Close to the grand conference centre in Bangkok where world leaders are meeting this week, a plethora of marijuana shops – the Thai capital’s latest tourist draw – are bustling despite a controversy that threatens the growing sector.

Shops selling homegrown and imported strains, pre-rolled joints and gummies have sprung up rapidly since Thailand decriminalised cannabis earlier this year.

New cafes with names like MagicLeaf and High Society are located just minutes from the meetings of the Asia-Pacific Economic Cooperation (Apec) summit.

But the proliferation of such businesses has sparked a backlash from politicians and doctors, who say legalisation was pushed through in a regulatory vacuum and are now calling for tougher rules or even a return to prohibition.

A cannabis regulation bill governing cultivation, sale, and consumption has been delayed in Parliament, causing confusion over what aspects of the herb will be legal.

“We’re in a vacuum,” one senator, Somchai Sawangkarn, told a domestic broadcaster on Wednesday, adding that rules issued by the Health Ministry had not curbed recreational use.

Southeast Asia has strict laws prohibiting the sale and use of most drugs, but Thailand became a major exception in June, when it dropped cannabis from its list of narcotics.

The move was spearheaded by Health Minister Anutin Charnvirakul, who framed marijuana as a cash crop for farmers and championed its medical use. Instead, recreational use exploded.

Authorities then rushed through piecemeal updates to regulations, clarifying that cannabis could not be sold to children or near schools and temples.

Netnapa Singathit opened a smoking room for a short while at her RG420 cannabis store in central Bangkok, but she switched to serving drinks after authorities banned such facilities.

She called for regulation that standardises quality, adding: “We are concerned about operators who are not compliant, and customers end up with bad products.”

Recent weeks have brought a wave of news reports about hospitalisations and weed use by children.

The chief of Thailand’s association of forensic physicians, Smith Srisont, asked a court last week to relist cannabis as a narcotic.

“It was wrong to not have governing laws before unlocking cannabis … it is not being used medically, but recreationally,” he told reporters.

Yet with major profits to be had, many business owners are relaxed about coming changes. Anutin has ruled out recriminalisation, but supports greater regulation.

Akira Wongwan, the chief executive of medical cannabis business Adam Group, said profit margins for recreational cannabis were “super high”.

The sector could be worth $1.2 billion by 2025, estimates the University of the Thai Chamber of Commerce.

“Most people still think at least they can get the profits now, even if regulations change,” said Akira.

Thailand and Vietnam opened a new chapter in their strategic partnership as their leaders met ahead of this weekend’s Apec summit in Bangkok, the Thai Foreign Ministry said.

Prime Minister Prayut Chan-o-cha hosted President Nguyen Xuan Phuc at Government House for talks on a broad range of issues around economic, political and security cooperation, according to the ministry.

Both leaders tasked their defence and security agencies to intensify cooperation within existing frameworks to jointly tackle emerging security issues over maritime, cyber and transnational crime, said the ministry statement.

On economic cooperation, the two leaders agreed to tighten ties in all areas, aiming to achieve the bilateral trade target of US$25 billion by 2025. Work will be done to ease import-export procedures, reduce trade barriers, and facilitate cross-border trade and transit of goods to third countries.

Both sides also agreed to cooperate in new areas of economic opportunity, especially the digital economy and green economy in which they have immense potential, the statement added.

The two leaders voiced their commitment to enhancing the Thailand-Vietnam economic partnership through the “Three Connects” strategy focused on supply chains; grassroots economies, especially MSMEs and local businesses; and sustainable growth strategies. Thailand’s strategy for sustainable growth is the Bio-Circular-Green (BCG) Economy Model while Vietnam has the Green Growth Strategy.

After the meeting, the two leaders witnessed the signing of five documents, namely the Plan of Action on Implementing the Thailand-Vietnam Strengthened Strategic Partnership 2022 -2027; an agreement on mutual judicial assistance between Thailand and Vietnam; the forging of Thailand’s Khon Kaen and Vietnam’s Da Nang as sister cities; an MoU between the Thai Board of Trade and Vietnam Chamber of Commerce and Industry; and a bilateral trade and investment facilitation agreement between the Export-Import Bank of Thailand and Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank).

