IN a push for digital transformation within the Asean region, member countries will join forces to implement the Asean Single Window (ASW) for all 10 nations in the trade bloc by the end of next year .

At the beginning of this year, five Asean countries – Thailand, Vietnam, Singapore, Malaysia and Indonesia – launched the ASW.

The ASW aims to integrate the different national single-window systems of the Asean countries in order to expedite cargo clearance and boost cross-border trade via enabling the electronic exchange of trade-related documents among Asean members.

“As chair of Asean in 2019, Thailand will facilitate the development of the ASW in the remaining five Asean countries – Cambodia, Laos, Myanmar, Philippines and Brunei,” said Auramon Supthaweethum, director-general of the Department of Trade Negotiations under the Commerce Ministry.

“Our aim is achieve a fully complete ASW system for all 10 Asean members by the end of 2019,” she continued in an interview with The Nation.

“The tariffs on goods imposed between different Asean countries have been reduced to nearly 0 per cent. Our next goal is to ensure a faster and more effective physical flow of goods between the Asean members, specifically, through pushing for the development of the ASW digital system in 2019,” Auramon explained.

Before the ASW is implemented, goods that are being traded among Asean countries will need a physical certificate of origin, called Form D, to benefit from the Asean Free Trade Agreement (Afta). However, there are various border posts in the Asean region that lack the authority to approve these certificates, causing goods to be delayed and idle at the border for up to 10 days before they are approved by authorities, she said.

“The ASW will digitise the Form D. We expect the use of an electronic Form D through the ASW gateway will reduce the waiting time for goods at the borders down to only one to three days,” she said.

“As chair of the Asean summits in 2019, we aim to complete the development of the ASW for all 10 Asean countries, facilitating the development of the necessary digital and technological infrastructure in the five remaining Asean members,” she stated.

Cambodia, Philippines and Brunei are now at the testing stage in the development, according to Auramon.

“The ASW system is expected to boost cross-border trade and allow Thailand to achieve its targeted bilateral trade value with different Asean members in 2019 and 2020,” she said.

In the first 10 months of 2018, Thai-Cambodia trade value reached $6.938 billion (Bt225.61 billion), with the aim to reach an annual value of $15 billion (Bt487.76 billion) by 2020. The Thai-Laos trade value for the first 10 months of this year was at $5.611 billion, with the aim to reach an annual value of $11 billion in 2021. The Thai-Myanmar trade value stood at $6.367 billion from January to October and is projected to reach an annual value of $12 billion in 2022, according the Department of Trade Negotiations.

Thailand aims to push for more connectivity within the region as the next host of the Asean summits next year,” said Sakon Varanyuwatana, Thailand’s Vice Minister of Commerce.

“This includes encouraging the development of cross-border logistics to reduce transportation costs for exporting businesses within the region, and to improve trade regulations between countries to allow for more convenience in trade,” he said.

Meanwhile, Thailand aims to accelerate its own Thailand 4.0 initiative to promote the growth of technological and digital industries through developing the Eastern Economic Corridor (EEC) special economic zone. The zone includes the provinces of Chon Buri, Chachoengsao and Rayong.

The Board of Investment of Thailand (BoI) has set a total investment target of up to Bt300 billion by the end of 2018 in the EEC. In the first nine months of this year, Bt230.55 billion has been invested in the EEC, showing an increase of up to 117 per cent compared to the same period last year, according to BoI secretary-general Duangjai Asawachintachit.

The five key infrastructure investment projects in the EEC are: high-speed railway; expansion of U-Tapao airport; expansion of Laem Chabang seaport and Map Ta Phut seaport; and aircraft maintenance, repair and overhaul, with their combined investment estimated at Bt650 billion.

Transport Minister Arkhom Termpitt-ayapaisith said these key investment projects would be completed in the next five to six years and a digital park project will be completed in 2022.

Vietnam beats Singapore to top Asean’s IPO markets

Vietnam has become Southeast Asia’s top grossing market for initial public offerings in 2018, with total proceeds of US$2.6 billion (Bt84.2 billion), data from global consultant firm Ernst and Young (EY) showed on Friday.

