The number of passengers arriving at Suvarnabhumi Airport is expected to rise to 200,000 a day when winter starts in October, the airport’s general manager said Tuesday.

Wing Commander Suthirawat Suwanawat said the arrival of flights and passengers during the winter season, which begins in October, is expected to increase by two to three per cent compared to last year.

He added that passenger arrivals at the airport last October averaged between180,000 and 190,000 a day while while the number of arrivals in June was about 160,000 a day.

Passenger arrivals averaged 200,000 per day for ten consecutive days from late December to early January.

Wing Commander Suthirawat noted that Chinese tourists have also started returning to Thailand and several Chinese airlines have requested landing slots. A few have been rejected due to too tight schedules.

The general manager said the airport expected to see the number of arriving passengers at the end of this year stand at about 66 million to 68 million, an increase over 62.81 million from the previous year.

E-stamps to plug huge hole in beer tax revenue

The Excise Department is hoping to plug a hole in tax revenue from October by using electronic stamps to measure the quantity of beer leaving plants.

Pachara Anantasilp, director-general of the Excise Department, said that the e-stamps would be attached to empty beer containers before they are filled, making tax collection more efficient.

“We have found that the tax collected is lower than expected. In 2019, tax collected on beer was about Bt10 billion below the target. So we are shifting over to the e-stamps, which are similar to QR codes, on containers in beer production lines,” he said.

The Cabinet has approved the e-stamp method, which is now being reviewed by the State Council which is expected to give the go-ahead within two months.

“The department has discussed the change with business operators and all have no problem with the new tax collection. The e-stamp method should launch within fiscal 2020 and by this October,” Pachara said.

He said that the department was also tightening inspection of beer for export. Previously, its plant inspectors found lots earmarked for export were being illegally distributed locally.

Now, beer producers must report the quantity and destination of their products, he said. Thailand exports only 13 per cent of the beer it produces.

“E-stamps and more stringent conditions for exports should help the department improve inspection of beer for local distribution and export. Using the QR codes will tell us where, when and by whom the beer was manufactured, as well when the tax was paid. Already, tightening tax collection on beer has increased tax revenue by about Bt1 billion,” Pachara said.

The Excise Department collected a total Bt289 billion in tax in the first half of this fiscal year – about 4.7 per cent below its target.

Tax on beer amounted to Bt6.7 billion – Bt1.06 billion or 18.94 per cent higher than the same for the same period last year, but still Bt3 billion (30.92 per cent) below the target.

Court rejects CP’s addition to airports development bid

Breaking News July 01, 2019 18:00

An Administrative Court appeal-review committee has rejected a submission of additional documents from the Charoen Pokphand Group-led Thana Holding Consortium, as part of its bid to develop the U-Tapao Airport and Eastern Airport City Project.

The projects come under the eastern economic zone development scheme, which will feature high-speed rail connections serving urban expansion plans that will see the Eastern Aviation City grow to become an aviation metropolis within 10 years.

A July 1 meeting of the Eastern Economic Corridor (EEC) Policy Committee chaired by Prime Minister Prayut Chan-o-cha confirmed that selection of bid winners will proceed without the documents, which were submitted after the deadline, said Kanit Saengsubhan, secretary-general to the EEC Office.

The EEC selection committee will announce the bid winners within a month of the court’s ruling.

“The next step is for the selection committee to examine the documents submitted on time. The bidders’ first set of documents are now being reviewed by the selection committee, with review of the second scheduled for completion in two to three weeks,” Kanit said.

Selected bidders will then be judged on their third and fourth envelopes – financial proposals and additional proposal, respectively – and the winner announced once the court has made a final ruling, he said.

Meanwhile, an ongoing appeal by a private company engaged in the third phase of the Laem Chabang Port Project is expected to be resolved in a month by the appeals review committee.

The EEC Policy Committee also acknowledged comments from 15 agencies regarding the draft contract for third phase of the Map Ta Phut Port Project. Ten agencies agreed with the draft contract while five proposed to add details but no significant amendments.

The next step is to forward the draft contract to the Attorney General Office for amendment before proposing it to Cabinet within two to three weeks.

Kanit also said that the EEC Policy Committee had noted progress made on the high-speed rail project, with a contract being prepared between the State Railway of Thailand (SRT) and the project winners.

