Thailand’s Digital Economy and Society (DES) Minister Chaiwut Thanakamanusorn attended the first Asia-Pacific Digital Ministerial Conference in Seoul on Thursday.

The conference was jointly organised by South Korea’s Science and ICT Ministry and the Economic and Social Commission for Asia and the Pacific (Escap).

The conference, chaired by South Korean Science and ICT Minister Lee Jong, was attended by senior officials from Escap nations, including its secretary-general Armida Salsiah Alisjahbana.

Representatives of member nations discussed challenges and measures for the transition to a digital economy and society and how to provide digital cooperation in line with a Bangkok declaration that was reached during the 75th anniversary of Escap’s establishment.DES minister attends 1st Asia-Pacific digital ministerial forum in S Korea

The attendants also signed the “Ministerial Declaration on Digital Cooperation for Shaping Our Common Future”.

In his speech, Chaiwut talked about the significance of digital technologies that have helped Thailand survive the Covid-19 crisis.

Chaiwut also told the conference that the Thai government had been reducing the digital gap by providing cheap or free broadband Internet connection to rural areas.

He proposed that Escap nations intensify cooperation to develop digital infrastructure among them.

On the sidelines of the conference, Chaiwut held discussions with Iran’s Information and Communications Technology Minister Eisa Zarepour.

Doi Inthanon witnessed “moei karb”, or frozen dew, for the third time this winter season as the temperature plummeted to 3 degrees Celsius on Thursday.

The coolest temperature of 3 degrees was recorded at Kew Mae Pan viewpoint – the lowest temperature so far this season.

On Thursday, the Kew Mae Pan Nature Trail was packed with visitors who arrived to catch a glorious sunrise and click photos.

Some 2,728 tourists visited Doi Inthanon National Park on Wednesday. Of the figure, 1,733 were Thai and 995 foreigners.

Tourists also headed to Sui Tang camping ground at Doi Pha Hom Pok National Park in Chiang Mai – where the temperature fell to 15 degrees – to see a vast sea of fog and a brilliant orange-tinged sunrise.

Security measures for the Apec Summit in Bangkok next week are 80-90 per cent ready, National Police chief Pol General Damrongsak Kittiprapas reported in a press conference on Thursday.

There is nothing to worry about, he assured everyone, as every aspect on security has been prepared and it is 80 to 90% complete.

He also mentioned that Prime Minister Prayut Chan-o-cha called for a focus on rehearsals and practice so the summit from November 14 to 19 goes off smoothly.

Damrongsak said the police have been “eliminating crime” from October 10 to November 8 and is continuing to do so, including getting rid of unregistered guns and other illegal items.

The police, the Army, the public health sector and the Bangkok Metropolitan Administration are working in an integrated manner while a joint operations centre will be established at Royal Thai Police Headquarters on Monday, chaired by Deputy Prime Minister Prawit Wongsuwan, Damrongsak said.

When a reporter asked if there was any news of any political movement planned during the summit, Damrongsak answered that he hadn’t come across any such news but Bangkok Governor Chadchart Sittipunt had allowed protesters to use the Lan Khon Muang grounds opposite City Hall.

Damrongsak asked them to follow the law as the summit is an important international event which Thailand is hosting. It has taken the country around 20 years to host such an event.

The National Police chief said he wanted the summit to go off without any incident otherwise it would tarnish Thailand’s reputation because leaders of several countries, foreign reporters and international businessmen will attend the all-important event.

The landscape at Queen Sirikit National Convention Centre in Bangkok has changed dramatically after overhead electric cables were placed underground before the Asia-Pacific Economic Cooperation (Apec) Summit.

Thailand will host the first in-person Apec Economic Leaders’ Week in four years from November 14 to 19.

The Metropolitan Electricity Authority (MEA) said on Wednesday that the operation aimed to maintain sustainable electric power and improve the landscape of the centre.

The MEA had teamed up with the National Broadcasting and Telecommunications Commission and telecom operators to rearrange 23.5 kilometres of cables on roads across Greater Bangkok.

Cables on Ratchadaphisek, Rama IV, Wireless, Sathorn and Charoenkrung roads have been buried underground, the MEA said.

The Metropolitan Police Bureau and the Foreign Ministry is closing several roads and parts of an elevated expressway on Thursday evening and early Friday for a second rehearsal of motorcades that would transport Apec dignitaries next week.

Deputy government spokeswoman Traisuree Taisaranakul said the rehearsal would be held from 4.30pm to 8pm and from 9pm on Thursday to 3am on Friday.

She said the first rehearsal for the summit next week was carried out successfully on November 6.

According to the spokeswoman, the roads that will be closed from 4.30pm to 8pm are:

– Phitsanulok Road (from Misakawan Intersection to Sisao Thewes Intersection)

– Ratchadamnone Road (from Misakawan Intersection to Phan Fah Leelart Intersection and on to Phan Pipop Intersection to Pom Phadet Intersection)

– Na Phra Lan Road

– Na Phra That Road

– Maharaj Road (from Tha Chang Intersection to Tha Tian Intersection)

– Thay Wang Road

– Sanam Chai Road (from Territorial Defence Command Intersection to Pom Phadet Intersection)

– Pinklao Bridge.

