Seree Chinabarramee, president of Niche Cars Group, has complained that the country’s leading distributor of supercars has suffered a Bt700-million in lost business opportunities caused by the Department of Special Investigation (DSI)’s delayed inspection of its 83 vehicles over the past two months.

The DSI is checking dealers of luxury cars for evading duties after a scandal broke out.

Seree said he didn’t want to sue the DSI but wanted officials to speedily conclude the probe so his business could go on as usual.

Seree told a press conference on Friday that his firm has been importing luxury brands for more than 30 years and dutifully paid taxes and duties as per Customs Department requirements and never had any problems.

The DSI on May 18 seized 83 cars from the company’s premises including those belonging to customers who brought them there for repair or resale on suspicion that they were falsely declared or stolen, he said.

“Such accusations are very sensitive. This is the first time we’ve ever had this problem. I still feel sad and I regret customers’ loss of confidence in the company, which has been hard earned throughout the years,” he said.

It has been almost two months now, he said.

Customers have been told that they could take their cars out if they sign an agreement with the DSI not to sell the car or cause any damage, but since they could be fined Bt15 million, they didn’t dare to do it.

The company would soon send documentation to the DSI.

The lower price of the company’s Lamborghinis was due to bulk purchases, he added.

Bangkok’s Chokchai police arrested two members of a key chain-selling homeless gang for stealing carp fish for consumption from a resident’s pond on the night of June 24.

Facing the theft charge, Heman Sudchaliew, 26, and Srisamorn Larpluam 34, claimed that they didn’t make any money from key chain selling and were hungry.

They confessed to stealing 10 large carp, one red tilapia fish and one albino catfish. Police are looking for the duo’s elusive accomplice, a 30-year-old man nicknamed Jack.

The police probe also found that the trio stole four carp fish from a shop in Soi Sukhonthasawat 24 on June 21.

Insurance agent Rawadee Kiatkamjornpattana last month had published on her Facebook page the CCTV footage of a woman and two men allegedly stealing the carp from the pond in front of her issuance firm’s office in Soi Latphrao 101.

Her posting urged people to help her down the alleged thieves. She had raised the carp for over a decade, she wrote, and they had high sentimental value.

PHUKET: The Phuket governor has requested parasailing operators to cooperate with a temporary ban on the activity after an Australian national was killed in another parasailing accident on Tuesday.

Roger John Hussey, 71, fell to his death while parasailing at Kata Beach.

Governor Norraphat Plodthong announced his decision after an official meeting held to discuss the matter at Phuket Provincial Hall yesterday. The meeting included parasailing operators and related officials.

“We have to find a solution to prevent such accidents from occurring in the future. What that solution could be is still unclear, because there are no organizations accountable for parasailing and it’s not covered by the Thailand Sports Act,” said Gov Norraphat.

The operators involved in the accident were charged with recklessness causing death.

Although the equipment on board was checked and verified to be in good working condition, police said it was illegal for them to operate without another technician on board the boat, along with the boat driver.

The police-reform committee’s proposal is unlikely to affect any police reshuffle this year, according to its chairman, General Boonsrang Niumpradit.

Speaking at the Government House, Boonsrang explained on Friday that his committee would take about nine months to complete the proposal.

“So by December, we may just have finished the framework for the police-rotation system,” he said. “I don’t want to rush. I hope we prepare the proposal based on comprehensive information and the proposal works well in the future.”

The Boonsrang-chaired committee convened its first meeting this week. It has already set up five sub-committees to help with its work.

The subcommittee on academic affairs has already been assigned to explore solutions to problems related to police reshuffles.

It is widely said that some police positions have been sold, which in turn encourages corruption.

“This subcommittee will also study guidelines about how to improve police-force structure,” Somkid Lertpaithoon said in his capacity as the chair of the police-reform committee.

At yesterday’s meeting, committee members seriously debated the police’s shortage of staff and budget constraints. Between 70,000 and 80,000 positions are now vacant. Units with most vacancies are attached to border patrol police and scientific crime detection agencies.

“The scope of police work is relatively too vast when compared with its budget,” Somkid said. “So, there are discussions as to whether some units should break off from the police force.”

He added the committee expects to achieve significant progress before the end of August.

“All subcommittees are told to start working right away,” Somkid said.

A group of depositors affected by the multi-billion baht Klongchan Credit Union Cooperative (KCUC) embezzlement scandal rallied outside the Department of Special Investigation (DSI) head office in Bangkok on Friday, urging the agency not to revoke its confiscation orders of assets seized from the case’s suspects.

Led by Thammanoon Attachot, the 50-strong group claimed the KCUC board’s civil lawsuit and subsequent settlement would leave little money to repay the individual depositors, most of whom were elderly persons. Their hope of getting more reimbursement hinged on the DSI still holding the assets, most of which were properties with rising values, they said.

