Media academics are vociferously objecting to the National Broadcasting and Telecommunication Commission (NBTC)’s decision to use public funds to purchase 2022 Fifa World Cup broadcasting rights.

Academics from Chulalongkorn University’s Faculty of Communication Arts and Thammasat University’s Faculty of Journalism and Mass Communications called a press conference on Tuesday to make their objections public. The conference was held on the Chulalongkorn University campus.

In a joint statement, the academics pointed out that the broadcasting rights will cost US$42 million (1.6 billion baht) and to fund this, NBTC would have to dip into the Broadcasting and Telecommunications Research and Development Fund for Public Interest (BTFP).

However, they said, BTFP’s purpose is to give a specific group of people, especially the disabled, elderly and the underprivileged, equal access to broadcasts and telecommunications. The fund is also meant to be used in promoting as well as supporting development and research in this field.

The statement also clarified that BTFP is divided into two accounts. The first is to fund the above-mentioned purposes, while the second is to be spent on the Universal Service Obligation roadmap providing everybody equal access.

NBTC had previously taken 240 million baht from the fund to finance the Sports Authority of Thailand (SAT)’s purchase of broadcasting rights for the 2020 Summer Olympics, the 2020 Winter Youth Olympics, the 2026 Summer Youth Olympics (postponed from 2022) and the 2022 Asian Games.
 

SAT was eligible for this funding because Thai athletes participated in these competitions, which covered a large variety of sports.

However, the academics said the 2022 World Cup is only geared at football fans and the national team is not competing in this tournament, so it does not fall within the purview of BTFP.

Moreover, they said, NBTC published its resolution to withdraw funds from BTFP on April 28 and declared its first account had 3.44 billion baht and the second had 804.27 million baht.

However, the academics said later resolutions by the new NBTC board were not published on the NBTC website. Also, Isra News Agency quoted an NBTC source on November 3 as saying that BTFP only had about 2 billion baht left.

Hence, the academics said, if 1.6 billion baht is used up to purchase the broadcasting rights, then there will be little left for the fund’s actual purpose.

Assoc Prof Preeda Akarachantaechote, dean of Chulalongkorn’s Faculty of Communication Arts, said instead of draining BTFP, related organisations should jointly work on finding outside funding sources.

As a long-term solution, he suggested the authorities also review the “must have/must carry” rule, which stipulates that all matches are broadcast on terrestrial TV channels.

Asst Prof Munyat Akarachantaechote, Chula’s head of the Mass Communications Department, said if NBTC insists on draining the fund, then it should reveal its financial status and explain how this purchase will affect its plans and projects for next year.

The NBTC executive board is scheduled to meet on Wednesday to decide on SAT’s request for funds to buy broadcasting rights.

The Cabinet on Tuesday resolved to seek a budget of 7 billion baht from the Finance Ministry for paying compensation to flood victims nationwide.

Deputy Finance Minister Santi Promphat said the Cabinet decided to task the Interior Ministry with making the payments to flood victims with the special budget from the Finance Ministry.

The Cabinet agreed on the criteria that a family that had suffered the consequences of flooding for not longer than a month would be eligible for a 5,000-baht compensation.

Those whose houses have been flooded for over a month but not longer than two months, would be eligible for 6,000 baht compensation each. Families whose houses were flooded for longer than two months, would be eligible for 7,000 baht compensation each.

Santi said the Cabinet deliberated on and approved the compensation budget after Deputy Prime Minister General Prawit Wongsuwan expressed concern a few weeks ago that many people had lost their income because of the months-long floods.

Santi said Prawit had expressed concern that immediate help and handouts from the authorities were not enough to alleviate the grievances of flood victims.

“The Finance Ministry did not oppose the idea as it realised the grievances of the people and so it would allocate an urgent budget to help them,” Santi said.

He said the Finance Ministry was now waiting for information from the Interior Ministry about the number of eligible families.

Police have arrested more than 62,000 suspects facing weapons, drugs and other criminal charges in a month-long crackdown ahead of the Apec Summit in Bangkok next week.

National Police chief Pol General Damrongsak Kittiprapas called a press conference on Tuesday to announce the results of raids conducted from October 10 to November 8.

He said the arrests were categorised as:

• 10,450 arrested in 11,811 cases related to guns, explosives and ammunition. Also seized were 36 war-grade rifles, 5,345 unlicensed guns, 936 licensed guns, 4,342 explosives and 37,045 rounds of ammunition.

• 43,024 arrested in 41,803 drug-related cases. Also confiscated were 49.58 million methamphetamine pills.

• 9,255 arrested in response to 9,465 arrest warrants for criminal cases.

Damongrongsak said he has been stepping up efforts to track down suspects wanted under arrest warrants, and so far, 50% have been arrested.

He added that Provincial Police Bureau 5 also cracked the case of modified guns being sold online. He said a suspect, identified only as Weerayuth, has been arrested for allegedly selling air guns that can fire real 9mm bullets via several online platforms, including Line and Facebook.

