The European Union [EU] has praised Sunday’s election in Thailand as an important step towards restoring a democratic form of governance.

It said it looked forward to the formation of a government that reflected the will of the electorate.

“We stand ready to work with the new government in order to build a deeper relationship with Thailand, to the benefit of our citizens,” its spokesperson said in a statement released on Monday.

“Yesterday’s [Sunday’s] peaceful holding of the first fully-contested parliamentary elections in Thailand since 2011 constitutes an important step towards restoring a democratic form of governance,” the spokesperson said.

However, the EU urged the Thai Election Commission to resolve swiftly and transparently reported irregularities in the election.

It said it looked forward to the announcement of the election results as soon as possible.

Beijing claims the largest number of artificial intelligence companies and patents in China, said local government officials Monday.

Mao Dongjun, Beijing Commission of Economy and Information Technology deputy director, said Beijing has been working on innovation in accordance with national strategic needs, at a conference on the city’s high-quality development.

Beijing is home to 400 AI-based companies with more than 8,000 registered patents, according to the commission.

Beijing has established two national-level manufacturing innovation centers on power batteries and lightweight materials, as well as 11 city-level industrial innovation centers focused on graphene and intelligent vehicle network.

E-visa for Laos to go online in June

VIENTIANE – The Ministry of Foreign Affairs plans to launch an electronic visa (E-visa) service in June that will enable foreign visitors to apply for entry visas online.

All international visitors to Laos will be eligible to apply online for a single entry visa with a planned maximum stay of 30 days, a senior official in charge from the ministry’s Consular Department told Vientiane Times on Friday.

Those hoping to visit Laos on multi-entry visas or planning to stay longer than 30 days need to apply for an entry visa at Lao embassies or consulates abroad.

The government has given a green light allowing the ministry to launch the E-visa service, the ministry said in its statement.

The Consular Department under the ministry, in collaboration with the relevant sectors, is accelerating preparations for the launch.

The move, which is in line with the government’s policy to modernise and quicken public services, aims to facilitate and attract more foreign visitors to Laos. Preparations to launch the E-visa service have been underway for some time.

Speaking to Vientiane Times previously, Director General of the Tourism Marketing Department, Ministry of Information Culture and Tourism, Soun Manivong welcomed the E-visa scheme.

Once the E-visa service goes online, the director said it would be more convenient for foreign tourists to apply for an entry visa.

Though visas on arrival have been provided and proved convenient for foreign visitors, those who have never been to Laos before are still often unsure if these services are actually available at border checkpoints, Mr Soun said.

Those seeking to apply for a Lao entry visa prior to their departure from their home countries particularly encounter difficulty when Lao embassies or consulates are not available in their countries. In such cases, the foreign applicants need to apply for an entry visa from Lao embassies based in nearby countries, which is time-consuming with additional cost.

Introducing the E-visa scheme, the government hopes it will be an important factor to attract more foreign tourist arrivals and grow the tourism industry – a government prioritised sector to drive economic growth.

Lao authorities are struggling to identify and introduce incentives to lure more tourists from abroad with the country suffering a decline in foreign visitor arrivals from numerous markets in recent years.

Although Laos recorded more than 4.1 million foreign visitors last year, an increase of 8.2 percent compared to the year before, the figure failed to meet the target set at 5 million.

The announced launch of the E-visa service comes as Laos and China are promoting Visit Laos-China Year 2019.

Noumea – A United Airlines Boeing 787-900 jet was diverted to the French Pacific territory of New Caledonia on Monday after reports of smoke coming from the cockpit, a local official told AFP.

The US aircraft flying 256 passengers from Melbourne, Australia, to Los Angeles, touched down safely at La Tontouta airport in New Caledonia’s capital Noumea.

“The passengers are disembarking calmly,” said the official from the local Chamber of Commerce which runs the airport.

“It seems that there was some smoke coming out of the cockpit.”

An Ethiopian Airlines crash that killed 157 people on March 10 led to the global grounding of Boeing 737 MAX 8 planes.

