EXPERTS URGE THAILAND TO PROTECT ITS TOURIST SITES, PREPARE LOCAL BUSINESSES

TOURISM experts and online travel platforms are welcoming the collaboration between e-commerce giant Alibaba and Thai tourism authorities to develop smart and digital tourism, although there are concerns over possible negative impacts.

Critics voiced concerns over a potential monopoly following a deal between Alibaba Group and Thai state agencies covering a number of areas, including tourism. Some also suggested the authorities needed measures to protect tourist attractions from an expected influx of foreign visitors.

Under a partnership deal on tourism, the Tourism Authority of Thailand (TAT) will expand cooperation with Fliggy, Alibaba’s online travel business and China’s leading online travel service provider, to focus on support for smart and digital tourism in Thailand. As an official strategic partner of TAT, Fliggy will work with the agency to offer smart technological experiences at multiple facilities and tourist attractions across Thailand for the convenience of visitors – ranging from online tour guides to electronic ticketing systems.

“In any case, like it or not, we cannot bar Alibaba from entering Thailand. So the best approach is to ensure local tour operators are well prepared for increased competition,” said former TAT governor Pradech Phayakvichien. “They should adjust their approach and work out how they could get the most benefits out of the collaboration,” he suggested. “In the digital era, we need technology to help connect us to the world and potential customers.”

“But the most important thing for Thailand is that we preserve and protect our tourist attractions,” Pradech said.

“We have to maintain or improve the standard of our [tourist attractions]. If we leave our beaches damaged, how could the Alibaba travel platform help us sell them?” he asked.

Prominent marine ecologist Thon Thamrongnawasawat said he expected the collaboration to bring changes in the proportion of Chinese tourists coming to Thailand. Whereas most Chinese now tour the Kingdom in groups, there is potential to also attract many more couples and individuals. That would make it easier to cope with the arrivals and better distribute income to local vendors. Thon said boosting the number of Chinese tourists or their spending here should not be the main objective for the partnership, as the figures are already high.

Statistics show Thai tourism relies heavily on Chinese visitors. As of April, 30 per cent of all foreign tourists arriving in Thailand this year were Chinese, according to Thon, who is a member of the National Policy Committee for Tourism. Estimates are that tourism this year will generate about Bt3 trillion in revenues – a third of which is expected to come from Chinese tourists, he said. However, there is still concern over a possible surge in Chinese tourists following the collaboration. Pradech said authorities need to put measures in place to restrict the number of tourists at attractions where there are risks of damage.

Thon, who sits on the committee drafting the national strategy on environmental issues, said the draft plan would limit the number of foreign visitors to national marine parks to six million a year, to help protect marine resources from swift deterioration brought by heavy tourism traffic. Out of the six million visitors, four million are expected to be from China. “We are already in a ‘tourism trap’. Around 10 million Chinese tourists visit Thailand every year and generate around Bt1 trillion. If they are dissatisfied with us, what will happen” to Thailand’s tourism industry?” asked Thon.

Partnering with Alibaba

Yuthasak Supasorn, TAT governor, said in a recent press release that the agency would partner with Alibaba for tourism marketing activities through the giant’s online platforms, as well as connect with Alibaba’s other marketing channels to develop “big data” for the Thai tourism industry.

The partnership would help increase the competitiveness of small and medium-sized tourism companies in terms of the development of new products and services that will attract more Chinese tourists to the country, he added. “We hope it will also help both new arrivals and return visitors from China discover emerging secondary destinations, so it is a ‘win-win’ situation for both parties,” he added.

Some critics voiced concern that Fliggy might monopolise the Chinese tourist market and affect local online travel agencies.

But others see a partnership with the giant firm in more positive terms, as an opportunity to expand the market. Amornched Jinda-apiraksa, CEO and co-founder of TakeMeTour, the largest marketplace for local tours in Thailand, said the collaboration would benefit Thai tourism in terms of getting more Chinese tourists into the country.

He said operating the travel business in the Chinese market is very challenging due to the language barrier and because Chinese tourists have specific behaviours and characteristics.

Amornched added that TakeMeTour this year planned to focus more on Chinese tourists, and that presents a good opportunity for Thai travel operators to offer their services and products directly to Chinese consumers on the Chinese platform.

The TAT has yet to give further details about the collaboration. Amornched said the format could be the opening of a Thai tourism shop or a flagship store on Fliggy.

TakeMeTour was one of six Thai start-ups and 37 Asian entrepreneurs joining the eFounders Fellowship Programme at Alibaba headquarters in Hangzhou, China, in March. Amornched said Alibaba has a strong ecosystem and his firm is willing to join the platform.

