Beachfront buildings on 178 rai in Phuket were demolished on Friday as a four-decade encroachment case ended with the Department of Special Investigation (DSI) reclaiming the land.

The prime real estate on Le Phang and Layan beaches was seized from four private companies after the Supreme Court ruled that the land is public property.

The encroachment case was filed by the Thalang district office in 1984. Four private companies who established restaurants, coffee shops and shophouses along Le Phang and Layan beaches in Cherngtalay subdistrict have been fighting the case ever since.

On September 12, the Supreme Court ruled that the 178 rai, estimated to be worth 50 billion baht, is state land and can only be used for public benefit. The court issued a demolition order to remove illegally encroaching buildings from September 30.

On Friday, the DSI and Cherngtalay officials deployed a bulldozer and trucks to remove remaining buildings and debris from the land. The demolition finished on Friday evening with no opposition from the owners.

Manoch Phanchalad, chief of Cherngtalay subdistrict administration organisation, said a budget of 90 million baht has been set aside to turn the land into a beachside public park for locals and tourists.

Most of Thailand will experience continuous rain with isolated heavy showers until Monday as Noru weakens to a low-pressure system over Myanmar, according to the Thai Meteorological Department.

Meanwhile, a strong southwest monsoon will prevail over the Andaman Sea, the South and the Gulf, with waves rising 2-3 metres in the upper Andaman and 2 metres in the Gulf. All ships should proceed with caution and keep off thundershowers, the department said. Small boats in the Andaman Sea and the upper Gulf should stay ashore until Monday.

Tuesday to Thursday will bring less rain for the North and Northeast but possible isolated heavy showers for the lower North, Central Region including Bangkok, the East and the South, the department said.

It also warned people living in foothills, lowland areas and near waterways to beware of possible flash floods and overflows throughout next week.

The Bangkok Metropolitan Administration (BMA) has issued a flash-flood warning for residents along the Chao Phraya River until Friday (October 7).

BMA spokesman Ekwaranyu Umrapal said the Noru depression is still causing heavy rain in several areas of Greater Bangkok. People living along the Chao Phraya River, especially those residing outside flood levees, are advised to monitor the water level closely and prepare to move their belongings upstairs during high tides.

The BMA has ordered 17 district offices along the Chao Phraya to monitor water levels in flood-prone areas, strengthen levees and river dams, and build sandbag walls to protect vulnerable residential areas. City officials are also in contact with local communities to facilitate evacuation of vulnerable people such as the elderly, disabled and bedridden patients.

The Kana Lomruam Prachachon (Melting Pot) Group gathered at the Ratchaprasong intersection in Bangkok’s Pathum Wan district from 3pm on Friday as the Constitutional Court delivered its verdict on General Prayut Chan-o-cha’s tenure as prime minister.

The group, which was led by former red-shirt leader Jatuporn Prompan and lawyer Nitithorn Lamlua, announced that it would start its activity called “Stop the 3 Ps and military coup: Restarting Thailand” at 5pm. The activity will include music performances and speeches on stage.

The 3Ps refer to General Prayut Chan-o-cha, Deputy PM General Prawit Wongsuwan, and Interior Minister General Anupong Paochinda, whose nickname is Pok.

Bangkok Governor Chadchart Sittipunt on Thursday visited the Bang Chan Industrial Estate in the capital with the governor of the Industrial Estate Authority of Thailand (IEAT) to assure businesses of effective flood prevention measures.

Chadchart visited the industrial estate with IEAT governor Wiris Amrapal.

After the visit, Wiris told reporters that he and Chadchart had assured business operators and the developer of the Bang Chan Industrial Estate and the communities around it that they did not have to worry about flooding.

Bangkok is expected to be hit with heavy rains under the influence of tropical storm Noru that hat hit the Northeast, leading to fear of more floods after several parts of the capital were inundated because of days of heavy rains during the past few weeks.

Waris said the IEAT has taken the following measures to prevent flooding of the Bang Chan industrial estate:

– Rehearsal of flood prevention measures

– Lowering water level of resources in the area to be able to receive more water

– Dredging sewers and canals around the industrial estate in line with the annual plan

– The Global Utility Services Co Ltd (GUSCO), which operates the estate, has been monitoring forecasts from the Thailand Meteorological Department to coordinate with the Bangkok Metropolitan Administration to drain rain and floodwaters.

– The GUSCO will coordinate with the Min Buri district office and the Department of Disaster Prevention and Mitigation to seek urgent help if needed

– The operator of the estate will alert business operators via emails, Line messages and SMS messages in case of floods.