Authorities have expropriated 82 per cent of the land for the high-speed rail project, which will connect Thailand’s three main airports – Don Mueang in Bangkok, Suvarnabhumi in Samut Prakan and U-Tapao in Rayong. The remaining 18 per cent of the land is SRT property that has been encroached upon.

The EEC Policy Committee has approved a budget of Bt200 million so that the remaining land can be cleared before the original schedule of within two to three years.

Delays in acquiring the land could impact both the high-speed rail project and U-Tapao Airport and Eastern Airport City Project.

The Bank of Thailand (BOT) is cutting down on the issuance of short-term bonds at a time when the value of the baht is at its strongest in six years, closing at Bt30.52 against the US dollar on Monday, the Kasikorn Research Centre reported on Monday.

Kasikorn said the BOT report on June 28 showed that it was reducing the issuance of short-term bonds, though the central bank has not yet made an official announcement.

“The BOT had taken similar actions in the year 2017. This is a means of reducing capital inflows into the country,” the research centre said.

The baht on Monday opened at Bt30.66 to the greenback, closing at Bt50.52 at the end of the day.

The General Government Fiscal Balance Report (GFS Basis) for the first half of the fiscal year 2019 (October 2018–March 2019) was Bt1.585 trillion, which was 6.6 per cent (Bt98.181 billion ) higher than for the same period of last year, according to a Finance Ministry report on Monday.

The rise was principally due to revenue increases from the central government (including extra-budgetary funds) and local authority organisations (LAOs) of Bt136.943 billion and Bt23.089 billion, respectively.

Meanwhile, general government expenditures for the first half of 2019 reached Bt1.848 trillion, 5.8 per cent (Bt102.061 billion) higher than for the same period last year.

As a result, Thailand’s general government balance for the first half of 2019 had a deficit of Bt263.196 billion or 1.6 per cent of GDP. Consequently, the consolidated general government primary balance, which principally reflected the intrinsic performance and the direction of fiscal policy, was in deficit to the tune of Bt176.854 billion, or 1.0 per cent of GDP.

Inflation revised downwards

Economy July 01, 2019 13:06

By The Nation

The Commerce Ministry has revised downwards the country’s inflation this year, going from early estimates of between 0.7 per cent and 1.7 per cent, or a median estimate of 1.2 per cent, to between 0.7-1.3 per cent (median 1 per cent).

This is marginally higher than in 2018, showing a rise of 0.87 per cent compared to the same period of last year.

Inflation grew slightly in June with prices of such fresh food products as vegetables, fruit, rice, and pork rising by 6.35 per cent, while energy prices dropped 3.86 per cent, the ministry said.

Meanwhile, the country’s production price index in June dropped 1.1 per cent compared to the same period last year, reflecting a drop of 2.2 per cent in industrial production.

“The strong Baht strong has had an effect on import product prices, especially energy prices, as a result of the production price index falling,” the ministry said.

World Bank marks 70 years of cooperation with Thailand

Jul 01. 2019
By The Nation

2019 marks the 70th anniversary of cooperation between Thailand and the World Bank, a partnership that has made an important contribution to the Kingdom’s poverty reduction, as well as its social and economic development.

In just the last 30 years, poverty has declined substantially, going from 67 per cent in 1986 to 7.8 per cent in 2017.

“At the World Bank, we are particularly proud of our partnership with the Government of Thailand and are honoured to have been given a chance to help deliver tangible results and have a positive impact on the lives of the Thai people over the last seven decades,” said Mara Warwick, the World Bank’s Country Director for Thailand, Malaysia, Brunei and the Philippines.

The Thailand-World Bank partnership has evolved over time with the changing global context. In the early years, the international institution’s direct financial assistance to Thai development concentrated on the building of basic infrastructure – roads, dams, irrigation works, electricity infrastructure, rail transport and port facilities – all of which helped to boost production and commercial activity in the country. Seventy years later, Thailand has grown into a dynamic middle-income country, and the relationship has benefited from not only financing but also analytical work and policy advice from the World Bank Group.

“As part of our knowledge-based partnership of today, we advise the Government of Thailand on key reforms and policy issues,” said Birgit Hansl, World Bank’s Country Manager for Thailand. “With this partnership we seek to improve the lives of people by ensuring that they and the Thai economy are prepared for the main challenges of ageing and digital transformation, improving the quality of education so future generations can take part in Thailand’s growth, and by safeguarding that the marginalized also benefit from Thailand’s prosperity.”