As a community-based online tourism platform that provides travel experiences in local communities around Southeast Asia, Somsak Boonkam, founder and chief executive of Local Alike, said his business may not be affected. That’s because the average Chinese tourist has no interest in community tours and only a small number have the taste for eco-friendly tourism.

Thon agreed. “You do not have to fear [about the Chinese platform snatching away customers.] The Chinese tend to buy Chinese goods, anyway,” Thon said.

As part of the collaboration, Fliggy and Ant Financial, Alibaba Group’s affiliate and operator of Alipay, are also in active discussions with various related government agencies to drive a digital transformation of Thai tourism.

Alipay, operated by Ant Financial, is China’s largest online payments and money transfer system, with more than 500 million active users. Thailand is among Alipay’s top three overseas-transaction hubs.

Somsak said using Alipay would help facilitate convenience to Chinese tourists with a familiar payment option when they travelled abroad. However, he urged the government to look into this matter carefully as there are concerns the system could allow massive outflows of money from the country.

Varithorn Sirisattayawong, research head for Kasikorn Research Centre, said Fliggy will help increase the number of Chinese tourists who choose Thailand through booking on the platform. It would benefit Thai banks and non-banks that offer international money transfers, payments and exchange, as they would receive additional transaction fees as the number of transactions increased.

Varithorn said the use of Alipay to arrange a visa on arrival and tourist tax refunds for Chinese tourists would not directly impact the business of Thai banks and non-banks

A book issued by the military junta in 2015, “History of the Thai Nation”, has stirred fresh criticism on the social media with its claim that the current non-elected government finally established “true democracy” in Thailand.

Influential scientist Jessada Denduangboripant, an associate professor at Chulalongkorn University, posted a section of the text on Facebook earlier this month, drawing comments like “The winners write the history” and “No matter how evil you are, you can be a hero.”

On Page 295, the book states:

“General Prayut Chan-o-cha as Prime Minister implemented policies of national and political reform for achievement of ‘true’ democracy in the country, eliminating corruption and using ‘moral principles’ to lead the country to become a ‘true democracy’.”

Many respected historians had raised objections to the claim when the book first appeared in October 2015, some describing it as “state ideology” rather than “historical science”.

But, until this month, few people outside academia have glimpsed the book, whose print run was relatively small, or heard the criticism. Now, Facebook has inflamed passions anew amid widespread belief that the military is preparing to cement its role in politics at the next elections.

Assistant Professor Dr Pitch Pongsawat of Chulalongkorn’s Political Science Faculty said it was normal for national leaders to seek out different ways of communicating with the public.

“Although many historians critiqued the book as ‘state propaganda’, it has its value as historical evidence, recording that the junta leader, Prayut, used the Culture Ministry to issue propaganda,” Pitch told The Nation. “By entering this into the historical record, they shame themselves in public.”

The junta – the National Council of Peace and Order (NCPO) – courted controversy soon after the May 2014 coup in which it seized power by declaring 12 “Thai values” that citizens should emulate, which were clearly nationalistic in character.

Then, one year later, the NCPO assigned the Culture Ministry’s Fine Arts Department to produce a book with the aim of fostering reconciliation between the two political camps whose warring had led to the coup.

Fine Arts Department historians wrote the book in a rush – within two months – under instructions from Prayut to promote patriotism and nationalism. The general himself contributed the prologue.

“Studying history is crucial to help us understand the sacrifices of our ancestors who maintained the integrity of the nation,” it says, “and to be grateful for the kindness of the great kings who defended the populace from all difficulties and hardships.”

Culture Minister Vira Rojpojchanarat has said the ministry spent Bt1 million printing 10,000 copies of the book. Most went to schools and civic offices in all 77 provinces. Twenty copies autographed by Prayut were quickly sold at the launch.

The 208-page book – which can be read online at http://www.FineArts.go.th – contains three main sections, according to a review by veteran historian Charnvit Kasetsiri of Thammasat University. They cover the origins of the Thai nation and its evolution under absolute monarchy.

“The most controversial part appears in the last 15 pages,” Charnvit wrote in Art and Culture magazine in January 2017. “They cover Thailand in the modern period – since the revolution of 1932, which changed the system of government to a constitutional monarchy – to the present time under junta rule. It’s crucial that the authors judge and take sides, because in today’s Thai politics, the dust has yet to settle.”

Prayut also wrote in his prologue that he hoped readers would understand the “origin of the Thai nation” and be proud of “Thai national sovereignty”.

But historians found the NCPO version of history biased and conflicted, with events chosen specifically to benefit the junta’s political agenda.

