A committee of people from different walks of life plans to study the impact of the National Council for Peace and Order (NCPO)’s actions, and its use of power under Article 44 of the 2014 post-coup interim constitution.

Associate for Democratic Constitution (ADC) is forming a committee, its chairman of the executive committee, Anusorn Tamajai, said on Thursday (December 12).

“Also, the committee will study the impact and suitability of laws issued by the National Legislative Assembly,” he added.

The committee will consist of academics, public servants, entrepreneurs and people who were affected by the use of Article 44, and also politicians of government and the opposition, human rights activists, and representatives of democratic organisations.

This committee will work with relevant committees of Parliament to help those who were affected by the article in several aspects, namely, unfair prosecution, economy, environment and community, violation of human rights and dignity, and political management.

“The last aspect covers unfair transfers and deposition of government officers,” Anusorn added.

Moreover, ADC wants the committee to study constitutional amendments, to clarify its time frame in studying an amendment, and has asked the government to depute six personnel with a positive attitude towards constitutional amendments to be the commission’s members.

“If the deputed personnel are not open-minded and oppose amendments to the Constitution from the beginning, the committee will be just a mechanism to extend a period of semi-democracy in Thailand,” he added.

In addition, ADC said that, “If the case of the Future Forward Party is not supported by logical reason, it will lead to a disbelief in democracy in Thailand under the 2017 Constitution, which is a risk factor for the economy and investments next year.”

The country’s top water resources agency is considering applying environmental measures in water management strategy to cope with climate change in keeping with the agenda of a recent UN meeting.

Secretary-general of the Office of the National Water Resources (ONWR), Dr Somkiat Prajamwong, said on Thursday after attending the 25th United Nations Climate Change conference in Madrid that many countries had shown their intention to fight climate change.

“The ONWR will set the policy and action plan with the Office of National Resources and Environmental Policy and Planning (ONEP) and Deutsche Gesellschaftfür Internationale Zusammenarbeit (GIZ), starting in the Yom and Sakae Krang Rivers in order to apply environmental measures in water management,” he said.

“In addition, the Office will cooperate with over 40 water-related authorities to prepare a training course to create awareness on water management and the impacts of global warming for officers in order to increase their potential to adapt to climate change.”

He added that the ONWR and ONEP have discussed preparing a policy brief to support this measure, which is also in accordance with the 20-year Master Plan on Water Resource Management.

“The Office will join hands with GIZ to publish an Ecosystem based Adaptation plan, which is an environmental measure to deal with global warming,” he added.

The chief of the Department of Health has warned people of the danger of balloons, including the risk of fatality, after a case of a balloon exploding in Kanchanaburi province on December 5.

“Explosion of balloons is reported frequently, since most of balloons contain hydrogen, which is inflammable, causing balloons to be explosive if they are near heat or spark,” the department’s director-general, Dr Panpimol Wipulakorn, said. “Besides, if balloons are put together, one explosion will cause others, harming people nearby or even killing them.”

Panpimol said that in addition to hydrogen, helium is used popularly in balloons. “Those who want to decorate balloons for parties should choose balloons containing helium because they are nonflammable and cannot explode,” she added.

“If people do not know what type of gas the balloon is filled with, they should avoid being near balloons for their safety,” she said. “Moreover, if gas tanks are used at parties or events, they should be maintained in good condition, placed in an open area with good ventilation.”

In addition, before moving a tank, their valves must be closed, and the movers should use a cart, not drag them, to prevent the occurrence of friction or fire.

“Balloons used for decorations in parties should be kept away from children, and popped balloons should be properly disposed of to prevent children putting them in their mouth,” the director-general warned. “Also, children should not play with balloons near their face because a balloon’s explosion could cause damage to their face and eyes,” she cautioned.

The Corrections Department has joined hands with a university and small and medium enterprises (SMEs) to improve prisoners’ vocational skills.

On Thursday (December 12), Pol Colonel Narat Svetanan, director-general of the Corrections Department, signed a memorandum of understanding with Jongrak Watcharinrat, acting president of Kasetsart University, and Chonrungsee Chalermchaikit, president of the Federation of Thai SMEs, for a cooperative project to develop prisoners’ social and vocational skills.

“Under this MoU, the Corrections Department will work together with Kasetsart University and SME operators in organising training courses and activities that promote social and career skills of prisoners, aiming especially to familiarise them with new innovations that have emerged while they have been in correctional facilities,” he said.