Waris said the Bang Chan Industrial Estate can drain water at the rate of 16,800 cubic metres per hour so it could accommodate 58,700 cubic metres of rainwater at one time. It has a flood embankment that is 5.7 kilometres long.

Speaking to reporters after the visit, Chadchart said he had made the visit to check the estate’s readiness to cope with floods.

He said the Bang Chan Industrial Estate has a part of Saen Saeb Canal running past it and it also has the 5km-long Bang Chan Canal. He said the estate has built an embankment along the canals and the estate could receive 170mm of rain.

The Department of International Trade Promotion (DITP), Ministry of Commerce of Thailand, announces the launch of “Wonders of Thai Jewels”, a new global marketing campaign celebrating the intellectual prowess of Thai artisans behind Thailand’s famous high-quality jewellery-making flair.


The campaign aims at creating global awareness and establishing Thailand as the trading hub for the world’s gems and jewellery industry.

“Gems and jewellery rank as one of Thailand’s most exported products, creating over 664,000 jobs. As a major industry of the country, the government has worked towards making Thailand a gems and jewellery hub and a major jewellery manufacturer, from upstream to downstream,” said Phusit Ratanakul Sereroengrit, DITP director-general.

He added: “As one of the world’s largest jewellery exporting countries, Thailand has an outstanding tradition of high-quality jewellery production. Global jewellery brands have recognised the skills of Thai artisans, and some have made Thailand their manufacturing base for decades. They have benefited from the strong infrastructure, accessible raw material suppliers and, the most important factor — high-quality craftsmanship from a skilled workforce.”

The Pharmacy Council of Thailand has warned all drug stores to have at least one pharmacist on duty starting from October 1 or their licences would be revoked.

Assoc Prof Kitti Pithaknitinan, president of the council, said on Thursday that the council had issued a circular to all drug stores.

Kitti said the warning was issued because the leniency for drug stores to have pharmacists on standby for at least three hours a day would expire at the end of this month.

The Pharmacy Act enacted in 1967 required all pharmacies to have at least one pharmacist on duty. But a legal amendment was issued in 1979 granting leniency that allowed the pharmacies to have one pharmacist on standby for three hours.

A pharmacy can operate with a registered pharmacist in the shop. If a drug store does not have a pharmacist on standby while it is open, the pharmacist in charge of the shop will see his or her pharmacist licence suspended or revoked by the council, Kitti said. The revocation will automatically cancel drug sale licence of the drug store, he explained.

The law also requires all pharmacies to carry the name tags of pharmacists on standby at all times, Kitti added.

Tropical storm Noru hit several provinces on its path while moving westwards across Thailand on Thursday, causing flash floods in many areas.

Among the provinces affected were Nakhon Ratchasima, Surin, and Nakhon Nayok, which is located just east of Bangkok.

Other northeastern provinces that were hit by the storm between Wednesday night and early Thursday, included Ubon Ratchathani, Amnat Charoen, Si Sa Ket, Roi Et, Yasothon, Kalasin, and Maha Sarakham.

Water levels in the Lam Takong canal of Nakhon Ratchasima rose rapidly following hours of heavy downpour.

The northeastern province’s Maharat Nakhon Ratchasima Hospital was partly inundated. Soldiers were dispatched to the hospital to install water pumps and build a wall of sandbags to protect it from water overflowing in the adjacent canal.

In Surin, Noru brought heavy rains throughout the previous night, causing severe flooding in many districts of this northeastern province. Many villages and residential areas, as well as large areas of rice fields and plantations, were affected.

Overflowing water from reservoirs flooded many nearby districts.

Some roads were under 50-70 centimetres of high water, with sections being destroyed by floodwater.

Several areas of Nakhon Nayok, including its downtown Muang district, became flooded due to a flash flood from the national park on the Khao Yai mountain.

Rescue teams were ordered to be on standby for possible evacuation of affected areas.

Earlier in Ubon Ratchathani, more than 4,000 people were evacuated from villages where flooding was expected to worsen.

Flooding occurred in the Chi and Mun river basins of the Northeast, covering over 65,000 hectares of land, about 38,000 hectares of them are rice fields, according to satellite images released by the Geo-Informatics and Space Technology Development Agency.

The Royal Thai Air Force on Thursday said that it would try to minimise the air space closure time over Don Mueang International Airport for a traditional and honorary air parade on Friday to avoid disrupting commercial flight schedules.

