The Cabinet on Tuesday earmarked 1.32 billion baht to cover tuition fees for 660,318 children enrolled in child development centres nationwide.
The remedy, which will provide 2,000 baht per child, aims to ease parents’ burden in the fallout of the Covid-19 crisis, deputy government spokesperson Ratchada Thanadirek said.
The Cabinet on Tuesday approved the Department of Disease Control (DDC)’s plan to purchase 400,000 doses of AstraZeneca vaccine from Hungary.
The DDC chief will sign a bilateral pact with Hungary and a tripartite agreement between the two countries and the drugmaker soon.
“The procurement of additional vaccines is in line with the government’s plan to administer 126.2 million doses of the vaccine against Covid-19 within this year. We are confident that at least 70 per cent of the population will be vaccinated by December,” said government spokesman Thanakorn Wangboonkongchana.
The Public Health Ministry is negotiating the purchase of 200,000 courses of the experimental antiviral drug Molnupiravir with US drugmaker Merck & Co.
“The ministry expects the drug to be registered under the Thai Food and Drug Administration [FDA] by November and the first batch of Molnupiravir to be delivered to Thailand by late next month or early December,” Medical Services Department chief Dr Somsak Ankasil said on Tuesday.
“We cannot reveal the price at the moment due to contract restrictions,” he said. “This contract will only be valid once Molnupiravir is approved by the US FDA, which should be soon.”

Molnupiravir is among several anti-coronavirus drugs currently undergoing Phase 2 and 3 trials overseas. Results of the Phase 3 trial for Molnupiravir – the first antiviral drug specifically developed to fight Covid-19 – are expected by the end of October.
If the drug proves to be effective, it will be used in place of Favipiravir. Both drugs act in the same way – stopping the Covid-19 virus from entering the body’s cells. Patients with mild symptoms will be given 40 tablets of Molnupiravir to take over five days.

“Locanation”, the first online travel agency that does not collect commissions from hotels, was launched this month to offer Thai travellers more choices.
This platform, which is like other online travel agencies like Agoda or Traveloka, was launched on October 1 as part of the Tourism Authority of Thailand (TAT)’s “TAT Travel Tech Startup Season 2” campaign.
The platform can be reached at www.locanation.com.
Locanation founder Pepe Arunanondchai said this website is better than the booking platforms he had developed before.
He said Locanation is the first online travel agency that does not collect commissions from hotels and helps them communicate directly with potential guests.

Pepe said hotels generally pay a 30 per cent commission to travel platforms and most hotels are unable to communicate directly with potential customers.
This platform is available in three languages – Thai, English and Chinese.
Pepe said, initially, the focus will be on local travellers, but expects 20 per cent to be foreigners. He added that by next year he expects 20,000 hotels to have joined the platform.
Locanation also supports the government’s Phase 3 of the “We Travel Together” or “Rao Tiew Duay Kan” travel stimulus scheme, he added.
Investigators looking into the “Joe Ferrari” case have learned that most of the luxury cars the former Nakhon Sawan police station chief had confiscated were stolen overseas.
Records show some of these cars had been “confiscated” even before they crossed the border.
Of the 410 luxury cars seized by ex-police station chief Pol Colonel Thitisan Uthanapol, 270 had been reported stolen overseas, deputy National Police chief Pol General Suchart Theerasawat told the press on Monday.
“Of the 270, 101 had been reported stolen before being seized and 169 were reported after being confiscated,” he said. “We also have evidence showing that other officers were also involved in this scam.

