The Thailand Consumers Council Has Joined Consumer Organisations In 14 Provinces With The Intent To Sue The NBTC For Dereliction Of Duty In Protecting The Public Interest And Favouring Investors, And Abandoning The Issue Of Service Charges And Telecom Marketing In A Permanent Monopoly. NBTC Is Challenged To Debate The Issues With A Diverse Range Of Voices Before Passing A Resolution.

Miss Supinya Klangnarong, chair of the telecom subcommittee of the Thailand Consumers Council (TCC) spoke at a seminar, “Impacts of mobile phone monopolies on citizens’ rights to 5G.” She said that the issue of the business merger between True Corporation PCL and Total Access Communication PCL or Dtac was now with the Office of the National Broadcasting and Telecommunications Commission (NBTC), who were considering a resolution in this matter, as soon as the Council of State issued an opinion concerning NBTC’s powers to consider that matter.

Personally, she felt that NBTC’s execution of its duties had not been as stated in the Constitution, which required it to take the public’s side, and operate in the best interests of the general public, national security and the public interest, including ensuring that the public obtain the benefits from radio frequency spectra. Therefore, TCC and a network of consumer protection organizations in 14 provinces were petitioning NBTC concerning NBTC’s obligations to consider this merger.
 

Also, Supinya stated that it was necessary to create awareness in every sector about this deal, because it is not only the consumer sector that is impacted. There are also labourers for whom a 10-20 THB increase in service charges would affect their lives, and there is also the vulnerable group of disabled people for whom it is necessary to use Internet networks in the main for communication. Thus, if the merger goes ahead and prices go up, these groups must not be overlooked.

“We have proposed that the NBTC establish forums to hear opinions on this matter in the provinces, because this merger has affected people nationwide.

“NBTC is being proposed to hold forums to listen to opinions on this matter in the provinces, because the merger impacts the whole country. NBTC has 20 regional offices, and the NBTC board should be giving policy, because it must not be forgotten that there are many dimensions in the public sector, and every group should have the right to express their intentions.”

Supinya also said that the TCC’s demands were not only from the perspective of the merger deal. Another one or two years into the future, the world will be fully in the age of IoT, which will further increase reliance on the Internet following the global dynamic. As a consequence, it is crucial that citizens’ rights and voices are given priority by NBTC, or even the government, rather than neglected. This unity between TCC and the consumers’ network in 14 provinces will amplify our voices. Before NBTC passes a resolution on the True-Dtac merger, it should listen to the voice of the people, and must be open to participation from the public down to the grassroots, to express a broad spectrum of opinions in this matter.

TCC hits back with five reasons from consumers to the deal makers, and attacks propaganda which only refers to private sector interests

Miss Sari Ongsomwang, TCC Secretary-General, added that besides TCC and the network in 14 provinces suing NBTC, TCC would also join the Move Forward Party in suing NBTC to carry out its duties on this occasion. As for topics concerning the True-Dtac deal, she would like to explain from the perspective of consumers. True had previously sent out PR news about five good points of the merger, while from a contradictory perspective it had to be seen what consumers would lose if the merger was allowed to proceed. TCC has prepared five reasons for not approving the merger.

1. Service charges would certainly increase, because according to the report from NBTC’s economic and consumer protection subcommittee established by NBTC itself, this stated that service charges are trending to maximise, which is consistent with many bodies who have stated that they could rise by anything from 12 to 224%. When NBTC still lacked guarantees that service charges would not increase, promotions and distribution channels must not increase the burdens on consumers. NBTC has no concrete plan. Therefore the merger should not be allowed.

2. The perspective merger is between the number 2 and  number 3 operators in the market, and after such a merger only two large operators will remain, AIS and the new company formed from True and Dtac. The latter will have a market share exceeding 50%, meaning consumers will not have choices in using services. Despite the claim that there also remain National Telecommunications Co., Ltd. (NT) and two other MVNO companies, this does not reflect true competition. If the merger is allowed, market conditions will become a permanent monopoly.

