Army condoles with family of soldier who died in South Sudan

The Royal Thai Army expressed condolences to the family of a soldier who died in South Sudan last week.

Master Sergeant Kiattisak Praphan-Anurak, 56, a vehicle officer of Development 1 Division reportedly died in his sleep in his room at the Thai soldiers’ camp on September 11. He was on a Thailand-South Sudan joint Army engineer mission.

“The master sergeant did not die from fighting local armed insurgents, or while on a mission outside the camp,” the Army said on Sunday.

“Kiattisak’s body had been sent to a local hospital for autopsy to determine the cause of death under supervision of the United Nations, which oversees the joint mission,” the Army said. “After that, the body will be transported back to Thailand for the funeral. The Army will be responsible for all the transportation and funeral expenses, as well as provide benefits to the family to the best of our ability.”

VAT takes effect for overseas e-service

The new value-added tax for electronic services from abroad (e- service) levied by the Revenue Department became effective on September 1.

Operators who provide electronic services abroad that are not registered for VAT in Thailand and have service income exceeding 1.8 million baht must register for VAT through the VAT for Electronic Service (VES) system on the Revenue Department’s website.

Legal entities or natural persons, both VAT-registered and non-VAT-registered, are included.

Merchants who sell online, using Facebook advertising tools, will also be affected, and are to pay 7 per cent VAT when shooting advertisements via the website after September 1.

The VAT-registered group, which are natural or juristic persons with income from sales of goods or services in excess of 1.8 million baht per year, will not be charged an additional 7 per cent VAT at the time of advertisement. But VAT must be filed later by notifying Facebook that the VAT has been registered. For example, if the system charges 1,000 baht (excluding VAT) for advertisement, 70 baht VAT must be filed and the amount will be refunded later.

The registration steps are as follows:

1. Go to payment system

2. Select company and business information

3. Enter your taxpayer identification number.

4. Click Save Changes.

After completing the above information, the system will not include VAT when shooting an advertisement. The P.P. 36 tax form will need to be submitted to the Revenue Department not later than the seventh day of the following month.

For the non-VAT-registered group, or non-VAT individuals or juristic persons, the Facebook system will automatically deduct the 7 per cent VAT, which is nonrefundable. Facebook will remit VAT to the person. For example, if an advertisement shoot costs 1,000 baht, the person will be charged 1,070 baht and no further procedure is required.

Phuket tightens Covid prevention measures after cluster found in supermarket

Measures to contain Covid-19 have been tightened in Phuket province after a new cluster emerged on Saturday. The provincial governor has announced elevated measures including business closures and activity prohibition orders.

Phuket Governor Narong Woonciew on Saturday ordered the temporary closure of the main branch of Super Cheap department store from September 12-18 for sanitising after cases of Covid-19 infection were found among both Thai and foreign workers, in the warehouse and sales departments of the store. The owner of the department store has also been told to purchase antigen test kits for all staff.

The tighter preventive measures, effective from September 15-28, also include the prohibition of activities with more than 100 participants and alcohol consumption in public areas. Department stores, malls, community malls and similar types of businesses can resume business, except for game zones and theme parks. Alcohol sales and consumption in restaurants are banned, while markets are limited with social distancing of four square metres per person. Convenient stores can be open from 4am to 11pm. Parks, sport fields or any open-air activity spaces, and fitness centres can be open until 9pm within the prescribed capacity. Social activities are also prohibited unless necessary.

The authorities and private offices in Phuket are urged to resume work-from-home arrangements, while entertainment businesses can conduct shooting and production with no audience and not more than 100 staff in total.

Phuket province reported 230 new cases on Saturday with 6,859 cumulative cases, 3,197 are receiving hospital treatment and 39 have died.

24 million vaccine doses to be procured in October

The Department of Disease Control on Saturday unveiled its plan to procure and allocate 24 million doses of Covid-19 vaccine in October this year.

They will comprise 6 million doses of Sinovac, 10 million doses of AstraZeneca and 8 million doses of Pfizer, department director-general Dr Opas Karnkawinpong said.

“Separately, the Chulabhorn Royal Academy will procure approximately 6 million doses of Sinopharm vaccine in October,” he added.

He explained that the 24 million doses of Covid-19 vaccines will be allocated as follows:

– 16.8 million will be administered to people aged 18 years and above.

– 4.8 million doses of Pfizer vaccine to children aged between 12-17 years

– 0.8 million doses to workers under the social security system.

– 1.1 million doses to people in agencies, such as state enterprises and prisons.

– 0.5 million doses to people who had already received two Sinovac jabs.

“According to the vaccination plan approved by the Cabinet, 50-70 per cent of people in all provinces would be vaccinated in October, covering the elderly, people with chronic diseases, pregnant women and other groups of people,” he said.

He said the vaccination drive on children aged 12 years and above will kick off in October as preparation for the opening of a new semester.

He added that people who had already received two Sinovac jabs will receive a booster shot in October as they would be at risk of Covid-19 infection due to a decline in immunity.

“We believe that the situation will gradually improve, so we would like to ask people to follow universal prevention methods and receive their Covid-19 jab,” he added.

Myanmar man faces three charges in Chiang Mai baby abduction case #SootinClaimon.Com

A 44-year-old Myanmar national allegedly involved in the abduction of a Chiang Mai toddler was charged on Saturday with kidnapping and detaining the child, as well as sneaking into the country.

Pol Colonel Kriengsak Wonguthai, superintendent at Bo Luang Provincial Police Station, said the police will enforce immigration laws to detain the Myanmar man for investigation until the case is closed.

The toddler, Ponsiri “Gina” Wongsilaroongruang, went missing from her residence in the remote village of Ban Huay Fak Dab in Chiang Mai’s Mae Taeng district on August 5.

Three days later, a Myanmar national – who was a friend of the toddler’s father – confessed to police that he had kidnapped the child and left her at a cave some three kilometres away.

The missing Gina on the same day was found safe in a hut near her neighbourhood at around noon.

Police suspect that there are other persons connected to the alleged abduction. The arrested Myanmar man has told police that relatives of Gina’s mother had lured him with drugs to abduct the child.

On Saturday, police officers questioned villagers and collected evidence from the village for forensic testing in order to find the others involved in the case.

However, they could not find the red pants that Gina had worn on the day she disappeared.
