The manager of Xoxo Korean restaurant in Bangkok’s Klong Toei district and 116 diners were arrested on Saturday for allegedly violating the state of emergency.

Of the diners detained, 89 are Thai nationals and 27 foreigners.

The manager, Sirichai Samnakhon, was charged for violating the Communicable Diseases Act by serving alcoholic beverages and operating the restaurant during curfew, which runs from 11pm to 3am.

The 116 diners, meanwhile, were charged for being part of a gathering of 50 or more people in an area that is under maximum control.

Opening the country from November 1 will give Thailand’s tourism industry a much-needed boost, and positive economic growth can be expected next year if the Covid-19 situation is well-managed, the Kasikorn Research Centre said on Saturday.

The centre said the number of foreign arrivals should rise by 64 per cent, especially since the November 1 opening falls within Thailand’s high season.

The centre predicts that 2021 will see a total of 180,000 foreign tourists, 30,000 more than it forecast previously, generating revenue of at least 13.5 billion baht.

The research centre also said the key factors drawing visitors to the country include provinces with low infection rates, special tourist visas and sandbox schemes. The Phuket Sandbox scheme launched in July has proved to be very popular among tourists from the US, UK, Germany and the Middle East.

Meanwhile, Google’s travel insight data shows that more people have been hunting for hotel or accommodation deals in Thailand. Countries with the highest number of searches include Russia, the US, UK, Germany and India. The search centred around Bangkok, Pattaya City, Koh Samui in Surat Thani and Phuket’s Karon and Patong areas.

The research centre added that the most crucial factor to bring Thailand’s tourism sector back would be to properly manage the pandemic by getting more than 70 per cent of the population fully vaccinated.

During a visit to Trang on Saturday, Tourism and Sports Minister Phiphat Ratchakitprakarn said the southern border province should reopen to tourists on December 1 without any problems.

The South of Thailand, especially the provinces of Songkhla, Satun, Trang and Phatthalung, normally attracts up to 5 million tourists from Malaysia. However, the neighbouring country has not yet opened its borders to international travel.

Phiphat said he will negotiate a deal in which tourists can visit Malaysia’s Langkawi Island and Satun’s Koh Lipe before visiting Trang’s tourist attractions like the Koh Muk Island Morakot Caves.

The minister promised that he would ensure at least 70 per cent of the Trang population is vaccinated before the province opens to tourists in December.

A recent poll shows that most Thais are against reopening the country because they fear tourists will bring in new infections and not enough locals have been vaccinated against Covid-19.

The Suan Dusit Poll asked 1,392 respondents what they thought about Prime Minister Prayut Chan-o-cha’s plan to open the country to fully vaccinated foreign tourists from November 1.

Most respondents (59.86 per cent) rejected the plan, while 60.10 per cent said it was not the right time to reopen the country.

The respondents also said Thailand should only open its doors to foreigners if more than 70 per cent of the population has been vaccinated, the outbreak is brought under control and public health facilities are prepared to deal with new variations of the virus.

The survey also showed that most business owners and employees wanted the country to be reopened, though the latter group is also concerned about new infections.

Bamrasnaradura Infectious Diseases Institute increase convenience and speed in booking queues and reduce waiting times for people who want a Certificate of Immunization against COVID-19 or Vaccine Passport to use for international travel on October 21-22. People can pre-registration on October 18.

According to the government’s policy that plans to open the city for tourists, people who want to travel abroad can obtain passport vaccination at the departments designated by the Department of Disease Control in 100 locations across the country.

There are 3 locations in Bangkok and metropolitan area: 

Institute of Disease Prevention and Control,  Bangkok;

Bamrasnaradura Infectious Diseases Institute, Nonthaburi;

and Division of General Communicable Diseases, Department of Disease Control, Nonthaburi.

Surat Thani’s National Health Security Office on Saturday agreed to pay 400,000 baht in compensation to a 20-year-old student whose left leg had to be amputated after she got her second AstraZeneca jab.

The vaccine had reportedly created a blood clot below the knee.

Panida Chantharangsikul, deputy director of the office, said the student, who hails from Phang Nga province, is being treated at Songklanagarind Hospital in Songkhla’s Hat Yai district.

“The office has resolved to give the student 400,000 baht – the maximum compensation for death or permanent disability – in a bid to ease her suffering as soon as possible,” she said.

Bangkok police arrested four pro-democracy protesters on Saturday for allegedly destroying state property.

Pol Maj-General Jirasan Kaewsangek, deputy commissioner of the Metropolitan Police Bureau, claimed the suspects had destroyed a police vehicle and a traffic booth at the Phya Thai intersection on September 29. He also accused them of lobbing firebombs at the Phya Thai Police Station on October 1.

Anti-government protests were held at three sites on Saturday, namely the Bangkok Remand Prison, Supreme Court and Din Daeng intersection.

Jirasan said police officers along with Bangkok Metropolitan Administration and National Housing Authority officials visited residents in Din Daeng flats on Friday to ensure their safety.

He said that since July 2020, 683 anti-government protests have been held in Bangkok, and 366 of the cases are still under investigation.

Trat’s popular Koh Chang island is ready to welcome visitors, while hotels in the adjacent Koh Kood have been fully booked for the upcoming long weekend.

Saksit Mungkarn, chairman of the Trat Tourism Industry Council, said on Saturday that the lifting of Covid-19 restrictions has resulted in hundreds of people flocking to the island.

Meanwhile, over 90 per cent of the rooms in three- to four-star hotels in Koh Chang and neighbouring Koh Kood have been booked for the October 22-24 long weekend. Saksit said Koh Mak, another island in the archipelago, is also showing good signs of recovery.

Citing a recent survey, he said Koh Chang is still one of the top 10 tourist destinations and that the island is ready to welcome visitors because over 70 per cent of its residents will be double-jabbed for Covid-19 by the end of this month.

Thailand recorded 10,863 new Covid-19 cases, though fatalities dipped to 68 on Sunday. Meanwhile, 10,383 patients were discharged from hospitals upon full recovery.

The country’s total caseload from Covid-19 stands at 1,783,701 – 1,657,638 of whom have recovered, 107,790 are still in hospitals and 18,273 have died.

Separately, another 491,693 people were given their first Covid-19 shot in the last 24 hours, 537,658 their second shot and 34,368 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 65,202,741.

According to Worldometer, confirmed cases globally had risen to 241.17 million on Sunday, 218.41 million of whom have recovered, 17.85 million are active cases (79,131 in severe condition) and 4.91 million have died (up by 5,358).

Less rain will be forecast for the North and the Northeast. Still, there remain some heavy rains in the lower Northeast, the lower Central, the upper South and the East regions, The Thailand Meteorological Department said on Sunday (October 17).

The monsoon trough lies across the lower Central, the East and the upper South regions while the weakening southwest monsoon prevails over the Andaman Sea, the South and the Gulf of Thailand. People in risky areas should beware of the severe condition that may cause overflows and flash floods.

The winds in the Andaman Sea and the Gulf of Thailand are weakening with waves 2-3 metres high in the upper Andaman Sea, about 2 metres in the upper Gulf and more than 3 metres high in thundershowers. All ships should proceed with caution and keep off thundershowers, and small boats keep ashore.