3. Private sector claims were not completely true that the merger is required because the telecom business has not yielded profits, so becoming a technology company required a merger. This was because at present, although revenues from voice services have been recently reduced, revenues from data services are still at a high level. This shows that operators are still able to generate revenues from this business, and telecom networks are still considered key infrastructure to generate revenues.

4. The group of low-income consumers and students who required the Internet for their studies would have to top up an extra 30 THB per day or 900 THB per month. On this issue, NBTC and neither of True or Dtac however had a plan or measures to protect this group. A successful merger would be the cause of major impacts among this group of people.

5. This merger cannot be implemented because NBTC has the authority pursuant to the Announcement not allowing telecom operators to perform any monopolistic actions, or reduce or eliminate competition in the provision of telecom services. This includes giving orders to “approve” or “disapprove” the business manager of these telecom operators. NBTC also has the duty to apply the criteria in the anti-monopolistic Announcement of 2006 and the Announcement on mergers of 2018.

“NBTC should open up a debate forum on the pros and cons of the merger, and allow consumers to have maximal participation. This is because consumers are the group who must shoulder the eventual burden. Once the debate forum has been held, people will talk about the impacts from allowing the merger. Will NBTC not listen to the voice of the people? Will it have an opinion completely different to that of the public? NBTC should maintain its reputation for the greatest benefit of the public and the nation.”

Important New Project Will See Many Local Youths From The Restive Southern Province, Including Women, Given Training And Internships With Marriott’s Hotels And Resorts In Thailand.

The Marriott Thailand Business Council has taken another positive step forward in improving the lives of young people and alleviating poverty in Thailand, with the launch of a new partnership with Save the Children, the global organization aimed at supporting underprivileged children around the world.

The province of Pattani in the far south of Thailand has long suffered from low economic growth and high unemployment. A long-running insurgency has also claimed the lives of approximately 7,000 people and shattered the existence of many families. To make matters worse, there are clear gender disparities in Pattani, with many young women having limited access to higher education or employment.

To help Pattani’s young people, including women, rise above these disadvantages, Marriott has teamed up with Save the Children Thailand Foundation to launch a new project aimed at creating job opportunities for local youths. This initiative is being co-funded by USAID and other public and private sector agencies.

Under this important initiative, the children will receive technical/vocational education, training, and certification from accredited independent public and private institutions, helping to improve the students’ employability.  Save the Children will deliver “Life Skills for Success” coaching as developed in partnership with Accenture, and Marriott will co-create a new hospitality option with a focus on food and services.  Twenty percent of the students who graduate from these programs will be rewarded with internships, including at Marriott’s properties in Phuket, Khao Lak, Krabi and Koh Samui. 
 

These internships will comprise extensive training and practical experience, including approximately 60 days of on-the-job training and mentoring with departmental managers. Eight of the interns will be fully sponsored by Marriott, including transport, accommodation, a daily allowance and more. This experience will give each young trainee a clear pathway towards a lifelong career in the hospitality industry – either with Marriott or with another hotel or resort operator.

“The benefits of this program are manifold; not only could it create employment for young people and potentially raise the living standards of entire families, but it could even help to improve social stability – a situation often connected to economic prosperity. The initiative will also help to plug a skills shortage within the hospitality industry, which has been exacerbated by the global pandemic. Showcasing Over 300 Art Toys Created By 15 Hong Kong Designers At CentralwOrld Bangkok

(Bangkok, September 10, 2022) Organised by Innovative Entrepreneur Association (IEA) and supported by Create Hong Kong (CreateHK) of the Government of the Hong Kong Special Administrative Region (HKSAR) as the Lead Sponsor – “Let’s Unbox! 2022 Hong Kong Art Toy Story Exhibition, Thailand Chapter” (Hong Kong Art Toy Story Exhibition) will be held from September 9 to 18 2022 at centralwOrld Bangkok, Thailand.

To kick off the exhibition, we are honoured to have Mr. YEUNG Yun-hung, Kevin, GBS, JP, Secretary for Culture, Sports and Tourism of the Government of HKSAR as the Guest of Honour who shared his opening speech in video from Hong Kong. Ms Grace Tse, Chairman of IEA, Mr. Sheung-yuen Lee, Director of Hong Kong Economic and Trade Office in Bangkok, Mr. Johnson CHIANG, Curator of the Hong Kong Art Toy Story Exhibition and Mr. Felix Ip & Mr. Ryan Lee, Hong Kong art toys designers jointly officiated the opening ceremony today.