It followed a Lion Air crash in Indonesia last October that left 189 dead, which raised major concerns about the safety certification of the 737 MAX 8 model.

The Nouvelles-Caledoniennes (Caledonian News) website reported that oxygen masks automatically dropped down in the cabin of the United Airlines plane.

The local RRB radio station said no one was hurt and all the passengers would spend the night in Noumea, 2,700 kilometres (1,650 miles) northeast of Melbourne.

SINGAPORE – Last Saturday, in an interview with Korean daily Chosun Ilbo, former BigBang singer Seungri denied he had asked his staff to procure prostitutes for foreign investors at nightclub Arena.

Referring to one message in particular, he clarified that he was looking only for women to hang out with a woman named “Kimmy”.

He said she was the “daughter of a Singapore-born owner of a well-known football club” and a long-time friend of his.

While he did not identify who she was, speculation swirled that he was referring to socialite Kim Lim, 27, whose billionaire father Peter Lim has a controlling stake in Spanish side Valencia.

Seungri, 28, has been booked for providing sexual favours to would-be investors of the Burning Sun club.

The scandal began in January when a Burning Sun customer said he was assaulted by staff, triggering further reports linking artists to illegal acts, from taping of women in sex acts to bribery to gambling.

In her post, Lim wrote: “Some time before the news broke, I received a phone call from Seungri. It turns out there has been a leaked conversation of him allegedly soliciting prostitutes for his investors.

“He asked me a few weird questions and hung up. I don’t know why he called me and how I was involved in this saga at all. Needless to say, after the call, I was left completely confused. When this news broke out, Seungri said the chat is entirely fabricated and that it’s fake news. However, the police later say it isn’t.”

Referring to a media statement released later by Seungri’s lawyer, she noted: “The article suggested that he arranged for me to party together with other girls, whom he claims are not prostitutes. To clarify on Dec 9, 2015, I was in Korea with my friends from Singapore. We went to Club Arena… and Seungri arranged for a VIP table for our group.

“We partied by ourselves and left after. In no way were there other patrons or staff who accompanied our group. I certainly never asked for any ‘girls’ to party with me. This can be vouched for by the four people who were part of the group that night.

“I am embroiled in this matter simply because I happened to be there that night. I was simply at the wrong place and at the wrong time.”

Lim added: “Just to be clear, I had no inkling/idea of the alleged criminal activities going on in Burning Sun/Seungri’s businesses before this saga broke out. I’m not involved in any way whatsoever.”

She warned that “any media outlets which persist in reporting so will be hearing from my legal counsel”

JAKARTA – Soekarno-Hatta International Airport Police arrested a man posing as a pilot for national flag carrier Garuda Indonesia at the airport’s Terminal 3 in Tangerang, Banten, on Friday.

The man, identified as Alvin Adithya Darmawan, was wearing a Garuda pilot uniform when he checked in at the Garuda counter at 11.40am on Friday, Soekarno-Hatta police chief Sr. Comr. Victor Togi Tambunan said. Besides dressing in uniform, Alvin was also reportedly carrying a Garuda air crew ID.

Alvin was seen wandering around the terminal before heading to a security check point when a real Garuda pilot named Andre saw him and became suspicious of Alvin’s behavior.

“Based on his suspicions, captain [Andre] then talked to the man, but he replied with unclear answers,” Victor said as reported by kompas.com on Saturday.

Andre then reported Alvin to flight security personnel near the check point.

Head of the criminal investigation unit at the airport, Comr. James Hasudungan Hutajulu, said Alvin was a passenger on a Garuda flight to Semarang, Central Java. He reportedly told police that he was obsessed with the idea of becoming a pilot.

“When he graduated high school he applied to get into a pilot school but he failed,” James said as quoted by tribunnews.com. Alvin was still detained for questioning as of Friday evening.

Bank Indonesia helps promote specialty coffee

Bank Indonesia (BI) has shown its commitment to helping increase Indonesian coffee exports by facilitating small and medium enterprises (SMEs) taking part in a coffee expo in Singapore.

The SMEs were provided with facilities by BI as part of the central bank’s commitment to helping develop local economies.