At the 2015 launch, veteran historian Sunait Chutintaranond, director of the Southeast Asian studies programme at Chulalongkorn, concurred there was bias in the book’s account of recent history, especially beginning with Thaksin Shinawatra’s rise to power. He wondered how a prejudicial view of Thaksin jibed with the book’s intention to aid in reconciliation.

The Culture Ministry is planning to publish an English-language edition to distribute to Thai embassies around the globe.

“Bureaucrats writing history doesn’t work,” Sunait said. “It leads to further conflict.Writing history takes time and requires an exchange of ideas among both history academics and independent experts. No one can monopolise the writing of history anymore.”

Forty environmentalist organisations will join forces to hold a mass rally in Chiang Mai downtown and a parallel “online demonstration” on Sunday morning to demand that the government demolish judges’ residences build on forested area on Doi Suthep mountain.

The organisers said people nationwide would join the rally by sharing a post, which would be titled “Parallel online rally”, on the Facebook page of the network, demanding the restoration of the Doi Suthep forests.

Pannaros Buaklee, spokesman for the rally organisers, said it was expected that the post would be shared over 10,000 times before the count ended at noon on Sunday.

Speaking at a press conference at noon on Saturday, the spokesman said the number of people gathered to demand the restoration of the forest would be high, so the organisers had to prepare measures to protect the demonstrators.

The rally will start at the Tha Pae Gate in Chiang Mai downtown at 7.30am, when the organisers plan to “turn Chiang Mai green” with cyclists and motorcyclists riding in procession bearing green ribbons.

Thirasak Rupsuwan, a coordinator of the network demanding restoration of Doi Suthep forests, said about 500 cyclists and 200 motorcyclists would join the rally.

The spokesman said the organisers agreed during a meeting on Saturday that the rally would have to be peaceful and it would have to be safe for demonstrators. And at the end of the rally, the organisers would make sure that no rubbish is left behind.

He said the procession from the rally site to the monument of the three northern kings would be “peaceful and beautiful”. The demonstrators plan to march from the Tha Pae Gate to the monument at 10am. The rally is scheduled to end before noon.

Thirasak said the organisers had coordinated with troops and police to ensure security during the rally.

After the end of the demonstration, the demonstrators would disperse peacefully and then wait for a decision by the government, Thirasak added. He said if the government ignored the call for the demolition of the residences, the organisers would step up more pressure on the administration.

Thirasak said the rally was aimed at sending a signal to the government that Chiang Mai people wanted the relevant agencies to take urgent action to end the controversy.

Meanwhile, Nikom Puttha, president of the Ping River Network, who has been staging a hunger strike in front of the Appeals Court Area 5 office since Wednesday, has walked from the court to the Tha Pae Gate to continue his hunger strike there and wait for the demonstrators on Sunday.

Malaysia’s Mahathir being probed for ‘fake news’

Malaysian opposition leader Mahathir Mohamad is under investigation for allegedly spreading “fake news” after claiming his plane was sabotaged, police said Thursday, just days before a closely-fought election.

Veteran ex-leader Mahathir, 92, is seeking to oust his former protege, Prime Minister Najib Razak, in the general election next Wednesday at the head of an opposition alliance.

As campaigning got underway at the weekend, Mahathir claimed that there had been an attempt to sabotage a plane he had chartered to prevent him heading to the island of Langkawi to formally register his candidacy for the election.

He still made it to the island by taking another plane. Malaysia’s civil aviation authority and the charter company said there was a technical issue with the plane but rejected the allegations of sabotage.

Kuala Lumpur police said a report had been lodged accusing Mahathir of spreading “fake news” under a controversial new law, which critics say is aimed at cracking down on dissent before the poll.

“We have opened an investigation (into Mahathir) under the anti-fake news law,” the capital’s police chief Mazlan Lazim told AFP.

“We will conduct the normal process of investigation.”

The law aimed at combating fake news was pushed through parliament last month despite an outcry by the opposition and media watchdogs.

It punishes dissemination of any news deemed “wholly or partly fake” with up to six years in jail or a hefty fine.

Critics say it is aimed at silencing criticism of Najib, and in particular the scandal surrounding sovereign wealth fund 1MDB.

Najib is battling allegations that billions of dollars were looted from the fund — which he set up — in a campaign of fraud and money-laundering. The leader and 1MDB deny any wrongdoing.

A Danish man was handed a one-week jail term this week for spreading fake news, the first person to be punished under the legislation, after accusing police in a YouTube video of responding slowly when a Palestinian Hamas member was shot dead last month.

Mahathir led Malaysia for 22 years and was spurred out of retirement to take on Najib due to 1MDB, and is the opposition’s prime ministerial candidate.