The KCUC board previously demanded DSI release the confiscated assets to make way for auctions as per a civil court order.

Head of DSI’s special case division, Pol-Major Woranan Srilam, collected the group’s petition letter to pass on to the DSI chief.

Thammanoon said the group wanted the DSI and the Anti-Money Laundering Office (AMLO) to retrieve assets back for auctions to repay the damaged parties.

A civil lawsuit filed by the KCUC board would mean the cooperative would get the compensation equivalent to the Bt3.811 billion of siphoned money – when there are also the asset-retrieving expenses and the three-per cent lawyer fee (about Bt114 million) to pay in the civil code procedure, he said.

If the case were treated as a money-laundering offence and the assets were retrieved by the DSI and the AMLO, depositors would get back the assets plus interests without paying lawyer fee, Thammanoon said.

He said the depositors weren’t confident in the KCUC board, which had agreed to get Bt321 million compensation from former chairman and case suspect Supachai Srisupa-aksorn in one of the related cases in exchange for dropping the lawsuit.

Supachai faces several lawsuits based on various amount of money he allegedly stole in different time periods.

A Canadian man who was found hanged in a cell at the Narcotics Suppression Bureau headquarters in Bangkok was the admin the world’s largest marketplace on the Dark Web, it has been claimed.

The body of Alexander Cazes, 26, was discovered in his cell on Wednesday. The officer who found his body noticed a towel hanging from the toilet door and police recorded his death as suicide.

The body was found just hours before Cazes was due to attend a deportation hearing.

Pol Maj Gen Chayapoj Hasunha head of the Narcotics Suppression Bureau’s intelligence division described Cazes as a “computer programmer” and said he lived with his Thai wife in a house in Bangkok.

Pol Maj Gen Chayapoj also revealed that Cazes was arrested on July 5 at the request of the US authorities.

Cazes reportedly lived a life of luxury during the 8 years he spent in Thailand.

Following his arrested police impounded no less than four Lamborghini sports cars all registered in his name. He was named on the deeds for three properties in Thailand, valued almost Bt400 million in value.

Numerous reports now claim that Cazes was the admin or heavily involved in running AlphaBay, a Dark Web marketplace used to buy and sell illegal items such as drugs and firearms.

It had been dubbed “the new Silk Road”, and was typically only accessible via special software or secret domains.

AlphaBay mysteriously went offline around the same time Cazes was arrested.

The Wall Street Journal now reports that the arrest of Cazes was part of a global operation involving authorities in the United States, Canada and Thailand.

The Montreal Gazette reports that the raids were carried out as “part of a larger, international investigation involving the FBI and other agencies” into the sale of illegal goods online.

A thread on Reddit claimed Cazes was actually DeSnake one of the admins of Alpha Bay.

People speculating online claimed Cazes killed himself to avoid being extradited to the United States.

It is not known if the raids resulted in the seizure of computers which hosted AlphaBay and if Cazes shared any information about the site to the authorities prior to his death

PHUKET: A luxury villa at the prestigious Amanpuri in Phuket caught fire last night, causing about 3 million baht’s worth of damages.

“This is a standalone villa connected to the resort. It has five rooms, three of which (covering an area of 210sqm) caught fire. Firefighters took an hour and a half to control the flames and prevent them from spreading to neighboring properties,” said Lt Col Thaksin Pinyothepprathan of Cherngtalay Police.

The villa has been under renovation since May, so no one was living there at the time.

“It is 25 years old and we believe the old wiring may have caused a short circuit,” said Col Thaksin.

The villa was insured, but police are still investigating the exact cause of the blaze.

The owner of a Chon Buri massage parlour faces charges after one of his customers suffered a broken leg during a treatment and still had to pay Bt700 for the service.

A complaint filed by the 59-year-old woman’s daughter prompted Muang district officials and police to inspect the premises and charges were filed against the owner, Nathanapop Klachingchai, 50.

Nathanapop is charged with having no permits to operate a business, to operate a business that could affect people’s health, or to operate a service establishment.

The last charge carries the heaviest penalty – up to a year in prison and/or a fine of up to Bt60,000.

Pimyanee Thanyawongsakul sustained a broken leg while Nathanapop was giving her a massage. He insisted nevertheless on being paid his Bt700 fee.

Incensed that Nathanapop didn’t visit her mother in hospital, Pimyanee’s daughter Saranya, 25, filed a police complaint demanding compensation.

Nathanapop claimed in his defence that Pimkyanee hadn’t informed him she suffered from osteoporosis, which can leave bones brittle. Had she done so, he said, he would have refused to give her a massage.

He said he was obliged to collect payment as a “traditional massage teacher-worshiping fee”.

Nathanapop said he would pawn his motorcycle to get the money to compensate the family and, if that wasn’t enough, he would pay the rest in instalments.
