The Rice Department chief on Thursday blamed “unauthentic rice seeds” for Thailand’s defeat to Cambodia in a global competition for the best fragrant rice this year.

Department director-general Natthakit Khongthip was commenting on the victory of Cambodia’s Phka Romduol rice, which bagged the World’s Best Rice 2022 award at the World Rice Conference in Phuket on last Thursday.

Sixty varieties of rice from all over the world were judged in the competition.

Chukiart Opaswong, honourary president of the Thai Rice Exporters Association, said Thai jasmine rice was beaten by just one point by the Cambodian rice because of fragrance. He quoted the American judges as saying the Cambodian rice is more fragrant than Thai jasmine rice.

Thailand’s Khao Dawk Mali 105 is the most well-known exported rice and has always been loved by consumers during the past 60 years since the variety was certified by the Rice Department, Natthakit said.

But, he noted, consumers have complained in recent years that Thai jasmine rice seemed to lose its fragrance, leading to doubts whether the seeds were good quality ones or whether the Khao Dawk Mali 105 variety had been contaminated or had mutated.

Natthakit said that after he assumed his post, he ordered the research and rice variety development division to investigate to find the real cause of Thai jasmine rice losing its pleasant smell.

The director-general said the division found that the seeds provided by the Rice Department did not cause such issues and the rice maintained its famed fragrance, but farmers like to plant rice with seeds from their previous harvests.

He said Khao Dawk Mali 105 should be planted in fertile sandy soil in the Northeast so that the paddy fields dry when the rice flowers start to accumulate powder and develop the 2Acetyl-1-Pyrroline substance that creates fragrance.

Also, if the so-called winter is long with temperatures varying between 20 and 25 degrees Celsius, the fragrance in the rice would stay for a long time and consumers would enjoy it, Natthakit felt.

Farmers must drain their paddy fields seven days after the plants start to flower, he advised.

Jasmine rice should be harvested about 25 to 30 days after flowering and the harvested rice must be kept for no more than five months in cool storage between 20 and 25 degrees to maintain the fragrance, Natthakit added.

Fifa has threatened to revoke Thailand’s right to broadcast the final World Cup matches after it found the country’s transmission access was “also being used in other countries”, the Sports Authority of Thailand (SAT) said on Wednesday.

Fifa’s warning prompted SAT to immediately notify the National Broadcasting and Telecommunications Commission, urging the telecom watchdog to ensure all parties involved in the broadcasting of the World Cup 2022 finals – being held in Qatar until December 18 – strictly abide by Fifa’s broadcasting transmission encryption standard.

SAT governor Kongsak Yodmanee said on Wednesday that these parties are five multiplexer DTTs, Thaicom, and all companies providing set-top box (STB) services.

Fifa has asked the broadcasters to strictly encrypt its over-the-air transmissions at least to the minimum standards of “Biss CA Director” or “Power/u”, said Kongsak.

Furthermore, Thaicom and the providers of STB services cannot use the Biss 1 Simultcrypt as they are now doing, he added.

“Failure to comply with these rules will result in Thailand’s broadcasting rights being forfeited,” Kongsak added.

Thailand successfully hosted the APEC Economic Leaders’ Week (AELW) at Queen Sirikit Convention Center in Bangkok from November 14 to 19, 2022, with the series of high level meetings, discussions and events a culmination of Thailand’s year chairing the Asia-Pacific Economic Cooperation.

With the conclusion of the 29th APEC Economic Leaders’ Meeting on November 19, APEC 2022 was officially brought to a close. The year proceeded under the theme “Open. Connect. Balance.”, and all three priorities remained at the forefront of talks during AELW.

Meanwhile, coordination was called for across APEC to bolster sustainability through the Bangkok Goals. The four commitments of the document are climate action including net zero greenhouse gas emissions, sustainable trade and investment, conservation, sustainable use and management of the environment and natural resources, including biodiversity, and resource efficiency and sustainable waste management towards zero waste.

Adoption of the goals was counted among the three key deliverables from this year, alongside the FTAAP Agenda Work Plan 2023 – 2026, which is seeking to take forward the refreshed conversation on the Free Trade Area of the Asia Pacific (FTAAP) in the post-COVID context, and the Safe Passage Taskforce’s recommendations on how APEC’s safe passage work should be carried forward to continue building resilience in the region’s travel infrastructure against future disruptions.

Climate change has brought challenges but also opportunities for sustainable development, Thailand Greenhouse Gas Management Organisation executive director Kiatchai Maitriwong said on Wednesday.

He made the remarks during the online seminar “2022 The Annual Petroleum Outlook Forum: Thriving amid Global Energy Volatility towards Sustainable Future”.

Apart from flood, drought and forest fires, he said climate change also brought opportunities, such as carbon credit, contributions for developing countries to deal with climate change and green bonds.

“The problem of climate change is bigger than the economy and energy as it affects people directly,” he said.

He said the government has launched a policy for green transition, such as carbon capture and utilisation system and tree planting campaign for generating carbon credit.