The 70th anniversary coincides with the launch of the new Country Partnership Framework of the World Bank Group and the Government of Thailand, which is aligned to the country’s 20-Year National Strategy and 12th National Economic and Social Development Plan.

The Country Partnership Framework is anchored around a broad engagement on Thailand’s development path towards greater inclusion, resilience and competitiveness. Looking ahead, the Group looks forward to expanding its support to help Thailand improve its business environment, fiscal and economic management and infrastructure in a rapidly expanding digital economy and in the context of a rapidly aging society. It aims to promote higher equality, higher quality of education, and support targeted policies and programmes for inclusion of disadvantaged and vulnerable groups, including in conflict-affected areas of southern Thailand.

Markets pin hope on G20, Opec meets

Jun 30. 2019
By The Nation

This week, the world will keep a close watch on the G20 summit with the Chinese media having reported that the US and China had agreed to cease hostility temporarily.

Meanwhile, outcome of  the expected trade negotiations in July are difficult to gauge. Stock markets worldwide have already priced in this factor.  On July 1-2, the Opec and non-Opec countries will meet at a semi-annual meeting, with investors’ attention on an extension of the deadline for reduction of crude production capacity to December 31, 2019 from the previous deadline of June 30, 2019.

The estimated reduction was made by the Iraqi minister at 1.2 million barrels or more if proposed in the meeting. We expect Brent crude price to swing in a range of US$63-$68 a barrel on one-month ahead. It will be positive to PTT, PTTEP, PTTGC and TOP.

Besides, investors are keeping an eye on the Fed chairman’s briefing on the US economic performance in the first half of this year and the outlook for the second  half to the US Congress on July 10.

We expect the Fed to hint of a rate cut by 25 basis points in the FOMC meeting on  July 30-31, which could affect continuous capital inflow in the Thai capital and bond markets. During June 1-27, about Bt47 billion worth of capital, as a result of the MSCI rebalancing, moved into the Thai stock market. About Bt20 billion of capital is expected to move into the Thai stock market this month. Industrial estates – AMATA and WHA and retailers like CPALL, MAKRO, BJC, ROBINS are expected to gain from the government’s economic stimulus. Food firms like CPF, GFPT, TFG, TU are expected to reap benefits from increased prices,  and power plants such as EGCO, RATCH, GPSC are expected to gain from a new round of investment.

Monday’s strong baht showing to rise Bt30.66  from Bt30.67 per US dollar on Friday, Krung Thai Bank’s chief markets strategist Jitipol Puksamatanan said on Monday.

The baht has signed to continue its strength following capital inflow rising, although the resumption of US-China trade talks also points to a relaxing.

“We forecast the baht ranks between Bt30.60 and Bt30.70 per US dollar on Monday and will trade between Bt30.40 and Bt31.90 per US dollar in this week,” he said.

Moody’s outlook remains same despite resumption of China-US talks

Economy July 01, 2019 10:21

The agreement to resume trade talks reached between President Trump and President Xi on the sidelines of the G20 summit does not fundamentally change Moody’s outlook for the global economy.

Although the agreement will likely partially relieve recent negative sentiment in the financial markets and support near-term growth, it stops short of removing existing tariffs, Michael Taylor, managing director of Moody’s Investors Service, said on Monday.

“We therefore maintain our baseline view that the tariffs implemented to date will shave 0.1 percentage point off US growth and about 0.2 percentage point off China’s growth this year through direct trade channels,” he said.

These forecasts do not take into account the indirect effects of the tariffs, which are likely to increase their overall impact, especially in case of a more significant hit to sentiment or rise in risk aversion in the event that persistent policy uncertainty affects investment than we currently assume, said Taylor. However, Moody’s expects China will continue to ease policy in an effort to offset the impact of the existing tariffs and that major central banks will maintain their bias towards more accommodative policy.

While few details of the agreement have been disclosed so far, the truce on further tariff escalation appears to indicate that both sides have a desire to make progress in resolving their current disputes, underpinned by the United States’ relaxation of the restrictions it had placed on Huawei, he said.

“However, significant obstacles remain to obtaining a long-term agreement, due to the lack of an agreed mechanism for dispute settlement, and the considerable differences that exist between the two sides on core issues such as technology, intellectual property, industrial policies, and the creation of a level playing field for foreign firms operating in China.

“As such, the talks could still suffer further setbacks and the risk of further tariffs has not been removed yet,” Taylor said.
