Eight soldiers overseeing construction sites infected, curbs on labourers take effect
Eight military inspectors, who had not been vaccinated and were overseeing construction sites, tested positive for Covid-19 on Saturday.
More than 100 military officers are in this risk group.
Earlier Prime Minister Prayut Chan-o-cha had ordered the closing of construction sites for one month to contain the spread of Covid-19.
Restrictions have been imposed on workers’ camps and construction sites in the Bangkok area, including controlling the movement of people in the four southern border provinces (Songkhla Province, Yala Province, Pattani Province and Narathiwat Province) by not allowing labour movement in all cases.
The Centre for Covid-19 Situation Administration had issued control measures on construction workers in Bangkok and surrounding areas, and soldiers had been dispatched to oversee these areas since early June.

The Royal Gazette website on Saturday announced measures to contain the spread of Covid-19 in Bangkok, Nakhon Pathom, Nonthaburi, Pathum Thani, Samut Prakan, Samut Sakhon, Narathiwat, Pattani, Yala and Songkhla provinces.
The announcement, signed by Prime Minister Prayut Chan-o-cha, was in line with Section 9 of the Emergency Decree on Public Administration in Emergency Situation BE 2548 (2005).
The new measures, which will come into effect on Monday, require that:

2. Restaurants must provide only take home services.
3. Department stores, shopping malls and community malls can be open until 9pm, but they must close theatres, cinemas, water parks and food courts, increase the distance between waiting seats and improve the efficiency of air ventilation systems.
4. Hotels, exhibition centres, convention centres and exhibition venues can remain open as usual, but they must refrain from holding meetings, seminars and catering.
5. People must refrain from gatherings of over 20 persons without permission.

Phuket issues regulations for foreign arrivals under sandbox scheme
Phuket authorities issued a list of regulations on Friday to be implemented when the province opens to foreign visitors under the sandbox scheme on July 1.
Under the scheme, foreigners who can verify they have been fully inoculated against Covid-19 and test negative can fly into the province and move around freely without having to quarantine. After staying in Phuket for 14 days, they can travel to other provinces if they test negative for a second time.
From July 1, foreigners will be allowed into Thailand via Phuket International Airport provided:
• They come from a low- or medium-risk country based on criteria set by the Public Health Ministry and Tourism Authority of Thailand. The traveller will have to prove they have stayed in the said country for at least 21 days before entering Phuket.
• They hold a certificate of entry (COE).
• They have been fully inoculated against Covid-19 with a vaccine approved in Thailand at least 14 days before entry and hold a vaccine certificate. Children under six can travel with their vaccinated parents.
• They hold a certificate proving that Covid-19 was not detected via the RT-PCR method up to 72 hours before departure.
• In cases where infection is detected, the traveller must have received two jabs of the vaccine at least 14 days before departure.
• The traveller must hold an insurance policy worth no less than US$100,000 which covers medical expenses for Covid-19 and other conditions during their entire stay in Thailand.
• They must undergo an RT-PCR Covid-19 test at least three times: First upon arrival at Phuket Airport, second on day six or seven, and third on day 12 or 13. The traveller is required to spend the first day/night in isolation until the test result is out.
• Travellers can only stay in hotels that have received the SHA Plus certificate for 14 nights before being allowed to travel to other parts of the country. If travellers are in Thailand for less than 14 days, then they must fly out of Phuket at the end of their stay.
• Verified travellers will be free to travel around in Phuket and engage in tourism activities as well as visit establishments that have received the SHA Plus certificate, while strictly following disease control measures.
• Every visitor is required to install the Thailand Plus and Mor Chana smartphone applications, so they can be tracked during their stay in Thailand.
The above measures are also applicable to foreigners entering the province by land or sea.
Failure to comply with these measures will be considered a violation of the Communicable Diseases Act and may result in revocation of permission to stay in the country under the Immigration Act.
Troops monitor construction camps to ensure nobody heads home
Troops were deployed on Saturday to monitor all workers’ camps in Bangkok and its vicinity to ensure nobody escapes before the camps go under lockdown next week.
On Friday, the Centre of Covid-19 Situation Administration (CCSA) rejected the lockdown proposal for the capital and adjacent areas. However, as CCSA chief, Prime Minister Prayut Chan-o-cha decreed that all construction sites with reported infections will be shut down for a month.
Worried that workers will head to their hometowns and spread the virus further, Defence Forces chief General Chalermpol Srisawat ordered troops to monitor all camps.
Meanwhile, the Labour Ministry has announced that it will cover 50 per cent of the workers’ wages. Workers are also allowed to continue working or be shifted to other construction sites depending on the business owner’s decision.

Gunman hopes he is last Thai soldier to go berserk
The gunman who allegedly shot dead a 7-Eleven staff member in Bangkok and then a Covid-19 patient in Pathum Thani, reportedly said on Saturday that he hopes he’s the last soldier to be involved in a shooting.
On Thursday, Kawin Saengnilkul, 23, reportedly shot dead a 7-Eleven employee in Bangkok’s Phaholyothin area. The reason for this shooting was that he did not want to pay for the bottles of beer he had broken while shopping.
Later, he apparently fired multiple shots through a glass door in Thanyarak Hospital in Pathum Thani and then shot dead a 54-year-old Covid-19 patient who was getting out of the toilet.
He then fled the scene in a white pickup truck to his relative’s house in Ranong, before eventually surrendering to police.
Kawin was a former soldier who had been relieved of his duties in 2019. He also reportedly underwent treatment for post-traumatic stress disorder (PTSD) in 2019 and 2020, which was allegedly caused by a violent situation within the Army.
On Saturday, the man was taken to court for an arrest warrant. Also, present were the suspect’s family, who told the press that Kawin was very sorry for his action and had said he hoped he is the last soldier to go berserk.
His family has also demanded that those behind Kawin’s PTSD should come forward and take responsibility.