Najib’s Barisan Nasional coalition has led Malaysia for 61 years, since independence from Britain, and is expected to win at the poll.

Fans of Swedish meatballs, you might want to sit down for this.

The meatballs, made popular worldwide by Scandinavian furniture store Ikea, have been revealed to originate from another country.

A tweet by Sweden’s official Twitter account last Saturday (April 28) said the meatballs are based on a recipe from Turkey.

“Swedish meatballs are actually based on a recipe King Charles XII brought home from Turkey in the early 18th century. Let’s stick to the facts!” it read.

King Charles reigned over Sweden from 1697 to 1718, and is believed to have lived in the Bender city of Moldova, which was part of the Ottoman Empire.

In traditional Turkish cuisine, the meatballs are known as kofte, and vary in shapes, sizes and taste, as it can be made of any type of ground meat, according to the Turkish Cultural Foundation. Some variations of kofte are also vegetarian, and are made from lentil or potato.

On the other hand, the Swedish variation sold at Ikea is made with ground beef and pork, and includes a gravy made from beef stock. It is also served with boiled potatoes and lingonberry jam, which is made from a type of berry found in abundance in Sweden.

The tweet sparked positive responses from some Turkish users, who applauded its “honesty”.

One Turkish Twitter user also said in jest: “If it were up to me, I would say you could keep that as yours dear Vikings.”

Others added on to the list of things that was “imported” into Sweden from Turkey, citing roasted coffee and cabbage rolls as additional examples.

In response, Sweden said: “Mind you we love coffee even more than meatballs! At one point we even had a coffee prohibition in Sweden!”

However, not everyone was happy about the revelation.

President of the Turkish Cooperation and Coordination Agency, Mr Serdar Cam, criticised Ikea for selling the meatballs.

“By selling these meatballs as Swedish meatballs for years in their chain furniture store, they are also saying forget the furniture, I can even sell your meatballs as if they are mine, through my marketing and distribution organisation,” he tweeted, according to a translation by the BBC.

One Twitter user also added: “I hope your furniture store’s café is going to update the little flags they stick in the dish.”

The news, however, probably had the most impact on some Swedish, with one tweeting: “My whole life has been a lie.”

Indian villagers take revenge after three children killed by dogs

Angry Indian villagers killed 13 stray dogs after three children were mauled to death by the animals on the same day, officials said Wednesday.

Villagers in Khairabad in Uttar Pradesh state took the law into their own hands after being gripped by panic over daily attacks that according to media reports have now left 14 children dead since January.

The three children, all aged under 12, were killed by packs of dogs in separate incidents on Tuesday as they collected mangoes in fields outside the village.

A 2001 animal welfare law outlawed the killing of stray dogs. But the Khairabad villagers shot dead three and beat to death at least 10 others.

“Our investigations revealed the children were alone at the time of attacks,” district police chief Sureshrao A. Kulkarni told AFP, confirming the three latest deaths.

He said there had been several previous deaths since January but did not give a figure.

The officer said a team of vets and forest officials had been set up to control the rampaging canines.

Authorities linked the surge in attacks to the closure of a slaughterhouse in the area in November, where most of the dogs previously fed on animal carcasses.

India has an estimated 30 million stray dogs, with roughly 17 million dog bites reported each year. Nearly 20,000 people die of rabies in the country each year, according to World Health Organization figures from 2014.

Incidents of angry residents attacking strays are growing across India.

Last month two men were arrested in New Delhi after they beat a stray to death because they were annoyed by its barking. A video of the incident was widely shared on social media.

Jackie Chan’s estranged daughter Etta Ng has taken to YouTube to talk about her homelessness.

The 18-year-old is the daughter of Hong Kong superstar Jackie Chan. Her mother is former Hong Kong beauty queen Elaine Ng, 45, who admitted to an affair with Chan and gave birth to Ng in 1999.

Chan, 64, has been married to Taiwanese actress Joan Lin, 64, since 1982.

In a video uploaded to YouTube on April 24, Ng addresses viewers alongside her girlfriend, social media influencer Andi Autumn.

Autumn, who is said to be 30, added: “Yeah. I’ve asked all my friends for help, and I’ve asked all my family for help and everyone just keeps sending us to the direction of shelters where they know we will be split up. We will be split up if we have to go to any kind of government facilities and no one on my Facebook is going to listen to me and now no one is responding to my phone calls.”

Ng added they have gone to the police, food banks, hospitals and LGBT community shelters and “all of them just don’t give a s***”.

The video drew strong words from commenters, who asked them to get a job, among other things.

