[Laos] Feasibility study scheduled for new Triangle Special Economic Zone


Phongsaly provincial authorities have given the green light to a Chinese business group to carry out survey and a feasibility study on the development of a new Triangle Special Economic Zone (SEZ), local media reported.

If approved, the zone would be located in the province’s Nhot-ou district at the shared border between Laos, China and Vietnam.

A Memorandum of Understanding (MOU) was signed on August 24 between a representative of the business group and provincial authorities, permitting the investors to carry out the survey and feasibility study in relation to the project.

Witnessing the signing at the provincial Administration Office were provincial Governor Mr Khamphoy Vannasarn, the group’s executives, and officials from both sides, the Lao Economic Daily reported.

Under the MOU, the investor is required to begin the survey and feasibility study within 30 days of signing the agreement, which is valid for 18 months.

The Chinese group will survey an area of about 250 square kilometres for the project, Deputy Director General of the provincial Planning and Investment Department, Mrs Khammala Souvong, told those attending the signing ceremony.

The site would include 100 square kilometres for services and tourism, while the remaining 150 square kilometres would be used for agriculture and industry development.

The precise areas allocated for development will be more clearly defined after the survey is complete. A report in this regard will be submitted to provincial authorities and the government for consideration.

The investors will also survey and design a road linking Yai-ouneua village to the planned development site. A social and environmental impact assessment will also be carried out.

The feasibility study and survey will be used as a reference to draw up a master plan for the development of the Triangle SEZ.

In a press briefing held on Thursday in Việt Nam’s capital city, Harris said she is honoured to be the first vice president to visit Việt Nam since diplomatic relations were established in 1995, and expressed the belief that “this signals the beginning of the next chapter in the relationship between the United States and Việt Nam.”

“We have had an enduring commitment to this relationship, because it matters to the people, to the security and to the prosperity of the American people, and we believe, the people of Việt Nam.”

She remarked the trajectory of bilateral ties since normalisation “has been nothing short of remarkable, when we think about where we’ve been, where we are and where are headed.”

As Việt Nam is currently battling a huge wave of COVID-19 infections with rising cases and deaths after successfully containing the outbreaks in 2020, Harris said the US will be with Việt Nam as it battles this surge and has provided donations of vaccines and freezers to Việt Nam.

She earlier in the day visited the National Institute of Hygiene and Epidemiology in Hà Nội to witness the delivery of parts of the 1 million doses of Pfizer COVID-19 vaccine the US donated to Việt Nam that she announced on Wednesday during a meeting with Prime Minister Phạm Minh Chính.

In the remarks, she also noted how the two countries have strengthened economic ties during the pandemic.

“During our meetings with the officials and leaders here in Việt Nam, I advocated for a reduction of tariffs on American agricultural goods and there was a positive reaction, and we’re looking forward to following up on that conversation.”

The US has also launched initiatives that will help Việt Nam transition to a more digital economy and help grow women- and ethnic minority-owned businesses, she said.

Addressing the climate crisis and green transition were also items of much discussion.

The United States welcomed Việt Nam joining the Agricultural Innovation Mission for Climate (AIM4C), an initiative announced at President Biden’s Leaders’ Summit on Climate that will be launched at COP-26 in November 2021.

The US official said she has had “extensive conversations” with PM Chính regarding this smart agriculture initiative, saying that the Vietnamese leader is interested in what the US is doing with satellite technologies to help farmers predict weather cycles.

Harris said that throughout the trip to Southeast Asia, she has reaffirmed “the commitment that the US has to our common vision for a free and open Indo-Pacific.”

The US will continue to have high-level security cooperation in support of a strong, prosperous and independent Việt Nam, she said, adding that the country will continue to work with Việt Nam to “push back against threats to freedom of navigation and the rule-based international order.”

She said both the US and Vietnamese leaders placed high priority on freedom of navigation not only as a security but also as a commerce issue.

“The US intends to strengthen our participation and partnership with partners and allies, in a way that is collaborative to meet the challenges of the moment and of the future together,” she said, whether it’s Việt Nam, Singapore, Southeast Asia or the Indo Pacific.

