The third phase of the “Rao Tiew Duay Kan” (We Travel Together) government subsidy has proved to be a huge success, generating up to 5.19 billion baht for the tourism industry since it was launched in October.

Government spokesman Thanakorn Wangboonkongchana said on Tuesday that 909,937 people have registered for the scheme and 1.3 million rooms in 4,113 hotels have been reserved so far.

As of Sunday, people had spent 4.75 billion baht on hotel rooms under the scheme and another 435.6 million baht on discount vouchers for restaurants, tourist attractions, spas, massage parlours, etc, especially during the Loy Krathong weekend.

Between November 19 and 21, the hotel occupancy rate rose to 50 per cent in many areas, and to between 80 and 90 per cent in provinces adjacent to Bangkok.

Thanakorn said that between November 1 and 21, 85,608 foreigners have landed in Thailand, 239,115 have registered for the Thailand Pass and 186,836 have been approved. Most of the tourists are from the US, UK, Germany, Russia and France.

He added that the number of new Covid-19 infections dropping to less than 7,000 per day indicates that Thailand is heading down the right path in disease control and economic recovery. He said this will also boost confidence among travellers.

Thanakorn added that Prime Minister Prayut Chan-o-cha has ordered the reopening of more provinces that have implemented prevention measures.

Prayut recently met provincial authorities, disease prevention officials and business operators in the Northeast to discuss the reopening of provinces in the region.

As the first phase of reopening 17 “blue zone” provinces from November 1 has proved to be successful, the government is planning to open another 16 provinces between December 1 and 31. If the situation remains under control, the government will open another 12 provinces from January 1, Thanakorn said.

Thailand is cooperating with Cisco Systems’ Country Digital Acceleration (CDA) project to introduce digital improvements in every sector, Digital Economy and Society Minister Chaiwut Thanakamanusorn said on Monday.

The Public Health Ministry said on Monday that it will not take legal steps to force people to get vaccinated because the situation is still under control. However, it will consider enforcing strict regulations if there is another outbreak.

Meanwhile, the ministry’s permanent secretary said he is confident Thailand will reach the 100-million-jabs goal by December 5.

Permanent secretary Dr Kiattibhoom Vongrachit said that though the authorities are speeding up the administration of jabs to reach the target by yearend, more than 2 million vaccination records have disappeared in the system due to incomplete data.

He added that according to data available, some 10 million people have not been vaccinated yet, though this information is being verified. He said the ministry is also looking for ways to administer jabs to the unvaccinated.

As for the 8,000 or so vaccine naysayers, the ministry found that more than 60 per cent changed their minds after being provided with information about the benefits of getting a jab, though over 30 per cent still refused.

“The ministry is still not planning to impose the Communicable Diseases Act to force people to get vaccinated, as there should not be any problems once the country achieves herd immunity. If there is a new outbreak, the ministry may consider using stricter measures such as prohibiting unvaccinated people from participating in activities that may pose a risk of spreading the virus,” he said.

“Though the rate of vaccines administered may have slowed down, officials are doing their best to achieve the goal of administrating 100 million vaccine doses by December 5,” Dr Kiattibhoom concluded.

A merger between True Corporation (True) and Total Access Communication (dtac) is inevitable, but it must be checked at every step to prevent market domination and impact on consumers, the National Broadcasting and Telecommunications Commission (NBTC) said on Monday.

Recently, Charoen Pokphand (CP) Group and Telenor Group announced that they would explore the creation of a new telecom-tech company comprising True and Dtac.

NBTC director Prawit Leesathaphonwongsa said the two mobile operators are required to present the plan to the commission 90 days before the merger.

“Consumers may end up with low service options if a low-level merger between dtac TriNet [DTN] and TrueMove H Universal Communication [TUC] takes place,” he said. “Hence, NBTC must check and set up conditions to ensure there is no adverse impact on consumers.”

A news source from NBTC reported that the True-dtac merger is expected by mid-next year, though the low-level collaboration between DTN and TUC has not started yet.

The source added that NBTC will set up a working team to ensure that both DTN and TUC follow the commission’s regulations.

