Even though wearing a face mask outdoors is no longer mandatory, Bangkokians have been advised to consider the benefits of having a mask on in protecting them from Covid-19 and other respiratory diseases.

The face mask mandate has been lifted as the number of infections and deaths has declined, showing improvement in Thailand’s Covid-19 situation.

Thailand recorded 1,761 Covid-19 cases and 13 deaths on Tuesday, a Public Health Ministry report said.

According to the Bangkok Metropolitan Administration’s announcement, which came into effect on June 24, general people have been advised to wear face mask while getting close to crowds or staying in confined and poorly ventilated venues.

Vulnerable people, including the elderly aged 60 years or above, pregnant women and people with chronic diseases should wear a face mask properly while in the company of other people to reduce the risk of infection, the announcement said.

Covid-19 patients and people who come into contact with these patients must wear a face mask properly when they are with other people to reduce the risk of the disease spreading, the announcement added.

Pattaya City authorities put up temporary fencing on Jomtien Beach to mark out the border between Pattaya and Na Jomtien municipalities after authorities came under criticism for failing to enforce the no-commerce rule.

Aphoto of the temporary fences was shared on the @PattayaWatchdog Facebook page on Monday, with a caption saying this was done under the order of Pattaya’s new governor Poramase Ngamphiches.

On June 15, the @FootpathThaiStyle Facebook page shared photos of vendors brazenly hawking their goods and services, and most notably renting out beach chairs on Jomtien Beach despite a sign clearly prohibiting the use of the area for personal gain.

Facebook users responded by slamming vendors for clearly disrespecting the law and the authority for failing to enforce the law.

As for photos of the steel fences posted on Monday, netizens slammed the new governor for being too perfunctory when dealing with the problem.

“Dividing the beach into two means merchants have to stay on the Na Jomtien side and cannot cross over to Pattaya’s side. This is a classic ‘not my problem’ move,” one netizen said.

Others said the fences ruined the beach’s beauty, while some advised the Pattaya Municipality to expand its jurisdiction to cover all of Jomtien Beach so it can enforce the law more efficiently.

However, one netizen said the move was brilliant as it clearly showed which municipality is corrupt.

Jomtien Beach is on the east coast of the Gulf of Thailand, some 165 kilometres southeast of Bangkok and some 3km south of Pattaya City. The white sandy beach is popular among tourists while the neighbourhood is choc-a-bloc with high-rise condominiums, beachside hotels and restaurants.

It took rescuers nearly five hours to locate a Thai tourist who had lost his way in the Chong Lom mountain, an unseen attraction in Nakhon Nayok’s Muang district on Monday.

Rescuers jumped into action as soon as a longboat club in the area reported the case of the lost tourist to the Ruam Katanyu Foundation and the local police station.

The tourist has reportedly taken a longboat down the Nakhon Nayok River to the foot of the mountain before venturing into the forest.

The rescue team managed to contact the tourist, who was later identified as 27-year-old Sahatsawat Khannguen, and realised he was at the entrance of the Chong Lom waterfall near Chaomae Si Chomphu Shrine.

“The man said he was tired and needed food and water,” a rescuer said, pointing out that it was easy to lose one’s way in deep mountainous forests.

The rescue team took nearly five hours to locate the tourist, who was found lying on the ground some 2 kilometres from the pier. He was immediately given first aid before being carried to the foot of the mountain.

Chong Lom mountain is named for its beautiful waterfall behind the Khun Dam Prakan Chon dam. The area is a haven for nature lovers, with a stream cascading down big rocks along vast green fields. During low tide, visitors can walk along the stream until they reach the Chong Lom waterfall. There are other waterfalls like Pha Ngam Ngon and Khlong Kram in the area as well.

Public Health Minister Anutin Charnvirakul tested positive for Covid-19 after spending nearly a week in Europe.

Dr Kiatiphum Wongrajit, the ministry’s permanent secretary, said on Tuesday that Anutin and his delegation had returned to Thailand on Sunday.

The minister took an ATK test after developing irritation in his throat and body ache, and the result came out positive.

Anutin’s symptoms did not worsen as he is fully vaccinated, but has been instructed to isolate himself for a week.

As for the rest of his delegation, the doctor has advised them to always wear a mask and avoid public areas. They have also been advised to monitor their symptoms and take an ATK test if any surface.

Anutin was likely infected at one of the meetings he attended as he had come into contact with several people there.

Anutin attended the 170th General Assembly of the Bureau International des Expositions in the French capital from June 19 to 21.

Then he travelled to Geneva in Switzerland to attend the 50th United Nations Programme on HIV/Aids Programme Coordinating Board conference at the World Health Organisation headquarters from June 21 to 24.

Kiatiphum said this will not affect the country’s reopening plans as 80 per cent of Thailand’s population is vaccinated, while measures to curb the spread of Covid-19 are in place in hospitals and risky areas. He advised people to always wear masks when in crowded places.

He also confirmed that Thailand’s public health system is well prepared to tackle new cases as there are enough beds, medical personnel and medicines. However, he said, people should get vaccinated as soon as possible to protect themselves from severe symptoms.

The Metropolitan Electricity Authority (MEA) has said it is urgently working on providing assistance to those affected by a blaze that was allegedly sparked by a power transformer in Bangkok’s Sampheng market on Sunday.

According to witnesses, a transformer outside a three-storey shophouse burst into flames on Sunday morning, which soon swept through a row of shophouses.

The blaze, which killed two and injured 11 others, took firefighters more than two hours to control. The fire also reportedly damaged four cars and three motorcycles in the vicinity.

However, MEA said in a Facebook post on Monday that it is necessary to wait for forensic results first to determine the cause of the fire. It added that compensation will be handed out to the relatives of the deceased and those injured by the accident. MEA officials will visit the injured as well, it added.