Sharing in the highlights video of Hong Kong Launch Ceremony, Mr. Kevin Yeung Yun-hung appreciated IEA’s efforts to organise the Hong Kong Art Toy Story Exhibition in celebration of the 25th Anniversary of the Establishment of the HKSAR and wished all 15 shortlisted designers a very fruitful journey.

This is the first time that IEA leads local art toy designers visiting overseas by organising its first large scale exhibition in Thailand. The exhibition aims to provide Hong Kong art toy designers with promotion, brand exposure and cultural exchanges in overseas markets.

Hong Kong Art Toy Story Exhibition, the first-of-its-kind Hong Kong art toy exhibition in Thailand, designed under the “Let’s unbox” concept with four themed zones. Featuring 15 units of Hong Kong’s hottest and emerging art toy designers from different generations with over 300 pieces of collectable original works spanning the past three decades. Among those original works some of which are museum- and auction-level art toy collections that are rare to view in the market. The exhibition allows visitors in Bangkok to get a glimpse of the development and achievements of Hong Kong’s original art toys since 1990s.  

Ms. Grace Tsang, Chairman of The IEA, highlighted, “Although the pandemic has brought disruptions to most industries, the IEA has not stopped to promote the creative and entrepreneurial spirit in Hong Kong. IEA is privileged to bring 15 units of outstanding toy designers to join this first-time large scale exhibition in Thailand and had their extraordinary work showcased to a global audience.”

This Hong Kong Art Toy Story Exhibition divides the public area of centralwOrld in Bangkok, Thailand into four zones, namely “Amazing Art Toy Zone”; “Brilliant Art Toy Zone”; “Classic Art Toy Zone” and “Discovery Zone” with super fun and fascinating installations including larger than life-size toy boxes, giant size toy capsule machine and photo-perfect human size figurines, etc. Together with other exhibits of precious photos and magazines featuring Hong Kong art toys of different generation and a dedicated area for interactive photo-shooting with exhibiting Hong Kong art toys, the unboxing journey will immerse visitors in every monumental moment of Hong Kong art toy’s history.

Over the two weekends during exhibition period, designers will conduct talks, autograph sessions, drawing demonstration and art battle with fans in Thai. 

The Hong Kong Art Toy Story Exhibition is curated by Mr. Johnson Chiang, the former Chairman of The Hong Kong Society of Illustrators. He said, “Hong Kong has never been short of excellent illustrators, designers and toy makers. In fact, they have produced many classic trendy art toys that swept across the world. It is a rare opportunity for so many local art toy designers and their brands going overseas. This exhibition is a good demonstration of the world’s recognition of Hong Kong’s position as a leading hub for art toys.” He also hoped the exhibition can help acquaint more overseas toy lovers and general public with Hong Kong’s emerging art toy designers.

Four Zones of Let’s Unbox! 2022 Hong Kong Art Toy Story Exhibition, Thailand Chapter:

Amazing Art Toy Zone (Zone A) 
Features seven acclaimed Hong Kong art toy designers’ iconic works.

Brilliant Art Toy Zone (Zone B) 
Highlights eight brilliant Hong Kong art toy designers to showcase the surging creativity of the newest generation’s art toy brands.

Classic Art Toy Zone (Zone C) 
Guides the visitors to discover the journey of Hong Kong art toys’ development from the 1990s with exhibits (some of which are museum- and auction-level collectibles) that are collector’s favourites of some forerunners of Hong Kong art toys, of the forerunners including “Amazing Twins”, “Brothersfree” and “Michael Lau”, etc.

Discovery Zone (Zone D)
Participates by some of the exhibiting Hong Kong designers in person during the two weekends of the exhibition period in a series of extended activities, including talks, autograph sessions, and Art Battle, etc. 
An AR interactive photography area connecting virtual and real scenes is also set up to add more interactive elements to the exhibition by inviting visitors to take photos with the exhibiting art toys and then share them on social media.