Since Thailand opened 17 “blue zone” provinces to vaccinated foreign tourists on November 1, it has been reported that some visitors have blatantly ignored mandatory disease control measures, the Centre for Covid-19 Situation Administration (CCSA) said on Tuesday.

“Hotel and business operators have notified the CCSA that some of their customers refused to wear facemasks, while others insisted on dining together in large groups, which increases the risk of the virus spreading,” CCSA deputy spokesperson Dr Apisamai Srirangsan said.

“Officials have visited these establishments and issued warnings to customers violating regulations set by the Public Health Ministry. Repeat offenders can face a fine up to 20,000 baht as per the Communicable Disease Control Act.”

Meanwhile, she said, some tourists have also complained about hotels not being totally transparent about their pricing schemes. “These hotels apparently only display their room fees, and when travellers arrive they learn they have to pay for the transfer from the airport and Covid-19 tests,” she said. “By then it’s too late for a refund.

“Thailand has been open for 22 days, and hotel owners should know by now that they are required to include all mandatory expenses in the room package,” Apisamai said. “Advertising just the room price can be seen as a deceitful business practice, so any hotels still doing this should stop immediately.”

Apisamai also urged hotels, restaurants, spas, tuition schools, music academies, public transport operators and tour guide businesses to apply for the Safety & Health Administration (SHA) standard to prove that they have strictly followed all disease control measures and are safe from Covid-19. The SHA standard is accredited by the Tourism Authority of Thailand (TAT) in association with the Public Health Ministry.

Ministry of Public Health reported on Tuesday (November 23) morning that in the past 24 hours there are 5,126 new patients who tested positive for Covid-19, 104 of whom have been found in prisons.

Death toll increased by 53, while 7,748 patients were cured and allowed to leave hospitals.

The country’s total caseload from Covid-19 stands at 2,076,135 – 1,972,553 of whom have recovered, 83,093 are still in hospitals and 20,489 have died.

Separately, another 118,862 people were given their first Covid-19 shot in the last 24 hours, 201,053 their second shot and 27,641 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 89,336,791.

According to Worldometer, confirmed cases globally had risen to 258.44 million on Tuesday, 233.91 million of whom have recovered, 19.36 million are active cases (80,500 in severe condition) and 5.17 million have died (up by 5,557).

Thailand ranks 23rd in the global list of most cases, which is topped by the US with 48.75 million, followed by India with 34.52 million, Brazil with 22.02 million, the UK with 9.89 million and Russia with 9.37 million.

The Thailand Meteorological Department said on Tuesday (November 23) that the rather strong high-pressure system has extended to cover the upper Northeast of Thailand. Thundershowers and a decrease in temperature by 2-3 degrees Celsius are forecast in the Northeast, while the North, the Central and the East will experience cool to cold weather with strong winds.

The department also mentioned that the northeast monsoon across the Gulf of Thailand and the South has become stronger and causes more rains in the South. Heavy rains are possible in some areas. Waves in the Gulf are about 2 meters high and more than 2 meters high in thundershowers.

The weather forecast for the next 24 hours is as follows:

North: Cool weather with fog in the morning and isolated light rains; temperature lows of 18-23 degrees and highs of 30-35 degrees Celsius. Temperature on hilltops is likely to drop to 7-16 degrees Celsius.

Northeast: Cool weather with strong wind and thundershowers in 10 per cent of the areas; temperature lows of 16-21 degrees and highs of 28-31 degrees Celsius. Temperature on hilltops is likely to drop to 8-16 degrees Celsius.

The authorities will have to start looking for people who have not been vaccinated yet to ensure Thailand achieves herd immunity soon, the Public Health Ministry’s permanent secretary Dr Kiattibhoom Vongrachit told the press on Monday.

He also said that a large swathe of the population has been double jabbed, though the real numbers are not available yet because the database needs to be updated.

As for whether Thailand is moving towards herd immunity, he said he has tasked the Department of Medical Sciences with conducting a study to see how much of the population has developed an immunity to Covid-19.

In terms of those who have been vaccinated, he said the ministry may have to take measures to ban them from participating in activities that may spread the virus. However, he said, the ministry has still not decided whether it will implement the Communicable Disease Act to control people.

Meanwhile, medics will try to administer up to 100 million doses of the Covid-19 vaccine by December 5, he said.