The roads that will be closed from 9pm on Thursday to 3am on Friday are divided into three groups:

Roads on the side of gateways and exits of Rama II/IV expressways:

– Ploenchit Road (from Ratchaprasong Intersection to Ploenchit Intersection)

– Sukhumvit Road (from Ploenchit Intersection to Soi Sukhumvit 22)

The Department of Livestock Development’s (DLD) Quarantine and Inspection Canine Unit at Suvarnabhumi Airport was quick to detect three bags of smoked bat, ham and bacon smuggled from China’s Kunming on Thursday.

The team discovered the smuggled items instantly, thanks to well-trained beagle dogs.

The crackdown on animal/carcass smuggling aims to prevent the spread of African swine fever (ASF), which has been found in pigs, and the Nipah virus found in bats.

“The team is seeking the elimination of smuggled items in line with DLD regulations to prevent the spread of diseases,” said DLD director-general Somchuan Ratanamungklanon.

He said the unit is inspecting baggage from both departure and arrival flights, especially flights from countries at risk of ASF and Nipah, such as Cambodia, Malaysia, Taiwan, Laos, Vietnam and China.

Anyone who smuggles animals or carcasses into Thailand will face stern punishment under Section 31 of the Animal Epidemics Act BE 2558 (2015), Somchuan warned.

“The DLD would also like to ask people to consume only warm cooked meat and avoid eating weird animals to stay healthy,” he added.

Police swooped down upon a “suspicious” closed barbecue restaurant in central Pattaya and were shocked to find it was being renovated into a large casino thought to be owned by a Chinese investor. They reportedly seized the building.

Deputy National Police chief Surachate Hakpal had urgently ordered Trat and Chonburi police to investigate the suspicious building in Pattaya owned by the Chinese man who planned to allegedly conduct a shady business.

The building used to be a large Thai barbecue restaurant but it was closed for renovation.

The police, armed with a search warrant, turned up in force at the building and promptly handed it to the person who claimed to be a keeper – a 17-year-old who lives in Sattahip district.

On entering the building, the police were shocked: they found it was being renovated into a large baccarat casino.
Inside they found a carpeted hall, a chip exchange room, two VIP rooms, a security room, a little kitchen, washrooms, storage room and two rooms for accommodation.

The police also came across six baccarat tables, a Dragon Tiger table, 500 dice, around 400-500 decks of cards and other gambling equipment. All furniture was spanking new.

The police seized all items and detained the teen keeper in a bid to find the real owner.

According to a brief investigation, the casino was being built on a 16-rai plot of land. The building has been owned by the Chinese investor since 2016. The land had been separated to construct a boxing stadium, karaoke, Thai barbecue restaurant and Chinese restaurant, which were closed during the Covid-19 pandemic.

The police are conducting a thorough investigation to find the owner as they only know he is a Chinese male named Ming.

The Department of Land Transport (DLT) on Wednesday gave the green light for a draft of new Bangkok taxi fares to put them in line with the current economic situation. The last adjustment was in 2014.

The move to adjust the fares was jointly proposed by the Thai Public Taxi Association, the Suvarnabhumi Taxi Coordination Association, the Public Taxi Drivers Association and the Electric Vehicle Taxi Association.

The DLT’s panel to consider the proposal comprises representatives from the Transport Ministry, the Thailand Development Research Institute and the Consumer Protection Board.

Bangkok taxi fares set to rise

DLT director-general Jirut Wisanjit said the panel on Wednesday approved the draft of new fares for around 80,000 taxis in Bangkok:

• 35 baht for the first kilometre for taxis with 1,600-1,800cc engines (no change from the current rate)

• 40 baht for the first kilometre for taxis with over 2,000cc engines (currently 35 baht)

• 6.5 baht per km for the 2nd-10th km for all taxis (currently 5.5 baht/km)

• 7 baht per km for the 11th-20th km for all taxis (currently 6.5 baht/km)

• 8 baht per km for the 21st-40th km for all taxis (currently 7.5 baht/km)

• 8.5 baht per km for the 41st-60th km for all taxis (currently 8 baht/km)

• 3 baht per minute in case of traffic congestion when the vehicle travels less than 6km/hour (currently 2 baht/minute).

Jirut said the panel would present the draft to Transport Minister Saksayam Chidchob for approval in 1-2 weeks.

Once the new fares are approved and announced in the ministerial regulations, taxi drivers in Bangkok will need to “re-tune” their meters at DLT branch offices according to the new rates, Jirut added.

His Majesty King Maha Vajiralongkorn graciously changed the seasonal attire of the Emerald Buddha for the cold season in a ceremony on Wednesday evening at Wat Phra Si Rattana Satsadaram (Emerald Buddha Temple) in Bangkok’s Phra Nakhon district.

Present at the ceremony was Her Majesty Queen Suthida Bajrasudhabimalalakshana.

The ceremony is conducted by the King three times a year when the seasons change to summer, rainy and cold.

On Wednesday the Royal Household Bureau announced that the Grand Palace and Wat Phra Si Rattana Satsadaram will be closed for tourists on Thursday (November 10) from 2pm for the rehearsal of a ceremony where Their Majesties will graciously grant an audience to Apec leaders and their spouses attending the Apec Economic Leaders’ Meeting on November 18 and 19.