Singapore, that lost its crown to Vietnam, fell to fourth position this year with total IPO value of just $500 million. Thailand ranked second with total proceeds of $2.5 billion and Indonesia was in the third place with $1.2 billion, the company said in a press release.

Vietnam’s rise was attributed to large IPO deals in the country as its government pushed ahead with equitisation of big State-owned corporations, the company said.

The five biggest IPOs of State-owned enterprises have raised more than VND19.2 trillion (Bt26.6 billion). They included PetroVietnam Power Corporation (PV Power), Bình Sơn Refining and Petrochemical Corp JSC (BSR), PetroVietnam Oil Corp (PV Oil), Viet Nam Rubber Group (VRG) and Viet Nam Southern Food Corp (Vinafood II).

The IPO of PV Power was the biggest deal with proceeds of almost VND7 trillion; followed by BSR with VND5.57 trillion and PV Oil with VND4.2 trillion. VRG and Vinafood II each earned the Vietnamese Government over VND1 trillion for their IPOs.

The biggest deal, however, belonged to a private company – the $1.35 billion IPO by Vinhomes, a real estate arm of Vingroup. This is also the largest ever in Vietnam and Southeast Asia’s second biggest deal in 2018.

Vietnam’s rise is among few performers which saw growth in IPO activities. About 1,359 IPOs were carried out globally, down 21 per cent year-on-year, but total proceeds rose 6 per cent to $204.8 billion thanks to mega deals such as the $21.1 billion IPO by Japanese SoftBank, $7.5 billion IPO by China Tower and $5.4 billion IPO by China’s mobile phone company Xiaomi.

In Southeast Asia, besides Viet Nam, only Indonesia has had a busy IPO market with yearly growth of 66 per cent while the rest of the region, including major financial hub Singapore, witnessed declines.

According to experts, global trade wars, political tensions and volatile markets in the second half of this year have had an adverse impact on businesses, causing some delays in their listing schedules.

In the next three years, with more State-owned enterprises being equitised, Vietnam is expected to remain at the top of Southeast Asia’s IPO league, according to a report from Baker McKenzie and Oxford Economics compiled by CNBC.

Big IPOs expected in 2019 will include Mobifone, Viet Nam Posts and Telecommunications Group (VNPT), EVNGenco 1 and 2 and Agribank.

Banks must solve 3 problems to in digital transformation

Economy December 28, 2018 01:00

By   SPECIAL TO THE NATION

FROM FIGHTING the war for deposits to breaking down silos in digital transformation and analysing the payment landscape, FICO is confident that banks will make substantial progress next year in three areas of tactical concern within consumer banking.

1. Banks will get smarter in the deposits war

The good times are over. In our current rising rate environment, any bank that can’t grow (or at least sustain) its deposits base will face shrinking net interest margins and a competitive disadvantage in their consumer lending businesses. Indeed, we are already starting to see signs of distress among community and regional banks that lack the advertising budgets and sophisticated digital capabilities of the big national banks.

In response to this competitive pressure, top 100 banks will invest in an area that has been neglected for too long — deposit pricing strategy. Sophisticated analytics tools, like optimisation, and the ability to rapidly deploy the models developed by those tools will give banks the ability to deliver smarter, more granular pricing, enabling them to compete effectively in this increasingly frenetic environment.

2. Banks will address the problem of silos

Digital transformers need to realise they have a silos problem.

A majority of banks are undergoing digital transformation, ranging in scope from simple channel technology upgrades to massive enterprise re-platforming initiatives. The goal is to create modern, compelling customer journeys that will differentiate the organisation from its competitors. In 2019, it will become increasingly clear that these transformation projects require more than just new technology – they also require significant organisational changes.

Siloed business units and technology stacks for credit risk, marketing, fraud and compliance work extraordinarily well for maintaining the status quo, but poorly when it comes to large-scale transformation.

Banks will increasingly recognise this and work to ameliorate the negative effects of silos as they shift from product-centric to customer-centric business strategies.