He added that the government also paid attention to waste management and greenhouse gas reduction in the agriculture and industrial sectors.

“If we can change, it will become an opportunity,” he said.

He said the Bio-Circular-Green (BCG) economy model will enable Thailand to achieve sustainable development goal, adding that technology is a crucial part of the BCG economy model.

“We will be a follower if we wait, but we will be a leader if we do it now,” he said, adding that business entrepreneurs should not be careless about sustainable development.

Meanwhile, the permanent secretary at the Energy Ministry, Kulit Sombatsiri, said Thailand would increase the proportion of renewable energy to tackle rising fuel prices in the long term.

He said the ministry has set up the National Energy Plan, focusing on increasing the number of electric vehicle users, promoting energy savings and using various kinds of renewable energy, such as solar power, biogas and hydropower.

“These are challenging issues as financial institutions would no longer grant loans for fossil fuel power plants, while the demand for 100% renewable energy manufactured electricity is expected to increase,” he said.

Cooperation between the government, the private and public sectors is key to tackling climate change and driving Thailand toward sustainability, he said.

He added that many companies are paying attention to environmental, social, and corporate governance (ESG) principle to achieve their sustainable goal.

Bank of Thailand (BOT) Assistant Governor of Financial Institutions Policy Group Tharith Panpiemras said the central bank is focusing on long-term issues, including household debt and transition to the digital and green economy.

He added that many countries worldwide are paying attention to transitioning to a green economy in response to climate change.

“Hence, financial institutions must have a role in the green economy transition to keep up with global trends,” he said.

The BOT is setting up a road map to enable the government and private sectors to cooperate on the transition to a green economy, he said.

He urged business entrepreneurs, including small and medium enterprises (SMEs), to work on the environmental, social and governance principle to enable Thailand to achieve its sustainability goal.

The number of Thai tourists to Japan has increased more than four times — from 7,600 in September to 34,000 this month — with a million more people expected to come in 2023, as Japan ended its Covid-19 entry restrictions and eased visa requirements.

Thai-Japan Tourist Association president Anake Srishevachart forecast that Japan will see more than 10,000 Thai travellers visiting the country during the fourth quarter of this year.

“In 2023, if there is no repetition of the pandemic outbreak and the flights between Thailand and Japan are back on track, the number of Thai travellers to Japan will return to the normal level — 1.3 million people —equivalent to the 2019 pre-Covid-19 level,” said Anake.

He added that more than a million people are expected to come in 2023 to benefit from the depreciation of the yen.

A report from Japan National Tourism Organization (JNTO) said that of the 31 million foreign visitors to Japan in 2019, 1.3 million are Thai, accounting for 4.1% of visitors, while Thailand is ranked sixth among the most travellers to Japan, behind South Korea, China, Hong Kong, Taiwan, and the United States. However, Thailand was the only one in the Asean region with more than a million tourists entering Japan.

However, it is believed that the number of Japanese tourists going to Thailand is contracting due to a lack of airline flights and the depreciation of the yen.

The president of the Japan Association of Travel Agents (JATA)Tadashi Shimura, said on November 19 at the Japan-Thailand Tourism Seminar held by JNTO that he did not think depreciation of the currency is an obstacle for Japanese to visit Thailand because the baht is in a similar situation. If airlines increase their Thailand-Japan flights, it would help generate more demand for travel, he said.

JATA revealed that they had used “content” to urge Japanese to visit Thailand. Instead of Bangkok and Chiang Mai, they presented the beauty of those in secondary provinces such as Songkhla, Khon Kaen, Buri Ram, and Kanchanaburi.

Also, the association intended to boost the collaboration between management agencies through digital channels to deal with changing travelling trends.

Statistics from the World Tourism Organization (UNWTO) showed that 226 million Japanese tourists visited foreign countries during 2011-2019. Of the total, 79 million travellers went to East Asia while 40 million people went to Asean countries.

“In 2019, specifically, the number of Japanese people visiting Thailand [1.8 million] and Thai people visiting Japan [1.3 million] were more or less balanced,” said Shimura.

The Royal Thai Police on Wednesday said that 656 people had been arrested during the past four days for gambling on results of Fifa World Cup 2022 matches.

Assistant National Police chief Pol Lt-General Phanurat Lakboon said that 454 suspects had been arrested on Tuesday alone in a crackdown on offline and online World Cup gambling.

Three bookmakers, 404 bettors and four bet receivers were arrested for offline gambling while one bookmaker and 42 bettors were arrested for online gambling.

During the four days, nine bookmakers, 587 bettors and five bet receivers were arrested for offline gambling, while the crackdown on online gambling netted two bookmakers and 67 bettors.

So far, police have seized 729 betting tickets with betting value of 151,820 baht and cash worth 39,240, Phanurat added.

Alleged Chinese drug-ring boss surrenders to police in Bangkok

A Chinese businessman, who became a naturalised Thai after marrying a police colonel, turned himself in to a special team of police officers on Wednesday afternoon, strongly denying he was the boss of a drug ring.