On Thursday, President Phuc opened the Thailand-Vietnam Business Forum with Parliament president and House speaker Chuan Leekpai, who also chairs the Vietnam Friendship Association. President Phuc also oversaw the launch of the “Vietnamese Week in Thailand 2022” exhibition, and the Thailand and Vietnam Cross-border QR Payment Linkage, as well as meeting with the Vietnamese community in Thailand and Thai people of Vietnamese descent.

Thailand and Japan hailed the elevation of their ties to a “Comprehensive Strategic Partnership” as their two leaders met in Bangkok ahead of this weekend’s Apec Leaders’ Meeting.

Prime Minister General Prayut Chan-o-cha hosted Japan’s Kishida Fumio at Government House after their foreign ministers had signed “The Five-Year Joint Action Plan on Japan-Thailand Strategic Economic Partnership” earlier on Thursday.

Japan remains the biggest foreign investor in Thailand, driven by its vast auto manufacturing hubs in the Eastern Economic Corridor.

The Thai Foreign Ministry said the Five-Year Joint Action Plan will serve as a mid-term guideline for the economic relationship from 2022-2026 in three areas of cooperation:

– Human resource development, regulatory reform, innovation

– The Bio-Circular-Green (BCG) Economy

– Infrastructure

The ministry said the elevation of ties “reflected the shared strong determination to advance cooperation on all fronts amidst present and emerging challenges of the evolving regional and global landscapes”.

The two leaders also welcomed the 135th anniversary of Thailand-Japan relations on Thursday.

Essential to APEC Economic Leaders’ Week (AELW) 2022, hosted by Thailand at Queen Sirikit Convention Center in Bangkok, were the Concluding Senior Officials’ Meetings (CSOM) that took place in three sessions from 15-16 November, 2022.

The meetings finalized matters of discussion from this year’s senior officials’ meetings and drafted them into documents to be presented to APEC leaders for their consideration and approval.

Attended by 21 APEC Senior Officials, the first two sessions focused on trade and investment issues under APEC 2022’s priority of “Open to All Opportunities” as well as seamless connectivity in both the physical and digital realms under the priority of “Connect in All Dimensions”.

Highlighted by the officials were the Free Trade Area of the Asia-Pacific (FTAAP), APEC Economic Policy Report 2022, the APEC Internet and Digital Economy Roadmap (AIDER) and APEC Safe Passage Taskforce’s recommendations.

Talks reiterated that APEC intends to bring new momentum to the FTAAP discussion, drawing on lessons from COVID-19 as well as to reconnect the region and rebuild the travel and tourism sectors hard hit by the pandemic. Both the FTAAP multi-year work plan and APEC Safe Passage Taskforce’s recommendations have been underlined as key deliverables of Thailand’s APEC host year.

The third CSOM session on Wednesday, 16 November, 2022, centered on the “Balance in All Aspects” priority, in particular, the latest status of the draft Bangkok Goals on BCG Economy to be submitted to APEC Ministers for consideration and APEC Leaders for endorsement.

The four goals of the draft are climate action including net zero greenhouse gas emissions, sustainable trade and investment, conservation, sustainable use and management of the environment and natural resources, including biodiversity, and resource efficiency and sustainable waste management towards zero waste.

Senior officials also noted Thailand’s proposal on the annual APEC Bio-Circular-Green (BCG) Award to recognize exemplary implementation of BCG economy approaches to advance sustainable and inclusive growth.

The Bangkok Goals on BCG Economy and the Annual BCG Award are to form a legacy for Thailand’s APEC host year and it is the hope that these developments will accelerate APEC’s sustainability agenda in a more holistic and integrated manner.

Thailand has secured a deal with football’s world governing body Fifa for the rights to broadcast all 64 matches of the 2022 World Cup for US$33 million (about 1.4 billion baht), Sports Authority of Thailand (SAT) governor Kongsak Yodmanee disclosed on Thursday.