She also noted how during the visit and meetings with officials and different organisations in Việt Nam, there is still so much potential in this region “when we have the ambition to achieve what is possible, around common interests and common goals.”

“We know it matters deeply to the well-being of the American people that we maintain and strengthen these partnerships, and that’s why in the years ahead we will be coming back time and time again, as we follow through and chart this next chapter in the partnership in the relationship we have with the spirit of understanding that it is mutually beneficial and that there is much that we can do together,” Harris said. — VNS

Post-acute sequelae of COVID-19, or long COVID, affects about 10 percent to 30 percent of people infected with the virus.

Without a positive test, patients can face medical providers who disregard the possible connection between the symptoms and the virus.

Some patients in the United States with a range of debilitating symptoms of COVID-19 but no positive diagnosis have had to wait for months before receiving proper treatments, The Guardian reported Wednesday.

Post-acute sequelae of COVID-19, or long COVID, affects about 10 percent to 30 percent of people infected with the virus, said the report, noting that the medical condition can last more than a year and can come with more than 200 possible symptoms, including extreme fatigue, brain fog and shortness of breath, and affect 10 organ systems.

For these “long COVID” patients, it is probably too late to pick up the initial infection, as antibodies to the coronavirus, which can disappear within a matter of months, may be gone by then, it said.

Without a positive test, patients can face medical providers who disregard the possible connection between the symptoms and the virus, said the report, which included distressing recounts from patients who were told the symptoms were “all in your head.”

Consequently, these patients found themselves were living in a “medical limbo,” facing barriers to accessing treatment at long COVID clinics and challenges when it comes to insurance authorizations and disability benefits.

Some of these patients spent tens of thousands of dollars on medical expenses because the delayed COVID-19 diagnosis forced them to look for specialists not covered by insurance, the report said.

It is not safe for other countries to continue to carry out evacuations due to the U.S. decision, said Macron. “We want to work hard and well until the very last minute to do the maximum operations, and be sure of the security and safety of our people.”

The U.S. decision not to extend the deadline for withdrawing from Afghanistan beyond Aug. 31 has put “all of us in a situation which is no more under control,” said French President Emmanuel Macron here on Thursday.

Macron made the remarks at a joint press conference with Irish Prime Minister Micheal Martin during his one-day working visit to Ireland.

Asked if the United States and its allies have betrayed their moral responsibility following the U.S. decision not to extend its deadline of withdrawal from Afghanistan, Macron said that he would rather not use the word of “betrayal.”

France has so far helped the evacuation of 2,600 people including some 2,000 Afghan citizens at risk and the evacuation is still ongoing, said Macron, stressing that “I cannot guarantee that we will be successful because the security situation is not under control.”

Macron arrived in Dublin on Thursday morning. He was first welcomed by Irish President Michael Higgins before a meeting with Martin at the Government Buildings, during which both sides discussed issues of common concern apart from the Afghanistan issue.

Covid-19 cases soared in Southeast Asia for the third consecutive day but the death toll was lower on Thursday, collated data showed.

Asean countries reported 91,362 new cases on Thursday, higher than Wednesday’s 89,577, and 2,188 patients died, lower than the 2,296 the previous day.

The number of Covid-19 cases crossed 9.65 million while the death toll in the region rose to 214,864.

Indonesia reported 16,899 new cases and 889 deaths on Thursday, bringing cumulative cases in the country to 4,043,736 and deaths to 130,182.

The Public Health Ministry said it would allow people to choose the type of vaccine for their third jab, at their own expense. The price will be set at a reasonable rate of around 100,000 rupiah (Bt210). However, the government’s health insurance scheme will cover the vaccine cost for low income earners.

Meanwhile, Vietnam Prime Minister Pham Minh Chinh sent a letter to the head of the World Health Organization (WHO) and urged its vaccine sharing programme Covax to prioritise Vietnam “in the fastest manner and with the largest volume possible”. The country has fully inoculated just 2 per cent of its 98 million people, among the lowest in Asia. Experts fear that if the low vaccination rate persists, it can turn Vietnam into a new epicenter of Covid-19 infections in Asean instead of Indonesia, and could result in new variants of the virus.