3. Emerging Payment Solutions Will Grow Up

Emerging payment solutions — mobile wallets and P2P payment networks most notably — are slowly but steadily displacing legacy payment options like cash and credit cards and cementing themselves in the day-to-day lives of consumers (particularly Millennials and Gen Zers). Big strides are already being made in Asia Pacific with mobile payment usage climbing 30 per cent in 2018, a trend that will only accelerate in the coming year.

However, the faster these new payments move, the more attention they will attract from criminals. Emerging payment solutions will become more mature in 2019 as payments executives focus on educating their customers and adapting their fraud controls to compensate for this growing threat.

Rice exports tipped to fall as rivalry bites

EXPECTATIONS for the country’s rice exports next year have been scaled back in the face of intense competition from fellow producers.

The Thai Rice Exporters Association estimates exports will come in at 10 million tonnes in 2019, shrinking from the forecast 11 million tonnes for this year,

The association disclosed the forecast after a meeting of the Rice Policy and Management Committee that was chaired by Prime Minister Prayut Chan-o-cha yesterday.

Association president Charoen Laothammatas said those at the meeting acknowledged that the global and Thai rice environments in 2018 and 2019 were different. Thailand, as of early December, had posted exports that had so far this year amounted to 10.2 million tonnes.

Shipments of the grain in December are expected to reach 900,000 tonnes, ensuring that the target of 11 million tonnes for the year will be reached.

The lowered estimate of 10 million tonnes for next reflects the high competition among producers, particularly from India, where its government subsidises 5 per cent of export prices. The Indian rice price has also become attractive as a result of the Indian rupee’s 10-15 per cent depreciation. Adding to the pressures, major rice-importing countries such as the Philippines, Indonesia and China plan to import less next year.

Charoen said that China bought 700,000 tonnes of rice from Thailand, under a government to government agreement for a purchase of 1 million tonnes. Thailand began exports to the Philippines under a contract for the supply of 75,000 tonnes.

Commerce Ministry permanent secretary Boonyarit Kalayanamit said global rice production would drop by 3.93 million tonnes to 491.14 million tonnes in the 2018-19 production year, due mainly to drought and floods in China. Less-than-estimated rainfall in India and the Philippines’ damaged rice production from a typhoon would also contribute to the reduced global volume. In contrast, global rice consumption is forecast to rise by 6.74 million tonnes to 489.56 million tonnes due to a likely rise in consumption in a number of big countries, such as China, India and Nigeria.

For the year to December 11, India was the standout exporter with 11.37 million tonnes, followed by Thailand with 10.35 million tonnes and Vietnam, 6.06 million tonnes. Deputy Prime Minister Chatchai Sarikulya said that the Rice Policy and Management Committee agreed on a Bt1.74-billion insurance project for wet season rice growing, covering 30 million rai, in the 2019 production year.

The project will provide insurance against seven types of natural disasters, ranging from flood, drought, storm and cold weather to hail, fire, forest elephants, pests and disease. The project will apply for all regions, excluding the South, from the start of the production season to June 30 next year. In the South, it will apply from the start of the production season to December 15.

Of the total insurance premium of Bt85 per rai, farmers will pay Btt34 per rai and the government will subsidise them with Bt51 per rai. The Bank |for Agriculture and Agricultural Cooperatives (BAAC) will subsidise Bt34 per rai for its farmer borrowers who grow wet season rice in the 2019 production year.

The committee also approved a time extension to six rice sale projects that had been running from 2008-14, in line with a government policy. The remaining pledged rice – about 1.9 million tonnes – will be sold from this month to September next year.

Cabbies gain with go-ahead on Bt10-bn soft loan plan

STRUGGLING taxi drivers have been heartened by a government decision to press ahead with a Bt10-billion soft loan scheme that will help the drivers own their cabs.

Industry Minister Uttama Savanayana, chairing a meeting that considered the special loan proposal yesterday, said the financial burden on taxi drivers would be eased as the scheme will reduce the daily rent of about Bt800 per taxi to Bt200. Further, they can make instalments of Bt400 per taxi a day to enable them to own the cabs upon the completion of the payments.