He credited Deputy Prime Minister Prawit Wongsuwan for successfully securing sponsorship from the private sector.
“The next steps involve signing an agreement with Fifa and preparing for live broadcasts,” Kongsak said.
The SAT on Wednesday called a meeting with Thailand’s 21 digital TV stations to discuss possible live broadcasts of the World Cup matches.
A press conference is expected by Friday regarding details of the broadcast schedule.
This year’s tournament is being hosted by Qatar from November 20 to December 18. Thirty-two national teams will play 64 matches in pursuit of the sport’s most prestigious trophy.

Thailand secures World Cup broadcast rights for THB1.4 billion

Earlier media reports said the rights to broadcast the quadrennial football extravaganza would cost 1.6 billion baht.
The SAT, tasked with securing money for the rights, earlier this month was promised 600 million baht from the National Broadcasting and Telecommunication Commission’s Broadcasting and Telecommunications Research and Development Fund for Public Interests.
The sports agency later managed to secure more funding from the country’s three major conglomerates — True Corporation, Thai Beverage, and PTT.
Prawit had assured football fans in Thailand that they would be able to watch all World Cup matches live and for free, as the government would buy the broadcasting rights.

Chinese President Xi Jinping arrived in Thailand on Thursday afternoon for the Apec Summit to be held on Friday and Saturday.

He and his wife Peng Liyuan were welcomed upon their arrival at Suvarnabhumi Airport by Prime Minister Prayut Chan-o-cha and his wife Naraporn, as well as other Thai Cabinet members.
Xi will join other leaders from the 21 member economies of the Asia-Pacific Economic Cooperation who convene for their annual meeting this year at Bangkok’s Queen Sirikit National Convention Centre amidst tight security.
This is Xi’s first official visit to Thailand as China’s president. Xi had previously visited the kingdom as China’s vice president in December 2011.

The Chinese leader is scheduled to meet PM Prayut to discuss a range of topics at Government House after the summit wraps up, according to the Thai Foreign Affairs Ministry.
Among the topics on their meeting agenda is closer bilateral economic ties on the 10th anniversary of the two countries’ strategic partnership this year. Both nations also plan to celebrate the 50th anniversary of their diplomatic relations in 2025.
The two leaders are expected to discuss economic cooperation between Thailand and China, particularly in industries with high potential, such as electric vehicle manufacturing.
Both countries have agreed to promote more air travel and recovery of high-quality tourism, in addition to education, culture, media and information. Also, Thailand and China will cooperate in the suppression of transnational crimes, drug smuggling, online gambling, and fake call-centre scams.

A total of 189 budget-friendly dining venues across Thailand have been selected for the 2023 Michelin Guide’s Bib Gourmand list, it was announced on Thursday.

Street food eateries make up a significant part of the entries — 84 in total, compared to 105 restaurants.
The 2023 Bib Gourmand selection comprises 82 restaurants and food shops in Bangkok and its surrounding provinces, 13 in Ayutthaya, 27 in Chiang Mai, 23 in Phuket, and 11 in Phang-nga.
Another 33 are in the four representative cities of Thailand’s Northeast (Isaan) region — newly covered in the sixth edition of the Michelin Guide Thailand. There are nine eateries in Nakhon Ratchasima, 11 in Khon Kaen, six in Ubon Ratchathani, and seven in Udon Thani.
Out of the 189 venues, 53 have made it to the list for the first time while six are promoted entries.

Thursday’s announcement came a week before the Michelin Star Revelation Ceremony and the official release of the Michelin Guide Thailand’s 2023 edition next Thursday (November 24).
Gwendal Poullennec, international director of the Michelin Guide, said that the high proportion of street food eateries on the Bib Gourmand list marks Thailand’s “quintessential culinary scene as an ultimate street food haven for budget-savvy diners”.
For him, street food is practically a savoury way of life in Thailand, as it is ubiquitous throughout the country, offering an incredible variety of unique, flavourful dishes.
“Street food provides not only an authentic Thai eating experience, but also a cultural adventure into the tasty Thai culinary tradition,” he said.
According to Poullennec, the Bib Gourmand selection was meant to “help boost gastro-tourism across Thailand and enhance the economic vitality of local communities” as the Covid-19 crisis was subsiding. This would be particularly true for the Isaan region, which Michelin Guide covers for the first time this year.
“Above all, we expect to inspire gourmets and travellers alike to enjoy their mobility experience in exploring local culinary delights across the country’s different cities,” he said.
Bib Gourmand, symbolised by the famed “Bibendum” or “Michelin Man” licking his lips, recognises both restaurants and street food eateries for offering high-quality food at budget-friendly prices of no more than 1,000 baht — for a three-course meal, exclusive of beverage.