Germany reports 12,626 new COVID-19 cases


President of the medical association DGIIN called for a “triad of incidences, hospital cases and intensive care bed occupancy” to determine the countrys pandemic strategy.

Daily COVID-19 infections in Germany continued to rise as 12,626 new cases were registered within one day, 4,226 more than a week ago, the Robert Koch Institute (RKI) said on Thursday.

The COVID-19 incidence in Germany in the past seven days reached 66.0 per 100,000 citizens on Thursday, up from 61.3 the previous day and 44.2 a week ago, according to the RKI.

“We are again in the exponential growth of infections and also serious illnesses,” Christian Karagiannidis, president of the medical association DGIIN, told the Rheinische Post on Thursday.

Since an incidence of 50 or higher has been dropped by the Bundestag as the only measure to trigger COVID-19 measures, Karagiannidis called for a “triad of incidences, hospital cases and intensive care bed occupancy” to determine the country’s pandemic strategy.

On Thursday, Germany recorded 415 new hospitalized cases, while the 7-day incidence of hospitalized cases rose from 1.47 per 100,000 residents on the previous day to 1.56, according to the RKI.

To date, more than 3.9 million COVID-19 cases and 92,082 deaths have been registered in Germany, according to the RKI.

United Nations Secretary-General Antonio Guterres is following with great concern the ongoing situation in Kabul, especially at the airport, his spokesman Stephane Dujarric said at the daily noon briefing.

“He condemns this terrorist attack which killed and injured a number of civilians, and extends his deep condolences to the families of those killed. He stands in solidarity and wishes a speedy recovery to those injured,” said Dujarric.

Multiple casualties were reported after twin explosions in Kabul on Thursday.

Two explosions took place at the Kabul airport on Thursday. At least 60 people were reportedly killed and 140 others wounded in the explosions.

British Prime Minister Boris Johnson said on Thursday that Britain will continue its evacuation operation at the Kabul airport despite twin bombings there that reportedly have killed at least 60 people.

“I want to stress that this threat of a terrorist attack is one of the constraints that we’ve been operating under in Operation Pitting, in the big extraction that’s been going on, and we’ve been ready for it; we’ve been prepared for it,” Johnson told the reporters after an emergency meeting.

“And I want to stress that we’re going to continue with that operation — and we’re now coming towards the end of it, to the very end of it, in any event,” he said.

Two explosions took place at the Kabul airport on Thursday night, reportedly caused by suicide bombers. At least 60 people were killed and 140 others wounded in the explosions, the BBC reported, quoting a senior health official in Afghanistan.

“Clearly, what this attack shows is the importance of continuing that work in as fast and as efficient manner as possible in the hours that remain to us, and that’s what we’re going to do,” the prime minister said, noting that Britain “will keep going to the last moment.”

Less than a week is left for the U.S.-led forces to evacuate from Afghanistan. During a Group of Seven (G7) virtual summit on Tuesday, Johnson and leaders of other U.S. allies failed to persuade U.S. President Joe Biden to extend the Aug. 31 evacuation deadline.

Johnson said earlier during the day that around 15,000 people — the “overwhelming majority” of those eligible to come to Britain — had been evacuated by the British troops.

U.S. officials believe ISIS-K, a local affiliate of the Islamic State, was likely behind the airport attack but are still working to confirm the terror groups involvement, CNN reported.

Anumber of U.S. service members were killed, and several others wounded in an attack at Kabul airport, the Pentagon said on Thursday.

“We can confirm that a number of U.S. service members were killed in today’s complex attack at Kabul airport. A number of others are being treated for wounds. We also know that a number of Afghans fell victim to this heinous attack,” Pentagon Press Secretary John Kirby said in a statement.

Kirby said earlier in the day that at least two explosions had taken place in Kabul, one at the Abbey Gate of the airport, and at least one other near the Baron Hotel in proximity to the airport.

U.S. officials believe ISIS-K, a local affiliate of the Islamic State, was likely behind the airport attack but are still working to confirm the terror group’s involvement, CNN reported, citing a senior U.S. official and another source briefed on initial assessments.

President Joe Biden, who is in the White House monitoring the situation, has said U.S. troops operating on the ground to assist the evacuation are reminded of heightened risks posed by ISIS-K.
