BTS Skytrain operator Bangkok Mass Transit System (BTSC) is suing City Hall for 12 billion baht it is owed for operating the Green Line extension, BTSC CEO Surapong Laoha-Unya said on Wednesday.

BTSC filed the lawsuit against the Bangkok Metropolitan Administration (BMA) at the Administrative Court.

The company is also in the process of collecting documents and other evidence to file a lawsuit claiming 20 billion baht from the BMA for its purchase of train operating systems for the extension.

The move comes after the BMA reportedly failed to meet a debt-repayment deadline in April.

Surapong said the overdue payment, totalling nearly 30 billion baht, had impacted business and forced BTS to borrow money. He added that the Green Line extension is still free to use in line with the BMA’s order, which had not changed.

“Whether they [BMA] decides to collect fares or not is not up to BTS. It is the BMA’s job to decide,” he added.

Chiang Mai will soon take delivery of 60,000 doses of the Modern vaccine that it had ordered for residents in the high-risk group, as well as those who did not have access to free jabs provided by the government.

The provincial administrative organisation said the vaccines had been bought for 69.6 million baht at 1,160 baht per dose.

The jabs will be distributed once the project gets the green light from the Chiang Mai Communicable Disease Committee and the provincial governor.

Initially, the focus will be on five groups, namely disabled persons, seniors above the age of 70, medics working in remote areas, frontline workers and teachers.

The authorities will also survey the area to see who needs to be vaccinated urgently before doses are distributed more widely.

Chiang Mai was allocated 260 million baht for the purchase of vaccines and can borrow another 370 million baht from the government for additional doses.

The State Railway of Thailand (SRT) has suspended eight train services in the Northeast due to flooding on the tracks. The routes have been temporarily closed to fix tracks and a bridge that were damaged in flooding triggered by Storm Dianmu.

From Wednesday (September 29) until further notice, the following trains will stop running:

1. Express trains Nos 75 and 79 (Bangkok-Nong Khai-Bangkok)

2. Local trains Nos 433 and 434 (Kaeng Khoi-Bua Yai-Kaeng Khoi)

3. Local trains Nos 415 and 418 (Nakhon Ratchasima-Nong Khai-Nakhon Ratchasima)

4. Local trains Nos 429 and 430 (Nakhon Ratchasima-Bua Yai-Nakhon Ratchasima)

The Education Ministry on Tuesday set up a team to check all novels and comic books to ensure the content does not cause confusion among youngsters.

This move was made after a social-media post pointing out that novels with distorted content were being sold to children aged five and above, the deputy education minister’s spokesperson Darunwan Chanpipattanachai said.

She added that the minister was deeply concerned about youngsters being misinformed and believes children should have the liberty to access correct information.

“Publishers, however, should not intentionally provide distorted information or create conflicts and hatred in Thai society. So, we want to tell those people who have such intentions to stop it,” she said.

She added that the working team will cooperate with the security affairs division in the investigation.

The authorities believe floods in the Central region will clear soon provided there are no storms in the next five to 10 days.

The government has set up an integrated water management plan, stipulating 10 measures to cope with the rainy season, government spokesman Thanakorn Wangbookongchana said on Wednesday.

He also said that floods this year are not like those in the past, while the Office of National Water Resources (ONWR) has confirmed that water level in the upper part of the country is still low.

He added that the floods are being caused by more than 90 millimetres of rain daily, which can still be accommodated as sea levels will only rise at the end of September.

“No storms are expected in the next five to 10 days, which means there will be enough time for the floods to drain away. The Royal Irrigation Department has also adjusted its water management plans and is accelerating discharge from dams in the upper part of the country,” Thanakorn said.

“The PM has instructed both central and provincial authorities to adjust water-management plans and keep the public informed about the situation,” he added.

The first lot of 2 million Pfizer doses arrived in Thailand early this morning as part of the 30 million doses ordered by the government. Public Health Minister Anutin Charnvirakul, who was at the airport at 8am to receive the shipment, said some of these doses will be earmarked for students aged 12 to 18.

Pfizer is expected to deliver another 6 million doses in October, followed by regular deliveries on the Wednesday of every week to complete the 30-million order by the end of the year, Anutin said.

