Royal Police deputy spokesman Krissana Pattanacharoen said the details could not be disclosed and he could not confirm whether those accused were among nine suspects who were under military detention.

Police on Tuesday issued six arrest warrants against suspects, including red-shirt leader Wuttipong “Ko Tee” Kottham-makhun and five others for possessing military weapons and criminal association.

The possibility of the extradition of Wuttipong, reportedly in exile in Laos, was heightened after the Justice Ministry said a terrorism case was being taken over by a Department of Special Investigation team.

Deputy national police chief Pol General Srivara Ransibhramanakul said on Monday that the attorney-general has requested Wuttipong’s extradition.

“I believe we will get him back for prosecution,” he said.

At Government House yesterday, Prime Minister Prayut Chan-o-cha told reporters that government-to-government cooperation between Thailand and Laos has been “constantly good” in regards to Wuttipong, who has reportedly been living in self-exile in the neighbouring country since the 2014 coup.

But Prayut was not specific as to whether that cooperation would result in Wuttipong’s extradition. “That will need time to proceed,” he said.

Justice Minister Suwaphan Tanyuvardhana, commenting on the possibility of Lao authorities extraditing Wuttipong to Thailand, said on Monday that the matter would be overseen by relevant security agencies.

Suwaphan said the case involving the weapons cache was linked to the red-shirt leader and would be transferred to the Department of Special Investigation (DSI).

But the security team conducting raids would continue to search for weapons, he said.

The police investigation into the case would be handed over to a special DSI unit for two reasons, Suwaphan said, adding that one reason was that the weapons found at the Pathum Thani company included an M-16 assault rifle belonging to the Army that was stolen during the 2010 political unrest.

“The case is also related to terrorism,” he said.

Dr Nantarika Chansue, the chief surgeon who operated on the turtle, has set up a fund for saving marine lives, which has received copious donations varying from Bt200 to Bt10,000.

Nantarika is the director of the aquatic animal medicine unit at Chulalongkorn University’s Faculty of Veterinary Medicine.

The doctor told Nation Multimedia Group digital reporter Suthichai Yoon in a Facebook Live interview on Wednesday morning that the budget allocation and dedicated medical personnel to treat marine animals was insufficient, with most veterinary resources allocated for terrestrial animals such as horses and livestock.

She said portable veterinary endoscopes were needed so that when animals get sick, veterinarians can make a diagnosis without going to a clinic.

“The price of the endoscopes is about Bt2.5 million. The apparatus allows a visual examination of internal organs and body parts without invasive exploratory surgery,” she said in the interview.

“With the equipment, we do not have to cut into the body of animals like we did with Ormsin to extract coins,” she said, referring to the six-hour operation on Ormsin.

The veterinary team had to cut through the turtle’s shell and remove the coins one by one.  “With the endoscopes, the vets could perform the operations from outside with the help of a monitor screen.”

If her agency obtains the equipment, other clinics would be allowed to use it, she said.

Nantarika also repeated her calls for people to stop tossing coins into animals’ habitat, which is believed to result in good luck and long life. Suthichai replied that her advice had also been heard in foreign countries as international news agencies reported about the plight of Ormsin.

The vet team planned to stuff Ormsin for further study.

“Monks and fortune tellers should stop telling people to make merit by releasing turtles, eels and fish at temples where there is no suitable environment for the animals. They can get sick and die,” she said.

People who see ailing turtles should take them to nearby veterinarian clinics, which could ask for help from her facility, Nantarika said.

“Nowadays, there are variety of technologies that can help take care of sick turtles, like taking their photos and sending the images to us via Line,” she said.

High Commissioner Filippo Grandi is scheduled to meet Prime Minister Gen Prayut Chan-o-cha and the National Security Council secretary-general Gen Thaweep Netniyom on March 28 before visiting a Myanmar refugee shelter in a northern province of Tak a day later.

“Thailand closely cooperates with the UNHCR in providing humanitarian assistance toward refugees in Indochina region (during 1970s) and voluntary settlements to the third country of Myanmar refugees and shelter-seeking people including the Rohingyas,” said the Foreign Ministry’s press release published on Wednesday.

While Thailand has remained neutral on the Rohingya issue, sticking to a non-interference policy on Myanmar domestic affairs, the country also has not had any law to recognise refugee status, leaving them legally vulnerable. Thailand is also not a party to the 1951 Refugee Convention.

