First dose of Pfizer vaccine for students set for October 4


The government has come up with a plan to vaccinate 70 per cent of the population, or 50 million people, by December, Government spokesman Thanakorn Wangboonkongchana said.

According to the Ministry of Health’s vaccine supply plan, 152.9 million doses are expected by December, enough to cover 70 per cent of the population.

There are preparations to allocate 24 million doses from September 27 to October 31, to target groups, such as:

▪︎General people aged 18 years and above — 16.8 million doses

▪︎Students aged 12-17 years — 4.8 million doses

▪︎Workers in the social security system — 800,000 doses

▪︎Other agencies such as government organisations — 1.1 million doses

▪︎Those who have received 2 injections of Sinovac vaccine and need a booster — 500,000 doses.

The first dose of the Pfizer vaccine, which is being given to students aged 12-17, will be administered on October 4 and the second dose at the end of October.

The Ministry of Public Health has set a target of a million Covid-19 vaccinations on September 24 and inoculation of 50 per cent of the population by October.

Dr Opas Karnkawinpong, director-general of the Department of Disease Control (DDC), revealed data on vaccination against Covid-19 from February 28 to September 16. Thailand achieved a total of 43,342,103 doses — 14,285,995 second dose and 28,436,015 first dose.

The DDC aims to hasten vaccination to reach 50 per cent of the population by October-end.

“The Ministry of Public Health has prepared a plan to vaccinate at least a million people on September 24, which is marked as Mahidol Day, to show respect to HRH Prince Mahitala Dhibesra Adulyadej Vikrom, the father of modern Thai medicine.

“We would like to invite people who have not been injected to hurriedly get vaccination services at a service centre near your home,” said Dr Opas.

Currently, four vaccines are used in Thailand — Sinovac, Sinopharm, AstraZeneca and Pfizer — which have been approved for efficacy and safety by the World Health Organization and the Food and Drug Administration.

The third booster dose will be given to those who have received two doses of the Sinovac vaccine from March to May, as immunity begins to decrease 3-6 months after receiving injections.

People will be notified by SMS messages via the Doctor Ready application, or people can register at the same hospital and receive services at the central vaccination point in each designated area without cost, such as in Bangkok at Bang Sue Grand Station.

The Tourism and Sports Ministry has told the Tourism Authority of Thailand (TAT) to propose the plan on reopening five provinces to the Centre for Covid-19 Situation Administration on September 23, Minister Phiphat Ratchakitprakarn said on Saturday.

Under the plan, five provinces — Bangkok, Chonburi (Pattaya, Bang Lamung and Sattahip), Phetchaburi (Cha-am), Prachuap Khiri Khan (Hua Hin), Chiang Mai (Muang, Mae Taeng, Mae Rim and Doi Tao) — will be reopened to fully vaccinated foreign tourists from October 1.

Phiphat said that over 90 per cent of Bangkokians had received the first jab, but only 37 per cent had received the second jab.

He expected the number of fully vaccinated Bangkokians will reach 70 per cent by October 22.

“However, if we can accelerate the vaccination, we can reopen Bangkok earlier,” he said.

Separately, Phiphat posted a Facebook message on September 15, saying he had attended the meeting with Bangkok Governor Aswin Kwanmuang and other related agencies on the plan to reopen Bangkok.

“Among provinces that will be reopened under Prime Minister Prayut Chan-o-cha’s policy, Bangkok is the hardest one because it is a big city with a large population and areas connected with many provinces,” he said.

“After a long discussion, we reached a conclusion that 50 districts throughout Bangkok could be reopened on October 15 once 70 per cent of citizens have been fully vaccinated.”

“We will discuss the case with the Public Health Ministry to accelerate the allocation of Covid-19 vaccine,” he added.

Ministry of Public Health reported on Sunday (September 19) morning that in the past 24 hours there are 13,576 new patients who tested positive for Covid-19, 395 of whom have been found in prisons.

Death toll increased by 117, while 12,492 patients were cured and allowed to leave hospitals.

Cumulative cases in the country are at 1,476,477 with 15,363 total deaths.