The confidence index of tourism businesses hit the lowest point in the third quarter of this year, with more than 3 million people in the industry reportedly unemployed, the Tourism Council of Thailand (TCT) said.

Astudy conducted by the TCT, the Tourism Authority of Thailand (TAT) and the Rajamangala University of Technology Srivijaya reported that the confidence index of tourism entrepreneurs had fallen to 7 points – the lowest ever.

However, the index is expected to rise to 29 points in the next quarter, as most tourism operators, especially those in Bangkok, believe things will improve soon.

In the third quarter, only 51 per cent of tourism businesses were opened – a drop by 7 per cent from the second quarter. Of the operators, 44 per cent had closed temporarily, while 5 per cent had gone out of business.

In addition, 84 per cent of businesses in this sector employed 50 per cent fewer employees, TCT added.

The study also pointed out that 71 per cent of employees in the tourism sector, or some 3.05 million, had lost their jobs.

Meanwhile, 54 per cent of businesses – especially entertainment venues, theme parks and massage shops – had earned nothing in the third quarter.

However, some businesses like hotels, transportation and souvenir sellers did well in the third quarter thanks to tourism stimulus schemes like the Phuket Sandbox and Samui Plus Model.

Thailand logged 10,414 new Covid-19 cases and 122 deaths over the past 24 hours on Wednesday, marking a rise from 9,489 new cases on Tuesday.

Of the new cases on Wednesday, 178 were in prisons.

The country’s total caseload from Covid-19 stands at 1,591,829 – 1,459,786 of whom have recovered, 115,423 are still in hospitals and 16,620 have died.

Separately, another 249,459 people were given their first Covid-19 shot in the last 24 hours, 422,848 their second shot and 54,498 a booster shot, bringing the total number of Covid-19 vaccine doses administered nationwide to 50,867,498.

According to Worldometer, confirmed cases globally had risen to 233.56 million on Friday, 210.39 million of whom have recovered, 18.39 million are active cases (91,541 in severe condition) and 4.78 million have died (up by 7,924).

Thailand ranks 28th in the global list of most cases, which is topped by the US with 44.05 million, followed by India with 33.72 million, Brazil with 21.38 million, the UK with 7.74 million and Russia with 7.46 million.

Stingrays with beautiful markings can be worth hundreds of thousands of baht, and during the Covid-19 fallout, this fish has come to the rescue of a Trang resident.

Jiraroj Deejutamanee said he had been breeding stingrays in his backyard for seven years now and usually sold them to breeders.

He specialises in three or four types of the freshwater variety such as the Ocellate river stingray, the Xingu river ray and a few hybrid versions.

Stingrays have unique markings, ranging from marble-like patterns to polka dots and the price for a small ray can range from 800 baht to several hundred thousand depending on the rarity of its markings.

There is a high demand for the fish in the US and in Europe, and the drop in supply has more than doubled its price. Also, suppliers from China, Indonesia and the Philippines have not been able to meet orders due to a stop in air transport.

A cabinet meeting on Tuesday approved the Public Health Ministry’s proposal to purchase 60 million AstraZeneca Covid-19 doses in 2022, Prime Minister’s Office spokesman Thanakorn Wangboonkongchana said.

“According to the purchase contract with AstraZeneca Plc, the first lot of 15 million doses will be delivered within the first quarter of 2022, followed by 30 million doses in the second quarter and 15 million in the third quarter,” he said.

“The cabinet also gave approval for the Department of Disease Control to buy an additional 165,000 doses of AstraZeneca vaccine from Spain, on top of the 449,500 doses previously approved for purchase from the country on September 14, taking total vaccine doses from Spain to 614,500,” he said.

Thanakorn also said the vaccines from Spain are a result of Thailand’s negotiations to buy vaccines from the European Union, and that all 614,500 doses will be delivered in October.

“Besides AstraZeneca, Thailand has more plans to buy/accept via donation other types of Covid-19 vaccines until the end of this year to complement the national vaccine procurement plan of 2021,” Thanakorn added.

From February 28 to September 27 (212 days), Thailand has administered 51.3 million doses of Covid-19 vaccine, with 31.8 million people receiving their first jabs and 18.4 million getting their second jabs. Some 1.1 million people have received a booster shot or the third jab.