Royal Thai Air Force spokesman AM Prapas Sonjaidee on Thursday issued an apology to the public over the planned closure of air space above Don Mueang airport on Friday.

He said the air parade to honour a retiring Air Force chief and welcome the successor has been a long-held tradition.

This year, ACM Napadej Dhupatemiya will retire and hand over the post to ACM Alongkorn Vannarot, now assistant commander-in-chief.

The Royal Thai Air Force had earlier announced it would close the airspace over Don Mueang from 1.45pm to 2.45pm on two rehearsal days on September 23 and 27 and on the real parade day on Friday.

Prapas said the air parade was a tradition to display the Air Force’s might and potential that would be handed over to the new Air Force chief to command.

He said the tradition has been held so that the public and Air Force troops would realise the readiness and potential of the Royal Thai Air Force, which would be a way of boosting the morale of the troops and confidence in the force.

“The Royal Thai Air Force would like to express our utmost apologies for the inconvenience caused to the public. We have considered adjusting the time of the air parade and related details to make the ceremony shorter to reduce the impact on commercial flights and minimise impact on the public,” Prapas said.

During the rehearsal of the air parade on Tuesday, 29 flights at Don Mueang airport were reportedly delayed by 30 to 60 minutes. On September 23, 29 flights were also reportedly delayed by 30 to 60 minutes because of the rehearsal.

Dhurakij Pundit University’s (DPU) College of Aviation Development and Training (CADT) opened a flight simulator centre on Tuesday as Thailand’s aviation industry starts to fly high post-Covid.

Introducing the centre, DPU president Darika Lathapipat said it would enable students, aviation staff and other interested individuals to experience piloting a plane using a simulator.

“The centre also aims to enhance aviation education to keep up with modern technologies,” she said.

The university plans to impart aviation education at the bachelor’s, master’s and doctoral levels, as well as international training courses with other aviation partners, Darika said.

She thanked government and private agencies for their cooperation as the centre needed high investment to get off the ground.

Meanwhile, CADT dean Sqn Ldr Wattana Manon said the centre has been established as the aviation industry recovers from the Covid-19 crisis, during which a third of aviation staff had to be laid off.

Wattana said the centre’s three flight simulators – a Boeing 737-800NG and two Cessna 172-G1000s – proved an attraction during the event to introduce the centre.

He noted that Thailand’s aviation industry is recovering quickly after the country fully reopened to foreign visitors.

Wattana expects the number of flights in the fourth quarter to soar.

“Once the aviation industry recovers fully, demand for aviation staff like pilots, cabin crews, ground staff and air traffic controllers will increase,” he pointed out.

He also said CADT had organised a programme to upskill and reskill aviation staff so they can overcome changes in the aviation industry.

Among event participants was student Thanit Meehadsai of Depsirin School. He said the experience provided by the university’s flight simulators is very much real.

“The simulators teach us that decision making and staying focused are important as wrong decisions or lack of concentration may cost us our lives,” he said.

Thanit is sparing no effort in studying aviation because his dream is to become a pilot.

Thailand’s largest railway hub, currently known as Bang Sue Grand Station, will be officially named “Krungthep Abhiwat Central Terminal”, according to the Transport Ministry.

The name, which literally means “Bangkok prosperity”, was granted by His Majesty the King at the request of the Cabinet Secretariat early this month.

Additionally, the Royal Household Bureau has informed the secretariat that His Majesty also named the State Railway of Thailand’s (SRT) Light Red Line commuter train route “Nakhon Withi”. The route runs from Bang Sue to Taling Chan.

The Dark Red Line commuter train route, linking Bang Sue and Rangsit, received the official name “Thani Ratthaya”.

The 15-billion-baht grand station went into operation last November and now mainly serves passengers of the SRT’s two Red lines. There are currently about 19,000 passengers per day.

Located in Bangkok’s Chatuchak district, it is the largest railway station in Southeast Asia, with 26 platforms and more than 274,000 square metres of usable floor space.

Ten tracks have been built to accommodate future high-speed train connections linking three major airports, while regional routes link the capital with Nong Khai in the Northeast, Malaysia’s Padang Besar in the South, and Chiang Mai in the North.

The station is connected to the Metropolitan Rapid Transit’s Bang Sue station via an underground walkway.

The official opening of the new central terminal is expected to be held early next year, when full services get underway, with a host of shops, restaurants and other facilities.

The “Bang Sue Grand Station” sign prominently placed on the massive building will be replaced with the new name before the official opening, according to a Transport Ministry source.