The country, however, provided nine shelters for refugees along its border with Myanmar together with the UNHCR, NGOs and civil societies. Around 100,000 refugees have been under such protection.

Thailand has communicated with Nay Pyi Taw for years to have repatriation of refugees on a voluntary basis when the situation in Myanmar has improved.

Last week, a Thai delegation noted in the UN rights review session in Geneva, that a resolution had been adopted on measures to address the legal status of 80,000 stateless people in Thailand.

In January, they said, the Cabinet set up a screening process to differentiate between economic migrants and those who want protection.

Spokesman Colonel Winthai Suvaree said on Wednesday that the Army’s chief General Chalermchai Sittisart had ordered the Third Army Area to probe into how Chaiyapoom Pasae was shot dead at a checkpoint in Chiang Mai province last Friday.

The Third Army Area has set up a fact-finding panel, which is chaired by its deputy chief Maj General Sompong Chaengchamras.

Winthai urged the public not to rush to any conclusions ahead of the result of the probe.

“Some say it’s not possible for the young activist to engage in drugs. But some others point out drug cases in the past reveal people of any background may associate themselves with drugs,” Winthai said.

“Vendors in Trang province have of late been facing a shortage of 5-baht and 10-baht coins,” a vendor who sells fresh vegetables in the downtown market told The Nation on Wednesday.

Even bank branches are not able to provide coin change to vendors, she complained.

Money hoarders are speculating that the current 5-baht and 10-baht coins will not be printed again in the post-King Rama IX era, so they are hoarding them and they expect to reap financial gains from an appreciation in their value in the future.

Meanwhile, Chakkrit Parapantrakul, director-general of the Treasury Department, admitted that circulation of 5-baht coins was not as liquid as in the past. But it is not a serious problem, he said, and added that officials will transport coins to where ever there is a shortage of supply.

Currently, 10-baht, 5-baht, 2-baht, 1-baht, 50-satang and 25-satang coins worth about Bt57 billion are in circulation , said Chakkrit. A new batch of coins are expected to be circulated soon this month, he said.

He also added that newly designed coins are expected in the market later.

And once the independent panel formed a conclusion for the reconciliation process, the super-committee – or Por Yor Por – should abide by it, former coalition leader Virot Pao-in said.

The letter detailing the proposal was submitted by Virot, acting leader of Pheu Thai Party.

Pheu Thai said in the letter that reconciliation building should serve the national interest and should be carried out by an independent, non-partisan panel trusted by the public.

It said the panel should be free of influence and adhere to the rule of law as well as give an opportunity equally to academics, the mass media, civil society, and those affected by past conflicts to express their thoughts.

The opinion gathering should not be just another ritual, it said.

The party also said no one should be discriminated against and the conclusion of the reconciliation process should come from mutual agreement that considered human dignity based on democratic principles as well as the rule of law. The conclusion of the process should not be imposed on conflicting parties against their will.

Pheu Thai said conflict resolution should not only end the conflict but appease affected parties to make mutual forgiveness possible.

It reiterated that an independent panel was necessary for this task as the current committees were dominated by officials answerable to the National Council for Peace and Order.

Besides setting up an independent panel and respecting the conclusion it arrived at, Virot said the implementation of the conclusion should be assured while the regime should foster a democratic atmosphere and allow freedom of expression

The order, published in the Royal Gazette on Wednesday, authorised Land Transport Department officials to revoke or suspend the use of transport vans or the public transport licence for up to six months in the following cases:

1. A serious road accident stemming from the transport business operator’s failure to have its van driver stay within the legal speed limit, or allowing the van driver to work beyond the legal limit of driving hours, or letting the van driver drive recklessly.

2. The transport business operator failed to prevent its van driver from using the vehicle for illegal activities such as illicit drug smuggling or illegal goods (tax-evading) transporting.

3. The transport business operator failed to prevent its van driver/fare collector from overcharging customers, allowing the number of passenger to exceed 13 seats or abandoning the passengers before reaching the destination.

The order also required the Land Transport Department to ensure that if a natural gas tank is installed in the vehicle, it would not cause the overall load to affect the vehicle’s performance. The vans were also required to have an emergency exit in case of accident or other emergency, as per the department’s regulation.
