The Chiang Mai public health office posted on its Facebook page on Sunday that the provincial communicable disease committee had approved the reopening of entertainment venues from February 1.

All the venues must strictly follow Covid-19 preventive measures, which are:

1. Proper ventilation system with the capacity of at least 10ACH (air change per hour) must be installed and turned on during opening hours.

2. Customers must check-in and check-out via the Thai Chana platform.

3. Business owners must put up a notification of the maximum number of customers it can accommodate based on their service area (1 customer per 4 square metres)

4. Thermal scanning must be provided at all entrances based on CCSA regulations.

Chiang Mai’s entertainment venues including pubs, bars, karaoke booths and similar businesses had been ordered shut by the committee from January 6 in a bid to curb the spread of the virus after a new wave was reported in Thailand in December.

The public health office added that as of Sunday the province had not found new cases for 19 consecutive days. All the 23 patients who were infected in the second wave had been treated and discharged.

Five police officers were injured in Narathiwat province when an explosive went off while they were investigating a burning cell tower.

The attack occurred on Iregasae–Srisakhon Road in Sri Sakhon subdistrict at 11.30am.

Sri Sakhon Police Station was called to inspect a cell tower which had been set on fire. When police reached the site, a bomb planted nearby went off, damaging the police pickup truck and injuring the five officers. They were sent to Sri Sakhon Hospital for treatment and are now in a stable condition.

Narathiwat deputy police chief Pol Colonel Suthon Sukwiset said that the Explosive Ordnance Disposal team investigated the site and found the bomb had been planted under the road surface and wired to a 25kg LPG cylinder. Officials suspect that the bomb was ignited by a communication radio signal.

“The bombing could be a coordinated attack on officials planned by an unknown group of insurgents,” he said.

“Earlier that morning, an unknown suspect had set fire to a cell tower using motorcycle’s tyres as fuel, probably in an attempt to lure officials into the bomb trap.”

Elderly citizens who got cash handouts ‘won’t have to refund social welfare’

The Comptroller-General’s Department and local organisations cannot reclaim social welfare provided to the elderly, a legal expert said on Saturday.

Earlier, several elderly people across the country were worried after the department instructed local organisations to reclaim their social welfare. Some of the elderly faced the likelihood of returning over Bt100,000.

The department cited Article 6 (4) of the Interior Ministry’s regulations issued on October 14, 2009, which said people who are eligible to receive social welfare for the elderly must not receive other cash handout assistance from government agencies.

Law professor and vice rector for administration and sustainability at Thammasat University, Prinya Thaewanarumitkul, said on his Facebook page on Saturday that the Interior Ministry’s regulations have a transitional provision which enabled the elderly who had submitted the request before October 15, 2009, to be eligible to receive the social welfare even if they had received other cash handout assistance.

“The elderly who had submitted the request after October 15, 2009 were eligible to receive the social welfare under Section 412 of the Civil and Commercial Code which said that if people receive cash honestly [without knowing about the Interior Ministry’s regulations], they do not have to return it,” he said.

He added that government authorities should resolve this issue as soon as possible before the elderly file their complaint to the court, because local organisations would definitely lose a lawsuit.

Three Bangkok areas will experience water cut next week, the Metropolitan Waterworks Authority (MWA) said on Saturday.

Tap water supply will be stopped to residents on Bangkok’s Sukhumvit Road — from Phra Khanong canal to Bangna canal — and Sanphawut Road — from the Bangna intersection to Thang Rotfai Sai Kao intersection — from 10pm on Tuesday to 3am on Wednesday, due to survey of leakage from the water mains on Sukhumvit Road.

Residents in Bangkok’s Rama IX Road — from the Ratchadaphisek intersection to the Srinakarin intersection — will not be able to use tap water from 10pm on Wednesday to 5am on Thursday due to maintenance work on the water mains on Praditmanutham Road.

The MWA apologised for the inconvenience, adding that residents who faced problems could contact its 24-hour call centre on 1125.

Three venues in Bangkok were temporarily closed due to violation of measures to contain the spread of Covid-19.

Bangkok Metropolitan Administration (BMA) deputy governor Pol Lt-General Sophon Phisutthiwong said on Saturday that the move was in response to the Centre for Covid-19 Situation Administration asking for an inspection of pubs, bars, restaurants and karaoke booths to ensure the venues were implementing Covid-19 preventive measures.

The three venues are:

– Taj Cafe, Soi Sukhumvit 3 (Nana Nua), Wattana district: The cafe was closed for 14 days from January 17 to 30 due to the violation of measures regarding curfew hours, number of customers inside the venue, and the implemention of preventive measures.

– Insannity, Soi Sukhumvit 11 (Chaiyot), Wattana district: The pub was closed for five years and its food vendor licence was revoked due to the violation of curfew hours, the number of customers inside the venue, the lack of implemention of preventive measures and distribution and consumption of alcoholic drinks.

– Raan Nung Tor, Suwinthawong Road, Minburi district: The restaurant was closed for 14 days from January 25 to February 7 due to the violation of measures regarding distribution and consumption of alcoholic drinks.