Held from March 21- 23, The Cafe Asia Expo was participated in by 154 exhibitors from 25 countries.

The participation of the Indonesian SMEs was made possible through cooperation between BI, the Trade Ministry and Indonesian Embassy in Singapore.

“Cafe Asia Expo 2019 serves as a media showcase to introduce authentic Indonesian coffee produced by SMEs to the global community,” BI said in statement.

Singapore is seen as having potential as an end user and market hub for coffee. Bringing SMEs to the expo aimed to help local players market their products internationally and to reach more consumers. – The Jakarta Post

Sembcorp to solar-power YCH warehouses in Asia

Sembcorp Industries said it is working with YCH Group on supplying its warehouses across Asia with solar power, as it announced the completion of a rooftop solar farm at YCH’s Supply Chain City flagship building.

Sembcorp is now looking

to power other YCH facilities with solar energy in countries such as China, India, Indonesia, Malaysia, the Philippines, Thailand and Vietnam, it said in a filing with the Singapore Exchange .

Said Robert Yap, executive chairman of logistics group YCH: “The inauguration of the solar energy system with Sembcorp marks a new milestone in YCH efforts to build on our green initiatives. We look forward to collaborating with them and leverage their smart solar energy system to power our warehouses across the region.”

PCC approves North Harbour plan from ICTSI

The antitrust body has cleared the bid of International Container Terminal Services Inc (ICTSI) to be the single biggest stakeholder in the local operator of North Harbour, after existing rules were found enough to keep the deal from being anticompetitive.

The Philippine Competition Commission (PCC) has approvedthe company’s plan to get more shares in Manila North Harbour Port Inc (MNHPI) from Harbour Centre Port Terminal, Inc.

This paves the way for the company to be the single biggest stakeholder in MNHPI, since the approval will allow ICTSI to increase its share in the latter from 34.83 per cent to 50 per cent.

“The transaction approval was hinged on the concession agreements with the PPA (Philippine Ports Authority) and the current regulatory regime,” said PCC Chair Arsenio Balisacan.

PCC’s concerns revolve around the implications to the Manila International Container Terminal (MICT), which ITCSI directly operates and manages. MICT is one of the three terminals in the port.

Can Tho plans logistics centres for air deliveries

THE VIETNAMESE city of Can Tho needs to develop logistics centres to meet increasing demand for the transportation of goods by international and domestic airlines. Four businesses have put forward proposals for development in cooperation with the city.

Vo Thanh Thong, chairman of the People’s Committee of Can Tho City, made the statement at a meeting with the Ministry of Industry and Trade (MoIT)’s delegation in the city last week.

Logistics services for the transport of goods by air are very important for Can Tho and the Mekong Delta region because agricultural produce, especially farming and fishery items, must be fresh if they are to be sold at high prices, he said. Therefore, besides preservation, the moment of transport for these products is very important.

At present, the Can Tho International Airport is connected with Hanoi, Danang, Phu Quoc and Con Dao.

In 2019, the airport will be connected through five new domestic routes to Hai Phong, Thanh Hoa, Vinh, Da Lat and Nha Trang as well as two international routes to Bangkok and Kuala Lumpur.

Can Tho expects to exploit these routes for the transportation of passengers and cargo, Thong said.

Municipal authorities are studying proposals from the four investors, Thong said.

He said the projects need support from the Ministry of Industry and Trade and the Ministry of Transport to ensure efficiency, especially in terms of selecting partners.

Food processing

At the meeting, Industry and Trade Minister Trade Tran Tuan Anh said the MoIT is holding talks with a Japanese investor on the development of a food processing centre in the Mekong Delta region. An air logistics centre is needed for the project, he added.

The minister also asked Can Tho to pay more attention to attracting foreign enterprises, especially from South Korea and Japan.

The MoIT would cooperate with Can Tho in allocating sites for the projects of both local and foreign companies.

In addition, the ministry will seek help from domestic businesses, such as Vietjet and SHB, in promoting the initiative, he said.

This is a bridge connecting businesses with the city and creating value chains relating to market development in Can Tho and the Mekong Delta region, Anh added.

