One man was duly arrested after officials at the Mae Sot wildlife checkpoint in Tak seized as many as 9,100 turtles stuffed in suitcases. The aquatic creatures were destined for customers in Bangkok.

Officers promptly nabbed the 58-year-old man named Tanong (his surname was not revealed) at 5.30pm on Monday.

Police also seized the man’s pick-up truck and eight suitcases.

In the suitcases were 9,000 red-eared sliders and 100 star tortoises, each priced between THB10,000 and THB15,000 and totally valued at THB1 million to THB1.5 million.

The seized animals will be handed over to the wildlife conservation office in Tak.

The suspect was charged with importing prohibited goods without going through customs, importing aquatic animals without any authorisation, and importing reserved animals without authorisation.

Former national police chief Pol General Somyos Pumphanmuang and Thanit Buakhiew, lawyer of Vorayuth “Boss” Yoovidhya, will be investigated by a Royal Thai Police special committee for their alleged involvement in altering the actual car speed at which Vorayuth was driving in the 2012 hit-and-run case that killed a motorcycle police officer.

The case made nationwide headlines as Vorayuth is a Red Bull scion and heir to one of Thailand’s richest families.

Many, including Prime Minister Prayut Chan-o-cha, suspected possible corruption among state officials involved in the case. Prayut ordered an independent inquiry in 2020 led by Vicha Mahakun, a legal expert and a former National Anti-Corruption Commissioner.

The Royal Thai Police subsequently appointed a special committee to investigate the case under Vicha’s supervision.

Police Internal Affairs chief Pol General Wisanu Prasatthong-Osot, who chaired the committee, said on Wednesday that Pol Colonel Thanasit Daengjan, the investigation officer in Vorayuth’s case, had presented an audio clip indicating that Somyos and Thanit had allegedly told him to change the speed of Vorayuth’s car from 177 km per hour to just 76 km per hour.

“The reported reduction in car speed was the reason why the public prosecutor decided to drop the charge of reckless driving against Vorayuth,” Wisanu said.

“The committee will now carefully analyse the clip, interview Pol General Somyos and Thanit, and conduct further investigations to find if there were any other individuals involved in altering the true speed of Vorayuth’s car,” Wisanu added.

Meanwhile, National Police chief Suwat Jangyodsuk approved an extension of the committee’s investigation deadline to November 10.

“The committee is expected to reach a conclusion before the deadline,” Wisanu said.

Bangkok has not been affected yet by the flood crisis swamping some other areas of the country, Bangkok Governor Aswin Kwanmuang said on Thursday.

He explained that the volume of water flowing down to the capital was approximately 2.87 billion cubic metres per second, citing a Royal Irrigation Department survey.

Aswin said the Chao Phraya water level at Bangkok’s Pak Khlong Talat Market was currently 1.42 metres above mean sea level, lower than the river’s flood levees of 1.58 metres.

“In this regard, the Bangkok Metropolitan Administration has deployed officials to check the Chao Phraya River’s flood levees covering Rama VII Bridge to Bang Na district,” he said.

“Bangkok has not been affected yet by the water being drained from Chao Phraya Dam and tidal changes,” the governor noted.

He went on to say that the water level at Bangkok’s eastern flood gates – Khlong Song, Saen Saep and Lat Krabang – were at normal levels.

Aswin believed the Chao Phraya’s water level would reach its highest point of 0.98 metres above mean sea level at 7.38pm.

In a Facebook post on Wednesday, the Royal Thai Consulate General posted updated regulations on the quarantine period for foreign visitors to Thailand, effective from October 1.

According to the post, the quarantine period for travellers entering Thailand from tomorrow, October 1, will be reduced to the following:

– Not less than 7 days for visitors holding a vaccination certificate of vaccines approved by the Public Health Ministry of Thailand (as of September 22). They are CoronaVac or Sinovac; AstraZeneca or Covishield; Pfizer or Comirnaty; Janssen or Janssen/Ad26.COV2.S (Johnson & Johnson); Moderna; Sinopharm or Covilo; and Sputnik V. Foreign visitors must be fully vaccinated more than 14 days before the travel date and must present the certificate to officials at the port of arrival.

– Not less than 10 days for travellers without a vaccine certificate or those foreigners who have not received two doses of Covid-19 vaccine.

The quarantine period will be determined by Health Control officers upon each visitor’s arrival in Thailand.

– Travellers entering the kingdom from October 1 with a COE (certificate of entry) prior to September 28 may use the current COE to enter Thailand.

