Eighth lot of Thai rice set for export to China under 1m tonnes deal

China has agreed to import 20,000 tonnes of 5 per cent white rice from Thailand worth $10.4 million to be delivered in June and July, the Department of Foreign Trade said on Sunday.

“This will be the eighth lot of rice that China will import from Thailand under the government-to-government contract of a total of 1 million tonnes,” said Kirati Ratchano, the department’s director-general.

“We hope that the rest 280,000 tonnes under this contract will be delivered within this year.”

The contract is part of the high-speed train cooperative framework between the Thai and Chinese governments, under which China has agreed to buy a total of 2 million tonnes of rice from Thailand throughout the project. The first contract covering 1 million tonnes of rice had been signed and China has imported 700,000 tonnes of rice from Thailand so far.

Under this contract, China can import any kind of rice with no minimum limit per lot.

“The department also has signed MoUs with Bangladesh and Indonesia, who have agreed to buy at least 1 million tonnes of Thai rice per year,” he added.

“We are confident that these contracts will help us achieve the target of 6 million tonnes rice export this year.”

In the first five months of 2021, Thailand has exported 1.77 million tonnes of rice valued at $1.14 billion, down 31 per cent compared to the same period of the previous year. The department cited shipping container shortage, increasing freight fees and the fact that Thai rice is more expensive than that of competitors as reasons behind the drop in exports.

Cambodian workers head for the exit as construction camps close from today

More than 200 Cambodian workers showed up at Kab Cherng immigration checkpoint in Surin province on Sunday to return to their homeland following the government’s order to shut down construction camps in Bangkok and four southern provinces to curb the spread of Covid-19.

Prime Minister General Prayut Chan-o-cha said on Friday that the meeting of the Centre of Covid-19 Situation Administration chaired by him had rejected a proposal to lockdown Bangkok and its perimeter areas as well as the four southern provinces of Songkhla, Pattani, Yala and Narathiwat, but instead would shut down starting on Monday construction sites that had reported infections for a month.

Prayut said the Ministry of Labour would compensate affected Thais and migrant labourers.

“Their employers brought them here on pickup trucks and left them at the checkpoint after the PM’s order was issued,” said an official at the checkpoint. “Officials have to speed up the border-crossing process to reduce crowding at the checkpoint which could increase the risk of Covid-19 spreading in the province.”

Workers waiting to cross the border were ordered to strictly remain at the checkpoint and refrain from wandering to nearby communities or markets to prevent the spread of the virus.

“So far three immigration officers at Kab Cherng checkpoint have contracted Covid-19 despite strict disease control measures being followed,” said the officer.

Visitors to Phuket using water transport face strict Covid screening

The Marine Department launched measures in Phuket on Sunday to screen travellers arriving and departing by water transport in a bid to prevent the spread of Covid-19.

The move came after the Cabinet on Tuesday approved the Centre for Covid-19 Situation Administration (CCSA)’s proposal to reopen Phuket on July 1 and three islands in Surat Thani – Koh Samui, Koh Phangan and Koh Tao – on July 15.

The measures are as follows:

▪︎ Three piers — Ao Chalong, Rassada and Ao Po — will be checkpoints for screening travellers’ arrivals and departures via water transport.

▪︎ Foreign travellers can leave Phuket by yacht at five yacht piers — Yacht Haven Marina, Ao Po Grand Marina, Phuket, Royal Phuket Marina and Marina Ao Chalong — but they must inform the officials at least six hours before departure.

▪︎ Foreign travellers must comply with Covid-19 preventive measures, use tracking application on smartphone and vessel (if any) and contact officials before arrival and departure.

▪︎ Thai nationals and foreign expats (except children aged below six years) who wish to enter Phuket must have received two jabs of Covid-19 vaccines or an AstraZeneca jab at least 15 days before travel, or must have recovered from Covid-19 at least 90 days before travel, or test negative not more than seven days before departure. Also, they must use a tracking application.

▪︎ Transport operators and their officials must disinfect vessels regularly, provide hand-sanitising gels on the vessel, wear a face mask, arrange seats in line with social distancing principles and limit the number of passengers. If using air-conditioned vessels, they must improve the air ventilation system as well.

▪︎ Pier operators must disinfect piers regularly, provide hand-sanitising gels, wear a face mask, arrange seats in line with social distancing principles and screen officials and passengers’ symptoms.

Also, they must report information related to passengers’ arrivals and departures to related government agencies every day.

Red zone province Samut Sakhon up in arms over vaccine supply #SootinClaimon.Com

Red zone province Samut Sakhon up in arms over vaccine supply

Many Samut Sakhon people have updated their social media profiles to “reclaim vaccines for Samut Sakhon”, led by the Federation of Industries and the Provincial Chamber of Commerce, to protest against inadequate supply of doses to the red zone province.

The government aims to provide 10 million doses of the vaccine nationwide in July. However, Samut Sakhon, which has been hit hard by the pandemic for more than six months, has received only 70,000 doses of the vaccine of the previous plan to allocate 330,000 doses to Samut Sakhon.

Chathip Tangkulpaisarn, chairman of the Samut Sakhon Chamber of Commerce, said on June 21 the group had sent a letter to Prime Minister General Prayut Chan-o-cha to review the Covid-19 vaccine allocation as supply is limited. “But, I think, it should be increased. Maybe there will be a way out. At the moment, almost 200 people in Samut Sakhon are infected per day. There are various factories in Samut Sakhon, ranging from food, textiles, even children’s toys and snacks. Factories with infected people have to temporarily suspend production, close the zones, and some factories may have to be suspended. This will affect production on the whole,” said Chathip.

The third wave of coronavirus infections in Samut Sakhon is mostly the variant first seen in Britain and mainly infects the Thai population. Samut Sakhon has vaccinated about 110,000 people, or about 10 per cent of the population. The population of Samut Sakhon includes both local people and migrant workers who come to make a living in the area, both Thais and foreigners, totalling around 970,000 people. The vaccine is given mainly to Thai people and not foreign workers.

Since the third wave of the coronavirus outbreak (in April), factory workers in estimated 100 factories have been infected.

Samut Sakhon has more than 6,000 industrial factories. There are also other small establishments, totalling about 110,000, with approximately 700,000 workers in the province — 300,000 of them foreign workers.

“Covid infection in this round has already started to have some impact on the export sector, for example some industry groups have slowed down after receiving orders, as there is a shortage of at least 50,000 workers,” said Chathip.