Isolated heavy rains forecast for parts of Thailand


Thundershowers and isolated heavy rains are forecast for the Northeast, the East and the west coast of the South, the Thailand Meteorological Department said on Sunday.

The southwest monsoon prevails over the Andaman Sea, the South and the Gulf of Thailand.

Weak winds in the Andaman Sea and the Gulf of Thailand lead to waves about a metre high in the Andaman Sea, less than a metre high in the Gulf of Thailand, and 1-2 metres high during thundershowers.

All ships should proceed with caution and keep off thundershowers, the department said.

The active low-pressure cell over the middle South China Sea is expected to form a tropical cyclone. It will move close to the coast of middle Vietnam on September 19-20.

More rain, with isolated heavy rains, is expected in the North, the Northeast, the Central, the East and the South regions, the department added.

The government aims to promote employment for Thais in industries facing labour shortage due to Covid-19.

Labour Minister Suchat Chomklin said on Saturday that several industries were in need of labourers, as migrant workers have been prohibited from returning to Thailand due to Covid-19 restrictions.

He said employing Thai workers was one way of dealing with the problem.

He said that Thais aged upto 35 years with high school level or lower education should be considered.

Suchat said that Thai labourers will get salary based on their educational level, as well as overtime and other welfare schemes.

The Din Daeng district office on Saturday has clarified about a controversial video clip that shows a municipal policeman allegedly taking money from an ice-cream vendor.

The video clip shows a municipal police officer walking away with a can from the trolley of an elderly ice-cream vendor in front of the Thai-Japanese Stadium in Bangkok’s Din Daeng district. The official then got on a pickup truck with two other officers and drove away.

The clip was widely shared on social media. Netizens said that a can is usually where street vendors keep their money, and speculated that it was a case of extortion.

The district office responded via its Facebook page that the incident took place on September 17 when municipal police officers were dispatched to the stadium to facilitate traffic flow as there were many people coming to get vaccinated at the nearby Ministry of Labour building.

“Officers were prohibiting hawkers from setting up their trolleys on the road as they would cause traffic congestion. They arrested the ice-cream seller as he was repeatedly selling in prohibited areas,” said the post. “The officer had taken a can, which contained ice-cream equipment, as evidence to charge the vendor. There was no money in the can.”

The office added that selling food on a public road is a violation of the Maintenance of the Cleanliness and Orderliness Act, punishable with a maximum of Bt2,000 fine.

Phuket opens special clinic to deal with Covid cases


Phuket on Friday opened “Clinic Oon Jai”, an all-in-one centre, to manage Covid-19 patients.

The Ministry of Public Health has suggested three measures for Phuket, which are organising rapid response teams, control teams to prevent clusters, and establish “Clinic Oon Jai”.

The ministry said that these measures must be implemented in two weeks, or by the end of this month.

The clinic will receive patients with antigen test results (ATK) or with results from clinics and labs.

The objective is to enable all patients to be able to access medical service quickly and easily according to severity and risk factors, officials said. The clinic also aims to leave no patient in the community.

A man burned down his own house in Kalasin province on Friday after his sister refused to give him money.

Firefighters took more than one hour to put out the fire, which completely destroyed the building in Muang district.

The 46-year-old suspected arsonist, whose name and surname were not revealed, reportedly confessed to police that he had burned his house in anger after his sister, who lives in another province, refused to give him money.

Police also learned from his neighbors that he had tried to burn his house down earlier on the same day, but was stopped by some neighbours.

Man sets fire to building and laughs it off


A man reportedly set a residential building in Pathum Thani province on fire on Saturday and remained at the scene, laughing and smiling.

The fire happened at 2am in Soi Prasit in Lam Luk Ka district.

The fire reportedly started at the shoe rack of a building, before extending to the wooden panel and neighbouring buildings.

The residents of the burning building – a mother and her daughter – were alerted by neighbours and they escaped on time.

Khu Khot Police Station personnel and local fire fighters helped put out the blaze, while locals kept a watch on the suspected arsonist to prevent him from escaping.

The suspect, when questioned in Thai, declined to explain his motivation for burning the building. When he was asked in English, he replied in only a few words.

Police suspect that the man is a foreigner or has a mental problem. He was later taken to the police station for further interrogation.