Chainat Kornchayanan, who was referred to as “Tuhao” by former massage parlour tycoon Chuwit Kamolvisit, surrendered to the police team – which is in charge of a crackdown on Chinese mafia bosses – at the Police Club on Vibhavadi Rangsit Road at 1pm.

The South Bangkok Criminal Court had earlier issued an arrest warrant for Chainat on two counts:

– Allegedly collaborating with more than two accomplices to commit drug-related crimes.

– Allegedly collaborating with others to sell drugs and being in possession of narcotics with an intention to sell them.

Armed with the arrest warrant, the team, headed by deputy National Police chief Pol General Surachate Hakparn, combed two locations in Bangkok on Wednesday morning but did not locate Chainat.

One of the locations is the house of his wife, who is an officer at the Foreign Affairs Division of the Royal Thai Police.

She told investigators her husband does not stay at the house but she would tell him to surrender later in the day.

Alleged Chinese drug-ring boss surrenders to police in BangkokThe police had stepped up crackdowns on alleged Chinese mafia bosses after more than 200 Chinese nationals were arrested at a drug party in Bangkok’s Sathorn area on October 25.

The Metropolitan Police busted a restaurant/karaoke joint on Charoen Rat Road after receiving complaints that the establishment was allegedly hosting a secret drug party for foreign tourists as well as gambling for its patrons.

After the bust, Chuwit came out to claim that he knew several Chinese mafia bosses had been running illegal businesses in Thailand, prompting the Royal Thai Police to set up a special team to step up their crackdowns.

Once Chainat arrived at the Police Club, he was taken into an interrogation room under observation by an army of reporters outside.

He shouted back at reporters that he was not involved in any drug trade as alleged in the arrest warrant.

“I’ve assigned my lawyer to explain about the evidence police claim to have against me to obtain the arrest warrant,” Chainat said.

He added that his lawyer would lodge a request for his release on bail.

Surachate told reporters after the surrender that police would proceed with the case in a “straightforward manner without fear of any influence”, although it was reported that Chainat was an influential individual with the backing and support of certain politicians in power.

Police are still trying to locate another suspect, identified as Chen Yang, Surachate added.

Thai cabinet endorses IORA summit’s Dhaka Communique

A Cabinet meeting on Tuesday approved the draft outcome of the 22nd Meeting of the Indian Ocean Rim Association (IORA) Council of Ministers, while endorsing the Dhaka Communique.

The 22nd meeting commenced on Tuesday and wraps up on Thursday in Dhaka, Bangladesh.

The Dhaka Communique acknowledges accomplishments made by various mechanisms under IORA that aim to promote post Covid-19 economic recovery and climate action, such as Indonesia’s drafting of the Strategic Framework for Marine Debris Action in the Indian Ocean, and France’s development of the guidelines to prevent imports of illegal fishing products into supply chains of IORA member countries.

It also recognises Saudi Arabia as the bloc’s 11th dialogue partner.

Furthermore, the Communique acknowledged IORA’s Gender Pledge on International Women’s Day 2022, which aims to promote gender equality under international standards by maintaining an average of 40:40:20 (women to men to any gender) attendance ratio across all IORA meetings, activities and events by 2030.

The Indian Ocean Rim Association, established in 1995, is an international organisation consisting of 23 states bordering the Indian Ocean, including Thailand, and 10 dialogue partners. IORA’s priority areas are maritime safety and security, trade and investment facilitation, fisheries management, disaster risk management, tourism and cultural exchanges.

Deputy government spokesperson Ratchada Thanadirek said on Wednesday that the Dhaka Communique is relevant to Thailand’s policy to promote post Covid-19 economic recovery, marine connectivity, sustainable fisheries, and women’s economic empowerment.

A man was hospitalised after his car hit a wild elephant on Highway 3077 at the Nakhon Nayok-Nakhon Ratchasima border on Tuesday.

Officials are frantically trying to find the injured animal to provide it with treatment.

Kawin (last name withheld), 49, was pried out of his mangled car after it reportedly hit an elephant that was crossing the road at the km 35 marker of the highway, which heads to Khao Yai National Park in Nakhon Ratchasima.

He suffered from a torn muscle on his right arm and was rushed to Pak Chong Nana Hospital in the province.

Kawin told officials he could not see the road clearly as it was dark. He saw the elephant running away into the woods after the impact.

Khao Yai National Park chief Chaiya Huayhongthong said park rangers have been dispatched to track down the animal, hoping to locate it and treat its wounds before the injuries cause more damage to the unfortunate animal. After a full night’s search and as of Wednesday morning the elephant was still not found.

Chaiya said the park had put up warning signs along the road where wild elephants often cross to the other side. He advised motorists to use extra caution and maintain the speed limit when using the road.

People should also refrain from feeding wild animals or causing loud noise, which might startle them, he added.

A local said he believed the injured elephant was the one called “Woi Wai” by locals. It is a young male elephant who just recently separated from the herd and preferred to walk alone.

Woi Wai is a mild-mannered elephant and has never shown any traits of violence, he added.