“Vocational courses provided under this MoU aim to equip learners with fundamental knowledge and skills that will enable them to start their own business without relying on employers or entrepreneurs, which has always been a challenge for ex-convicts.”

The director-general further added that the Federation of Thai SMEs will support the programme by providing intensive training courses based on prisoners’ skills and aptitude, aiming to improve their skills to technician or specialist level which will help expand their career opportunities. “Moreover, members of the federation have agreed to provide training programmes at their facilities for parolees, which is a great opportunity to guarantee employment after the correctional process,” he added.

Thailand to closely monitor measles cases

In response to reports of measles in many regions around the world, the Department of Disease Control has instructed the Division of Epidemiology and Division of Vaccines Against Preventable Disease to closely monitor any signs of measles spreading in Thailand and neighboring countries, Suwanchai Wattanayingcharoenchai, the department’s director general, said yesterday (December 11).

Measles is caused by the virus of same name, which is usually found in the nose and throat. The most common symptom of this disease is fever and rash. “The high fever usually lasts for three to four day then reduces gradually over the next two or three days,” Suwanchai explained. “Meanwhile, the rash starts behind the ears and spreading to face, body, arms, and legs”.

An area of skin where rashes occur is possibly flaky or darker. Complications that may be found in measles patients include throat inflammation, bronchitis, pneumonia, otitis media, conjunctivitis, diarrhoea, and, in the most severe cases, encephalitis.

The director general stressed that measles can be prevented through vaccination and the vaccine currently used is more than 95-per-cen effectiveness. “Under the Ministry of Public Health’s immunity enhancing plan, Thai children must receive two doses of the combined MMR vaccines to prevent measles, rubella, and mumps,” he added. “The first one is given at age nine months and the second at 30 months.”

“The mortality rate of measles in healthy children is low but it can be life-threatening in very young children and those suffering from malnutrition,” he added.

The capital’s districts affected by unhealthy air quality levels of 39-99 micrograms per cubic metre, well above the safety level of 50 micrograms per cubic metre of air, are Thon Buri, Bang Khun Thian, Bang Na, Din Daeng, Wang Thonglang, Nakhon Pathom’s Muang district, Bang Kruai and Pak Kred districts in Nonthaburi, Phra Pradaeng district in Samut Prakan, and Krathum Baen district in Samut Sakhon.

Particulate dust up to 10 microns (PM10) was detected at between 65 – 153 mg / m3 exceeding standard in the central area of Nakhon Pathom and Samut Sakhon.

The department warned people to monitor their health. Anyone suffering such symptoms as coughing, difficulty breathing or eye irritation should reduce the duration of outdoor activities or wear protective masks.

Thai authorities urged to give migrant kids access to vaccines

The World Health Organization (WHO) is supporting the Thai Public Health Ministry’s Health System Research Institute (HSRI) and the Thai Health Promotion Foundation in looking at the situation of vaccinations for migrants living in Thailand, Dr Daniel Kertesz, WHO representative in Thailand, revealed yesterday (December 11).

“According to our research, the vaccines in store in Thailand, which are provided through the National Health Insurance Fund, are specified for use only on Thai children. The vaccination service does not cover migrants living in the country,” Kertesz said, adding that vaccines are an important public health tool provided that coverage is 90 to 95 per cent of the population.

In Thailand, at least 10 vaccinations are given free of charge to Thai children under the “Immunity Enhancing by Vaccine” plan. “According to a survey in 2018, Thai vaccine services covered over 95 per cent of children” added the representative. “However, vaccinations against German measles, measles, and the second shot against mumps covered only 86 per cent or lower than the target of 95 per cent.”

However, the system allowed no or difficult access to children in the southern border provinces as well as migrants from Myanmar, Laos, and Cambodia who were not covered by the health insurance system.

WHO suggests that Thailand set aside some of its vaccine stock for children who do not hold Thai nationality. “The Department of Disease Control should provide vaccines to those children and find a way to allocate vaccines from existing funds” Kertesz said.

Moreover, vaccines should be given to migrant workers in order to eliminate measles, which has once again become a major public health threat. “The government should collaborate with the private sector, and organise a campaign to inform those migrants with no health insurance and identification documents about vaccines,” he added.