OFFICIALS of the Philippines’ National Economic and Development Authority and the National Water Resources Board along with private-sector consultants have called on Congress to create an administrative and a regulatory body responsible for nationwide water concerns.

Neda Assistant Secretary Roderick Planta said the push for the creation of a Department of Water as well as a Water Regulatory Commission was a product of consensus among various national agencies.

“We’ve been advocating for this for a long time,” Planta said in a press briefing. “We have presented this to many agencies and have recommended it to the Office of the President for endorsement as a priority legislative measure.”

He said having these two bodies was critical to the use and management of our water resources and was as necessary as having a Department of Energy and an Energy Regulatory Commission when it came to electricity.

“There are so many agencies—32 in all—involved in water and there is no single point of accountability,” Planta said. “There are overlapping mandates, which will just lead to inefficient use of water resources.”

He said that on the regulation of water services, there were also many entities involved such as the NWRB itself as well as the Local Water Utilities Administration, the Metropolitan Waterworks and Sewerage System-Regualtory Office, the Tourism Infrastructure and Enteprise Zone Authority and the Bases Conversion and Development Authority.

NWRB executive director Sevillo David said the need for such agencies was made more urgent by the fact that the Philippines has been experiencing water stress for the past several years.

“The international benchmark is that a country should have water supply of at least 1,700 cubic metres per person per year,” David said. “Our per capita supply is below that at 1,446 cubic meters per year.”

David said the National Capital Region and Calabarzon region—which includes Rizal and Cavite, both parts of the MWSS east zone concession— were the most water-stressed areas with water availability of no more than 500 cubic metre per person per year. Such a volume is categorised as “absolute scarcity.”

Ramon Alikpala, former chair of MWSS and former executive director of NWRB, said that while there was fragmented regulatory framework, water supply and sanitation was not a priority of local chief executives.

Alikpala, who now runs his own consultancy firm Futurewater Asia, also lamented that water was used as a political commodity.

“There are conflicts between local government units and their water districts,” he said. “And consumers are caught in the middle of opposing governors and mayors, who appoint unqualified water district members.”

Alikpala’s support for a national department and regulator for water supply and sanitation was echoed by former agriculture secretary William Dar—who is now president of the advocacy group Inang Lupa —and Christopher Ilagan, president of Philippine Water Partnership, which is also a non-profit group.

Alikpala, Dar and Ilagan were among the experts that NWRB tapped to help in extensive workshops and preparations of reports over the past two years, which culminated in the National Water Summit held in Quezon City last week.

Former environment secretary Elisea Gozun, who facilitated the summit, noted that the Philippine Development Plan 2017-2022 states that the primary strategy for the water sector is to address the governance and to create that apex water body, referring to the department.

“And when Pagasa raises the El Nio alert, who (which agency) is supposed to prepare the plans to mitigate the effects,” Gozun said. “The responses would be disparate, unlike when we prepare for an electricity crisis, the DOE is mobilized and there is clearly a focal entity.”

Cambodia looks to free trade deal with EAEU

CAMBODIA is negotiating a free trade agreement (FTA) with the Eurasian Economic Union (EAEU), a common market comprised of five nations of the former Soviet Union, hoping the new market will maintain the Kingdom’s economic growth.

The EAEU – comprised of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia, with 183 million people and a combined GDP of $2.2 trillion (Bt70 trillion) – would be a new market for Cambodian firms.

Speaking to reporters in a seminar to promote EAEU trade preferences to Cambodia, Ministry of Commerce secretary of state Tek Reth Kamrong said the EAEU has provided tariff-free access for 46 Cambodian products for three years due to the Kingdom’s Least Developed Countries (LDC) classification.

Though preferential status will last until Cambodia has graduated from its LDC rank, Reth Kamrong said the negotiation for an FTA with the bloc is a good initiative.

“When we can open the new market and expand it, we can ship more products abroad. Every new market is always a potential and to obtain a successful trade agreement, and effort is needed from all stakeholders, including government institutions and the private sector,” she said.