“We believe Thitisan and his gang have been confiscating smuggled luxury cars and submitting them to the Customs Department for auction after pocketing 5 per cent of the estimated price as finder’s fee,” Suchart said. “We are investigating to see if the buyers of these cars are also related to the gang. The investigation team should be able to file charges within November.”
Suchart said most of these cars had been smuggled from Singapore and Malaysia.
Thitisan was arrested on August 26 for allegedly demanding 2 million baht from two drug suspects on August 5 before suffocating the male suspect to death with plastic bags. He then allegedly ordered the doctor to attribute the death to a drug overdose and told the other suspect to remain quiet.
After the station chief’s arrest, the National Anti-Corruption Commission launched a probe into his finances, especially since Thitisan, who is known on social media as “Joe Ferrari” for his lavish lifestyle and collection of sports cars, became unusually wealthy. Thitisan reportedly owns a mansion, several sports cars and assets worth millions of baht.
Communities living along the Chao Phraya River in Bangkok have been warned to keep an eye out for floods as the river is expected to rise by 30 to 50 centimetres for three days from Thursday.
Bangkok governor Aswin Kwanmuang revealed on Tuesday the situation of the northern water flowing through the Chao Phraya Dam. The governor said the amount of water flowing through the capital currently averages 3,088 cubic metres per second, and the water level in the Chao Phraya River is approximately 1.10 metres lower than the river’s embankments. Therefore, it does not affect the area of Bangkok, Pol Gen Aswin said.

“Today, the water base in the Chao Phraya River will reach its highest at about 7pm. In the past 24 hours, the capital area has had little rain and there have been no reports of acceleration points for drainage in the main roads,” he added.
However, the National Water Command Centre (ONWR) has assessed the amount of cumulative rainfall in the upper Chao Phraya River and the Pa Sak River basins. It is expected to be run-offs over the Chao Phraya Dam from the upper basin. The ONWR also expects that on Tuesday the water will flow jointly through Bang Sai district in Phra Nakhon Si Ayutthaya province, at a maximum threshold of 3,050 – 3,150 cubic metres per second which will flow out into the Gulf of Thailand during October 7-10.
“The water level of the Chao Phraya River is expected to increase by 30-50 centimetres from Thursday to Sunday due to high sea level. Therefore, the 11 communities outside the Chao Phraya River embankments in Dusit, Phra Nakhon, Samphanthawong, Bang Kho Laem, Yannawa, Bangkok Noi and Khlong San districts are urged to closely monitor the water situation.
“Bangkok Metropolitan Administration has prepared the arrangement to receive water throughout the area, as well as equipment and surveillance personnel at the risk points, which are ready to operate and help the residents immediately when flooding occurs 24 hours a day. The water situation can be monitored through the Department of Drainage & Sewerage’s website,” said the governor.

The Public Health Ministry said it will continue giving male students their first Pfizer jab but will monitor them for side effects in line with recommendations from Thailand’s Royal College of Paediatricians.
Opas Karnkawinpong, director-general of the Department of Disease Control (DDC), said symptoms of myocarditis and pericarditis, or inflammation of the heart muscle and pericardium, were detected in some of the 12 to 17-year-old boys who had received the mRNA vaccine.
Six out of 100,000 who had received a second Pfizer jab had developed mild symptoms and recovered soon, he said citing a foreign report.

“In Thailand, four out of 130,000 boys who received two Pfizer jabs developed myocarditis, so we have decided to double-jab female students and give male students just one jab. We believe the benefits of the vaccine far outweigh the side effects,” he said.
He added that the vaccination drive covers all students aged between 12 and 17 nationwide, including those being schooled at home and foreign students. The drive also includes university students below 18 and Matthayom students above 18.
“Thailand will get 1.5 million doses of Pfizer vaccine on Wednesday and another 1.5 million doses next week,” he said.
He also advised schools to implement measures to curb the spread of Covid-19, such as improving ventilation, ensuring social distancing and the wearing of facemasks. He said school premises should also be regularly disinfected and rapid antigen tests conducted regularly. He said applying these measures will help prevent schools from becoming new Covid clusters.
Separately, he expects 119 million people in Thailand to be vaccinated by the end of this year, of which 60 million will have received their first shot, 52 million their second shot and 7 million their third.
“Next year, the ministry will start administering the first shot to children aged three to 11. The DDC has signed a contract to purchase 60 million doses of AstraZeneca for them,” he added.