Damrongsak said police also tracked down buyers and 209 shops that stocked these modified guns, and arrested 54 suspects. A total of 110 guns and 13,320 rounds of ammunition were seized from these suspects.

Eight Bangkok districts, on Tuesday, were found to have PM2.5 pollutants higher than the prescribed safe levels, the Bangkok Metropolitan Administration reported.

The Air Quality and Noise Management Division of the provincial administration reported that Nong Khaem, Klong Sam Wa, Nong Chok, Yan Nawa, Bueng Kum, Thawi Watthana, Prawet and Khan Na Yao districts were found to have hazardous levels of particulate matter 2.5 microns in diameter or smaller at 7am.

The division reported on its web page at 7am that the dust measured at air quality stations in the eight districts fluctuated between 29 to 59 micrograms per cubic metre of air while the safety level is 50mcg per cubic metre.

The division said the poor air quality might continue until Friday because of a high-pressure mass covering the upper part of the country and Bangkok.

The Rural Doctor Society has urged Public Health Minister Anutin Charnvirakul to end delays in signing next year’s universal health coverage (UHC) budget guidelines, warning full coverage for Thais is at risk.

Writing on Facebook, the group said the budget announcement usually comes before October 1 and last year was signed on September 9.

This year’s announcement on the disease-prevention budget has been delayed for a month already, despite approval of the budget in September by the National Health Security Office (NHSO), it said on Sunday.

The group said the delay came after Anutin’s advisory team proposed that the budget be spent only on gold card holders.

It added that, as in previous years, the budget should be spent on all three of Thailand’s UHC schemes – the government officials’ scheme, social security, and the gold card scheme.

It urged Anutin to listen to the schemes’ operators and ensure that the budget was spread to cover all health welfare recipients in Thailand.

The NHSO board on Monday voted to confirm that Anutin could sign off on next year’s budget guidelines without asking the Council of State (government lawyers) or the Secretariat of the Cabinet.

It also agreed with the Budget Bureau’s remark to the Cabinet that next year’s budget for disease prevention must cover all groups of people.

“All Thais should have the right to medical treatment,” the Rural Doctor Society said, adding that this principle should not be neglected.

The leaders of China, Saudi Arabia and Vietnam will attend the Apec Summit in Bangkok next week with their full delegations and will hold bilateral talks with the Thai government on the sidelines of the summit, a top official said on Monday.

Government spokesman Anucha Burapachaisri said leaders of the three Apec members will arrive with their full delegations for the summit and also hold talks with the Prayut administration at Government House.

The spokesman said 15 Apec members have confirmed that their leaders would be attending the summit on November 18-19, while the United States, South Korea, Malaysia, Mexico and Taiwan will send representatives.

The spokesman said Russia has yet to confirm whether its president Vladimir Putin would attend the summit.

Apec activities would start from November 14 with Prime Minister Prayut Chan-o-cha presiding over the opening ceremony of the Bio-Circular-Green economy concept, the spokesman added.

The spokesman said the Bangkok summit is very significant because it would be the first summit in three years with the physical presence of Apec leaders since the Covid pandemic.

He said the government has made adequate preparations and more than 90 per cent of the work has been done with full security measures in place and rehearsals being held.

Apart from the Apec Summit, Prayut will attend the Asean Summit in Cambodia from November 10 to 13. On the sidelines of the Asean Summit, Prayut will hold a meeting of the tripartite economic development plan of Indonesia, Malaysia and Thailand on November 10 in Phnom Penh, the spokesman added.

In a bid to prevent tragedies like the recent Nong Bua Lamphu massacre, the interior minister has promised to push for new amendments to the gun-control law.

Interior Minister Anupong Paochinda said on Monday that he will push for the law to require that all holders of legal firearms are checked by psychiatrists and gun permits are reviewed every three to five years.

Anupong said this in response to a motion by Senator Ampol Chindawattana seeking measures to prevent the use of firearms in crime.

In the motion, the senator cited the Nong Bua Lamphu massacre in which a dismissed policeman shot dead 37 people, including very young children, before turning the gun on himself. He had bought the gun under the police welfare programme before being sacked for alleged drug abuse.

Anupong told the Senate that gun buyers are required to seek permission from the gun-control registrar, who checks their background before issuing a permit.

The minister said the only people who have a clear police record, are of legal age and have no record of disciplinary offences are granted a permit.

“But I plan to improve these measures by requiring that gun buyers provide a medical certificate declaring they have no mental health issues and are of sound mind,” Anupong said.

He added that the amendment will also require that potential gun buyers have their “good behaviour” certified by their employer, tambon chief, village head or other superiors.

Improved gun law will prevent tragedies like nursery massacre: AnupongAnupong said the gun-possession permits may also be reviewed every three to five years with new behaviour certificates sought from direct bosses, supervisors or relevant officials.

“People owning guns need to be certified regularly because they may have changed by developing an addiction to gambling, drugs, social vices or alcohol,” Anupong said.