“We are relieving the burden on the drivers and are strengthening their prospects as they will be able to own their cars. We prepared Bt10 billion for this special loan project,” Uttama said.

The government set up the project in response to the fact that about 30,000 vehicles are nearing the end of their designated legal use as taxis.

Mongkol Leelatham, president of the Small and Medium Enterprise Development Bank of Thailand (SME Bank), said that the bank had received a good response from taxi drivers to the special loan project, which will also help them to upgrade their vehicles.

The bank and the University of Thai Chamber of Commerce’s Centre for Economic and Business Forecasting teamed up to conduct a survey on the taxi industry. They found that more than 120,000 drivers – some 87.98 per cent of them – drove as their main occupation. The received a daily average income of Bt1,702. After expenses, their income averaged Bt400, which was deemed to be insufficient for their living needs.

Of the more than 90,000 taxis on the roads, about 37 per cent were the drivers’ personal cars.

Based on the survey, about 35,000 cars had only five years left on their legal life as taxis. From this year, more than 10,000 taxis a year are expected to have their legal status ended.

More than 70 per cent of the drivers surveys want formal loans to buy new cars on expectations of increased income, lower expenses, and the ability to schedule their own working time and have their take exceed what they pay in daily rent, the survey found Typically, most taxi drivers have not been able to access funding and depend on informal loans, which leads to financial problems.

Mongkol, referring to the benefits of the scheme, said: “Driving taxis involves a number of persons starting from no less than 3-5 million passengers per day to over 30 million foreign tourists to Thailand per year.

Upgrading the quality of life of those who have this occupation without informal debts will give convenience and safety to service users and a bring good image to Thai tourism.”

Participants in the scheme will also receive welfare assistance to upgrade their quality of life, along with occupational training that will help them boost their retirement savings.

SMEs expect Thai economy to grow 3.79 per cent in 2019, survey finds

Economy December 28, 2018 01:00

By THE NATION

SMES expect the Thai economy to expand by 3.79 per cent next year, an academic survey has found. Political and internal economic factors were the key challenges to their business performance.

About 84.2 per cent of respondents said they were not ready to undertake digital transformation.

The Faculty of Economics, Thammasat University conducted a survey of 643 SMEs nation-wide on issues related to their business performance and the country’s overall economic conditions. The survey was conducted December 15-25.

On overall economic performance, respondents expected the national economy to grow by around 3.79 per cent.

They were asked about their performance in 2018 compared to what they expected at the year’s start. Their top three areas of disappointment were: investments lower than expected (52 per cent), liquidity (38 per cent) and revenue (37 per cent).

Better than expected areas of performance were: liquidity (21 per cent), profit (20 per cent), and revenue and employment (19 per cent).

The respondents were asked about their expected performance in 2019 compared to 2018. The three areas where they expected lower performance were: investment (56.0 per cent), liquidity )37.0 per cent) and revenue (33.0 per cent). Areas of anticipated better performance were: revenue (25 per cent), profit (20 per cent) and liquidity (19.0 per cent).

The three most important factors that would affect their business were the post-election political environment, the domestic economy and the world economy. However, such factors as a lack of qualified personnel as well as intense competition were also noted as important factors.

When asked about their business adjustments for 2019, 64.4 per cent said they would increase their online marketing activity; 41.1 per cent would restructure their business to become more technology oriented; 38.2 per cent would explore international market; 32.2 per cent pointed to cost reduction; 25.8 per cent would put more focus on branding; 24.1 per cent would redesigned their business models; 18.7 per cent would launched new products; 18.4 per cent pointed to staff development; 14.5 per cent would use more machinery and automation; 13.6 per cent would develop their packaging and 12.6 per cent did not have any plans.

When asked about the key challenge they faced when trying to implement digital transformation, 84.2 per cent noted the lack of clear targets for the benefit to be gained from digital transformation; 82.1 per cent were unable to choose the right technology to suit their business; and 77.3 per cent were unable to identify the benefits to be enjoyed from such transformation.