The body of a missing French tourist was found inside Surat Thani’s Khao Sok National Park on Thursday afternoon, five days after he reportedly went missing.

Gollino Cyrit Tizzlano, 34, was found dead on Phanthurat Mountain at about 12.30pm. Authorities were convinced that he had fallen from a cliff.


His body was taken out of the forest on Thursday afternoon and the French Embassy would be informed about his death, police said.


An autopsy will be conducted to determine the cause of his death.


The search focused on an area on the mountain where the missing tourist’s mobile-phone signals were last detected.


A team of abseilers found his body near a cliff.

Before he disappeared, Tizzlano reportedly offered a local 2,000 baht to help him look for his lost drone. However, the local villager declined the offer because it was getting dark.


The search area is in difficult terrain marked by high limestone cliffs and slippery elevations due to rain.


Tizzlano checked in at Khao Sok Holiday Resort last Friday. The following day, he ventured into the forest alone with his drone after declining the offer of a guided tour.

The Asia-Pacific Economic Cooperation (Apec) CEO Summit is a positive sign signalling the region is moving forward again, Prime Minister Prayut Chan-o-cha said on Thursday as he opened the summit at The Athenee Hotel in Bangkok.

He thanked the private sector for playing a key role in supporting the Bio-Circular-Green economy model, which Thailand has adopted as a national agenda and strategy to reboot the post-pandemic economy.

“Cooperation and determination by all sectors, especially the partnership between the public and private sectors, are keys to building a sustainable and inclusive future,” he said.

Sustainability is considered the most important issue as it will enable businesses to grow while protecting the environment, Prayut said, adding that resources must be used to the fullest potential with minimal pollution.

He explained that Thailand is working on sustainable development, such as reducing greenhouse gas emissions, improving regulations to attract investors and adopting digital technology to be ready for the digital age.

The country will cooperate with private agencies to enable the Asia-Pacific region to achieve sustainable and inclusive growth without leaving anyone behind, he said.

The PM urged the leaders to adopt the Bangkok Goals initiative, which would allow Apec to drive its objectives of boosting sustainable trade, zero waste and inclusive growth.

Apec CEO Summit chairman Poj Aramwattananont felt cooperation and strong resolve would enable the Asia-Pacific region to overcome global uncertainty.

He said there are many challenges in the post-Covid-19 era, such as economic uncertainty, world confusion, environmental risks and a looming food and energy security shortage.

“We are optimistic that regional cooperation and strong resolve will get us through the global uncertainty. We must acknowledge that the world needs solutions which reflect sustainable practices, inclusivity and innovation,” he said.

He explained that the CEO Summit theme “Embrace, Engage and Enable” is an extension of Thailand’s Apec 2022 theme:

• Embrace: welcoming opportunities and strengthening economic alliances.

• Engage: joining forces to collaborate, innovate, and navigate together towards a shared future in a sustainable manner.

• Enable: expanding economic opportunities to allow businesses to operate more efficiently and more inclusively.

“We are setting the stage for leaders to share their vision and join forces in driving sustainable and equitable growth,” he said. “This is a unique opportunity to search for solutions to current challenges faced by the Asia-Pacific region and the world.”

Sanan Angubolkul, chairman of the Joint Standing Committee on Commerce, Industry and Banking, said Thailand had launched a host of initiatives that have transformed its economy, especially during this time of national recovery, and have set the country on a clear path to stability, prosperity and sustainability.

“With the PM’s oversight, there has been solid investment in essential infrastructure aimed at boosting Thailand’s productivity,” he said.

Despite the challenges of the global pandemic, Thailand has proven to be one of the most resilient economies and a reliable member of the global supply chain, Sanan said.

“This stability in our economic development, combined with progress in health and food security, has put Thailand at an advantage,” he noted.

“We have been very pleased with the resultant growth from the government’s initiatives and I believe Thailand will have a more secure future, which will also positively impact the Apec region,” he added.