The minister, however, said statistics show that up to 98.53 per cent of violent crimes are committed using illegal firearms like homemade or modified guns.

Anupong said the use of illegal firearms can be controlled by granting amnesty to those who turn them in and slapping stronger penalties on those who do not.

Currently, owners of illegal firearms face a fine of between 2,000 and 20,000 baht and a jail term of one to 10 years.

The minister added that the permit to own a firearm is very different from a permit to carry a firearm in public. He said it is very difficult for an ordinary citizen to get a permit to carry guns in public, as these permits are reserved for state officials and must be renewed every year.

He said the law should be strictly enforced against people, especially officials and politicians, who carry guns in public without a permit.

“If you ask what should be done with them, my answer is simple: Arrest them,” Anupong said.

He also said that the sale of firearms online is illegal and the authorities will never permit it. He added that the police and the Digital Economy and Society Ministry are getting ready to crack down on online stores that sell arms.

Gun ownership in Thailand is the highest in Southeast Asia and the 13th highest in the world, according to the independent Geneva-based Small Arms Survey.

As of 2017, 10.3 million guns or 15.1 for every 100 persons in Thailand were owned privately.

Royal Thai Police data indicates that in 2019 alone there were 31,419 gun-related crimes – 6,410 involving registered guns, 24,348 unregistered firearms and 661 rifles.

As per the 2022 Gun Deaths by Country report, Thailand had the third highest number of gun-related crimes in Asia in 2019 after Iraq and the Philippines.

Uganda’s Samuel Kibet clocked 40 minutes and 2 seconds to win the men’s Classic Up & Downhill (10.7km) event. Kenyan Patrick Kipngeno took second in 40.12min while Ugandan Timothy Toroitich sealed total domination for East African runners in third (40.26min).

Uganda’s Rebecca Cheptegei won the women’s event with a time of 46.25min, beating compatriot Annet Chelangat (46.52min) and American Allie McLaughlin (48.31).

The majority of Bangkokians consider Loy Krathong an important festival, a recent poll revealed, while almost all of the respondents want to see more campaigns on eco-friendly krathong.

This year’s Loy Krathong Festival falls on Tuesday (November 8). Dubbed Thailand’s festival of lights, Loy Krathong Festival is marked by people releasing small, decorated floats called krathong into waterbodies to honour the water goddess on the full moon night of the 12th lunar month.

A Bansomdej Poll survey by Bansomdej Chaopraya Rajabhat University, conducted from October 27 to Novemer 2 among 1,229 Bangkok residents, found that 62.7 per cent of respondents think Loy Krathong is an important tradition and know its meaning, while 75.7% know that it falls on November 8 this year.

However, only 48.1% said they would go out to float their krathong on Tuesday night. Of those who planned to go out, 36.1% will go with family, 25.5% with their lovers/boyfriends and girlfriends, 17.2% with their friends, and 21.2% are not sure yet.

Some 43.8% of those who planned to float their krathong will go to Loy Krathong sites organised by the city, which include public piers and parks; 12.9% will visit events hosted by private organisers/businesses; 7.4% will launch the floats at waterbodies near their homes, while the rest have yet to make up their minds.

When asked about their opinion about this year’s festival organisation, 93.3% of respondents said the government should roll out more campaigns promoting the use of eco-friendly krathong – ones made of natural or biodegradable materials.

Meanwhile, 91.3% believe that Loy Krathong would add more waste to canals and rivers, a problem that must be handled efficiently by related authorities, while 75.3% said they were aware that lighting fireworks and releasing lanterns in the air are banned in Bangkok on Loy Krathong night.

Recent data released by a government census agency shows that Thailand has 3.4 million people living below the poverty line as of January this year.

The data was released by the Thai People Map and Analytics Platform (TPMAP), which surveyed people based on the Community Development Department’s 2021 statistics. It also took into account the number of people who registered for a state welfare card to receive monthly allowances from the government this year.

TPMAP surveyed 36.1 million people across the country to see if they had basic necessities. Of the number surveyed, 3.44 million were found living without their basic needs being met and were thus categorised as “poor”.

Of the 3.44 million people classified as poor, 1.03 million had registered for and received state welfare cards, TPMAP said.

The survey also showed that 1.02 million people need urgent help on the following issues:

• Health: 218,757 people

• Living conditions: 220,037

• Education: 272,518

• Income: 506,647

• Access to government services: 3,335

Thailand has 3.4 million poor people, census showsDeputy government spokesperson Thipanun Sirichana said recently that the government will use the data provided by TPMAP to provide help as soon as possible.

The figures provided by TPMAP, however, are different from those provided by the National Statistical Office of Thailand (NSOT).

According to NSOT figures, Thailand had 4.4 million people living below the poverty line in 2021 compared to 8.44 million in 2012. These are the most up-to-date figures available.

NSOT uses income levels as the criteria for classifying poor people and only considers those who earn less than 2,802 baht per month.
