.

The combined gross domestic product of RCEP members accounts for up to 28 per cent of global GDP, she said, and as much as 30 per cent of the value of world trade.

In 2017, up to 60 per cent of Thai exports went to RCEP countries, according to figures from the DTN.

“Concluding the RCEP negotiations is one of Thailand’s top economic priorities as this year’s Asean chair. RCEP negotiations have been going on for seven years and we are determined to conclude the mega-trade pact by the end of this year,” she told reporters.

There will be up to eight RCEP negotiation meetings this year, with at least four Trade Negotiation Committee (TNC) meetings between the prospective RCEP members, according to Auramon.

In a volatile and uncertain trade environment in 2019, the DTN will also be working on three other bilateral trade deals in order to boost Thai exports.

Thailand has also begun talks with Sri Lanka, Turkey and Pakistan for bilateral FTAs. The DTN aims to finish drafting the terms of the FTAs with the three countries by the end of 2019.

“We expect the FTAs will be signed and enacted in 2020,” Auramon added. However, it is unclear whether Thailand’s FTA strategy will finish in time to mitigate the negative impacts of the US-China trade war, which may escalate further after the 90-day halt on imposition of new tariffs by the two superpowers.

Hence, even if RCEP is concluded by the end of this year, the positive impacts on trade and investment may not be seen until 2020.

The Commerce Ministry’s export growth target of 8 per cent for 2019 is already seen as too optimistic, as predictions by other institutions like Siam Commercial Bank’s Economic Intelligence Centre, Kasikorn Research Centre, and the National Economic and Social Development Board have forecast exports to grow only by 3.4 per cent, 4.5 per cent and 4.6 per cent this year, respectively.

KRC expects no rate change from US Fed this week

Kasikorn Research Centre believes that the first meeting of US Federal Reserve this year, to be held on Tuesday and Wednesday, will maintain the federal funds rate at 2.25-2.5 per cent at a time when the US economy is still showing strong growth.

Meanwhile, current interest rates at the country’s banks are likely to stay within the Fed’s target range of between 2.5 per cent and 3.5 per cent, KRC said on Monday.