“MEA will also provide compensation to those whose property has been damaged,” it said. “MEA is also cooperating with the Police General Hospital to organise funerals.”

The agency went on to promise it would ensure all transformers are in good condition, those nearing the end of their service life are removed and apply a notification system on transformers currently in service.

“The MEA will also discuss guidelines on checking the power system and rearranging cables to ensure people’s safety,” it said.

The Office of the Insurance Commission (OIC) is urging businesses to insure their properties against fire after learning that the Sampheng market shophouse where the Sunday fire broke out was not insured.

Other buildings nearby have up to 11 million baht coverage, OIC said on its website on Monday.

OIC is investigating the insurance status of six buildings and other properties affected by the blaze, which killed two and injured 11 others, to ensure affected persons are compensated in line with the law.

“The three-storey building where the fire broke out is No 157 Ratchawong Road and was registered to the seller of cardboard boxes and PVC equipment. The owner reported none of his property was insured,” OIC secretary-general Suthipol Taweechaikarn said on Monday.

However, the shophouse owner Suchart Kittirudeekul had insisted to the press on Monday that his building had been insured against fire.

“Owners of adjacent buildings that were affected by the fire, as well as one of the two damaged cars, have insurance worth 500,000 to 11 million baht,” Suthipol said.

“Business owners are advised to insure their properties against fire and other risks in case of unforeseen events. You can also take out policies to cover your loss of income in case you are unable to continue running your business while repairing damages,” Suthipol said.

The baht opened at 35.35 to the US dollar on Tuesday, weakening from Monday’s close of 35.32.

The currency is expected to move between 35.25 and 35.40 during the day, predicted Krungthai Bank market strategist Poon Panichpibool.

Poon reckoned that the baht may strengthen as the dollar weakens, but there is also a chance it may fluctuate.

Investors should be cautious as foreign buyers may sell their Thai assets at any time if the market is back in a risk-off state, he added.

However, the sale of stocks may slow down after the Stock Exchange of Thailand’s index dropped to near the key resistance level.

Meanwhile, the Asian stock markets look promising as they were supported by China’s economic recovery after lockdown measures were eased.

Poon also speculated that the baht may possibly swing sideways. He said the baht’s resistance level is 35.50 to the dollar, while its support level is between 35.20 and 35.30.

He advised investors to use hedging tools like options to manage their risks in the highly volatile currency market.

The Oil Fuel Fund’s executive committee on Monday agreed to keep the price of diesel capped at 34.94 baht.

Pornchai Jirakulpaisal, chief of the Oil Fuel Fund Office’s policy and strategy arm, said the aim is to help ease people’s cost of living amid the energy price crisis.

“We maintained this price from last week as we believe the Oil Fuel Fund still has enough liquidity to subside diesel,” he added.

Without this subsidy, the price of diesel will cross the 45 baht per litre mark.

As of Monday (June 27), the Oil Fuel Fund’s deficit is at the highest ever at 102.58 billion baht, of which 65.2 billion baht shortfall is in the oil account and 37.38 billion baht in the liquified petroleum gas account. The fund has around 3.31 billion baht for cash flow.

The retail per litre price of diesel in Bangkok is as follows:

• Hi-premium B7: 46.36 baht (OR), 47.86 baht (Bangchak)

Ministry of Public Health reported on Tuesday (June 28) morning that in the past 24 hours there are 1,761 new patients who tested positive for Covid-19, four of whom have arrived in Thailand from abroad.

Death toll increased by 13, while 2,185 patients were cured and allowed to leave hospitals.

Cumulative cases in the country since January 1, 2022 are at 2,294,216.
 

The country’s total caseload from Covid-19 stands at 4,517,651 – 4,464,573 of whom have recovered, 22,458 are still in hospitals and 30,620 have died.

Separately, another 1,692 people were given their first Covid-19 shot in the last 24 hours, 3,976 their second shot and 17,462 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 139,625,456.

According to Worldometer, confirmed cases globally had risen to 549.85 million on Tuesday, 525.68 million of whom have recovered, 17.81 million are active cases (36,553 in severe condition) and 6.35 million have died (up by 759).

Thailand ranks 26th in the global list of most cases, which is topped by the US with 88.91 million, followed by India with 43.42 million, Brazil with 32.14 million, France with 30.68 million and Germany with 27.91 million.

Prime Minister Prayut Chan-o-cha outlined Thailand’s vision for global development partnership and de-escalation of conflicts during Friday’s BRICS Plus Dialogue on Global Development, the Foreign Ministry said on Monday.

The dialogue between leaders of BRICS – Brazil, Russia, India, China and South Africa – and 13 Emerging Markets and Developing Countries (EMDCs) including Thailand was held via videoconference on Friday.

The leaders discussed ways to tackle the energy crisis, food insecurity, climate change, and the 2030 Agenda for Sustainable Development Goals.

Prayut also proposed three ideas for partnership between BRICS and EMDCs countries to revitalise multilateralism for greater resilience, balance and equity, the Foreign Ministry said.

The first idea was to strengthen supply chain resilience and connectivity to tackle the global energy and food crisis.

The second was to boost synergy between Thailand’s BCG (Bio-Circular-Green) economic model and China’s Global Development Initiative.

Prayut’s third proposal was building more equitable and inclusive global economic governance.

The dialogue was held during the 14th BRICS Summit under the theme “Foster High-quality BRICS Partnership, Usher in a New Era for Global Development”.

The summit was chaired by President Xi Jinping of China and also included the leaders of 12 other EMDCs – Algeria, Argentina, Egypt, Indonesia, Kazakhstan, Senegal, Iran, Uzbekistan, Cambodia, Ethiopia, Fiji and Malaysia.