Health Control officers will review the vaccine certificate and determine the quarantine period based on regulations at that time.

Ministry of Public Health reported on Thursday (September 30) morning that in the past 24 hours there are 11,646 new patients who tested positive for Covid-19, 120 of whom have been found in prisons.

Death toll increased by 107, while 10,887 patients were cured and allowed to leave hospitals.

Cumulative cases in the country are at 1,603,475 with 16,727 total deaths.

The whole of Thailand will experience less rain as the easterly and northeasterly winds prevail over the country while a weak southwest monsoon hovers over the Andaman Sea and the Gulf of Thailand, the Meteorological Department said on Thursday.

The Centre for Covid-19 Situation Administration (CCSA) will make another decision on easing Covid-19 restrictions including the curfew on October 11, spokesperson Apisamai Srirangsan said on Wednesday.

From Friday (October 1) the curfew will be reduced to 10pm-4am, while malls, markets, convenience stores, fitness centres and sports areas – indoor and outdoor – can stay open an hour longer until 9pm.

The following businesses and venues can reopen on Friday:

• Restaurants can open until 9pm but the ban on serving alcohol remains in place. Seating capacity is limited to 50 per cent indoors and 75 per cent outdoors.

• Child development centres: Can reopen if approved by the local communicable disease committee.

• Libraries, museums or art galleries: Visitors limited to 75 per cent of total capacity, must wear face masks, no food.

• Nail salons: Customers must book services in advance.

• Tattoo shops: Customers must be fully vaccinated or show a negative antigen test taken within 72 hours and must book services in advance.

• Spas and massage shops: Customers must book in advance for services lasting no more than 2 hours, and must be fully vaccinated or show a negative antigen test taken within 72 hours.

• Cinemas: Must close at 9pm and limit customers to 50 per cent capacity.

Music bands of up to five people can play in restaurants but all must wear face masks unless they are singing.

Film crews of more than 40 staff require approval from the National Broadcasting and Telecommunication Commission (TV show crews), Culture Ministry (Thai film crews), and Ministry of Tourism and Sports (foreign film crews).

The Education Ministry’s drive to administer Pfizer vaccines to students aged between 12 and 18 will kick off on Monday.

The aim is to inoculate 5 million students before schools reopen for the new semester on November 1.

Up to 2 million doses of the Pfizer vaccine landed in Thailand on Wednesday morning and will be allocated as soon as the lot passes the Department of Disease Control’s quality check.

According to the list submitted to the department, all 33,330 students in Phuket have booked a jab, followed by 89.34 per cent or 78,271 students in Surat Thani, 86.86 per cent or 24,984 students in Uttaradit, 20,159 or 86.76 per cent in Lamphun and 31,475 or 86.76 per cent of the students in Prachuap Khiri Khan.

So far, Pfizer is the only vaccine that has been approved in Thailand for children aged 12-18, while other vaccines are being considered by the Thai Food and Drug Administration.

BTS Skytrain operator Bangkok Mass Transit System (BTSC) is suing City Hall for 12 billion baht it is owed for operating the Green Line extension, BTSC CEO Surapong Laoha-Unya said on Wednesday.

BTSC filed the lawsuit against the Bangkok Metropolitan Administration (BMA) at the Administrative Court.

The company is also in the process of collecting documents and other evidence to file a lawsuit claiming 20 billion baht from the BMA for its purchase of train operating systems for the extension.

The move comes after the BMA reportedly failed to meet a debt-repayment deadline in April.

Surapong said the overdue payment, totalling nearly 30 billion baht, had impacted business and forced BTS to borrow money. He added that the Green Line extension is still free to use in line with the BMA’s order, which had not changed.

“Whether they [BMA] decides to collect fares or not is not up to BTS. It is the BMA’s job to decide,” he added.

Chiang Mai will soon take delivery of 60,000 doses of the Modern vaccine that it had ordered for residents in the high-risk group, as well as those who did not have access to free jabs provided by the government.

The provincial administrative organisation said the vaccines had been bought for 69.6 million baht at 1,160 baht per dose.

The jabs will be distributed once the project gets the green light from the Chiang Mai Communicable Disease Committee and the provincial governor.

Initially, the focus will be on five groups, namely disabled persons, seniors above the age of 70, medics working in remote areas, frontline workers and teachers.

The authorities will also survey the area to see who needs to be vaccinated urgently before doses are distributed more widely.

Chiang Mai was allocated 260 million baht for the purchase of vaccines and can borrow another 370 million baht from the government for additional doses.