Ng came out as a lesbian in October last year. In March last year, she called the police over a domestic dispute, and her mother was arrested on suspicion of criminal intimidation.

Ng spent about two months in hospital for emotional instability and was discharged in June last year.

Shortly after, it was reported that she was living with her girlfriend Autumn, a Canadian based in Hong Kong.

Autumn reportedly designs and sells clothes online and is known for her Barbie doll-like get-ups.

Chan has yet to address the matter publicly. He has a son, 35-year-old actor Jaycee, with Lin.

American F-22 stealth fighter jets have arrived in South Korea ahead of a joint air force drill, Seoul said Wednesday, despite a recent diplomatic thaw with Pyongyang.

The “Raptor” fighters previously flew to the South in December when Seoul and Washington staged their largest-ever joint air exercise, days after North Korea test-fired a missile believed capable of hitting the US mainland.

The North customarily reacts with anger to the deployment of American stealth fighters, which it fears could be used for surgical strikes against its leadership and strategic facilities.

The confirmation came after local newspapers said eight F-22 jets arrived Sunday at a military airbase in the southern city of Gwangju.

The “Max Thunder” drill will kick off on May 11 for a two-week run, with the reported participation of some 100 aircraft from both countries.

“Max Thunder is a regular exercise that has been on the docket long before a planned US-North Korea summit”, the South’s Defence Ministry said in a statement.

It urged news media to refrain from producing “speculative reports” about the intention of the deployment aside from the routine exercise.

That request came after the conservative Chosun Ilbo daily claimed the aircraft deployment was apparently aimed at heaping pressure on Pyongyang ahead of a planned summit between North Korean leader Kim Jong Un and US President Donald Trump.

The Panmunjom truce village in the demilitarised zone between North and South, where a rare inter-Korean summit successfully convened last week, has emerged as a possible venue for the Kim-Trump meeting.

Chosun suggested the arrival of F-22 jets could also be aimed at bolstering security in case the North Korea-US summit takes place at Panmunjom.

A 24-storey building used by squatters in the center of Sao Paulo, Brazil’s biggest city, collapsed early Tuesday after a blaze that tore through the structure, leaving at least three missing.

Survivors described waking in the night to find themselves surrounded by flames and escaping with their children before the tower turned to rubble.

Scores of homeless families were occupying the building, according to officials.However, despite the ferocity of the blaze, only one person was listed as almost certainly dead.

“There are some missing, approximately three, with one very likely a fatality,” Ricardo Peixoto, a firefighters’ commander, told AFP. “We don’t know how many people were in the building so we don’t know whether we’ll find more victims in the ruins.”

So far, 250 people who’d been living in the building have been registered after the blaze, city security official Jose Roberto said.

The fire began overnight and spread rapidly, turning the building into an inferno before it fell down.

Dramatic pictures tweeted by the fire service showed flames shooting up the sides of the whole tower, moments before it was reduced to a heap of smoking ruins. An adjacent church was also damaged.

“We got the call at around 1:30 am (0430 GMT) and we came at once, a few minutes later, and about five floors of the building were on fire,” Peixoto said. “Fifteen or 20 minutes later the building fell.”

Fifty-seven vehicles and 160 firefighters were deployed to the scene, the department said.

Frantic escape

Sao Paulo is Brazil’s financial capital and the most populous city in Latin America, but suffers huge economic inequality.

Poor families often squat in disused buildings or set up tents and shacks on vacant land, sometimes next to wealthy areas.

President Michel Temer, who is Brazil’s most unpopular leader on record, with single-digit approval ratings, got a hostile reception when he briefly visited the scene.

“We want housing!” a crowd chanted.

One survivor, 26-year-old Henrique, said he managed to get out from the third floor with his girlfriend and their dog.

“We woke and the building was already on fire,” he said. “We struggle so much and now we’ve lost everything.”

Another man, Jose Antonio, described the frantic escape from the sixth floor, where he lived with his wife, three children and sister-in-law.

“I was unsure if my son had taken my youngest daughter,” Antonio, 48, told AFP.”There was still time to go back so I returned, I looked around, I patted the mattresses.There wasn’t time to take anything. I patted the mattresses, saw no one was at home anymore, then I went down behind them shouting their names to see if they had gone down.”

Sao Paulo state Governor Marcio Franca said “it was a tragedy waiting to happen….This building didn’t have even the minimum conditions for habitation. The state should not have allowed it to be occupied.”

From a safety point of view, the building was a ticking bomb, Peixoto said.

“There was no security, there were not adequate electrical installations, there were no safe staircases, there were piles of rubbish — there was everything you need to start a major fire,” he said.
